Office Memorandum

Subject: Limited Transfer Facility for all categories of Gramin Dak Sevaks (GDS).

The undersigned is directed to convey approval of Competent Authority on the following guidelines to regulate the Limited Transfer facility of Gramin Dak Sevaks GDS in supersession of all previous orders:-

Conditions of Transfer

(i) The maximum number of chances to be provided for male GDSs is ONE only and TWO for female GDSs.

(ii) The transfer will be at his/her own request and own cost to a vacant post at his/her place of choice to his/he r/ spouse home village or home division or a place recommended for medical treatment.

(iv) A minimum engagement period of ONE year from the date of regular engagement on GDS post will be mandatory for female GDS.

(iii) A minimum engagement period of TWO years from the date of regular engagement on GDS Post will be mandatory for male GD , before transfer request can be entertained.

(v) For PwD GD and GDS having PwD dependents/ Mentally retarded dependents, a minimum engagement period of ONE year from the date of regular engagement on GDS Post will be mandatory.

(vi) Transfer request of GDS who are under put off duty or against whom any disciplinary action, Police case or Court case is pending will not be entertained.

(vii) Past engagement period will be counted for assessing the eligibility for appearing in departmental examination as well as for annual increment. GDS will not have any claim to go back to the previous engagement /recruitment Unit/Division in any circumstances.

(viii) When a GDS is transferred at histher own request and the transfer is approved by the competent authority, she/he will rank junior in the seniority list of the new unit, to all the GDS of that unit who exist in the seniority list on the date on which the transfer is ordered, except in case of transfer within the same engagement/recruitment Sub Division/ Unit /Division.

(ix) Mutual Exchange facility can be provided to all GDS on completion of ONE year (for Female GDS) and TWO years (for Male GDS) engagement period as the case may be.

(x) The GDS can be transferred on herthis request in following circumstances:-

    "(a) BPM Level 2 to BPM Level-2 in TRCA slab 3

    (b) BPM Level-1 to BPM Level-1 in TRCA slab-2.

    (c) ABPM/Dak Sevaks Level-2 to ABPM/Dak Sevaks in TRCA slab-2 – Level-2

    (d) ABPM/Dak Sevaks Level-1 to ABPM/Dak Sevaks Level-1 in TRCA slab-1.

    (e) BPM Level-1 to ABPM/Dak Sevak Level-2(Postal/RMS) m same TRCA slab.

    (f) ABPM/Dak Sevak Level-2 (Postal) to BPM Level-1 in the same TRCA slab provided that, the GDS has to make accommodation arrangement for managing BO as per standard prescribed for BO and fulfilling the condition of educational qualification , Compu ter certificate etc. prescribed by the Department from time to time. Before joining as BPM Level-1, he/she has to undergo prescribed training for BPM.

    (g) Request transfer of ABPM/Dak Sevak from Postal to RMS in the same TRCA slab.

    (h) Transfer from RMS to Postal i.e. from Dak Sevak to ABPM/Dak Sevak in the same TRCA level. However, Dak Sevak from RMS should not be transferred to Postal Dn as BPM.

    (xi) There will not be any drop in TRCA slab on account of a request transfer and numbers of increments earned by GDS will be retained.

    (xii) All request transfers are to be considered subject to condition that verification formalities viz (Caste, Education and Police verification report etc.) should have been completed.

2. Competent Authority

The transfer of GDS will be approved by Regional PMG, if the transfer is within the Region and by the Head of the Circle, if the transfer is within the Circle. The approval of two concerned Head of Circle will be required, if the transfer is between two Circles.

3. Process of Transfer

    (i) Application for transfer should be called for during April -June of every year.

    (ii) An application will be submitted to the Divisional Head on a prescribed Proforma attached herewith as Annexure-I. The application will be submitted through head of the recruitment/ engagement Unit/ Division duly recommended.

    (iii) Divisional Head will submit all the applications to approving authority through proper channel with factual report and recommendations .

    (iv) A separate register in prescribed Proforma attached herewith as Annexure-II is to be maintained at Circle Office/Regional Office/Division al Office for recording transfer requests of all categories of GDS.

