7th CPC Pay Scale for railway teaching staff

Because the 7th CPC made no specific recommendations regarding the pay scales of teaching staff in railway schools, only the replacement Pay Level in the Pay Matrix applies to Teaching Staff.

7th CPC Pay Scale for railway teaching staff in Railway Schools

No separate posts of Asstt. Headmasters/Asst Head-mistresses/Vice Principals should be created. Where considered necessary, the senior-most post-graduate teacher in scale Rs.6500 -10500 (RSRP) selection grade working in a Higher Secondary School/senior-most graduate teacher in scale Rs.5500 – 9000 (RSRP) working in a High School, should be put to work as Asstt. Headmaster/Asstt. Headmistress/ Vice-Principal by reducing his/her teaching load. (Railway Board’s letter No. E(W)62/SC-2/44 dt. 4.5.63 and, PC-V98/Ill 1/26 dt. 23.10.1988

However, in Higher Secondary Schools/Inter Colleges, with an enrolment of 1000 or more students, the senior-most Post Graduate Teachers in scales of Rs.7500-12000 (RSRP)/Rs.8000-13500 (RSRP), as the case may be designated and utilised as Vice­ Principals by reducing their teaching workload. If necessary, selected suitable Post Graduate Teachers may be shifted to locations where needed, if they are not readily available there.

As regards 6th CPC Schedules regarding the pay scale of teaching staff have been circulated by Board’s letter No. PC VI/2008/If RSRP/1 dated 22.09.2008 & 17.07.2009. The scales allotted to the teaching staff are as under:

No specific recommendations have been made by the 7th CPC in respect of Pay Scales of Teaching Staff of Railway schools, therefore, only replacement Pay Level in the Pay Matrix is applicable to Teaching Staff.

Each case of transfer of a Railway School to the State Government should be examined on merits. Where this can be done, the Railway Administrations may agree to license the school buildings on nominal license fee and give the furniture free of cost so as to make it attractive for the State Govt. to take over the school. In any case, approval of the Railway Board may be obtained before any Railway School is handed over to the State Government.

The main objective of conducting inspections in Railway Schools is to streamline their day-to-day administration and effect necessary, improvements in educational standards. Vigorous follow-up action should be taken on Inspection Reports submitted by Inspecting Officers and whenever deficiencies have been pointed out these should be speedily rectified.

The Chief Personnel Officers should take a personal interest and ensure that necessary improvements, were called for, are affected with a view to improving the standard of Railway Schools. It should also be ensured that Railway Schools are regularly inspected by the State Govt. Inspectors and their recommendations implemented to the extent possible. In this connection, attention is also invited to the recommendations of Educational Advisers which were sent along with Board’s letter No. E(W)58/ED1/9 dated 21.9.1959.

Any changes in the pattern of classes in Railway Schools such as addition or abolition of classes, upgradation or down gradation of schools etc. should be reported to Board for information together with the reasons necessitating such changes.

Concessions to the Scheduled Caste and Scheduled Tribe Communities in the matter of admission to the Railway Schools including Oak Grove School at Jharipani:

(1) It has been decided by the Railway Board that the following concessions should be allowed to the students belonging to the Scheduled Caste and Scheduled Tribe communities in the admission to the Railway schools:

  • (a) A distinct reservation of 15% for SC and 7.5% for ST candidates;
  • (b) Where admissions are made with reference to percentage of marks obtained, 1 % reduction in marks may be allowed in the case of SC and ST candidates provided the lower percentage does not fall below the minimum marks required to pass the qualifying examination;
  • (c) The upper age limit for SCs/STs may be raised by three years;
  • (d) No child/ward of a member of staff belonging to SC/ST community should be refused admission in Primary classes; .
    (e) In other classes, admission should not normally be refused up to the extent of the
    quota exclusive of any who secures admission on merits.

(2) To ensure that the concessions in the matter of admission as referred to above are actually available to the SC and ST communities, the Railway administration should maintain the following data:

  • (i) No. of candidates seeking admission each year;
  • (a) No. out of these are children and wards of Railway servants separately for SC, ST and other communities;
  • (b) Outsiders, separately for SC, ST and other communities :
  • (ii) Number refused admission in the same details as in (i) above;
  • (iii) Reasons for refusal of admission in the case of SC and ST candidates;
  • (a) Where they are children and wards;
  • (b) Where they are outsiders.

(3) Reservation for physically handicapped candidates :3% of seats are reserved for Physically Handicapped children.

