Dopt Orders on MACP – Granting of MACP benefits as and when the employees become eligible

MACPS are not being granted as per the schedule/provisions in the MACP Scheme leading to dissatisfaction and grievances among the employees. Therefore, Ministries/Departments are advised to ensure strict compliance to the time limits indicated in MACPS for grant of benefits under this scheme as and when the employees become eligible for such benefits.

This Department on the recommendation of Sixth Central Pay Commission in Para 6.1.15 of its report and in supersession of previous Assured Career Progression Scheme, vide O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009 introduced the Modified Assured Career Progression Scheme (MACPS) for the Central Government Civilian Employees which is operational w.e.f. 01.09.2008. MACP Scheme envisages the three financial upgradations at intervals of 10, 20 and 30 years of continuous regular service to all regularly appointed Group “A”, “B”, and “C” Central Government Civilian Employees.

2. As per para 6 of DOPT’s O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009, the Screening Committee would follow a time-schedule and meet twice in a financial year – preferably in the first week of January and first week of July of a year for advance processing of the cases maturing in that half.
Accordingly, cases maturing during the first-half (April-September) of a particular financial year would be taken up for consideration by the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of any financial year would process the cases that would be maturing during the second-half (October-March) of the same financial year.

3. It has come to notice of this Department that the benefits of MACPS are not being granted as per the schedule/provisions in the MACP Scheme leading to dissatisfaction and grievances among the employees. Therefore, Ministries/Departments are advised to ensure strict compliance to the time limits indicated in MACPS for grant of benefits under this scheme as and when the employees become eligible for such benefits.

Consumer Price Index for Industrial Workers (CPI-IW) – September, 2014

The All-India CPI-IW for September, 2014 remained stationary at 253 (two hundred and fifty three). On 1-month percentage change, it remained stalic between August, 2014 and September, 2014 when compared with the rise of 0.42 per cent between the same two months a year ago.

The largest downward pressure to the change in current index came from Food group contributing (-) 1.04 percentage points to the total change. At item level, Fish Fresh, Poultry (Chicken), Chitlies Green, Ginger, Onion, Tomato, Brinal, French Beans, Lady’s Finger, Apple, Sugar, Medicine (Allopathie), Petrol, etc. are responsible for the decrease in index.

However, this decrease was restricted to sore extent by Rice, Wheat Atta, Arhar Dal, Potato, Cauliflower, Tea (Readymade), Snack Saltish, Bidi, Cigarette, Electricity Charges, Cinema Charges, Toilet Soap, Tailoring charges. etc.. putting upward pressure on the index.

The year-on-year inflation measured by monthly CPI-IW stood at 6.30 per cent tbr September, 2014 as compared to 6.75 per cent for the previous month and 10.70 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 6.46 per cent against 7.63 per cent of the previous month and 13.36 per cent during the corresponding month of the previous year.

At centre level, Goa reported a decrease of 10 points followed by Nagpur (5 points). Among others, 4 points fall was observed in 6 centres, 3 points in 4 centres, 2 points in 9 centres and 1 point in 19 centres.
On the contrary, Tripura recorded the maximum increase of 6 points followed by Lucknow & Jalpaiguri (4 points each) and Rourkela & Rangapara-Tezpur (3 points each). Among others, 2 points rise was registered in 8 centres and 1 point in 12 centres. Rest of the 13 centres’ indices remained stationary.

The indices of 37 centres are above and other 41 centres’ indices are below national average.

The next index of CPI-IW fut the month of October, 2014 will be released on Friday, 28 November. 2014.

Civilians Working in Defence Sector

Details of benefits provided to the civilians working in the Defence sector are annexed.

From time to time Defence Civilian employees have been raising the demands that they should be granted Field Area allowance and Modified Field Area allowance as applicable to the Service Personnel and for providing other allowances like Aeronautical Technical Allowance, Airworthiness Certificate Allowance, Flight Charge Certificate Allowance etc. at par with technical defence personnel. It has not been found feasible to accept these demands as the job requirements and service conditions of Service Personnel and Defence Civilian employees are totally different.

In addition to pay and allowances, civilians working in the Defence Establishments located in Field Areas / Modified Field Areas are granted the concessions / allowances as under:

(I) Field Service Concessions in Field Areas (except static units):

(a) Free rations on scale applicable to combatants of the Army or Air Force, as the case may be, and fuel.

(b) Free tented / basha accommodation and connected service to the extent possible.

(c) Free clothing on minimum scale of Army Personnel if the Corps Commander / AOC-in-C Air Force Command considers the issue of such clothing essential for operational reasons.

(d) Free remittance of family allotments.

(e) Free medical treatment and hospital treatment.

