Consumer Price Index for Industrial Workers (CPI-IW) – August, 2020

The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of the retail prices of selected items collected from 289 markets spread over 78 industrially important centres in the country. The index is compiled for 78 centres and All-India and is released on the last working day of succeeding month. The index for the month of August, 2020 is being released in this press release.

The All-India CPI-IW for August, 2020 increased by 2 points and stood at 338 (three hundred and thirty eight). On 1-month percentage change, it increased by (+) 0.60 per cent between July and August, 2020 compared to (+) 0.31 per cent increase between corresponding months of previous year.

The maximum upward pressure in current index came from Food group contributing (+) 1.14 percentage points to the total change. At item level, Rice, Mustard Oil, Milk (Buffalo), Chillies Green, Onion, Brinjal, Carrot, French Bean, Gourd, Green Coriander Leaves, Lady Finger, Palak, Parval, Potato, Banana, Mango (Ripe), Tea (Readymade), Flowers/Flower Garlands, etc. are responsible for the increase in index. However, this increase was checked by Wheat, Wheat Atta, Fish Fresh, Goat Meat, Poultry (Chicken), Tomato, Guava, etc., putting downward pressure on the index.

At centre level, Coimbatore recorded the maximum increase of 9 points followed by Salem (7 points) and Madurai (6 points). Among others, 5 points increase was observed in 3 centres, 4 points in another 3 centres, 3 points in 12 centres, 2 points in 14 centres and 1 point in 16 centres. On the contrary, Labac-Silchar recorded the maximum decrease of 4 points. Among others, 2 points decrease was observed in 3 centres and 1 point in 8 centres. Rest of 15 centres’ indices remained stationary.

The indices of 31 centres are above All-India Index and 47 centres’ indices are below national average.

Year-on-year inflation based on all-items stood at 5.63 per cent for August, 2020 as compared to 5.33 per cent for the previous month and 6.31 per cent during the corresponding month of the previous year. Similarly, Food inflation stood at 6.67 per cent against 6.38 per cent of the previous month and 5.10 per cent during the corresponding month a year ago.

Subject: Preventive measures to be taken to contain the spread of Novel Coronavirus (COVID-19) – Attendance regarding.

The undersigned is directed to refer to OM of even number dated the 17th March, 2020, 18th May, 2020 and 19th May, 2020 whereby advisory for well-being of Government employees and attendance in Government offices with staggered timings were issued by Department of Personnel & Training (DoPT).

Also check: Daily attendance is being sought by DoPT telaphonically, officers are requested to convey attendance by 11 am

2. Kind attention is also drawn to Ministry of Home Affairs’ Order dated 30.05.2020 whereby ‘Additional Directives for Work Places’ have been prescribed. Further, the Ministry of Health & Family Welfare (MoH&FW) on 4th June, 2020 has issued Standard Operating Procedure on preventive measures to contain spread of COVID-19 in workplace settings (copy enclosed).

3. It is emphasized that strict adherence to the practices of social distancing norms and health & hygiene practices, as enunciated in these guidelines, is of paramount importance and the Government servants as responsible employees should abide by these practices so that the Government offices function in the most efficient manner in the given situation. All the Ministries / Departments/offices as well as the Central Government employees are, therefore, directed to ensure strict compliance of instructions issued by DoPT as well as MHA and MoH&FW.

SOP on preventive measures to contain spread of COVID-19 in offices

1. Background
Offices and other workplaces are relatively close settings, with shared spaces like work stations, corridors, elevators & stairs, parking places, cafeteria, meeting rooms and conference halls etc. and COVID-19 infection can spread relatively fast among officials, staffs and visitors.
There is a need to prevent spread of infection and to respond in a timely and effective manner in case suspect case of COVID-19 is detected in these settings, so as to limit the spread of infection.

2. Scope
This document outlines the preventive and response measures to be observed to contain the spread of COVID-19 in office settings. The document is divided into the following sub-sections
(i) Generic preventive measures to be followed at all times
(ii) Measures specific to offices
(iii) Measures to be taken on occurrence of case(s)
(iv) Disinfection procedures to be implemented in case of occurrence of suspect / confirmed case.

Offices in containment zones shall remain closed except for medical & essential sevices. Only those outside containment zones will be allowed to open up.

3. Generic preventive measures
Persons above 65 years of age, persons with comorbidities, pregnant women are advised to stay at home, except for essential and health purposes. Office management to facilitate the process.
The generic preventive measures include simple public health measures that are to be followed to reduce the risk of infection with COVID-19. These measures need to be observed by all (employees and visitors) at all times. These include:

i. Individuals must maintain a minimum distance of 6 feet in public places as far as feasible.
ii. Use of face covers/masks to be mandatory.
iii. Practice frequent hand washing with soap (for at least 40-60 seconds) even when hands are not visibly dirty. Use of alcohol-based hand sanitizers (for at least 20 seconds) can be made wherever feasible.
iv. Respiratory etiquettes to be strictly followed. This involves strict practice of covering one’s mouth and nose while coughing/sneezing with a tissue / handkerchief / flexed elbow and disposing off used tissues properly.
v. Self-monitoring of health by all and reporting any illness at the earliest to the immediate supervisory officer.
vi. Spitting shall be strictly prohibited.
vii. Installation & use of Aarogya Setu App by employees.

4. Specific preventive measures for offices:

i. Entrance to have mandatory hand hygiene (sanitizes dispenser) and thermal screening provisions.

ii. Only asymptomatic staff/visitors shall be allowed.

iii. Any officer and staff residing in containment zone should inform the same to supervisory officer and not attend the office till containment zone is denotified. Such staff should be permitted to work from home and it will not be counted as leave period.

iv. Drivers shall maintain social distancing and shall follow required dos and don’ts related to COVID-19. It shall be ensured by the service providers/ officers/ staff that drivers residing in containment zones shall not be allowed to drive vehicles.

v. There shall be provision for disinfection of the interior of the vehicle using 1% sodium hypochlorite solution/ spray. A proper disinfection of steering, door handles, keys, etc. should be taken up.