  • The allowances to all the staff was paid from 1st of July 2016 but the KMA and other related allowances to running staff have not been decided. Such delay is a cause of Railwaymen blaming the Federation and gives room for staff agitations. This type of situation cannot do well to the institution. The Railway Board should seriously think and resolve the issues quickly.
  • Railway Board constituted a Task Force Safety Committee consisting of five very senior officers (General Managers), the Committee gave recommendations on 10th January 2017 wherein it has been mentioned that the running staff who join duty after leave at 0:00 hours and worked train immediately after resumption, commit accidents. Therefore, the Committee recommended that the running staff should not be booked to work train before 8 ‘o’ clock in the morning when they resume duty after availing leave.
    Unfortunately recommendations of the Committee are not being followed and the running staffs are booked invariably to work first train after 0:00 hours on resumption from leave. He urged the Member Staff to see that suitable instructions are issued to the Zonal Railways to follow the recommendations of the Committee to avoid situations which may cause accidents.
  • The Railway Board issued orders in the year 2004, as a result of decision arrived at, in the DC/JCM meeting, but unfortunately this decision has been changed unilaterally in the year 2007 by the Board. This change has created adverse situation like denial in granting appointment on compassionate grounds. He urged the MS that the order of 2004 be restored without delay.
  • Time and again the Railway Board had issued detailed guidelines, not to retain money from settlement dues of railway employees on superannuation, but unfortunately these orders are being violated by withholding heavy amounts from settlement despite the fact that employees are not in occupation of Railway quarter and equally no disciplinary action pending against them.
  • Retired Railway employees have been re-engaged against vacancies, but they are not paid Night Duty Allowance though they perform night duty. OT Allowance is also not paid to these re-engaged staff when they work over hours of duty at out stations. He empathetically stated that injustice is being caused to the retired Railway employees who are re-engaged as all such rules are equally applicable to them when they have been re-engaged to Railway service.
  • The PPOs of running staff are not being revised because concordance tables have not been provided although orders have been issued to revise their pension pay orders by sighting illustrations, but it is not working as the staff have developed habit of working with the assistance of concordance table, as such concordance tables be
    prepared and issued.
  • Regarding filling up of vacancies, he expressed satisfaction on the information given by Member Staff that by the end of May 2019, a panel of 62,960 selected candidates of Pay Matrix Level-I and similarly panels of ALPs and SMs will also be made available. He stated that occurrence of 3% vacancies of total cadre is through natural attrition, therefore the sequence of formation of panels should be planned and followed in a methodical manner as a regular course.
  • Case of payment of honorarium to cashiers and other accounts staff of NWR for the year 2008, 2009 and 2010, is pending in the Railway Board for sanction. The inordinate delay in payment is a matter of concern for everyone. He requested Member Staff for early communication of sanction to the NWR for which NFIR has also made reference.

  • The condition of railway quarters continues to remain deplorable as there is no maintenance. Our position becomes very embarrassing when staff complain about differential treatment as there is zero maintenance of staff quarters while on the other hand the quarters of officers are well maintained. He requested that immediate action be taken in the matter to mitigate the staff complaints.

General Secretary/ NFIR at the outset thanked Member Staff and Chairman of the PNM meeting for highlighting the significant performance of Railways during the year 2018-19, surpassing the previous targets. General Secretary also thanked the Member Staff for conveying the important decisions towards staff welfare including that of orders issued, granting 10 : 20 : 20 : 50 ratio to the Track Maintainer category in GP 2800, 2400, 1900 and 1800 respectively with effect from 08/03/2019.

While assuring Federation’s support for improving the efficiency levels further, the NFIR General Secretary placed the following points for taking necessary action.

I. The PNM meeting now being held after lapse of 111⁄2 months although Agenda was sent on 26/06/2018. Many issues continued to remain unsettled. Activating the PNM Machinery is very much essential for holding formal meetings frequently for sorting out the issues.

II. Railway employees are heavily overburdened due to non-filling of vacancies, for long period. With the recent decision of the Board to fill all vacancies, Federation hopes that the staff hardships may be mitigated to some extant.

III. Railway employees are extremely disappointed over:-
  • Government’s failure to fulfill its assurance through Group of Ministers on revision of minimum wage, fitment formula and abolition of NPS.
  • NFIR’s meeting with Hon’ble MR on 04/04/2018 and subsequently – latest being 23rd January, 2019 with regard to Federation’s repeated pleas for exempting Railways from NPS as already agreed to, by two successive Railway Ministers in view of complex and unique working of Railways and hard working conditions of Railway Staff akin to defence forces personnel (over 85% work in remote places, Jungle areas where no basic requirements of life exist). Although Hon’ble MR has assured to take action to pursue at Government level, it is observed that there has been no progress. Railway employees are extremely agitated as they do not get covered under Liberalized Pension Scheme. Over 7 lakh Railway employees joined on and after 01/01/2004, are extremely disappointed as they cannot hope for guaranteed pension of 50% of last pay drawn at the time of retirement. General Secretary specially requested the Member (Staff) to take initiative on this important issue.
IV. Aggressive decisions towards closure of establishments, outsourcing regular activities, contractorisation without prior consultations, surrender of posts are indiscriminately, contractorising the activities resulting staff dislocation and loss of seniority and career growth have been contributing for staff unrest. These are required to be addressed and instructions be re-iterated for ensuring prior consultations on all such matters in the interest of healthy industrial relations.

No prior consultations are held and arbitrary decisions resorted to.