    (v) All the applications received will be arranged in order of seniority from the date of engagement of GDS and the orders for transfer may be issued during July.

4. The above instructions will come into effect from the date of issue of this O.M.

Sub: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective from 01.07.2019 onwards -reg.

Consequent upon grant of another installment of Dearness Allowance with effect from 1st July, 2019 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/3/2019 E-II (B) dated 14.70.2019, duly endorsed vide this Department’s letters No. 8-1/2016-PAP dated 15.10.2019, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.07.2019. It has,therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be at the same rates as payable to Central Government Employees i.e.@ 17% (percent) with effect from the 1st July, 2019.

2. The expenditure on this account shall be debited to the Head “Salaries”under the relevant head of account and should be met from the sanctioned grant.

Subject : Implementation of recommendation of Kamlesh Chandra Committee in case of premature exit from GDS post.

I am directed to say that Kamlesh Chandra Committee recommended vide para 18.48.5 that, in case of premature exit from GDS post, the sanction for payment or transfer of due amount to NPS as the case may should be issued by the competent authority within 3 months from the date of relief from the GDS post.

2. The matter has been examined and following orders are issued:-

(a) All DDOs/DA(P)s should ensure to take up the case with NSDL for payment of due amount to NPS Lite well in advance along with all required/supporting documents and claim forms.

(b) All DDOs/DA(P)s must ensure that GDS is fulfilling all the terms and conditions applicable for grant of due amount to NPS Lite at the time of processing of claims for premature exit withdrawal.

(c) All DDOs/DA(P)s will ensure that in case of premature exit from GDS post by a GDS, the sanction for payment or transfer of due amount to NPS Lite, as the case may be, is issued by the competent authority within 3 months from the date of discharge from the GDS post.

(d) In no case should payment of due amount to NPS Lite be delayed beyond 3 months from the date of discharge from the GDS post.

3. The above instruction will come into effect from the date of issue of this O.M.

Subject : Implementation of recommendations of GDS Committee on Social Security Benefits for Gramin Dak Sevaks (GDS).

The undersigned is directed to refer to this Directorate 0.M of even number dated 27.06.2018, wherein approval of Competent Authority on the above noted subject was conveyed.

2. The Competent Authority has now approved the following modification in payment of Severance Amount and GDS Gratuity with effect from 01.01.2016 instead of 01.07.2018 as mentioned below:-

(I)      GDS Gratuity ( erstwhile Ex-gratia Gratuity):

Existing Benefits: The nomenclature of Ex- gratia Gratuity is changed as ‘GDS  Gratuity’ Continuance of the existing formula for grant of Ex-gratia Gratuity subject to a maximum of Rupees One lakh fifty thousand ( Rs 1,50,000/-) .

Revised Benefits: No change in nomenclature and other conditions mentioned in Department of Posts OM of even number dated 27.06.2018.Revised rate of GDS Gratuity (i.e. Maximum ceilingRs 150000* shall be paid w.e.f01.01.2016 instead of01.07.2018.

(II) Severance Amount

Existing Benefits: The Severance Amount shall be paid at the rate of24,000/- for every completed year from01.01.2016.Maximum ceiling on Severance Amount shall be Rupees One lakh fifty thousand ( Rs 1,50,000/ -) .

Severance Amount would be applicable only in case of those GDS who have opted to remain with Severance Amount andhave not shifted to Service Discharge Benefit Scheme(SDBS), and has completed 10 years of continuous service ..

Revised Benefits: No change in nomenclature and other conditions mentioned in Department of Posts OM of even number dated 27.06.2018.The Severance Amount shall be paid at the rate of Rs. 4000/- for every completed year of engagement w.e.f01.01.2016.**

Revised rate of Severance Amount (i.e. Maximum Ceiling of  Rs 150000/-) shall be paid w.e.f  01.01.2016 instead of 01.07.2018.

* Difference Amount of GDS Gratuity (i.e Z.150000/ – Z.60000/-)= @ Z 90,000/-shall be paid to those GDS who were discharged between 01.01.2016 to 30.06.2018, as they have been paid old. rate of GDS Ex-Gratia Gratuity i.e @ Z 60,000/-.