vi. Advise all employees who are at higher risk i.e. older employees, pregnant employees and employees who have underlying medical conditions, to take extra precautions. They should preferably not be exposed to any front-line work requiring direct contact with the public. Office management to facilitate work from home wherever feasible.
vii. All officers and staff / visitors to be allowed entry only if using face cover/masks. The face cover/mask has to be worn at all times inside the office premises.
viii. Routine issue of visitors/ temporary passes should be suspended and visitors with proper permission of the officer who they want to meet, should be allowed after being properly screened.
ix. Meetings, as far as feasible, should be done through video conferencing.
x. Posters/ standees/ AV media on preventive measures about COVID-19 to be displayed prominently.

xi. Staggering of office hours, lunch hours/coffee breaks to be done, as far as feasible.

xii. Proper crowd management in the parking lots and outside the premises – duly following social distancing norms be ensured.
xiii. Valet parking, if available, shall be operational with operating staff wearing face covers/ masks and gloves as appropriate. A proper disinfection of steering, door handles, keys, etc. of vehicles should be taken up.

xiv. Any shops, stalls, cafeteria etc., outside and within the office premises shall follow social distancing norms at all times.

xv. Specific markings may be made with sufficient distance to manage the queue and ensure social distancing in the premises.

xvi. Preferably separate entry and exit for officers, staff and visitors shall be organised.

xvii. Proper cleaning and frequent sanitization of the workplace, particularly of the frequently touched surfaces must be ensured.

xviii. Ensure regular supply of hand sanitisers, soap and running water in the washrooms.

xix. Required precautions while handling supplies, inventories and goods in the office shall be ensured.

xx. Seating arrangement to be made in such a way that adequate social distancing is maintained.

xxi. Number of people in the elevators shall be restricted, duly maintaining social distancing norms.

xxii. For air-conditioning/ventilation, the guidelines of CPWD shall be followed which inter alia emphasises that the temperature setting of all air conditioning devices should be in the range of 24-30°C, relative humidity should be in the range of 40¬70%, intake of fresh air should be as much as possible and cross ventilation should be adequate.

xxiii. Large gatherings continue to remain prohibited.

xxiv. Effective and frequent sanitation within the premises shall be maintained with particular focus on lavatories, drinking and hand washing stations/areas.

xxv. Cleaning and regular disinfection (using 1% sodium hypochlorite) of frequently touched surfaces (door knobs, elevator buttons, hand rails, benches, washroom fixtures, etc.) shall be done in office premises and in common areas

xxvi. Proper disposal of face covers / masks / gloves left over by visitors and/or employees shall be ensured.

xxvii. In the cafeteria/canteen/dining halls:
a.Adequate crowd and queue management to be ensured to ensure social distancing norms.
b. Staff / waiters to wear mask and hand gloves and take other required precautionary measures.
c.The seating arrangement to ensure a distance of at least 1 meter between patrons as far as feasible.
d. In the kitchen, the staff to follow social distancing norms.

5. Measures to be taken on occurrence of case(s):
Despite taking the above measures, the occurrence of cases among the employees working in the office cannot be ruled out. The following measures will be taken in such circumstances:

i. When one or few person(s) who share a room/close office space is/are found to be suffering from symptoms suggestive of COVID-19:
  • Place the ill person in a room or area where they are isolated from others at the workplace. Provide a mask/face cover till such time he/she is examined by a doctor.
  • Immediately inform the nearest medical facility (hospital/clinic) or call the state or district helpline.
  • A risk assessment will be undertaken by the designated public health authority (district RRT/treating physician) and accordingly further advice shall be made regarding management of case, his/her contacts and need for disinfection.
  • The suspect case if reporting very mild/mild symptoms on assessment by the health authorities would be placed under home isolation.
  • Suspect case, if assessed by health authorities as moderate to severe, will be treated as per health protocol in appropriate health facility.
  • The rapid response team of the concerned district shall be requisitioned and will undertake the listing of contacts.
  • The necessary actions for contact tracing and disinfection of work place will start once the report of the patient is received as positive. The report will be expedited for this purpose.
ii. If there are large numbers of contacts from a pre-symptomatic / asymptomatic case, there could be a possibility of a cluster emerging in workplace setting. Due to the close environment in workplace settings this could even be a large cluster (>15 cases). The essential principles of risk assessment, isolation, and quarantine of contacts, case referral and management will remain the same. However, the scale of arrangements will be higher.

iii. Management of contacts:
  • The contacts will be categorised into high and low risk contacts by the District RRTas detailed in the Annexure I.
  • The high-risk exposure contacts shall be quarantined for 14 days.
  • These persons shall undergo testing as per ICMR protocol.
  • The low risk exposure contacts shall continue to work and closely monitor their health for next 14 days.
  • The flowchart for management of contact/ cases is placed at Annexure – II.
6. Closure of workplace
i. If there are one or two cases reported, the disinfection procedure will be limited to places/areas visited by the patient in past 48 hrs. There is no need to close the entire office building/halt work in other areas of the office and work can be resumed after disinfection as per laid down protocol.
ii. However, if there is a larger outbreak, the building/block will have to be closed for 48 hours after thorough disinfection. All the staff will work from home, till the building/block is adequately disinfected and is declared fit for re-occupation.

7. Disinfection Procedures in Offices
Detailed guidelines on the disinfection as already issued by Ministry of Health & Family Welfare as available on their website shall be followed.

Annexure I

Risk profiling of contacts
Contacts are persons who have been exposed to a confirmed case anytime between 2 days prior to onset of symptoms (in the positive case) and the date of isolation (or maximum 14 days after the symptom onset in the case).

High-risk contact
  • Touched body fluids of the patient (respiratory tract secretions, blood, vomit, saliva, urine, faeces; e.g. being coughed on, touching used paper tissues with a bare hand)
  • Had direct physical contact with the body of the patient including physical examination without PPE
  • Touched or cleaned the linens, clothes, or dishes of the patient.
  • Lives in the same household as the patient.
  • Anyone in close proximity (within 1 meter) of the confirmed case without precautions.
  • Passengers in close proximity (within 1 meter) in a conveyance with a symptomatic person who later tested positive for COVID-19 for more than 6 hours.
Low-risk contact
  • Shared the same space (worked in same room/similar) but not having a high-risk exposure to confirmed case of COVID-19.
  • Travelled in same environment (bus/train/flight/any mode of transit) but not having a high-risk exposure.