V. 7th CPC issues:-
  • Departmental Anomaly Committee (DAC) was constituted by the Railway Board vide letter No.PC-VII/2016/DAC/1 dated 05/10/2016. NFIR had placed issues before the DAC vide Federation’s letters No.IV/DAC/7CPC/2016 dated 09/06/2017 and dated 16/08/2017. Second meeting of DAC was held on 04/01/2018, but with “ZERO RESULT” as Official Side maintained that the issues dealt did not come under the definition of ‘Anomaly’ (Loco Running Staff, Guards, Technical Supervisors, Pharmacists, Radiographer, ECG Technicians, Physiotherapist, Health & Malaria Inspector etc.).
  • Railway Ministry has not initiated action on the positive recommendations of 7th CPC to give benefit to certain categories though a period of over 2 years 9 months passed. GS/ NFIR specifically mentioned NFIR’s letter No.IV/NFIR/7th CPC(Imp)/2016/RB dated 22/09/2016 and 15/11/2016.
  • GS/ NFIR reminded that the proposals sent by the Railway Ministry vide No.PC-VII/ 2015 /R-U/9 dated 08/02/2017 to the MoF/ DoP&T relating to revision of pay structure of Senior Supervisors in Group `C’ of all Departments (other than Accounts Department) for upgrading 75% supervisory posts from Level-7 (erstwhile GP 4600) to Level-8 (GP 4800) and revision of Pay Levels of Group‘B’ Officers of all Departments (other than Accounts Department) to Level-9 have been pending for more than 1 1/2 years. He requested prompt follow up action for obtaining clearance.
  • Shri Raghavaiah further stated that the Railway Ministry’s proposal for revision of KMA rates for Running staff w.e.f. 01/07/2017 has not been concurred yet by MoF. Similarly the Running staff are not being paid Leave salary on 7th Pay scales on Northern and West Central Railways due to IPAS problems. These issues should be settled without further delay.
VI. Implementation of commitments dated 07/02/2014.
  • LPs Mail/Exp – placement in GP 4600/- pending.
  • Stepping up of pay of LIs inducted prior to 01/01/2006 – pending.
  • Merger of Technicians-II with Tech-I – pending.
VII. Other important issues:-
  • VII CPC report – Para 9.2.37. – Hospital Leave, Special disability leave and sick leave subsumed in a new leave named “Work Related Illness and Injury Leave (WRIIL):- Orders yet to be issued.
  • RELHS-97 – Railway Board’s letter dated 31/05/2012 allowed post March 2009 retirees/dependents to join as members within one year period. Some retired staff living in remote places were unaware of opportunity, consequently not availed the provision. Railway Board may now provide opportunity for those retired staff/dependents between March, 2009 and May, 2012) to join RELHS. (Board’s letter No.2011/H/28/1/RELHS/Court Cases dated 31/05/2012).
  • Extension of Scheme for contract employment of para-medical personnel against vacancies beyond 30/06/2019 is needed as RRB empanelled candidate may not be available by that date, while retired personnel may not join lower level posts. On one Zone there are 2 regular Dialysis Technicians, while contract Dialysis Technicians are working. Similarly, 25 contract Nursing Superintendents in a Central Hospital who may face termination on 30/06/2019 and if posts go unmanned, health care suffers badly.
  • Extension of MACPS to Railway School/College Teachers – All Teaching Staff of HRD Ministry, Delhi National Capital Region, Defence Ministry run schools are covered under MACPS. Action be taken for bringing Railway Teachers under MACPS with retrospective effect.
  • Minimum educational qualification for Pharmacists in Railways – Government’s Notification/Ministry of Health & Family Welfare not implemented. Action be taken for revising the entry qualification.
  • Harmonization of the cadre structure of Medical Laboratory Staff with those in Central Government Hospitals – Case pending despite elaborate proposal sent by NFIR.
  • Employees visit Hospitals for eye vision test. After dilation of eyes, it will take hours for them to be able to see. If roll on sun glasses are provided, the present problem can be got solved. Instructions may be issued to stock “roll on sun glasses” in hospitals for use of those undergo eye vision test.
  • On S.E.C. Railway – Raipur Division:- Compassionate appointment requests for wards of medically decategorised and voluntarily retired employees are rejected despite Board’s orders. Instructions may be issued to respect Board’s orders and consider rejected cases.
  • Pending MACPS issues – Separate meeting at MS/FC level needed as already committed to the Federation.
  • 100% objective type question paper – Negative marks stipulation be removed.
  • Railway Board’s norms for creation of posts ESMs, JE, SSE (Signal) etc., not implemented. Action be taken for implementation of Norms without further loss of time.
  • Lateral induction of Track Maintainers:- Board’s instructions are not being complied with, on Zonal Railways resulting disappointment among Track Maintainers. Board should issue instructions again to GMs.
  • No Dues Certificates : The General Secretary, NFIR stated that responding to the instructions issued by the Railway Board vide letter dated 30th July, 2018, Federation requested to issue clear instructions to the GMs of Zonal Railways and Metro Railway, Kolkata not to levy penal/interest charges where dues have been cleared by our affiliated Unions. He requested the Railway Board (MS) to kindly refer NFIR’s letters dated 18/08/2018 & 22/09/2018 and see that this issue is resolved. He also requested the Railway Board to connect Federation’s letters dated 08/10/2018 and 11/12/2018 relating to the specific case of South Eastern Railway and sort out problem.
  • Retention of Railway residential accommodation by the Office Bearers of recognized Unions on their superannuation : GS/NFIR invited kind attention of Board (MS) to the instructions issued vide Board’s letter dated 06/04/2018 to various Zonal Railways asking Zonal Railways to get vacated the Railway residential accommodation allotted to the Office Bearers of recognized Unions after their superannuation. He stated that NFIR has sent series of letters dated 11/05/2018, 21/05/2018, 04/06/2018, 23/07/2018, 03/08/2018, 07/08/2018, 21/08/2018 and 11/09/2018, but unfortunately clear instructions to Zonal Railways are yet to be issued. He further said that the accommodation allotted to the Office-Bearers of the Union by the competent authority should be allowed.
  • Appendix II A qualified Accounts Clerks as JAA against D/R quota upto 331⁄3% vacancies: GS/NFIR requested the Railway Board to issue appropriate clarification to the Zones etc., to take 331⁄3% of total DR quota vacancies of JAA into account for granting promotion to Appendix-II A qualified Accounts Clerks so that all the qualified staff will have benefit of promotion. He requested that the modification in the Board’s order is necessary in view of some confusion in calculating vacancies against 331⁄3% quota on a Zonal Railway (South Central Railway) wherein the Seniority Units are 2 or more in the Zone.
  • Replies to NFIR’s letters : Dr. Raghavaiah expressed disappointment that though the Federation has been writing letters to the Railway Board on various staff grievances there has been no satisfactory response and no replies sent, consequently the references remain pending. He cited NFIR’s letter dated 31/01/2019 wherein list of 33 pending cases and letter dated 13/02/2019 (16 Pending cases) was sent to Railway Board. He urged for speedy resolution of the grievances in favour of staff.
  • Incorrect revision of pension in case of pre-2016 Railway pensioners: Mr. M. Raghavaiah stated that the revision in pension has not been taking place correctly in favour of retired Railway employees particularly those who retired prior to 2016. He cited the example of a case of retired Technician Gr-I whose pension revision has been done incorrectly. He further stated that the Federation has also sent a communication to the Railway Board vide No.II/35/2018 dated 22/02/2019 together with copy of incorrect PPO. [A copy of Federation’s letter with enclosure was handed over to DG (Personnel) in the meeting].
  • DNB Trainee Doctors S. Railway and other Zones – Stipend according to 7th CPC not paid at Pay Level-11 despite representations: GS/NFIR brought to the notice of the Member (Staff) that DNB Training Doctors on Southern Railway and also on other Zones are not being paid stipend at 7th CPC Pay Scale despite representations by the staff. Federation understands that instructions have already been issued to pay arrears to the DNB Trainee Doctors on 7th CPC Pay Scale. He urged the Railway Board to take action to remedy the situation in order to settle the justified demand of DNB Trainee Doctors working in Railway Hospitals/Health Units.
While concluding, the NFIR General Secretary expressed confidence that the healthy industrial relations on Railways would continue in the coming days also and the issues raised by the Federation will be redressed with speed and positive mindset.