** Difference Amount. of Severance Amount (i.e Z 4000 – Z15000= @ 2500/- for every completed year of engagement we.f. 01.01.2016 shall be paid to those GDS who were discharged between 01.01.2016 to 30.06.2018, as they have been paid old rate of Severance Amount i.e @ Z. 1500/- for every completed year of engagement we.f. 01.01.2016 subject to a maximum Ceiling of Z 1,50,000l

3. All other existing eligibility conditions for the aforesaid schemes have undergone no change and will be applicable to all GDSs

4. This issues in consultation with Ministry of Finance, Department of Expenditure vide their ID Note No. 3(1)/E-V/2018 dated 05.04.2018 and AS &FA Diary No 37/2019-FA-CS Dated 01.07.2019.

Sub: Implementation of approved recommendations of Kamlesh Chandra Committee on Limited Transfer Facility for all categories of Gramin Dak Sevaks (GDS)

The undersigned is directed to refer to letters (i) No.19-10/2004 – GDS dated 17.07.2006, (ii) No. 19-10/2004-GDS (part) dated 21/22.07.2010, (iii) No. 19-10/2004-GDS (part) dated 19.03.2012 and No.19-10/2004-GDS (part) dated 10.04.2012 regarding Limited Transfer Facility or Gramin Dak Sevaks.

2. After taking into consideration the approved recommendation of Kamlesh Chandra Committee on Limited Transfer Facility and in supersession of all previous orders regarding transfer of Gramin Dak Sevaks. the Competent Authority has approved the following guidelines to regulate the Limited Transfer facility of Gramin Dak Sevaks:-

(a) Conditions of Transfer

Sub: Implementation of recommendations of One-Man Committee on introduction of Voluntary Discharge scheme for all categories of Gramin Dak Sevaks (GDS)

The undersigned is directed to convey the approval of the Competent Authority on recommendations of One-Man committee on introduction of Voluntary Discharge Scheme for all Categories of GDS, who are engaged on regular basis after due engagement formalities as prescribed in Gramin Dak Sevak (conduct & Engagement) Rules, 2011 and amended from time to time as per instruction of Directorate.

2. Keeping in view the above, it has been decided to issue consolidated instructions in supersession of all earlier OMs on the subject of Voluntary Discharge Scheme for all categories of Gramin Dak Sevaks as under:

2.1 SCHEME-1: ON COMPLETION OF 20 YEARS OF ENGAGEMENT PERIOD:-

(a) Scope: Intended for those who wish to quit prematurely without citing any specific reason.

(b) Conditions:
i. Minimum qualifying engagement period - 20 years

ii. No age restriction.

iii. By giving notice of not less than three months, in writing to the Divisional Head in prescribed proforma as shown in Annexure-I

iv. In computing the notice period of three months, the date of notice for voluntary discharge and date of its expiry to be excluded from the notice period.

v. In case the Divisional head does not refuse to grant the permission for retirement before the expiry of the period specified in the said notice, the discharge shall become effective from the date of expiry of the said period For example, if the date of notice is 05.02.2019 the discharge shall become effective from 04.05.2019.

vi. The divisional head shall issue orders before the date of expiry of notice either accepting or rejecting the voluntary discharge otherwise GDS shall be deemed to have been discharged voluntarily from engagement at the end of the period of notice of three months.

vii. Request can be withdrawn prior to acceptance of notice, with the approval of the accepting Authority i.e. Divisional Head.

viii. the scheme is purely voluntary and there will be no compulsion on any GDS to quit under this scheme.

ix. The scheme will not be available for GDS who are under put off duty, or against whom any disciplinary action, police case or court case, is pending.

x. All GDS who are engaged on regular basis on the date of notification of the scheme and who fulfill all other conditions will be eligible to opt for this scheme.

xi. The divisional Head will be the competent authority to accept and approve the voluntary discharge for all categories of GDS.

xii. Compassionate engagement will not be available for the dependents of the GDS to be discharged voluntarily. A declaration in prescribed application proforma as shown in Annexure-I will be taken from the GDS willing to seek the benefits of Voluntary Discharge scheme that she/he will not claim compassionate engagement for any of her/his dependents once voluntary discharge request is accepted.
(c) Entitlements :- Normal discharge benefits proportionate to the period of engagement rendered. In case the GDS quits engagement before completion of 20 years of engagement period, he/she will not be entitled to get any monetary benefits under the scheme.