Confederation National Secretariat Calls upon Entire Central Government Employees
(including Gramin Dak Sevaks and Casual/Contract Workers)

To Mobilise and Participate in the 2020 January 8th Nationwide Strike
Organise Mass Dharna and Demonstrations and Rallies at all important centres and State/ District/ Divisional Headquarters on 20th December, 2019.
  • Strike to be organised on 10 points Charter of demands of Confederation (attached herewith) and also the common demands of workers adopted in the National Convention of Workers.
  • First and most important demand to be emphasized is "Scrap NPS and Restore OPS".
  • Each affiliated organisation should independently chalkout intensive campaign programmes to mobilise their entire membership to participate in the strike. Campaign tour programmes of leaders of each affiliate should be chalked out immediately. This is most important and urgent.
  • Campaign tour programmes of National Secretariat Members of Confederation will be published shortly.
  • Draft copy of the pamphlet to be distributed among all the Central Government employees will be published in the Confederation website shortly. C-O-Cs and Affiliates at state/ district level to bring out pamphlets in respective vernacular, with additions/ modifications if necessary.
  • State C-O-Cs should publish Posters with Confederation Charter of demands.
  • Strike notice along with Charter of demands will be served on 12th December, 2019.
    Confederation Central Headquarters will serve strike notice to Cabinet Secretary. All Affiliated organisations should serve strike notice to their respective Departmental heads. Copy of the strike notice should be submitted to all lower level authorities also at State/ District/ Divisional level with mass demonstrations and gate meetings.
  • Affiliated organisations should send copy of the strike notice served by them to their Departmental heads, to all their lower units and also publish the same in their websites.
  • State/ District C-O-Cs should plan their own campaign programmes and mobilisation meetings.
  • Confederation Central Headquarters has already written to the Secretary General of Confederation of Central Government Gazetted Officers Organisation (CCGGOO) requesting to participate in the 8th January 2020 strike.
  • Message of the strike and strike demands should reach each and every Central Govt. employee including Gramin Dak Sevaks and Casual, Part-time contingent, daily-rated and Contract Workers.
  • All Affiliates and C-C-Cs should ensure maximum participation of Central Govt. employees in all the campaign and mobilisation programmes of Joint Action Council of Central Trade Unions and Independent Federations also.
  • As in the past, Government may issue circulars, threatening the employees who participate in the strike. Ignore all such circulars and join the strike with courage and determination. Don’t believe in rumours. All information related to the strike will be published in Confederation website www.confederationhq.blogspot.com
  • Mass dharna at all important centres and also at State/ District/Divisional headquarters may be organised on 20th December 2019, with maximum participation of Central Govt. Employees.
  • Give maximum publicity through local media, social media and websites. Send photos and reports by whatsapp or Email to Confederation Headquarters.
  • Central Government Pensioners Associations may be requested to particpate in all mobilisation programmes and also to organise solidarity programme on 8th January, 2020.
    Remember, all our existing benefits and rights are achieved through struggles and sacrifices only. No strike action will go in vain. No sacrifice will go in vain. We will fight and we will win.

II. National Conference of Confederation of Central Government Employees & Workers:
As already informed to all in the Circular dated 01-08-2019, the next National Conference of Confederation of Central Government Employees & Workers will be held at NAGPUR (Maharashtra) on 07-02-2020 and 08-02-2020 (7th & 8th February 2020; Friday and Saturday). Delegate fee per head is Rs.1,000/- (Rs. One thousand only). In addition to delegates, visitors are also allowed to attend the Conference on payment of Rs.1,000/- (Rs. One thousand only) per head.

All Affiliated organisations and C-O-Cs are requested to ensure maximum participation of delegates and visitors in the National Conference, including maximum Lady delegates and visitors.

Please book the travel tickets of the delegates and visitors well in advance. Last minute, confirmed tickets will not be available.

The National Secretariat meeting of Confederation held at Hyderabad on 19th October 2019, has decided that the subscription/ quota dues list of affiliates will be placed in the Comnfederation website by the Financial Secretary shortly and all will be once again asked to pay out the arrears by 20-12-2019. On the basis of remittances received thereupon, voting rights will be compiled and exhibited in the website.

10 Points Charter of Demands of Confederation

  1. Scrap New Contributory Pension scheme (NPS). Restore Old defined benefit Pension Scheme (OPS) to all employees. Guarantee 50% of the last pay drawn as Minimum Pension.
  2. Honour assurance given by Group of Ministers (GoM) to NJCA leaders on 30-06-2016. Increase Minimum Pay and Fitment formula. Withdraw the proposed move to modify the existing time-tested methodology for calculation of Minimum wage. Grant HRA arrears from 01-01-2016. Withdraw “Very Good” bench mark for MACP, Grant promotional heirarchy and date of effect from 01-01-2006. Grant Option-I parity recommended by 7th CPC to all Central Govt. Pensioners. Settle all anomalies arising out of 7th CPC implementation.
  3. Stop corporatisation / privatisation of Railways, Defence and Postal Departments. Withdraw closure orders of Govt. of India Printing Presses. Stop proposed move to close down Salt Department. Stop closure of Govt. establishments and outsourcing.
  4. Fill up all six lakhs vacant posts in the Central Government Departments in a time bound manner. Reintroduce Regional Recruitment for Group B & C posts.
  5. (a) Regularisation of Gramin Dak Sevaks and grant of Civil servant status. Implement remaining positive recommendations of Kamalesh Chandra Committee report.
    (b) Regularise all casual and contract workers including those joined on or after 01-09-1993.
  6. Ensure equal pay for equal work for all. Remove disparity in pay scales between Central Secretariat staff and similarly placed staff working in field units of various departments.
  7. Implement 7th CPC Wage Revision and Pension revision of remaining Autonomous bodies. Ensure payment of arrears without further delay. Grant Bonus to Autonomous body employees pending from 2016-17 onwards.
  8. Remove 5% condition imposed on compassionate appointments. Grant appointment in all eligible cases.
  9. Grant five time bound promotions to all Group B & C employees. Complete Cadre Review in all departments within a time-frame.
  10. (a) Withdraw the anti-worker wage/labour codes and other anti-worker Labour reforms. Stop attack on trade union rights. Ensure prompt functioning of various negotiating forums under the JCM Scheme at all levels.
    (b) Withdraw the draconian FR 56 (j) and Rule 48 of CCS (Pension Rules 1972

Sub: Grant of TA / DA and Air Travel permission to Retired Railway Officers to attend Courts for deposition as prosecution witnesses as sanction for prosecution authenticating authority.