Subject: Bunching of stages of pay in the pre-7th CPC pay scales consequent upon fixation of pay in the revised pay scales based on 7th CPC­ Regarding

The undersigned is directed to invite attention to this Departments OM No. 1-6/2016-IC dated 3rd August, 2017, explaining in detail the methodology for applying the principle of “bunching” consequent upon pay fixation in the revised pay scales (applicable Levels of the Pay Matrix) effective from 1.1.2016 based on implementation of the recommendations of the 7th Pay Commission.

2. Notwithstanding the fact that the said OM dated 3.8.2017 has elaborately explained the issue of bunching in the context of the revised pay scales based on 7th Central Pay Commission, references are being received in this Ministry seeking clarification as to the methodology to carry out the principle of bunching. It is seen that some of the clarifications received seem to arise out of the position on bunching as obtaining during the pay structure in vogue based on 6th Pay Commission before 1.1.2016 vis-a-vis the position explained in terms of this Ministry’s aforesaid OM dt. 3.8.2017 in the context of pay structure currently in vogue from 1.1.2016 based on the recommendations of the 7th Pay Commission.

3. Therefore, the matter has been considered keeping in view the clarifications sought and the issue is clarified heretofore. At the very outset, bunching as a sequel to pay fixation based on the formula for such pay fixation on the date of effect of revised pay scales based on the recommendations of the 7th Pay Commission, is to be considered strictly as per the recommendations of the 7th Pay Commission, as illustrated in para 5.1.37 of its report. The principle of bunching as recommended by the 7th Pay Commission, as accepted by the Government in terms of the erstwhile Implementation Cell’s OM dt. 7.9.2016 and 3.8.2017, is different from the principle recommended by the 6th Pay Commission and as accepted by the Government based thereon. Therefore,the principle of bunching in the revised pay structure based on the recommendations of the 7th Pay Commission is independent of the principle followed earlier and has no link thereto.

4. The 6th Central Pay Commission in para 2.2.21 of its Report recommended - “To alleviate the problem of bunching in these cases,the Commission has allowed the benefit of one extro increment wherever two or stages in any of the pre-revised pay scales were getting bunched together at one level in the revised pay bands…. The Commission has prepared a detailed fixation chart which gives the fitment in the revised running pay bands in every stage”. However . in the fitment charts prepared by the 6th Pay Commission, the Commission illustrated the bunching meant by it. The examples from the fitment tables prepared by the 6th Pay Commission are given in Annexure I 

5. The same principle of bunching was adopted in terms of the fitment table prescribed by the Ministry of Finance, Department of Expenditure, as per the OM No.1-1/2008-IC dated 30.8.2008. The examples of which are given in Annexure II.

6. The 7th Pay Commission has dealt with the issue of bunching in paras 5.1.36 and 5.1.37, which are reproduced below.

“5.1.36 Although the rationalisation has been done with utmost care to ensure minimum bunching at most levels, however if situation does arise whenever more than two stages are bunched together ,one additional increment equal to 3 percent may be given for every two stages bunched, and pay fixed in the subsequent cell in the pay matrix.

5.1.37 For instance , if two persons drawing pay of Rs. 53 ,000 and Rs. 54,590 in the GP 10000 are to be fitted in the new pay matrix , the person drawing pay of Rs. 53.000 on multiplication by a factor of 2.57 will expect a pay corresponding to Rs. 1,36,210 and the person drawing pay of Rs. 54,590 on multiplication by a factor of 2.57 will expect a pay corresponding to Rs. 1,40 .296 . Revised pay of both should ideally be fixed in the first cell of level 15 in the pay of Rs.1.44,200 but to avoid bunching the person drawing pay of Rs. 54.590 will get fixed in second cell of level 15 in the pay of Rs.1.48,500.”