2.2 SCHEME - 2: ON MEDICAL GROUND:

(a) Scope: Intended for those who suffer on account of any bodily or mental infirmity, which permanently incapacitates him/her for engagement and wishes to quit prematurely.

(b) Conditions:
i. Minimum engagement period 10 years

ii. No age restriction.

iii. An application in prescribed proforma as shown in Annexure-II to be submitted by the GDS.

iv. The Medical Authority (Civil Surgeon) should certify that the applicant is not fit to continue in engagement. For this purpose the Divisional Head shall direct the GDS for appearing before the appropriate Medical Authority i.e. Medical Board of a Government Hospital.

v. The GDS to be directed to appear before the appropriate Medical Authority.

vi. A certificate so obtained from the Medical Authority without the prior approval of the Department will not be valid.

vii. Date of effect will be the date of acceptance of the request.

viii. The scheme is purely voluntary and there will be no compulsion on any GDS to quit under this scheme.

ix. The scheme will not be available for GDS under put off duty, or against whom any Department disciplinary action, police case or court case is pending.

x. The Divisional Head will be the competent authority to accept and approve the voluntary discharge for all categories of GDS.

xi. All GDS who are engaged on regular basis on the date of notification of the scheme and who fulfill all other conditions will be eligible to opt for this scheme.

xii. Sub: Problems faced by GDS BPMS while operating the RICT machines-Reg

The department of posts introduced RICT and DARPAN in Branch post offices. The GDS BPMs have to perform all kinds of transactions on RICT machine including B.O. Daily Account. Implementation of RICT must be after complete success of the scheme. Lots of problems are being faced by the staff, mainly because of network issues. At least in future all precautions should be taken before implementation of the said schemes. The GDS BPMs are facing following Problems.
(i) Proper signals are not available during working hours. Due to network problem they are waiting for hours to open the device.
(ii) The device went back to login for every two minutes.
After completion of one transaction, the GDS BPM has to login to continue the work. Due to this type of arrangement, GDS has to spend more time to complete the B.O. task.

You are requested to take appropriate steps to reduce the difficulties mentioned above.

This union also suggests that it is better to provide computers and printers to Branch offices in place of hand devices to work efficiently without interruption.

Sub: Implementation of recommendations of One-Man Committee on issue of Identity cards to the Gramin Dak Sevaks (GDS).

The undersigned is directed to convey the approval of the Competent Authority on recommendations of One-Man Committee on issue of Identity Cards to the Gramin Dak Sevaks (GDS)

2. Keeping in view the above, it has been decided to issue consolidated instructions in suppression of all earlier OMs on the subject of issue of Identity cards to the Gramin Dak Sevaks as under
(i) Identity cards will be issued free of cost to all Gramin Dak Sevaks, who are engaged after due engagement formalities as prescribed in GDS Engagement Rules, as per attached format.
(ii) The size of the Identity card will be standard size as issued by the Department/Government.
(iii) The Divisional Head will be the competent authority for issuing of Identity cards
(iv) An application will be submitted to the Divisional Head on a simple paper along with two passport size photographs for the purpose of issue of Identity cards by the Branch Postmasters/Assistant Branch Postmasters/Dak Sevaks through/duly recommended by Sub Divisional Heads. In case of Dak Sevaks serving in the Head post Offices/MDG the application will be submitted through/duly recommended by the Sr. Postmaster/Postmaster respectively.
(v) A separate register is to be maintained at Divisional Office for issue of Identity cards to GDSs. Records for returned identity cards invariably be maintained at Divisional Office and these returned identity cards will be destroyed in due course under the supervision of Divisional Head.
(vi) A duplicate card can be issued to GDSs, if the card is. lost/stolen/invisible due to carelessness of GDSs by taking a fee of 50/-.
(vii) At the time of Promotion/Discharge/Removal/Dismissal/Death/Transfer (to another Sub Division/Division) of GDSs, card will be returned/surrendered.
(viii) While issuing of identity cards to the GDS, the unique employee identity numbers assigned in CSI will mandatorily be mentioned on the identity cards.
(ix) No identity card shall be issued to substitute engaged on leave vacancy.
3. These above instructions will come into effect from the date of issue of this O.M.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective from 01.07.2018 onwards - reg.