The proposal regarding grant of TA / DA and Air Travel permission to retired railway officers to attend Courts for deposition as prosecution witnesses as sanction for prosecution authenticating authority has been considered by Board (MS & FC) and it has been decided that:

(i) TA / DA to such Retired Railway Officers may be considered in the same lines as applicable to Retired Inquiry Officers (Ws) as per para 815.1(5) of Indian Railways Vigilance Manual, i.e. in cases where the travel becomes inescapable, and so approved by the Competent Authority, the rate of TA / DA will be the same as applicable to the serving Railway Officers of equivalent rank.

(ii) Grant of Air Travel permission to Retired Railway Officers may be dealt with on case to case basis as is being done presently considering distance, place of journey, modes of travel available, time is taken and number of days involved. Competent Authority may consider eligibility same as applicable to the serving Railway Officers of equivalent rank.

While deciding Air Travel, the aspect that whether journey can be performed by overnight train would need to be seen as being done for serving officers and as is also applicable on civil side. On Air Travel issue, CRB had decided that need of the journey by Air and urgency that necessitate it should be seen. For example; while Delhi-Bangalore-Delhi would qualify for Air Travel, Delhi-Mumbai-Delhi can easily be covered by train comfortably.

This will also be subject to the other Terms & Conditions / instructions issued from time to time by Ministry of Finance / Board’s Office on ‘Air travel’.

Consequent upon transferring out of Smt Pooja Bhatt, IDAS,DCFA outside the organisation, PCA (Fys) Kolkata, being the Competent Authority has reconstituted the complaint redressal committee regarding Prevention of Sexual Harassment of working women at work place, as per the laid down norms, in the Main Office, Kolkata for redressal of the complaint if any, on the subject of the staff-members working in M.O. & RTC (ER), Kolkata. Subject: Revision of Pension of pre-2016 pensioners after implementation of seventh Central Pay Commission’s recommendations- anomaly in determining notional pay.

Sir,

I am directed to refer to various communications from State Governments on the above subject and to state that the matter raised in various representations of the pensioners seeking revision of their pension after implementation of 7th CPC recommendations, has been examined in this Department in consultation with Department of Pensions and Pensioner’s Welfare.

2. The basis for the re-fixation of the pension of pre-2016 pensioners are DoPT OM No.14021/4/2016-AIS-Il dated 19th May, 2017 {mutatis-mutandis based on DoP&PW OM dated 38/37/2018-P&PW(A) dated 12th May,2017} and the Concordance Tables issued by DoP&PW vide OM dated 38/37/2018-P&PW(A) dated 6th July,2017.

3. Prior to re-fixation of the pension of pre-2016 pensioners/family pensioners etc., following instructions/pension may be followed:-

(a) Para 4 of the OM dated 12th May, 2017 provides inter alia that the “revised pension/family pension w.e.f 01.01.2016 in respect of all Central Civil pensioners retired prior to 01.01.2016, may be revised by notionally fixing their pay in pay matrix recommended by the 7thCPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which they retired. This will be done by notional pay fixation under each intervening Pay Commission based on the Formula for revision of pay. While fixing pay on notional basis, the pay fixation formulas approved by the Government and other relevant instructions on the subject in force at the relevant time shall be strictly followed. Further, para 7 of the OM provides inter alia that in case of those Government servants who retired or died on or after 01.01.1986 but before 1.1.2016, the actual pay and the pay scale from which they retired or died would be taken into consideration for the purpose of calculation of the notional pay as on 01.01.2016 in accordance with para 4 above.

(b) Accordingly, the pay of pre-2016 pensioners was notionally fixed in relevant cell of pay matrix of 7th CPC as per the formula of pay fixation approved by the Government. The pay of the serving IAS officers (including of Selection Grade officers) is also fixed in relevant cell of Pay Matrix of 7th CPC as per the formula of pay revision from 6th CPC to 7th CPC as approved by the Government. Also, the pay of serving officers who had been promoted on 1.1.2016 in JAG or Selection Grade is first fixed in the relevant cell of Pay Matrix of 7th CPC as per the formula of pay revision approved by the Government. Thereafter, they had to be promoted in next scale and their pay fixed in that level as per IAS Pay Rules 2016, granting them two increment in the promotion level.

(c) The pay of only those officers who were promoted on or after 1.1.2016 is to be fixed in 3rd cell of level-13. The pay of the officers who were already in selection grade i.e. level-13 as on 1.1.2016 is fixed as per the formula of pay revision from 6th to 7th Central Pay Commission(CPC). The notional pay of the officers who had retired before 01.01.2016 has to be similarly fixed. Therefore, the contention of any pensioner that his/her notional pay cannot be in any case less than the lowest level at which the pay of a serving officer of the Selection Grade of IAS can be fixed, is not tenable. Their pay is to be notionally arrived at by the formula of pay revision from 6th CPC to 7th CPC at par with other serving IAS officers.

4. Pension of pre-2016 pensioners/family pensioner may be revised w.e.f 1.1.2016 in accordance with the instructions contained in D/o P&PW OM dated 12.5.2017.

5. Accordingly, the representations of pre-2016 pensioners may be examined by the State Government and the concerned pensioner(s) may be informed.

(c): Yes, Sir.

(d): The same retirement benefits are admissible to these persons as are applicable to officers upon retirement on normal age of superannuation.

Subject: Introduction of NPS oversight mechanism.

The undersigned is directed to say that the Committee, as set-up by Department of Financial Services in terms of their OM No. 1/3/2016-PR dt. 21.10.2016 under the Chairmanship of Secretary (Pension) and comprising Secretary, Department of Financial Services and Secretary (Department of Personnel and Training), had submitted its report on 28.2.2018, containing its recommendations for streamlining implementation of the National Pension System (NPS).