7. Accordingly, the essence of the recommendations of the 7th Pay Commission is contained in the above illustration given by the 7th Pay Commission. As per this illustration, the pay of Rs. 53,000 and Rs. 54,590 were the pay applicable in PB-4 plus Grade Pay of Rs. 10.000 as applicable prior to 1.1.2016, which corresponds to Level-14 of the Pay Matrix applicable from 1.1.2016. The pay of Rs. 54,590 was 3% more than the pay of Rs. 53,000. That is, these two Pays were separated by a difference of 3% of Rs. 53 ,000. Thus, the pay of Rs. 54,590 was the stage next to the pay of Rs. 53 ,000. Considering that the 7th Pay Commission allowed the benefit of bunching at the level of the pay of Rs. 54,590 itself , it materially departed from the principle followed at the time of 6th Pay Commission because in the 6th Pay Commission regime the benefit was allowed at the 3rd consecutive stage and not at the 2nd stage itself (next stage) for the purpose of bunching. 

8. Furthermore. in the illustration given in para 5.1.37 of its report, the 7th Pay Commission has not mentioned about the pay in respect of pre-revised pay of Rs. 56,230 , which is 3% more than the pay of Rs. 54,590. The revised pay fixed in the Level 14 with reference to the pre-revised pay of Rs. 56 ,230 will be Rs. 1.48,500. This will be the same as the pay to be given with reference to the pre-revised pay of Rs. 54,590 after allowing bunching. However , the 7th Pay Commission did not recommend any additional benefit in such cases, as it did not include in its illustration for any benefit in case of the further stages of pre-revised pay, consequent upon bunching at the lower stage.

9. In view of the above, the benefit of bunching consequent upon fixation of pay in the revised pay structure effective from 1.1.2016 based on the recommendation of the 7th Pay Commission is to be considered in the light of the above and the clarifications already issued in terms of the aforesaid letter dated 3.8.2017. Accordingly: 

(i) Where consequent upon fixation of pay in terms of Rule 7 (1) (A)(i) of the CCS (RP) Rules, 2016, two different pay drawn in the pay structure obtaining immediately before 1.1.2016, which were separated by one another by 3% of the previous stage, are fixed at the same cell of the applicable Level of the Pay Matrix effective from 1.1.2016, then the benefit of bunching by way of one additional increment as on 1.1.2016 shall be admissible in respect of the pay which is more than 3% of the previous pay, as per the illustration given by the 7th Pay Commission in para 5.1.37, as mentioned above. This is further illustrated as below:

(ii) In view of the position explained in para 8 above and the specific recommendation of the 7th Pay Commission as per its illustration given in para 5.1.37 of its report, no further action is to be taken after the benefit of bunching as a result of application of Rule 7(1)(A)(i), as indicated above. This is as illustrated below:

11. These orders are issued after consultation with the Comptroller and Auditor General of India in their application to the employees belonging to the Indian Audit and Accounts Department.

Subject: Payment of DA to the CDA pattern employees of CPSEs, drawing pay in 7th CPC pay scales.
The undersigned is directed to refer to Para No. 3 and Annexure-II(a) and II(b) to this Department’s O.M. No. W-02/0058/2016-DPE(WC) dated 17.08.2017 wherein the rates of DA payable to the employees who are following CDA pattern pay scales have been indicated.

2. The DA payable to the employees may be enhanced from the existing rate of 7% to 9% with effect from 01.07.2018.

3. The payment of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

4. These rates are applicable in the case of CDA employees whose pay have been revised with effect from 01.01 2016 as per DPE’s O.M. dated 17.08.2017.

5. All administrative Ministries/Departments of Government of India are requested to bring this to the notice of Central Public Sector Enterprises under their administrative control for action at their end.

  The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval for revision of pay and allowances of Lieutenant Governors of Union Territories. It will bring the pay and allowances of LGs at par with that of the Secretary to the Government of India.

Details:
The Cabinet has approved the proposal for increasing the pay and allowances of Lieutenant Governors of Union Territories with effect from 1st January, 2016 from Rs.80,000/- per month plus dearness allowance, sumptuary allowance at the rate of Rs.4,000/- per month and local allowances to Rs. 2,25,000/- plus dearness allowance, sumptuary allowance at the rate of Rs.4,000/- per month and local allowances at the same rate as applicable to the officers of the rank of Secretary to the Govt. of India It will be subject to the condition that the total emoluments (excluding sumptuary allowance and local allowances) shall not exceed the total emoluments drawn by the Governor of a State.

Background:
The pay and allowances of Lieutenant Governors of Union Territories remain at par with those of officers of the rank of Secretary to the Government of India. The pay and allowances of Lieutenant Governors of Union Territories was last revised with the approval of the Cabinet with effect from 1st January, 2006 from Rs. 26,000/- (fixed) per month to Rs.80,000/- (fixed) per month plus dearness allowance, sumptuary allowance at the rate of Rs.4,000/- per month and local allowances.

The pay of officers of the rank of Secretary to the Government of India has been revised from Rs. 80,000/- to Rs. 2,25,000/- per month with effect from 01.01.2016 as per CCS (Revised) Pay Rules, 2016.

One of the NJCA leader, On Condition of Anonymity, told that the committee constituted to examine the allowance has finalized its reports and submitted it to the Government on 22nd February 2017.
On asking whether the NJCA knew the details of the committee report, he said that they were not provided with the committee report. But the committee has informed them that their demand on allowance would be considered favorably.

Hence it is expected the HRA will be retained in old rates (Sixth CPC rates) from the beginning itself and will be paid in 7th CPC Pay Scale when revised allowances come into effect. However, the news of revised allowances would be implemented with effect from 1.4.2017 is not reliable. NJCA will not accept this and clearly said that it should be implemented with effect from 1.1.2016 retrospectively.

Transport Allowance may be split into two elements as CCA and TA as it was paid in fifth CPC. The Rates will be delinked from DA and will Fixed in slab rates.