Consequent upon grant of another installment of Dearness Allowance with effect from 1st July, 2018 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure's 0.M. No. 1/2/2018-E-II(B) dated 07.09.2018, duly endorsed vide this Department's letters No. 8-1/2016-PAP dated 12.09.2018, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA Matrix at the same rates as applicable to Central Government Employees with effect from 01.07.2018. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be the same rates as payable to Central Government Employees i.e. @ 9% (percent) with effect from the 1st July, 2018.

2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks (GDS).

3. The expenditure on this account shall be debited to the Head "Salaries" under the relevant head of account and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance Wing vide their Diary No 4057 Dated 25.09.2018.

Sub:- Observance of three phase countrywide agitational programme by GDS JCA

Sir,
As you are aware non-implementation of positive and basic recommendations of Kamlesh Chandra committee on G.D.S Employees viz., implementation with effect from 01st of January 2016, gratuity Revision, SDBS/pension, 30 days paid leave, Enhancement of composite allowance, financial up gradation on completion of 12, 24 and 36 years of service etc. has generated resentment and discontentment among the G.D.S employees. It is pertinent to mention here that although discussions were held at Directorate, I am sorry to state that no progress is observed so far on any of the issues. Under the circumstances we are compelled to observe three phase fast Programme of agitation.
The above three GDS Unions, JCA decided the following countrywide agitational programme to settle the charter of demands.

Agitational programmes:

25-09-2018 : One day country wide hunger fast in front of Divisional Offices
04-10-2018 : One day country wide hunger fast in front of Circle Offices.
10-10-2018 : One day massive hunger fast in New Delhi.

CHARTER OF DEMANDS

1) GDS committee report as a whole be implemented with effect from 01st of January 2016.
2) Change the formula already adopted for calculation of arrears.
3) Change of upper limit of gratuity from Rs 1,50,000/- to Rs 5,00,000/-
(a) GIS limit should be enhanced to Rs.5,00,000 with the subscription of Rs.500/-
4) 10% of the TRCA of the GDS should be recovered towards SDBS contribution and the Government to contribute equal share.
(a) And also EPF Scheme to be introduced to GDS as recommended by the GDS Committee. This was also recommended by the previous GDS Committees.
5) GDS should be granted 30days paid leave in a year and the leave should be allowed to be carry forward subjected to the maximum of 180 days and provide encashment of the leave.
6) Grant Children Education allowance Rs.6000/- per child per Annum.
7) Enhance composite allowance to the BPMs from Rs500/- to Rs 1600/- Also grant composite allowance to ABPMs & GDS working in classified cities and the GDS working in Departmental Offices etc., wherever applicable.
8) GDS employees should be granted financial up gradation on completion of 12, 24 and 36 years of service in the form of grant of additional increments.
(a) Point to point fixation to be ordered instead of bunching of TRCA scales.
9) Limited transfer facility to GDS on request should be relaxed. There shall not be any drop in wage scale on account of a request transfer. The transfer of GDS will be approved by Divisional head if the transfer is within the Division, by regional PMG if it is within the region by HOC if the transfer is within the Circle.
10) Voluntary discharge schemes for the GDSs: 3 types of voluntary discharge schemes as recommended by GDS committee for the GDSs’ who are willing to quit the post before the discharge at the age of 65 years should be implemented.
11) All discharge benefits (retirement benefits) should be implemented retrospectively, w.e.f 01 January 2016.
12) Put off duty may be averted by transferring the GDS to another place.
13) Incentive system should be abolished for India post payment bank (IPPB) work. Enhance the working hours of branch post office and GDS officials concerned after introducing the IPPB.
14) GDSs' should be allowed to get discharge from the service on the last day of the month in which He/She attains the 65 years of the age.
15) All single handed branch post offices should be provided with one more hand to upgrade to double handed office.
16) Employees' state Insurance ( ESI) facility to be extended to Grameen Dak Sevaks wherever E.S.I dispensaries and hospitals are available the country.