2. One of the recommendations contained in para 8.7.1 of its report relating to grievance redressal is as under:-

“Three-tiered NPS oversight mechanism of the DDO/Head of Office, Joint Secretary (Admin)/Chief Controller of Accounts and the Financial Advisor set up vide Department of Expenditure’s OM No.1(2)/EV/2008, dated 03.02.209 may be strengthened/streamlined to monitor grievances as well as timely registration and credit of contributions to subscribes’ accounts. Fresh instructions to this effect and for strict compliance of instructions may be issued by Department of Expenditure.”

3. In the OM of this Department No. 1(2)/EV/2008 dated 3.2.2009, it was provided, inter-alia, that Ministries/Departments may constitute a Committee headed by J5 (Admin) and Principal CCA/CCA to monitor registration/regular upload of data and transfer of NPS contributions in respect of Central Government employees to ensure that no delay therein occurs. Subsequently, in terms of instructions of this Department vide OM No. 1(5)/EV/2011 dated 10.7.2011 the Committee was broad-based to include the concerned Financial Advisors and the said instructions dt. 10.7.011 also provided, inter-alia, that the implementation of NPS, with its various attendant parameters, in each Central Ministry/Department, shall be a “key performance area” of the Financial Advisors.

4. The Department of Pension and Pensioners’ Welfare, which is the nodal Department in respect of pension related matters of Central Government employees, is separately in the process of framing statutory rules to regulate the matters of National Pension System in case of Central Government employees. These Rules would also cover the issue relating to timely credit of contributions of Central Government employees and the Central Government, as deducted from the salaries of the concerned Government employee, to NPS architecture.

5. However, since timely credit of deduction made from the salary of Central Government employees towards their contribution to NP5, as also the applicable contribution of the Central Government, to the NP5 financial architecture is of paramount importance for availability of due and timely returns thereon towards generation of pension corpus, it has been decided that a Committee in each Ministry/Department shall be constituted as under to ensure oversight over the NPS contributions crediting:-

(i) Financial Advisor – Head of the Committee
(ii) Joint Secretary (Administration)
(iii) Principal CCA/CCA
(iv) The concerned Head of the office
(v) The concerned DDO

6. The Committee shall be responsible for the following actions:-

(i) Ensuring that the contribution of employees and the Government are credited without delay to the NPS financial architecture both in case of existing employees and employees newly recruited from time to time and the existing system and procedure being followed for the purpose shall be monitored effectively to ensure that no delay in credit of the contributions takes place.

(ii) Ensuring that in case any grievance by any employee is received in regard to delay in credit of contribution, either directly from the employee or through PFIZDA, the same has been looked into and disposed of in a manner to the satisfaction of the concerned employee.

(iii) Any other matter as having a bearing on the issue of crediting/remittance
of NPS contributions.

(iv) The Committee shall devise its own mechanism as also appropriate checks & balances to ensure that NP5 contributions are credited on time in respect of all employees under NPS system.

(v) The Committee shall meet at least once in 3 months to review the progress and in case any slippages are noticed, it shall take immediate corrective action. However, the concerned Principal CCAI CCA shall keep a watch over the progress on a regular basis.

7. While the above Committee shall be set-up in each Ministry/Department, appropriate mechanism for keeping a watch in respect of attached and subordinate offices under that Ministry/Department shall be put in place by the concerned Financial Advisor, so that the overall oversight in respect of the entire Ministry/Department as a whole is exercised by the Committee as mentioned in para 5 above.

8. The concerned Financial Advisor shall send a status report every six month to the Department of Pension and Pensioners’ Welfare about the result of the monitoring carried out through the above oversight mechanism with concluding remarks whether the NPS contributions are being credited on time and in case of any slippages, the details of the action taken.

Subject : Implementation of recommendations of GDS Committee on Social Security Benefits for Gramin Dak Sevaks (GDS).

The undersigned is directed to refer to this Directorate 0.M of even number dated 27.06.2018, wherein approval of Competent Authority on the above noted subject was conveyed.

2. The Competent Authority has now approved the following modification in payment of Severance Amount and GDS Gratuity with effect from 01.01.2016 instead of 01.07.2018 as mentioned below:-

(I)      GDS Gratuity ( erstwhile Ex-gratia Gratuity):

Existing Benefits: The nomenclature of Ex- gratia Gratuity is changed as ‘GDS  Gratuity’ Continuance of the existing formula for grant of Ex-gratia Gratuity subject to a maximum of Rupees One lakh fifty thousand ( Rs 1,50,000/-) .

Revised Benefits: No change in nomenclature and other conditions mentioned in Department of Posts OM of even number dated 27.06.2018.Revised rate of GDS Gratuity (i.e. Maximum ceilingRs 150000* shall be paid w.e.f01.01.2016 instead of01.07.2018.

(II) Severance Amount

Existing Benefits: The Severance Amount shall be paid at the rate of24,000/- for every completed year from01.01.2016.Maximum ceiling on Severance Amount shall be Rupees One lakh fifty thousand ( Rs 1,50,000/ -) .

Severance Amount would be applicable only in case of those GDS who have opted to remain with Severance Amount andhave not shifted to Service Discharge Benefit Scheme(SDBS), and has completed 10 years of continuous service ..

Revised Benefits: No change in nomenclature and other conditions mentioned in Department of Posts OM of even number dated 27.06.2018.The Severance Amount shall be paid at the rate of Rs. 4000/- for every completed year of engagement w.e.f01.01.2016.**

Revised rate of Severance Amount (i.e. Maximum Ceiling of  Rs 150000/-) shall be paid w.e.f  01.01.2016 instead of 01.07.2018.

* Difference Amount of GDS Gratuity (i.e Z.150000/ – Z.60000/-)= @ Z 90,000/-shall be paid to those GDS who were discharged between 01.01.2016 to 30.06.2018, as they have been paid old. rate of GDS Ex-Gratia Gratuity i.e @ Z 60,000/-.

** Difference Amount. of Severance Amount (i.e Z 4000 – Z15000= @ 2500/- for every completed year of engagement we.f. 01.01.2016 shall be paid to those GDS who were discharged between 01.01.2016 to 30.06.2018, as they have been paid old rate of Severance Amount i.e @ Z. 1500/- for every completed year of engagement we.f. 01.01.2016 subject to a maximum Ceiling of Z 1,50,000l

3. All other existing eligibility conditions for the aforesaid schemes have undergone no change and will be applicable to all GDSs

4. This issues in consultation with Ministry of Finance, Department of Expenditure vide their ID Note No. 3(1)/E-V/2018 dated 05.04.2018 and AS &FA Diary No 37/2019-FA-CS Dated 01.07.2019.

