OFFICE MEMORANDUM

Subject:- Rate of Dearness Allowance applicable w.e.f. 01.07.2019 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre revised pay scale / Grade Pay as per 6th Central Pay Commission

The undersigned is directed to refer to this Department’s O.M. o. 1/3(1)/2008-E.II(B) dated 8th March, 2019 revising the rate of Dearness Allowance (DA) w.e.f. 01.01.2019 in respect of employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/Grade Pay as per 6th Central Pay Commission.

2. The rate of DA admissible to above categories of employees of Central Government and Central Autonomous Bodies shall be enhanced from the existing 154% to 164% w.e.f. 01.07.2019.

3. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M.No.1(3)/2008-E.ll(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

4. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries / Departments which have adopted the Central Government scales of pay.

Sub: Grant of Dearness Allowance to Railway employees – Revised Rates effective from 01.01.2019.

The undersigned is directed to refer to this Ministry’s letter RBE No. 37/2019 dated 06.03.2019 (F.No. PC-VII/2016/I/7/2/1) on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 12% to 17% of the basic pay with effect from Ist July, 2019.

The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per ih CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

The Dearness Allowance will continue to be distinct element of remuneration and will not be treated as pay within the ambit of Rule 1303 (FR 9(21)), Indian Railway Establishment Code, Volume – II (Sixth Edition – 1987)- Second Reprint 2005.

The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

Subject: Payment of DA to the CPA pattern employees of CPSEs on 5th CPC pay scales governed by HPPC recommendations w.e.f. 01.07.2018-reg.

The undersigned is directed to refer to Para No. 2 and Annexure-III to this Department’s O.M. dated 24.10.1997 wherein the rates of DA payable to the employees of CPSEs following CDA pattern pay scales, who are governed by HPPC recommendations had been indicated.

2. In continuation of this Department’s OM of even number dated 04.04.2018, the rates of Dearness Allowance payable to the employees of CPSEs governed by the recommendations of HPPC, which have not revised their pay scales in terms of DPE O.M. No. 2(54)/2008-DPE(WC) dated 14.10.2008 may be as follows:-
a) In case of CPSEs who have not allowed the benefit of merger of 50% of DA with basic pay as contained in DPE O.M. dated 24.05.2005 to their employees, the DA payable maybe enhanced from existing rate of 324% to 334% w.e.f. 01.072018.

b) In case of CPSEs who have allowed the benefit of merger of 50% of DA with basic pay as contained in DPE O.M. dated 24.05.2005 to their employees.. the DA payable may be enhanced from existing rate of 274% to 284% w.e.f. 01.07.2018.
3. The payment of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

4. All administrative Ministries/Department of Government of India are requested to bring the foregoing to the notice of the Central Public Sector Enterprises under their administrative control for action at their end.

Subject:- Board level and below Board level posts including non-unionised supervisors in Central Public Sector Enterprises (CPSEs)- Revision of scales of pay w.e.f. 01.01.2017 - Payment of IDA at revised rates-regarding.
The undersigned is directed to refer to the Para 7 and Annexure-III (B) of DPE's OM dated 03.08.2017 wherein the rates of DA payable to the Board level and below Board level executives and non-unionized supervisors of CPSEs have been indicated. The next instalment for revision of rates of DA is due from 01.10.2018. Accordingly. the rate of DA payable to the executives and non-unionized supervisors of CPSEs is as follows:
(a) Date from which payable: 01.10.2018
(b) Average AICPI (2001=100) for the quarter June, 2018 - Aug 2018

Average of the quarter . 297.66

2. The above rate of DA i.e. 7.3% would be applicable in the case of IDA employees who have been allowed revised pay scales (2017) as per DPE O.Ms. dated 03.08.2017, 04.08.2017 & 07.09.2017.

3. All administrative Ministries/ Departments of the Government at India are requested to bring the foregoings to the notice at of the CPSEs under their administrative control for necessary action at their end.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective from 01.07.2018 onwards - reg.

Consequent upon grant of another installment of Dearness Allowance with effect from 1st July, 2018 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure's 0.M. No. 1/2/2018-E-II(B) dated 07.09.2018, duly endorsed vide this Department's letters No. 8-1/2016-PAP dated 12.09.2018, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA Matrix at the same rates as applicable to Central Government Employees with effect from 01.07.2018. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be the same rates as payable to Central Government Employees i.e. @ 9% (percent) with effect from the 1st July, 2018.

2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks (GDS).

3. The expenditure on this account shall be debited to the Head "Salaries" under the relevant head of account and should be met from the sanctioned grant.

The Chief Minister of Tamil Nadu today announced regarding Dearness Allowance for State Government Employees. The Govt decided to increase the Dearness Allowance from the existing rate of 7% to 9% with effect from 1st July 2018.

The arrears for the month of July and August will be paid with Septembers' salary. Formal orders will be published soon and the same will be uploaded here for your information.

Dearness Allowance for Workmen and Officer Employees in Banks for the month of August, September and October 2018 under 10th BPS / Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended June 2018 are as follows…

April 2018 - 6573.86
May 2018 - 6596.69
June 2018 - 6642.34

The average CPI of the above is 6604.29 and accordingly the number of DA slabs is 541 (6604.29 - 4440 = 2164.29 / 4 = 541 Slabs).

In the last quarter, payment of DA was at 529 slabs. Hence, there is an increase in DA Slabs of 12, i.e. 541 slabs for payment of DA for the quarter August, September and October 2018.