The programme will be a peaceful one.

Sub: Solidarity To GDS Agitational Programmes

Comrades,
As you are aware that GDS Committee Report headed by Sri Kamlesh Chandra was implemented by the Govt. of India w.e.f. 01.07.2018 after a long struggle of 16 days indefinite strike conducted by All GDS employees under leadership of AIPE Union GDS and other three unions NFPE had extended solidarity support by various ways of agitational programmes during the entire period of Strike.
In Some circles all NFPE members conducted strike from 4 days to 10 days. Kerala comrades conducted 10 days Strike in support of GDS Strike.

NFPE pays red salute to all GDS and regular employees who conducted strike and various agitational programmes which made the strike grand success and the Central Govt. was forced to implement GDS committee Report. The Govt of India has not implemented so many positive recommendations given by Sri Kamlesh Chandra Committee. Only pay revision and very few other recommendations have been implemented.

The new pay scales which require to be implemented from 01-01-2016 have been given effect from 01.07.2018. From 01.01.2016 , only 2.57 factors has been given. The GDS employees are much more frustrated and agitated . AIPEU GDS and other two unions have held meeting and decided future course of action and charter of demands. Which is mentioned below.

We as NFPE endorse the agitational programmes and charter of demands of GDS Unions and appeal to entire rank and file to extend full solidarity support , help, co-operation and participation to make the agitational programmes successful.

Agitational Programmes
1. 25.-09-2018 : One day country wide hunger fast infront of Divisional Offices
2. 04-10-2018 : One day country wide hunger fast in front of Circle Offices.
3. 10-10-2018 : One day massive hunger fast in New Delhi.

A kind reference is invited to the above mentioned subject where the substitute GDS are still drawing their TRCA in old scales. As per the recommendation of Sri.Nataraja Murthy committee orders were issued for payment of arrears to outsider/substitute GDS on revised TRCA, but up to this date nothing is heard so far. This issue was debated in our last All India Working Committee meeting held at Champawat, Uttrakhand. Hence it is requested to cause orders for payment of TRCA to the outsider/substitute GDS in the revised TRCA, including arrears w.e.f 1.01.2016.

An early orders in this regard would be highly appreciated at this end.

TRCA and allowances cannot be discussed with unions as these have been implemented after consultation with several departments and authorities. This statement virtually closes the door for discussions. If pay and allowances cannot be discussed, then what is the use of discussions or such meetings.

We have gone through the minutes and have noticed that the minutes don’t represent the actual proceeding. The minutes mention what the officers of the department said. There is nothing much except a small stanza about what the union representatives said. As per the minutes an attempt has been made show as if the moon duly arranged on a platter has been handed over to GDS employees. We take up the minutes stanza by stanza here under:

Para 2. It is said that TRCA and allowances cannot be discussed with unions as these have been implemented after consultation with several departments and authorities. This statement virtually closes the door for discussions. If pay and allowances cannot be discussed, then what is the use of discussions or such meetings. The pay (TRCA) and allowances are the subjects which the G.D.S. employees are greatly concerned with. The unions don’t give threat of strike but they are compelled by such attitude of not discussing vital issues to resort to agitation. It is an open secret that the committee that examined the recommendations suggested many severe cuts. The department cannot take refuse behind other departments/authorities. Yes, the recommendations of the one man committee are by and large good but have been distorted by committee of officers which are preposterous and are detrimental to the interests of the Gramin Dak Sevaks.