Subject: – Clarification on Department of Posts Postman and Mail Guard (Group ‘C’) Recruitment Rules, 2018.

Madam / Sir,

I am directed to refer to Department of Posts Postman and Mail Guard (Group ‘C’) Recruitment Rules (RRs), 2018 notified on 20.09.2018 which superseded Department of Posts (Postman and Mail Guard) Recruitment Rules, 2010. In this regard, a few Circles have sought clarification on certain points, which are clarified as under:-

(I) Circle/ Issue: Andhra Pradesh, Haryana, Karnataka: Whether the educational and other qualifications (Knowledge of computer Language and possessing valid driving license of two-wheeler) required for direct recruits detailed in column 7 of RRs of Postman/Mail Guard is applicable for GDS candidates (direct recruitment).
Andhra Pradesh: Whether the candidates having two wheeler license only should be allowed for examination/ selection OR can license be obtained afterwards.

Clarification: Provisions of Column 7 of Postman/ Mail Guard RRs have been relaxed for existing GDS (who have been engaged prior to notification of new RRs) as per letter no. 03-02/2019-SPN-I dated 26.03.2019. Following relaxations have been provided to the GDS candidates:

a) GDS with 10th standard pass shall be allowed to appear in the competitive examination, if otherwise found fit;

b) GDS without license to drive two wheeler or light motor vehicle shall also be allowed to appear in the competitive examination. However, a candidate not having valid driving license at the time of appointment shall not earn periodical increment in pay till production of such license or for a period of five years from the date of appointment whichever is earlier and after production of such license or expiry of such five years period, pay shall be restored prospectively to the level pay would have reached had the periodical increment in pay was not withheld and no arrears of pay shall be paid for the intervening period.

(II) Andhra Pradesh: Procedure to be followed for testing the knowledge of computer.

Clarification: Syllabus and pattern of LDCE examination has been revised as per Directorate’s letter no. 17-08/2018- SPB-I dated 10.05.2019.

(III) Andhra Pradesh: Keeping m view, work involved and time sensitivity for conducting separate examinations for filling the vacancies of Postman / Mailguard among both MTS and GDS, whether a common examination may be conducted for filling the postman / mailguard vacancies by both MTS and GDS.

Clarification: A common examination may be held across the Circle for filling up of vacancies of Postman/ Mailguard from both MTS and GDS.

Seeking Option from Candidate at the time of inviting application for appearing in examination, candidates may be asked to exercise order of preference for Recruiting Units (All Divisions).

The candidates belonging to postal divisions shall indicate order of preference for postal divisions excluding parent division (s) followed by RMS divisions.

The candidates belonging to RMS divisions shall indicate order of preference for RMS divisions excluding parent division (s) followed by postal divisions.

It should be clarified that candidates should exercise preference for all Recruiting Units for consideration.

In case preference is exercised for a limited number of units and could not be allocated to one of those units as per merit vis a vis vacancy in the category he/ she belongs to, he/ she will not be considered for other recruiting units not preferred even though a candidate lower m rank to him/ her is considered who has opted for that unit.
Order of preference once exercised shall not be changed.

Preparation of Merit List and allocation of Division

At first, two merit lists for each division/recruiting unit shall be prepared for Qualified candidates

(i) One of MTS candidates, and
(ii) One of GDS candidates.

Qualified candidates shall be allocated to their respective parent recruiting unit in the order of merit vis a vis category in which selected vis a vis availability of vacancy in the respective category (for the purpose of vertical I horizontal reservation).

After allocation of candidates to their respective Parent Unit (Postal Divisions I RMS Divisions), four separate merit lists for the entire Circle shall be prepared for all such candidates who could not be adjusted/ allocated against their Parent Unit (s), viz.

(i) MTS of all Postal divisions
(ii) MTS of all RMS divisions
(iii) GDS of all Postal divisions
(iv) GDS of all RMS divisions

A reserve category candidate selected against an unreserved vacancy on •own merit shall have choice to migrate to reserve category if by doing so he/she can be allocated to a Unit, which is higher in the order of preference exercised by him/her. Therefore, an undertaking to this effect shall be included m the application for appearing examination.

Publication of Results

The Circle shall publish separate results for both Postman and Mailguard.

a) Postman: Division wise lists of candidates in order of merit who have been allocated to parent unit followed by list of surplus qualified candidates, who were not allocated to Parent Unit/ Division and allocated to other Recruiting Units/Divisions based on merit, shall be published for each division.

b) Mailguard: Division wise lists of candidates in order of merit who have been allocated to parent unit followed by list of surplus qualified candidates, who were not allocated to Parent Unit I Division and allocated to other Recruiting Units/Divisions based on merit, shall be published for each division.

(IV) Andhra Pradesh and Karnataka: The revised syllabi and pattern for LDCE for the cadre of Postman I Mailguard as per the educational qualification I.e. 12th standard, prescribed m the Revised Recruitment Rules of Postman I Mail Guard, 2018.

Clarification: Syllabus and pattern of LDCE examination has been revised as per Directorate’s letter no. 17-08/2018- SPB-I dated 10.05.2019.

(V) Andhra Pradesh: Whether the DR vacancies of the year 2017-18 can be offered to GDS surplus qualified candidates as per the provisions of New RRs under Rules 10(iii)(b) & (c) OR these vacancies can be included in the vacancy position of 2018 to fill up as per new Recruitment Rules.

North East: Whether vacancy of Postman to be calculated from 01.04.2018 to date of publication of above said Gazette as per old RRs or as per new RRs.

Telangana : Whether the DR vacancies of the year 2017-18 can be offered to GDS surplus qualified candidates as per the prov1s10ns of New RRs under Rules 10(iii)(b) & (c) OR these vacancies can be filled up by issuing open notification as per old Recruitment Rules.

Clarification: O.M No. AB.14017/13/2013-Estt.(RR)(1349) of Department of Personnel & Training (DOPT) states as under:-

“The legal position is that the posts are to be filled up as per – the eligibility conditions prescribed in the Recruitment Rules in force at the time of occurrence of vacancies unless the Recruitment Rules are amended retrospectively. The practice has however been to give effect to the Recruitment Rules prospectively.”