The undersigned is directed to refer to the Office Memorandum of even number dated 9.8.2015 on the above mentioned subject wherein it was requested that as per the CCS (Revised Pay) Rules 2016 issued by Department of Expenditure vide Notification dated 25th July, 2016, consequential amendment in the existing Service Rules/Recruitment Rules shall be made by the Ministries/Departments by substituting the existing Pay Band and Grade Pay by the new pay structure i.e. "LEVEL in the PAY MATRIX" straightaway without making a reference to the Department of Personnel and Training (DOP&T)/Union Public Service Commission (UPSC).

2. In this regard, a confirmation meeting is scheduled to be taken by Joint Secretary (Establishment) to take stock of the latest position of amendment in Service Rules/Recruitment Rules. Joint Secretary (Administration/Establishment) of all Ministries/Departments along with the cadre controlling officers is requested to attend the meeting as per the schedule Annexed or depute a senior officer conversant with the matter to brief the progress.

We have been directed to refer our letter No: AICAEA/HQ/A-2/2016/417 dated 17th April, 2016 on the subject mentioned above and state that the employees are totally aggrieved for non-settlement of their grievances for more than one and a half years.

Moreover, large numbers of the issues that were discussed in the meeting held between the official side of CGA office and the National Executive of All India Civil Accounts employees Association under your Chairpersonship on 6th November 2015 are yet to be settled. Further, it was stated in the said meeting that the “Ministry of Finance, Department of Expenditure has returned the Cadre Review proposal of Group ‘B’ & ‘C’ cadres of CCAS with the remarks that proposal may be re-examined in terms of instructions contained in their O.M. NO. 5(3)/E.III/97 dated 07.01.1999 and No. 7(1)/E.Coord/2014 dated 29.10.2014. DoE has also informed that the revision of pay in respect of Civil Accounts Employees will not be done in isolation and the same may be viewed and examined in the larger context of Organized Accounts Service as a whole. Therefore, the matter will be examined by DoE, MoF, in a holistic manner keeping in view the recommendations of 7th Pay Commission as well. The Association was therefore asked to wait for the 7th Pay Commission recommendation and the decision of the Government.”

But, we would like to bring the following facts to your kind information -

1. Pending implementation of 7CPC recommendations, the Ministry of Finance has accorded approval to the Cadre Review proposals of the Department of Posts.

2. The C&AG has made his recommendations to the Government for cadre review/ cadre restructuring/ amendments in the Recruitment Rules.

Hence, in view of these facts and as per the DOPT instructions, cadre review of the Gr. B & C employees of Civil Accounts Employees, which should have been done much earlier and before the cadre review of the Gr “A” cadres of Civil Accounts organization was done in 2012-13, needs to be initiated immediately in consultation with the Associations.

Apart from the above, the employees and officers of Civil Accounts organization are yet to learn about the recommendations given by the Controller General of Accounts to the Empowered Committee constituted by the Government for implementing the recommendations of 7CPC.

Therefore, for the purpose of review of the status of the issues discussed on 6th November 20159 (including the issue of Cadre Review) and to be appraised about the recommendations given by the Controller General of Accounts to the Empowered Committee constituted, our National Executive Members wish to meet you on 10th June 2016. We shall be thankful if you kindly accept our proposal and make it convenient to meet us on the proposed date. Time of the meeting may kindly be intimated to us at an early date please.

It may kindly be noted that the issues for discussion in the meeting will be the items forwarded by us through our letter dated 17th April, 2016.

We have been directed to refer the letters No; AICAEA/HQ/A-2/2016/ 229-59 dated 09.03.2016 and No: - AICAEA/HQ/A-2/2016/ 271 dated: 10.03.2016 of All India Civil Accounts Employees Association and its subsequent letters dated 31.03.2016, 01.04.2016, 08.04.2016 and 12.04.2016 respectively on the subject mentioned above and state that the opportunities of career advancement of different categories of Civil Accounts employees has been halted as no departmental examination was conducted by the Civil Accounts authorities for last one and a half years. Non-conducting of AAO(Civil) examination from the year 2014 onwards alone has virtually created chain linked adverse affect on totality of the Civil Accounts Employees right from MTS to AAO. None of the categories have been getting their legitimately due benefits of promotion and financial upgradations etc. We have already requested to your good self through our earlier correspondences to kindly conduct the examinations at the earliest so that the grievances of the employees in general are resolved.

Apart from the above, we would also like to state that-

1. Among the items discussed in the meeting held between the official side and the National Executives of the All India Civil Accounts Employees Association under your Chairpersonship on 6th November 2015, though favourable actions on some of the issues have been taken, but majority of the issues are yet to be settled which has generated strong resentment among the employees.

2. Endeavour on the part of the office of the Controller General of Accounts to operate a transfer policy for AAOs and local rotational transfer policies for AAO and Accountant/ Senior Accountant transparently were no doubt tremendously appreciated by the employees. But, the employees are totally disappointed due to the fact that, while these policies have been totally diluted and vitiated on account of prejudiced and biased approaches of the heads of Civil Accounts Departments like PCCAs of MHA, CBEC, CBDT, CCA of Ministry of Urban Development and CA of Ministry of WR etc. and also for their unwanted interferences, the Controller General of Accounts is maintaining total indifference against all these and his office is not at all enforcing the policies effectively and uniformly.