Para 3. Gives a short description of what Sri S.S.Mahadevaiah, General Secretary AIGDSU said. No mention is made about the issues raised by the General Secretaries of AIPEU – GDS and NUGDS.
Pata 4. An attempt has been made to defend the indefensible. Even a layman knows that the code of conduct did not stretch over a period of 19 months. The fact of delay is that the committee of officers formed to study the recommendations of the one man committee was working overtime to distort the recommendations in order to deny benefits to the Gramin Dak Sevaks.

Pare 5. We don’t understand the logic behind such excuses of delay and cuts in the amount of arrears. Of course the committee suggested implementation of TRCA matrix from a prospective date. But never said or meant that the same should be after 19 months i.e., 01.07.2018. It certainly meant that the recommendation should be effective from 01.01.2017, when it gave illustrations for calculation of arrears which was for one year i.e., for 2016.

As regards the statement that the payment of arrear was of kind of ex­gratia nature and could be manipulated at the will of the establishment, no such announcement was made by the Hon’ble Minister of state for communication in the press conference. His announcement was clear and categorical that the arrears would paid from 01.01.2016 which meant that the arrears would be paid on the basis of the recommendations and illustrations given by the pay committee. We need not give a table showing the amount of loss suffered by the GDS employees between the amount due as per illustrations suggested by the committee and what has been paid according to Directorate orders. If desired, we shall produce such table which is ready with us.

As regards the arrears termed as "ex-gratia", it is rather unfortunate. The recommendations were due to be implemented from 01.01.2016 and the amount of arrears is a due right of the Gramin Dak Sevaks and we are determined to have our due.

Para 6. The issues are decided earlier the better.

Para 7. We don’t understand the logic of rejecting the given recommendations, which are clamouring for being implemented.

Para 8. The GDS employees love the service they render to the public. The decisions of struggle are very painful to us and we take such decisions when the department refuses to discuss vital issues as indicated in the minutes and we are pushed to the wall.

We request you kindly to arrange a fruitful meeting with us to discuss all issues without any precondition. We shall be forwarding our agenda of issues which are agitating the Gramin Dak Sevaks, in another letter.

Today meeting held in Dak Bhawan at 11.00am

Meeting conducted under the Chairmanship of DG (Posts), Member (P), DDG (Estt.), DDG (SR & Legal), ADG (Estt), ADG (GDS) and other officers of the department attended.

Union Side: All three General Secretaries and other representatives, General Secretary, NAPE attended.
Detailed discussion held between Administration and Union Representatives on the basis of JCA memorandum, major issues viz., date of implementation of new scales, payment of arrears, gratuity, financial upgradation, leave etc.,

Department categorically replied that in case of financial implication issues like date of implementation of new scales, arrears formula as already cleared by Cabinet and it can not be reopened. Regarding all other issues viz., Leave, Children Education Allowance, GIS, Transfer, ESI facility, SDBS, Financial upgradation etc will be considered positively and orders will be issued as early as possible.

But union representatives expressed their resentment and deep concern over the date of implementation of new scales, arrears payment formula and strongly demanded for reconsideration.

Department proposed the unions to submit a detailed note on all the issues raised in the meeting for further consideration at appropriate level.

The General Secretaries of GDS Unions discussed over the today's meeting and decided to submit a detailed note soon. Further decided to meet again to decide further course of programme of action seriously.

As directed by the central working committee of this union we are forwarding herewith a copy of the resolution adopted at the meeting of the central working committee held at lohaghat in uttarkhand circle from 1st and 2nd july 2018. The resolution deals in detail as to how the lowest paid Gramin Dak Sevaks have been dealt grave injustice in fixation of TRCA and payment of arrears.

We, therefore most fervently, request you kindly to look personally into the matter and intervene on behalf of the lowest paid employees, called the Gramin Dak Sevaks to ensure that the loss that the GDS have incurred in fixation of TRCA and calculation of arrears are restored

Consequent upon grant of another instalment of Dearness Allowance with effect from 1st January, 2018 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/1/2018-E-II(B) dated 15.03.2018, duly endorsed vide this Department’s letters No. 8-1/2016-PAP dated 19.03.2018 and Ministry of Finance, Department of Expenditure OM No.1/3/2008-E.II(B) dated 28.03.2018, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.01.2018. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 139% to 142% on the basic Time Related Continuity Allowance, with effect from the 1st January, 2018.