In therms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance to workmen and officer employees for the months of August, September and October 2018 shall be 54.10% of 'Pay'. While arriving at dearness allowance payable, decimals from third place may please be ignored.

Subject: Rate of Dearness Allowance applicable w.e.f. 01.01.2018 to employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales as per 5th Central Pay Commission

The undersigned is directed to refer to this Department's O.M. of even No. dated 26th September, 2017 regarding revision of the rate of Dearness Allowance w.e.f. 1.7.2017 in respect of employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales as per 5th Central Pay Commission.

2. The rate of DA admissible to above categories of employees of Central Government and Central Autonomous Bodies shall be enhanced from the existing 268% to 274% w.e.f. 1.1.2018.

3. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M.No.1(13)/97-E.11(B) dated 3rd October, 1997 shall continue to be applicable while regulating Dearness Allowance under these orders.

4. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

Subject: Grant Of Dearness Allowance to Central Government - Revised Rates effective from 1.1.2018.

The undersigned is directed to refer to this Ministry's Office Memorandum No.1/9/2017- E-II (B) dated 20th September, 2017 on the subject mentioned above and to say that the President pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 5% to 7% of the basic pay with effect from 2018.

2. The term 'basic pay' in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be
treated as pay within the ambit of FR 9(21).

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and fractions of less than 50 paise may be ignored.

5. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of March, 2018.

6. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

7. In so far as the employees working in the Indian Audit and Accounts Department are Auditor concerned, these orders are issued with the concurrence of the Comptroller General of India.

The undersigned is directed to refer to this Ministrys Office Memorandum No. 1/3/2017-E.II(B) dated 30th March, 2017 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance to Central Government employees shall be enhanced from the existing rate of 4% to 5% of the basic pay per month, with effect from 1st, July, 2017.

2. The term 'basic pay in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

Subject: Rate of Dearness Allowance applicable w.e.f. 1.7.-2016 to employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/grade pay as per 6th Central Pay Commission Dearness Allowance calculator for DA from January 2017

Consequent upon acceptance of the recommendations of the Seventh Central Pay Commission by the Government, this Department vide O.M.No. 1/2/2016-E.II(B) dated 4th November, 2016 had. issued orders on rate of Dearness Allowance (DA) payable to Central Government employees based on the revised pay structure that came into effect from 01.01.2016.

2. The above rate, however, is not applicable to- those Central Government employees who had exercised an option to continue in the pre-revised scales of pay based on 6th CPC's recommendations or to those whose pay and allowances had not been revised, for different reasons.

3. Further, as the recommendations of 7th CPC have not been made applicable to the employees of Central Autonomous Bodies as of now, they continue to draw their pay in the pre-revised pay band/grade pay as per 6th CPC recommendations. Therefore, the above rate of DA is also not applicable to these employees also.

4. The rate of DA w.e.f.01.01.2016 for Central Government employees and employees of Central Autonomous Bodies in pre-revised scale of pay, were issued by Department of Expenditure vide O.M.No. 1/1/2016-E.II(B) dated 7th April, 2016.

5. Accordingly, the rate of DA admissible to employees of Central Government and Central Autonomous Bodies who continue to draw their pay in the pre-revised pay band/grade pay as per 6th CPC recommendations, shall be enhanced from the existing 125% to 132% w.e.f. 01.07.2016.

6. The contents of this Office Memorandum may also be brought to the notice of the Organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

Sub: Revision of minimum rates of wages and variable dearness allowance w.e.f. 01.04.2016.

A copy each of Orders No.(i)1/13(3)/2016-LS.II, (ii) 1/13/(4)/2016-LS.II, (iii) 1/13/(5)2016-LS.II, (iv) 1/13/(6)/2016-LS.II and (v) 1/13/(7)2016- LS.II dated 31.01.2016 revising the rates of variable dearness allowance for contract workers engaged in (i) Construction or maintenance of roads or in Building operations etc. (ii) Stone mines for Stone breaking & Stone Crushing, (iii) loading and unloading operations in railway goods sheds, parcel offices of Railways, (iv) Employment of Sweeping and Cleaning excluding activities prohibited under the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993 and (v) employment of Watch and Ward respectively is sent herewith for information and strict compliance. The rates are applicable w.e.f. 01.04.2016.

2. Railways, being Principal Employer are required to ensure that the contractors are complying with the provisions of the Contract Labour(R&A) Act, 1970 and Minimum wages Act, 1948 strictly and arranging prescribed minimum wages to the contract labourers.

3. This issues with the concurrence of the Finance Directorate of Ministry of Railways. Please acknowledge receipt.

I am directed to refer to this Ministry’s Letter No.1(2)/2004/D(Pay/services) dated 6th October 2015, on the subject cited above and to say that the president is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and personnel Below officer Rank, including Non-combatants (Enrolled), shall be enhanced from the existing rate of 119% to 125% with effect from 1st January 2016.

2. The provisions contained in paras 2,4 and 5 of this Ministry’s letter No.1(2)/2004/D (Pay/Services) dated 25th September 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of DA payable under these orders shall be paid in cash to all Armed Forces Officers/PBORs including NCs(E).

4. This letter issues with the concurrence of Finance division of this Ministry vide their Dy.No.132-PA dated 11th April,2016 based on Ministry of Finance (Department of Expenditure) O.M.No.1/1/2016-E-II(B), dated 7th April, 2016.