Further, due to sustained and united movements of the Central Government Employees, the Government of India has constituted the Empowered Committee under the Chairpersonship of the Cabinet Secretary to Government of India for sorting out the grievances of the employees on the recommendations of 7 CPC. In terms of the directives of the Empowered Committee, the All India Civil Accounts Employees Association alone was asked by your office to make its submission on the 7th CPC related issues. The Association had accordingly submitted its proposals for improvements in recommendations and it was informally informed to the Association that the proposals have been forwarded to the appropriate higher authorities with proper recommendations. Though the Association offered it’s thanks to your office for the favourable action taken but unfortunately, the requests for (1) Providing a copy of the recommendations made and (2) Meeting the joint delegation of All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category II and All India Association of Pay and Accounts Officers (Civil) on the CPC related matters are yet to be responded by your office.

We hope your kind self would definitely agree with us that the employees are suffering without any fault of theirs and there are valid grounds for them to become restive. Therefore, the specific issues on which the resentment has been precipitated and in support of which issues the members of our Associations shall resort to a day’s protest Dharna on 6th May 2016 are attached herewith in the form of “CHARTER OF DEMANDS” for your kind perusal.

We on behalf the All India Civil Accounts Employees Associations and All India Civil Accounts Employees Association Category II earnestly request you to kindly intervene personally into the undesirable situation created so that grievances of the employees are resolved at the earliest and peace and tranquility prevail in the organization.

 CHARTER OF DEMANDS

1. Conducting the AAO (Civil) Examination immediately.

2. Issuing of orders for posting of all candidates qualified AAO (Civil) examination, 2014

3. Granting promotions to the Senior Accountants as AAOs who are eligible for promotion under 10% promotion quota.

4. Issuing orders for transfer of the AAOs completed their tenure posting period and awaiting posting to their choice stations.

5. Cancellation of the decision of CGA office to bring persons from other departments/ organizations as AAOs on deputation basis and grant adhoc promotions to the eligible persons of Civil Accounts organization itself in case vacancies exist after issuing orders for promotion to the persons discussed in Sl. No. (1) and (2) above

6. Giving appropriate recommendations to Cabinet Secretary on 7CPC related matters after convening meeting with the combined delegation of All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category II and All India Association of Pay and Accounts Officers (Civil).

7. Settlement of following pending issues discussed in the formal meeting held on 6th November 2015:-
(i) Adoption of mutually agreed transfer policy for AAOs and implementation of the existing policy transparently without any discrimination.
(ii) Counting of service for Grant of benefit of II ACP to Sr. Accountant appointed as Accountant–
(a)From the date passing departmental competitive examination conducted by SSC
(b)From the 1st July of the next year of passing open examination conducted by SSC as per orders of DoPT and MHA.
(iii) Grant of Pay Scale of Rs. 1350-2200 from 01.01.86 to DEOs as has been granted by the Defence Accounts Department as well as in terms of the CAT judgments.
(iv) Removal of injustice to newly recruited Accountant in the matter of granting 1st increment through rectification of the procedure of Departmental Confirmatory test and also imparting training to the candidates.

Based on the 7th Pay Commission data, already pension payments account for a third of the government’s wage bill. That is going to rise sharply over the next 10 years.

Going by the numbers, pension payments could well be the next time-bomb. Based on the 7th Pay Commission data, already pension payments account for a third of the government’s wage bill. That is going to rise sharply over the next 10 years. It is driven by the fact that 9.48 lakh employees accounting for 29% of the 30.32 lakh employees on the rolls now are in the 50-60-year band. By this time in 10 years, that means the government will need to pay for an additional million pensioners. So, the pension bill will continue to rise – with better health, most people live almost 20 years after retirement.


The Urban Development Ministry will see the sharpest fall (61.3%) followed by the Department of Posts (41.6%). However, the Indian Railways will account for half of the retirees (4.94 lakh). Despite the 37.5% fall in employees, the Indian Railways will still have 9.22 lakh employees if no new ones are hired.

This is also due to the fact that there has been no real move to reduce the government employee base over the years. While there are 33 lakh employees now it was 32.74 lakh in 2006 and 32.31 lakh in 2010. The only relief from the pension bomb will come when those employed after 2004 come to retirement age. These people are covered under the National Pension Scheme where the pensions they receive will depend on the payout they make while being employed. Cabinet Secretary P K Sinha who is heading the high-powered secretaries committee to examine the report of the 7th Pay Commission is likely to revise pay structures of central government employees before handing over it to Finance Minister Arun Jaitley in June.

The Finance Ministry sources said: “the proposal will be placed before the cabinet for nod after the Finance Minister’s review.

“We don’t think secretaries committee will be able to hand over proposal to Finance Minister before June, considering time taking process of Implementation Cell in the Finance Ministry which works as the Secretariat of the secretaries committee to review demands submitted by the central government employees unions. However, the new pay structure will be effective from January 1,” sources further said.

The Pay Commission headed by Justice A K Mathur presented its report to Finance Minister Arun Jaitley in November.

The Commission had proposed minimum pay to Rs 18,000 per month but the secretaries committee is likely to propose to make it Rs 20,ooo, they added.

However, central government employees unions demanded minimum pay Rs 26,000. “we think it should not be touched to Rs 26,ooo,” they confirmed.
Once the minimum pay is hiked, salaries of 48 lakh central government employees will rise than the seventh Pay Commission recommendations.

They said everyone’s salary should be ‘automatically’ increased when the minimum pay is increased.
They said it was ‘natural’ for the secretaries committee to recommend to hike maximum basic pay proposed by the pay panel. “It also happened before.”

The government formed the 13 members of Empowered Committee of Secretaries headed by Sinha on January 13 to review the report of the Justice A K Mathur-led Pay Commission.