2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.

3. The expenditure on this account shall be debited to the Head "Salaries" under the relevant head of account and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance Wing vide their Diary No 05/FA/2018/CS dated 24/04/2018.

Sub: Speedy implementation of GDS Committee recommendations and related matters reg.

In spite of our countrywide requests, memorials, protest meetings/Demonstrations and Strikes there is unreasonable delay in consideration and implementation of the GDS Committee recommendations. The level of tolerance has already crossed it limits. This time we have accepted OFFICERS Committee with open mind but still discriminative attitude is seen towards this low paid and neglected/exploited lot.

The Gramin Dak Sevaks role in future INDIA POST especially in Banking is more significant and we are also carefully watching the developments. There cannot be any compromise about their status and service conditions in the changed scenario and the GDS should get what they deserve. The Government, being a model employer, should consider our reasonable demands in the interest of service to the rural population of this country. The old policies of the British regime such as cheap labour and exploitation are outdated in the present situation and it is high time that decisions are at the appropriate levels in democratic norms. India is a welfare state and we are eagerly waiting for BETTER TREATMENT TO G.D.S AT LEAST THIS TIME.

We do sincerely hope that you will take personal interest in this matter and play vital role for speedy implementation OF ALL RECOMMENDATIONS OF THE COMMITTEE TO TAKE EFFECT FROM 01.01.2016 at par with 7th CPC extended to Departmental counterparts.

Implementation of GDS-Committee Report Expected End of April 2018

Today on Dt 9/04/2018, Com. R.N Parashar S/G NFPE & G/S – PIII and Com. Giriraj Singh, President, NFPE & G/S R-III, met the officers in Directorate.

As per information received from Directorate the work of approval of GDS committee Report by the Government of India is in final stage and the orders for implementation of GDS-Committee Report are  to be issued by the end of this month i.e. April 2018.

It is hereby notified that National Federation of Postal Employees will organize 5 days Relay Dharma from 12th to 16th February 2018 in Chief PMG Office Campus., Meghdoot Bhawan, New Delhi-110 001.

SCHEDULE OF PARTICIPATION IN 5 DAYS RELAY DHARNA AT MEGHDOOT BHAWAN, NEW DELHI FROM 12TH TO 16TH FEBRUARY - 2018

CHARTER OF DEMANDS
1. Implementation of positive recommendations of Kamlesh Chandra Committee Report for GDS
2. Membership verification of GDS and declaration of result of regular membership verification.
3. Filling up of all vacant posts in all Cadres of Deptt of Post i.e P.A.S.A, Postmen, Mail guard, mailmen, MTS,MMS Drivers and artisans, P.A CO. P.A SBCO, Postal Actts and GDS. Drop the move of amendment in P.A. S.A., P.A.CO & P.A. SBCO Recruitment Rules.
4. Implement CSI, and RICT only after providing all required infrastructure including band width and stop harassment, victimization in the name of new schemes , technology induction, under contributory negligence factor and trade union victimization.
5. Stop out sourcing privatization and Corporatization.
6. Payment of revised wages and arrears to the casual, part time, contingent and daily rated mazdoors as per 6th & 7th CPC and settle other issues of Casual Laboures.
7. Implement cadre restructuring for left out categories i.e. RMS, MMS, PACO, PASBCO Postmaster Cadre, Postal Actts etc and accept the modifications suggested by federation before implementation of cadre restructuring in Postal Group 'C'.
8. Withdraw N.P.S (contributory Pension Scheme) Guarantee 50% of last pay drawn as minimum pension.
9. Implement 5 days week in Postal Operative offices.
10. Stop move of diversion of business of P.O SB Schemes to Banks (Nationalized and Private)
11. Stop move of closure of Army Postal Service.
12. Grant OSA and OTA to RMS staff and special allowances for P.O & R.M.S Accounts.
13. Finalization of Recruitment Rules of AAOS IN Postal Accounts with 40% S.C.F quota as approved by DOPT.
14. Status of Audit to SBCO.
15. Benefit of SDBS to retried GDS employees.