Further, clarification has already been issued vide letter number 37-10/2002-SPB-I dt. 14.11.2002 which states as follows-
“According to cannons of law, the recruitment rules in force at the time of occurrence of vacancies whatsoever be the date of notification, should be followed. “

Accordingly , vacancies upto the vacancy year 2017 (April 2017 . March 2018) are required to be filled up as per the Postman and Mailguard, Recruitment Rules, 2010, and vacancies occurring in 2018 vacancy year (April – December 2018) and thereafter are required to be filled up as per Recruitment Rules of 2018 notified on 20.09.2018.

(VI) Haryana: As per old RRs of Postman/Mail Guard, 2010 service conditions for GDS is five years of regular service m the grade as on 1st April of the year. But in new RRs of PMJM:G, 2018, nothing has been mentioned about the service condition for GDS to apply for the post of PMJM:G.

Clarification: Point No. (iii) under column 10 of the Schedule of Department of Posts (Postman and Mailguard) Recruitment Rules, 2018 may be referred to in this regard. Only those GDS who have worked regularly for five years in that capacity as on the 1st day of January of the year to which the vacancy (ies) belongs are eligible.

(VII) Rajasthan Circle: In the RRs of Postman and Mail Guard, it is mentioned that age and educational qualifications prescribed for direct recruits will not apply in the case of promotees. However, there is no mention about the other qualifications in the column no. 8 of RRs as mentioned in column no. 7.

Clarification: Observations of the Circle have been noted. Amendment of Department of Posts Postman and Mail Guard (Group ‘C’) Recruitment Rules (RRs), 2018 to this extent is under consideration.

Till further revision of RRs, other qualifications may not be made applicable for considering promotion.

(VIII) Karnataka Circle: To provide SOP for departmental examination.

Clarification: SOP for Departmental Examinations is under process.

2. The above clarifications may be brought to the notice of all concerned and action taken to conduct DPC/Examination for promotion/appointment to the cadre of Postman/ Mail Guard at the earliest.

WHEREAS, some Direct Recruit Assistant Section Officers (ASOs) of OGLE 2005 and 2006 have requested for antedating their increment dates as they were nominated in different batches for mandatory training;

AND WHEREAS, it is mandatory for every Direct Recruit ASO to undergo foundational training course first before they could be allotted any Ministry / Department;

AND WHEREAS, the first batch of ASOs belonging to OGLE 2005 and OGLE 2006 had joined in July 2008 and October 2009 respectively:

AND WHEREAS. the concerned ASOs who were nominated in later batches of mandatory training had not completed six months of service for earning Annual Increments unlike their other batchmates who were nominated in the first batch.

AND WHEREAS, representations were received in September, 2009 from some DR ASOs of OGLE 2005 requesting for ante dating their increments.

AND WHEREAS, the case was examined in this Department and it was not agreed to as the request was not in consonance with the Department of Expenditure’s O.M. dated 13.09.2008.

As per Para 2 clarification 1 (i) of Department of Expenditure’s OM dated 13.09.2008 specifically states as under:

As per Rules 10 of CCS (RP) Rules, 2008, there will be one uniform date of annual increment, viz. l July of every year. Government servants completing six months and above in the revised pay structure as on 1st July will be eligible to be granted the increment. Accordingly, all Government servants who earned their last increments between 02 01 2005 and 01.01.2006 would get their next increment on 01.07 2006.-

AND WHEREAS, the ASOs of CGLE 2005 submitted fresh representation during 2015-2016 and representations were also received from ASOs of OGLE 2006 batch during the year 2016. The matter was re-examined in detail and it was found that no new facts were brought out to review the decision taken earlier and accordingly it was decided with the approval of the Competent Authority, to wait for the outcome of the case in WP No. 1738/2017 challenging the eligibility criteria for counting the approved service in ASO Grade which was and is still pending in High Court.

AND WHEREAS, an OA (100/3397/2018) was filed by some aggrieved DR ASOs in CAT, (PB), Delhi on the same grounds. CAT, PB vide order dated 11.09.2018 has disposed of the OA at the admission stage with directions to DOPT as under the respondents are directed to pass a reasoned and speaking order on the representation of the applicants within three months from the date of receipt of a certified copy of the this order. The OA is, accordingly, disposed of at the admission stage itself. “
AND WHEREAS, the concerned ASOs vide their representations had sought the following benefits:
i. In r/o CGLE-2005 batch, for grant of increment w.e.f 01.07.2009 instead of 01.07.2010
the date from which they have got the increment presently, because of the condition of having completed six months service thereon, as stipulated in DOE’s O.M. dated 13.09.18.
ii. In r/o CGLE-2006 batch, for grant of increment w.e.f 01.07.2010 instead of 01.07.2011 the date from which they have got the increment presently, because of the condition of having completed six month service thereon 1 as stipulated in DOE’s O.M. dated 13.09.18.
iii. To fix the pay notionally from the actual date of joining of the first candidate of their batches;
iv. To consider their service counted from the date of joining of the first candidates for the purpose of pension and qualifying service.
AND WHEREAS, the matter was again examined in this Department and it was observed that a Government Servant is eligible to draw the pay only from the date of assumption of charge. The concerned ASOs were not eligible for pay parity with their batchmates as they attended mandatory training in different batches. As such, they had not completed six months of service for earning annual increment along with their other batchmates who were nominated in the first batch, in terms of Department Of Expenditure’s O.M. dated 13.09.2008. Thus, they were not eligible for antedating of increment at par with their batchmates.

AND WHEREAS, it is also observed that the concerned ASOs of 2005 & 2006 batches who were nominated in the later batches of training have however been given all due benefits like approved service. eligibility for SO-LDCE, which accrued to their batchmates who were appointed in the earlier batches.

AND WHEREAS, the matter was examined in consultation with D/o Expenditure. An interim reply vide letter dated 31.12.2018 in light of directions of CAT, was also sent to all applicants and counsel for applicants and respondents as well.

AND WHEREAS. Department of Expenditure has examined the case and found the claim for antedating of increment not in conformity with the extant instructions and rejected the claim for ante¬dating of increment in respect of the said ASOs.