(f) Wound / injury or family pension or gratuity revised from time to time, as the case may be, or compensation under the Workmen’s Compensation Act where applicable.

(g) 2 postage free Forces letters per individual per week.

(h) Remittance within Indian limits of money orders and Indian Postal orders free of Commission upto maximum value of Rs.30/- per month per individual.

(i) Retention of family accommodation allotted by Government at the old duty station on payment of normal rent. If the accommodation retained is required to be allotted to another entitled personnel for exigencies of service, the families may be shifted to an alternative accommodation whether appropriate or inferior to the status of the individual concerned.

(II) Field Service Concessions in Modified Field Areas (except static units):

(a) Free remittance of family allotments.

(b) 2 postage free Forces letters per individual per week.

(c) Remittance within Indian limits of money orders and Indian Postal Orders free of Commission upto maximum value of Rs.30/- per month per individual.

Defence Civilian employees are also provided Canteen Stores Department (CSD) facilities.
This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Dr. Ratna De (Nag) in Lok Sabha today.

MACP ON PROMOTIONAL HIERARCHY- ORGANISATIONAL/ FINANCIAL SUPPORT TO DEFEND THE SLP-REGARDING

The extended meeting of the Steering Committee of MACP on Promotional Hierarchy held on 15/11/2014 has decided to write letters to all Gazetted Non Gazetted Employees’ Federations/Associations of all Ministries, seeking organizational/financial support in defence of the SLP against granting of MACP on promotional hierarchy, filed by the Central Government.

But we could not reach several of the Staff Associations/Federations, face MACP problems due to non availability of proper contact address/e-mail id/telephone number.

A letter inviting all Officers/Staff Associations who are not in contact of this steering committee is given below: All Federations/Associations are requested to send their contact address/telephone number/e-mail id etc immediately so that their name may also be incorporated in the list of steering committee. All Associations/readers are requested to co-operate.

    Sub:    Defeating the illogical and anti employee MACP scheme in the Supreme Court- seeking co operation of the all Federations/Associations-regarding.


Dear sir,

You are aware that various benches of the Central Administrative Tribunals and High courts pronounced verdicts in favour of financial upgradation under MACP Scheme on Promotional hierarchy on the petitions of Central Government Employees in various Departments. In the Principle Bench of CAT itself, more than half dozen cases have been decided in favour of granting financial upgradation under MACP Scheme on promotional hierarchy. But the Government of India has not implemented these orders citing one or other reasons. Moreover, Government has filed 4 SLPs against these verdicts in respect of the applicants, namely, Shri V Mohanan Nair of CAT Ernakulam, Shri Babu Ram, Smt Reeta Devi and Shri Dhirender Singh of CAT Chandigarh, at Supreme Court. Since the outcome of the SLP filed will affect all Central Government Employees, a steering committee consisting of representatives of Gazetted/Non Gazetted Staff of various Departments of Government of India was constituted on 25/09/2014. Thereafter two meetings of the steering committee were held on 27th September and 2nd October 2014 in which decision for intervening in the SLP filed in the Supreme Court was taken.

In order to expand the activities of the steering committee, an extended meeting of the committee was convened at Indra Prastha Bhawan, New Delhi on 15/11/2014 in which 55 persons representing 30 Associations of various Ministries participated. Moreover, around 10 Associations whose representatives who had not participated in the meeting have assured to abide the decision taken in the meeting, copy of the minutes is posted elsewhere in this web site.

While addressing the meeting Shri SK Vyas, Advisor, Confederation has suggested that MACP is a matter covering all Central Government Employees and as such it will be better if National JCM (Staff side)becomes an intervener of the case and the meeting has accepted the suggestion. Shri Vyas has further suggested that all the Unions/Associations including Unions in the Railways, Defense, Postal and Income tax, Audit & Accounts Association should be asked to give contribution to meet the legal and other expenses of the case. Accordingly, the meeting decided to send letters to all major Federations/Associations as well the Secretary JCM (Staff Side).

According to Supreme Court web site posting, the SLP of Shri Mohanan Nair is listed for hearing on 08th January 2015 and all the other three SLPs have been connected with this case. The extended meeting of the steering committee unanimously decided to engage lawyers to intervene in the SLP.The committee has decided to collect Rs. 15 lakhs to meet the immediate expenses in connection with intervention in the case etc. It was also decided to prepare a list of Federations/Associations from whom the contribution has to be collected.

In view of the above, this steering committee seeks your support both organizationally and financially to strengthen the united efforts to get a favourable verdict from the Supreme Court through legal means.

I, on behalf of the Steering Committee, request you to kindly extend your helping hand so that we may be able to defeat the illogical and anti employee MACP scheme in Supreme Court.
