Sub: Payment of Dress Allowance.

Ref: Hon’ble CAT Chandigarh order dated 05.06.2020.

Of late several references has been received regarding Payment/ Refund of Dress allowance with reference to Hon’ble CAT Chandigarh has passed order in favor of applicants vide order dated 05.06.2020 and stated that the applicants of thirteen similar OAs are held entitled to grant of Dress Allowance and if any recovery has been made, the same may be refunded to the relevant individuals involved in these cases.

The responsibility to implement Hon’ble CAT Chandigarh order is of concerned administrative Ministry /Department /Organization where the Govt. servant/servants is serving or served last, after getting legal opinion of Govt. Counsel. On the basis of legal opinion obtained from Govt. counsel the concerned administrative Ministry /Department/ Organization will decide that the judgment of Hon’ble Court is to be implemented or to be challenged in higher court.

It is, therefore, requested not to admit any claim on account of Payment /Refund of Dress allowance with reference to Honble CAT Chandigarh order dated 05,06.2020 till receipt of implementation order of competent authority regarding implementation of Hon’ble CAT Chandigarh order dated 05.06.2020

Sub: Implementation of the recommendation of 7th CPC- Grant of Various allowance to Central Government Employees – Dress Allowance – reg.

Sir/Madam,

This is regarding issues raised by the units for the payment of Dress Allowances to the fresh recruits and the persons retiring and have less than one years service.

2. The issue was examined by the committee constituted for the purpose and following recommendations were made for payment of dress allowance on the issue of admissibility of full / part dress allowance on non completion of full year:


(1) On the issue of admissibility of full / part Dress Allowance on non-completion of full one year, the Committee recommends the following stipulations that the Dress Allowance shall be paid in the month of July only:-

  " (i) (In case of Persons Retiring)

    Person retiring after December of the calendar year shall be eligible for full Dress Allowance. Those retiring by December in the calendar year shall be eligible for half of the Dress Allowance.

    (ii) (In cases of Persons newly joining the Department)

    For person joining service during July to December of the previous calendar year shall get full Dress Allowance in next calendar year. Those who join after December will be entitled to half of the Dress Allowance in July of the year.

3. The above recommendation of committee has been accepted by the competent authorized with retrospective effect from 01.07.2017.

4. It is requested to take necessary action as per the above recommendations and in any case of deviation from the above, the advice of the Directorate may be sought for.

5. This issues with the concurrence of AS & FA vide diary No.190/FA/2019-CS dated 27.02.2020.

As per the orders issued by the Railway Board, Dress Allowance to the personnel previously being granted Uniforms and certain associated allowances like Uniform Allowance, Washing Allowance, Shoe Allowance, Kit Maintenance Allowance etc., to certain categories of employees working in Indian Railways.

Eligibility criteria to receive Dress Allowance as recommended by 7th Pay Commission:

The personnel of the said category should be required to wear a specific uniform daily (excluding any special clothing) as a part of their duty as specified by the Dress Regulations of Ministry of Railways.

The personnel of the said category should have had been receiving uniform material and associated Allowances like Uniform Allowance, Washing Allowance, Kit Maintenance Allowance, Shoe Allowance etc. prior to 1st July, 2017 i.e. date of admissibility of Dress Allowance.

The personnel of the said category should have ceased to be granted the uniform materials and associated allowances w.e.f. the date of issue of RBE 141/2017.

7th Pay Commission - Government Hikes Dress Allowance for Diplomats, SPG Officers

The dress allowance given to diplomats and elite Special Protection Group (SPG) officers, entrusted with the security of Prime Minister Narendra Modi, former prime ministers and their families, have been hiked considerably on the recommendations of 7th pay commission.

The move comes on the recommendation of the Seventh Pay Commission. SPG officers during operational duties would get Rs.27,800 annually and on non-operational work would get Rs.21,225 a year as dress allowance, according to an official order.

Before the implementation of the 7th pay commission recommendation, the officers were getting Rs.9,000 annually as uniform allowance. The SPG guards Modi, former prime minister Manmohan Singh, Congress chief Sonia Gandhi, her children Rahul and Priyanka, among others.

The pay commission had in its report recommended an annual grant of Rs.10,000 as dress allowance. The panel's report was examined by a Committee on Allowances headed by Finance Secretary Ashok Lavasa. The Seventh Central Pay Commission examined 196 allowances given to various categories of central government employees.