The secretaries of Home, Defence, department of personnel and training, pension and PW, revenue, expenditure, posts, health, and science and technology. Chairman of Railway Board, Deputy CAG and Secretary (Security) in the Cabinet Secretariat are also members of Empowered Committee of Secretaries headed by Sinha.

The Seventh Pay Commission led by Justice A K Mathur was set up by the UPA government in February 2014.

After getting the report, the Finance Minister Arun Jaitley said, the impact of the Seventh Pay Commission recommendations would be an increase of 0.65 percentage on expenditure on salaries to GDP compared to 0.77 per cent in 6th Pay Commission.

However, he said, government had requisite fund to implement it.

Junior Commissioned Officers (JCO) and Other Ranks (OR) number 13.2 lakh across the three Services. JCOs/ORs can be broadly categorised in terms of their roles and skills. Roles

Army : With a strength of approximately 11 lakh, the Indian Army is one of the largest professional volunteer land forces in the world.

The cadre of the Army consists of:
i. Combat Arms (Armoured Corps, Artillery, Infantry and Mechanised Infantry)
ii. Combat Support Arms (Engineers and Signals)
iii. Specialised Cadres (AMC, ADC, RVC, AEC, CMP and APS)
iv. Logistic and Maintenance Services (ASC, AOC, EME and Pioneers).

Air Force : ‘Airmen’ comprise all ranks of combatants other than commissioned officers in the IAF. They perform a variety of functions ranging from aircrew duties on board helicopters and transport aircraft, maintenance of the most sophisticated and complex aircraft, radar, weapons and other equipment, secretariat and administrative duties involving maintenance of accounts of cash and stores, personnel documents, catering, discipline and medical care.

Navy : Every sailor is basically a seaman, irrespective of the branch to which he belongs or his trade specialisation. Seamanship duties comprise ship husbandry, hull maintenance, handling of small arms and ammunition, elementary store keeping, boat handling, firefighting, nuclear, biological and damage control as also first-aid, besides being proficient in a host of other seamanship activities such as anchor-work, rope-work, replenishment of fuel etc.

Skills

Every soldier is allotted a trade which becomes intrinsically linked to his subsequent career progression. There are numerous trades in the Army, Navy and Air Force. These have been grouped in two pay groups X and Y, as detailed in the table below:

The trades grouped under X require higher entry level qualification (Class XII). Entrants in group X also receive more intensive training. As against this entry level qualification for group Y is Class X only and the training.

Officers and Employees of the Supreme Court : Upgradation of Pay in Selected Posts in Existing GP 2800

Upgradation of pay has been sought for the group of posts in the present pay scale with GP 2800 to GP 4200. These include Junior Court Assistant, Chauffer, Special Process Server, Restorer Gr. I /Library Attendant Gr. I/Gestetner Operator Gr. I.

Analysis and Recommendations : The Commission has noted the recommendations made by the Committee of Judges in this regard. The Committee of Judges after examination of demands made has pointed out that in view of basic qualification, nature of duties and degree of efficiency, integrity and confidentiality the post of Junior Court Assistant can be considered for an upgradation in pay.
The Commission further notes that the educational qualifications for direct recruitment to the post of Junior Court Assistant is a degree from a recognised University and knowledge of computer operations with a stipulated typing speed in computers. The information furnished to the Commission with respect to the Recruitment Rules of various posts also indicates that in all other posts carrying a GP 2800 the educational qualifications is lower than graduation and therefore equating Junior Court Assistants with these posts would not be correct. In view of the foregoing the Commission is in agreement with the views of the Committee of Judges. Accordingly, the Commission recommends upgradation in the pay for the post of Junior Court Assistant to GP 4200 from the existing GP 2800.

Upgradation of Pay in Selected Posts in Existing GP 4200

For the group of posts covering Court Assistant, Personal Assistant, Accountant, Cashier, the Association requested pay parity with the holders of analogous/equivalent posts in the High Court of Delhi, who are drawing pay with GP 4600.

Analysis and Recommendations : The Commission has noted the recommendations made by the Committee of Judges in this regard. The Committee of Judges, after examination of demands made, agrees with the recommendation of upgradation in pay to conform to the pay of the holders of analogous posts in the High Court of Delhi.

The Commission recognises that the Supreme Court is at the apex of the hierarchy of Courts in India and hence its personnel should not be disadvantageously placed vis-à-vis the High Court of Delhi.
Accordingly, the Commission recommends upgradation for the post of Court Assistant, Personal Assistant, Accountant and Cashier to GP 4600 from the existing GP 4200.

Upgradation of pay has been sought for pay of the group of posts in the present GP 4600 to GP 4800. These include posts of Private Secretary to Additional Registrar, Sr. Personal Assistant, Senior Court Assistant, Court Associate, Editor of Paper books, Assistant Librarian,

Proof Reader, Assistant Accounts Officer (Concurrent Audit) and Building Supervisor. The justification for upgradation is that the holders of analogous posts in the High Court of Delhi are in GP 4800.

Analysis and Recommendations : The Commission has been informed that the Committee of Judges, after examination of demands made, have endorsed the upgradation in pay to conform with the pay of the holders of analogous posts in the High Court of Delhi.

The Commission recognises that the Supreme Court is at the apex of the hierarchy of Courts in India and hence its personnel should not be disadvantageously placed vis-à-vis the High Court of Delhi. Accordingly, the Commission recommends upgradation in the pay for the post of Private Secretary to Additional Registrar, Sr. Personal Assistant, Senior Court Assistant, Court Associate, Editor of Paper Books, Assistant Librarian, Proof Reader, Assistant Accounts Officer (Concurrent Audit) and Building Supervisor to GP 4800 from the existing GP 4600.