NOW THEREFORE, it has been decided that since the instant claims of the DR ASOs of CGLE 2005 and 2006 batches are not in consonance with the extant rules and the fact that these representations were examined in 2009 and rejected on the same ground and no new ground has been brought forth in these representations, hence the claim is hereby rejected as it is devoid of merit.

Ministry of Railways (Railway Board) have decided to constitute a Committee for inclusion of fresh categories within the ambit of Risk & Hardship Allowance. The Committee will consist of the following:-

(i) EDPC-II, Railway Board … Convener
(ii) EDF(E), Railway Board … Member
(iii) EDCE(G), Railway Board … Member
(iv) Sh. Shiv Gopal Mishra, General Secretary/AIRF … Member
(v) Shri Guman Singh, President/NFIR … Member

The Terms of Reference of the Committee will be as under:-

"To holistically examine the inclusion of fresh categories within the ambit of Risk and Hardship Allowance introduced by 7th CPC."
  1. The tenure of the Committee will be Six months from the date of its constitution.
  2. The Headquarters of the Committee will be at New Delhi.
  3. PC-VII branch, Railway Board will be the Nodal branch for functioning of the Committee. Therefore, submission of report of the Committee for consideration of Railway Board, implementation of its recommendations and all related issues including Parl, Questions, RTI cases and other formalities with regard to the Committee, shall be dealt with by PC-VII branch, Railway Board.
  4. The Convener and Members of the Committee will draw TA/DA as per extant rules.

In this regard, we inform that the Authority is in process of designing a scheme providing minimum assured returns to the NPS subscribers in terms of Pension Fund Regulatory and Development Authority Act,2013, in consultation with the Pension Funds Actuaries and Financial Sector Regulators. The Proposal is under active deliberation and being workout in best possible way. It is proposed that the final proposal would be put up for stakeholder consultation in our website once the same is ready and feedback would be received from all concerned before finalizing the proposal.
The Authority would notify such minimum assured scheme once finalized with the approval of the Government.

Sub :- Grant of Invalid Pension under Rule 38 of the Central Civil Services (Pension) Rules, 1972 - Clarification regarding

The undersigned is directed to say that Rule 38 and Rule 49 of the Central Civil Services (Pension) Rules, 1972 have been amended vide Notification No. 21/1/2016-P&PW(F) dated 4th January, 2019 (copy enclosed). The proviso to the amended Rule 38 of the CCS(Pension) Rules provides that a Government servant who retires from service on account of any bodily or mental infirmity which permanently incapacitates him for the service before completing qualifying service of ten years, may also be granted invalid pension in accordance with sub-rule (2) of rule 49, subject to the conditions that the Government servant:
  • (a) was examined by the appropriate medical authority either before his appointment or after his appointment to the service or post and was declared fit by that authority for Government sell/ice, and
  • (b) fulfils all other conditions mentioned in this rule for grant of invalid pension.
In this connection, it is clarified that the condition of qualifying service of ten years for grant of pension under Rule 49(2) of the CCS (Pension) Rules, 1972 shall not be applicable in the case of a Government servant retiring on Invalid Pension on account of any bodily or mental infirmity, under Rule -A. Accordingly, Invalid Pension at the rate of 50% of emoluments or average emoluments, whichever is more beneficial, subject to a minimum of nine thousand rupees per mensem and maximum of one lakh twenty five thousand rupees per mensem, shall be payable to a Government servant who retires under Rule 38 of CCS (Pension) Rules, 1972 even before completing a qualifying service of ten years.

All Ministries/Departments are requested that the above clarification ma) be brought to the notice of Fiends of Department, Attached and Subordinate Offices, Controllers of Accounts. Pay & Accounts Offices. etc, under them.

2. In this regard, Chief Postmaster General, Punjab Circle, Chandigarh has sought for clarification with reference to OM No.6-1/2005-FC (Posts) dated 31st August 2016 regarding financial powers of Head of Circle in respect of Serial No. 14(b)(i) of Schedule-II whether this is applicable for a financial year or in each case.

3. The matter has been examined in this Directorate. It is clarified that the line, “In other cases the power should only be Rs. 20000/-” appearing against SI 14(b) (i) of Schedule-II, as communicated vide this Directorate letter dated 31.08.2016, is correct and should not be interpreted as being in each case.

Sub: Retention of Railway quarters at the previous place of posting by Railway employees posted to Northeast Frontier Railway.

Ref: Board’s letter No. E(G) 2005 QR 1-3 dated 12.09.05, E(G) 2008 QR-1-9 dated 01.10.08, 11.08.09, 20.09.11, 30.12.14 and 18.11.15

Instructions governing retention of Railway accommodation in favour of Railway employees transferred and posted to Northeast Frontier Railway have been issued from time to time. The existing orders on the subject were valid up to 30.06.2018. The question of further extension of these orders beyond 30.06.2018 has been considered and it has now been decided with the approval of Competent Authority to extend these orders for a further period of three years i.e. up to 30.06.2021 or till revised orders on the subject are issued, whichever is earlier.

2. Since the retention of quarter at the previous place of posting in favour of officers/staff who have been transferred and posted to Northeast Frontier Railway is allowed for bona fide use of the dependent family of transferred Railway servant, he/she will furnish certificate on 1st July and 1st January of every year, stating that his/her dependent family members are actually residing in the Railway quarter at the last station of his/her posting. Such a certificate will also have to be furnished at the time of seeking retention.

3. In case no such certificate is received by 31st January and 31st July every year, the quarter controlling authority will be constrained to cancel the allotment of the quarter in

4. The request for retention of entitled type of accommodation should be received within a period of one month from the date of relinquishing the charge at the last station of posting, so that further necessary action will be initiated by the quarter controlling authority in time.

5. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

Therefore, you are directed to issue instruction to all specialist/ doctors working in your hospital that they must put their Stamp with name speciality & MCI/DMC Registration No. below their signature on the prescription slip of CGHS beneficiaries to enable them to get endorsement of procedure/investigation & procurement of medicines from CMO i/c of CGHS WC easily and to make referral system hassle free issued by Ministry’s OM Z 15025 / 117 /2017/DIR/CGHS dated 15.1.2018.