"Outfit allowance, paid to Indian Foreign Service (IFS) officers and employees will continue to be provided as before, is enhanced by 50%," the order issued recently by the finance ministry said. The IFS officers were getting Rs.5,625 to Rs.10,625 per posting abroad, depending on their grade, as uniform allowance.

The uniform allowance given to all categories of employees was recommended to be abolished as a separate grant by the pay commission, that had recommended it is subsumed in the newly-proposed dress allowance. Officers of the Indian Army, Air Force, Navy, central armed police forces, central police organisations and coast guards would get a dress allowance of Rs.20,000 per year.

Except for the Navy and the Coast Guard, other officers were getting an initial annual allowance of Rs.21,000 and a renewal grant of Rs.4,500 (payable every three years). Those in the Navy and the Coast Guard were entitled for an initial grant of Rs.24,000 and then Rs.7,500 (payable every three years).

Military Nursing Service officers and those in Delhi, Andaman and Nicobar Islands, Lakshadweep, Daman and Diu and Dadra and Nagar Haveli Police Service (DANIPS) would get Rs.15,000 annually as dress allowance. The MNS and the DANIPS officers were getting initial grants of Rs.10,500 and Rs.7,200 respectively. They were also entitled for renewal grants of Rs2,250 and Rs.3,000 respectively (payable every three years).

Executive staff of customs, Indian Corporate Law Service officers, legal officers in National Investigation Agency, Bureau of Immigration personnel in Mumbai, Chennai, Delhi, Amritsar, Kolkata and all other foreigners entry checkpoints, among others, would get Rs.10,000 every year as the dress allowance. These were getting initial grants between Rs.1,500 and Rs.2,000 and then replacement grants between Rs.1,000 and Rs.1,250 per annum, depending on their post.

Other categories of staff who were supplied uniforms and were required to wear them regularly like trackmen, running staff of the Indian Railways and staff car drivers among others would get Rs.5,000 annually. Nurses would get Rs.1,800 per month as the dress allowance. They were getting Rs.750 per month. Allowances related to maintenance, washing of uniform are subsumed in dress allowance and will not be payable separately, it said.

"The amount of dress allowance shall be credited to the salary of employees directly once a year in the month of July," the order said, adding that the new charges take effect from 1 July, 2017. The rates of dress allowance would go up by 25% each time the Dearness Allowance rises by 50%.

The clothing allowance, kit maintenance allowance, washing allowance, robe allowance, robe maintenance allowance, outfit allowance, shoe allowance and uniform allowance given to select categories of employees were recommended by the pay panel to be abolished as a separate grant, and be subsumed in the dress allowance.

Subject: Implementation of the recommendations of the Seventh Central Pay Commission - Dress Allowance.

In terms of extant instructions, the Uniform- related allowances being paid to Railway employees as admissible included Kit Maintenance Allowance, Shoe Allowance, Uniform Allowance and Washing Allowance.

2. Consequent to the decision taken by the Government on the recommendations of the 7th CPC, these uniform-related allowances have been subsumed into a single Dress Allowance. The President is pleased to approve payment of this Dress Allowance to the categories of employees and at the rates as listed below:

3. With this notification of Dress Allowance, existing uniform-related allowances including those for maintenance & washing of uniforms, will no longer be payable separately. Existing orders for payment of such separate uniform-related allowances including Shoe Allowance therefore stand superseded.

4. With the payment of this Dress Allowance, categories of staff who were earlier being provided Uniforms, will henceforth not be provided with Uniforms.

5. The amount of Dress Allowance shall be credited to the salary of entitled employees directly once a year in the month of July.

6. This allowance covers only the basic uniform of the employees. Any special clothing like the fluorescent clothing provided to Trackmen of Indian Railways will continue to be provided by this Ministry as per existing norms.

7. The rates of Dress Allowance will go up by 25% each time Dearness Allowance rises by 50%.

8. These orders shall take effect from 01st July, 2017.

Sub: Implementation of recommendations of 7th Central Pay Commission - payment of Dress Allowance to Railway employees at Rs.10000/- per annum - reg.

Federation invites kind attention of Railway Board to para 8.16.14 of the recommendations of 7th Central Pay Commission, according to which, the Track Maintainers, Running Staff Car Drivers, Points Man, Technicians in Workshops etc., on Indian Railways who are supplied uniform and are required to wear dress regularly have been recommended to be paid Rs. 5000/- per year as Dress Allowance (including shoes).
Vide foot note to the above recommendation, the 7th CPC has also recommended that the
Ministries/Departments may take a decision on "whether the rates should be Rs. 5000/- per year or Rs. 10,000/- per year". This recommendation has been accepted by the Government.

In this connection, NFIR points out that the Dress Allowance amount of Rs.5000/- per annum is very much inadequate to take care of the annual requirement of the staff in Railways, particularly due to the reason that staff of Railway categories' are required to wear the uniform regularly while on duty as per extant rules.
NFIR, therefore, requests the Railway Board to consider payment of Dress Allowance at Rs.10,000/- per annum to the Track Maintainers, Running Staff, Ticket Checking Staff, Pointsmen, Technicians etc., and accordingly issue instructions to GMs etc.,

A copy of the instructions issued may be endorsed to the Federation.

Subject: Implementation of recommendation of the Seventh Central Pay Commission on Dress Allowance - regarding.

The undersigned is directed to state that in pursuance of the decisions taken by the Government on the recommendations of Seventh Central Pay Commission, and in supersession of the existing orders relating to admissibility of Uniform Allowance/ Washing allowance/ Stitching Charges /Shoe allowance, etc to common categories of Group 'C' and erstwhile Group 'D' employees of various Ministries/Departments, including attached/ subordinate offices, who are supplied uniform and are required to wear them regularly, they shall be paid Dress Allowance at the rate of Rs. 5000/- per year.

2. The Uniform Allowance/Washing Allowance/Stitching Charges/Shoe Allowance, etc. have been subsumed in Dress Allowance.

3. The categories of Staff who were earlier being provided uniforms if any, shall henceforth not be provided with uniform.

4. Allowance related to maintenance and washing of uniform is subsumed under Dress Allowance, and will not be payable separately.

5. The amount of Dress Allowance shall be credited to the salary of employees directly once a year in the month of July.

6. The rate of Dress Allowance shall be, as mentioned in para-1 above, Rs.5oo0/- per year. The rate of Dress Allowance shall go up by 25% every time the Dearness Allowance rises by 50%.

7. This allowance covers only the basic uniform of the employees. Any special clothing will continue to be provided by the concerned Ministry as per existing norms.

8. This order shall take effect from 1st July, 2017.

Consequent upon the decisions taken by the Government on the recommendations of the Seventh Central Pay Commission, in supersession of the existing orders relating to Uniform related Allowances viz. Clothing Allowance, Initial Equipment Allowance, Kit Maintenance Allowance, Robe Allowance, Robe Maintenance Allowance, Shoe Allowance, Uniform Allowance and Washing Allowance which have been subsumed in a single Dress Allowance, the President is pleased to decide the rates of Dress Allowance in r/o the following categories of Central Government employees as under :-

2. Allowances related to maintenance, washing of Uniform are subsumed in. Dress Allowance and will not be payable separately.

3. Further categories of staff who were earlier being provided Uniforms, will henceforth not be provided with Uniforms.

4 The amount of Dress Allowance shall be credited to the salary of employees directly once a year in the month of July.

5. This allowance covers only the basic uniform of the employees. Any special clothing like that provided at Siachen Glacier or inside submarine or fluorescent clothing provided to Trackmen or Indian Railways or to lB personnel posted at high altitudes will continue to be provided by the concerned Ministry as per existing norms.

6. Outfit Allowance, paid to Indian Foreign Service officers and employees will continue to be provided as before, is enhanced by 50%.

7. The rates of Dress Allowance will go up by 25% each time Dearness Allowance rises by 50%.

8. These orders shall take effect from 01st July, 2017.

9. Separate orders will be issued by Ministry Of Defence, Ministry Of Home Affairs, Ministry Of Railways, Ministry Of Health & Family welfare, Ministry of corporate Affairs, Ministry Of External Affairs, Department of Revenue, Department Of Personnel & Training and Cabinet Secretariat in respect of employees of these Ministries/Department.

10. In so far as the persons serving in the Indian Audit & Accounts Department are concerned, these orders issue in consultation with the comptroller & Auditor General Of India.
