Sir,
I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter No. F.24(6)/80/D(JCM), dated 28th September, 1983, as amended from time to time, and to convey the sanction of the President to the payment of 40 days (Forty days) wages in cash as PLO for the year 2017-2018 to the eligible civilian employees of the AOC.

2. The entitlement has been worked out on the basis of the working results for the year 2017-2018 in accordance with the agreed formula.

3. The PLB will be paid 30 21 eligible Gp. 'B' (Non.Gazetted), Gp. 'C' & 'D' civilian employees of AOC who are covered under PLB Scheme for the accounting year 2017-2018. The calculation coiling of Rs.7000/-(7000×40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/- p.m.(1200×40/30.4) for the accounting year 2017-2018. However, in cases where the actual wages fall below Rs.1200/- p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.

5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB Is to be met out of the sanctioned budget grant for the year 2018-2019, without any additionality.

6. This issues with the concurrence of the Ministry of Finance (Department of Expenditure) vide their ID No 922249/E.III(A) dated 04/10/2018 and Defence (Finance /AG/PB) vide their Dy.No.155/AG/PB dated 10.10.2018.

The undersigned is directed to invite attention to this Ministry’s 0M No.7/24/2007/E-lll.A dated regarding grant of non-productivity Linked Bonus (Ad-hoc Bonus) to the Central Government employees for the accounting year 2014-2015, whereby the calculation ceiling for the purpose of payment of ad-hoc bonus was monthly emoluments of Rs.3500. The Productivity Linked Bonus (PLB) in case of Central Government employees working under certain Ministries/Departments, where such PLB was in operation in 2014-15, was also paid by the respective Ministries/Departments for the accounting year 2014-15 based on the concurrence of this Ministry with the calculation ceiling at monthly emoluments of Rs. 3500.

2. The question of enhancement of the calculation ceiling for the purpose of payment of PLB and non-PLB (ad-hoc bonus), as the case may be, to the Central Government employees has been considered and the President is pleased to decide that the calculation ceiling of monthly emoluments for the purpose of payment of PLB and ad-hoc bonus, as the case may be, shall be revised to Rs.7000 w.e.f. 01.04.2014, i.e., for the accounting year 2014-15.

3. Accordingly, the PLB or ad-hoc bonus, as the case may be, as already paid to the eligible Central Government employees for the accounting year 2014-15 in terms of the above 0M dated 16.10.2015 pertaining to ad-hoc bonus and the respective sanctions issued by the concerned Ministries/Departments in respect of PLB under the respective schemes in operation during 2014-15 based on the specific concurrence of this Ministry, shall be re-worked out based on the calculation ceiling of monthly emoluments of Rs.7000 instead of Rs.3500.

4. While re-working out payment of PLB or ad-hoc orders, as the case  may be, under these orders for the accounting year 2014-15, all the other terms and conditions under which the payment was made shall remain unchanged.

5.  In respect of their application to the employees working in the Indian  Audit and Accounts Departments, these orders are issued in consultation with the office of the Comptroller and Auditor General of India.

Subject:- Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to Central Government Employees for the year 2014-15 — Extension of orders to Autonomous Bodies.

Orders have been issued vide this Ministry’s Office Memorandum No.7/24/2007 E-III(A) dated 16th October, 2015 authorizing 30 days emoluments as Non-PLB (Ad-hoc bonus) for the accounting year 2014-15 to the eligible Central Government employees not covered by the Productivity Linked Bonus Schemes, subject to terms and conditions laid down therein.

2. The undersigned is directed to say that it has now been decided that the Non-PLB (Ad-hoc) bonus so admissible subject to the terms and conditions laid down in the aforesaid orders, may be extended to the employees of autonomous bodies, partly or fully funded by the Central Government which (i) follow the pattern of pay structure and emoluments identical to that of the Central Government and (ii) do not have any bonus or ex-gratia or incentive scheme in operation.

3. In case of doubt as to the operation of these orders the clarificatory orders, circulated vide this Ministry’s O.M. No.14(10)E-Coord/88 dated 4.10.88, as amended from time to time, may be kept in view, mutatis mutandis.

4. Any request for funding by the Government to meet the liability on account of Non-PLB (Ad-hoc bonus) in respect of various autonomous organizations would not be considered by the administrative Ministries concerned, as the expenditure on Non-PLB (Ad-hoc bonus) should be met from within the existing budgetary provisions of the respective organizations. While the Autonomous Bodies not funded by the Central Government may also adopt these orders as per their own administrative and financial judgment in respect of their employees, no liability for funding will, in any case, lie on the Central Government on this account.

Though the Election Commissioner has cleared it, but it has not been included in the Cabinet Agenda for the reasons best known to government, but we are hopeful that, it may be finalized after Bihar elections.

Railway Minister Suresh Prabhu

New Delhi: Railway employees are likely to be given 78-day wages as productivity-linked bonus (PLB) for the fiscal 2014-15, the same as in the last three years, despite the financial crunch.

The proposal to give 78-day bonus to railwaymen is likely to come up tomorrow at the Cabinet meeting, sources said.

If the Cabinet decides tomorrow for a 78-day bonus then about 12 lakh railway employees will get about Rs 8897 as bonus this month, they said.

There will be about 11 lakh railway employees who will get the benefit of PLB and it is estimated to cost more than Rs 800 crores to the public transporter.

In 2011-12, 2012-13 and 2013-14 also, 78-day wages were given as PLB to railway employees.
Productivity-linked bonus is paid to railway employees each year before the Dussehra festival.

However, General Secreatry of National Railway Federation of Indian Railwaymen M Raghavaiah said “We are demanding to increase the ceiling of Rs 3,500 per month as Labour Ministry has also advocated for the hike in bonus and we have written to Prime Minister for this.

“But since the election code of conduct is in force, the government has to have special permission from the Election Commission to raise the amount.

Vide Press Information Bureau dated 1st September 2015, the Government of India (Ministry of Labour & Employment) has announced that the Government has been seriously considering amendment in the wage eligibility for payment of Bonus to the employees from Rs.10,000 to Rs.21,000 and equally for revising the calculation ceiling from Rs.3500 to Rs.7000 or the minimum wage notified by the appropriate Government for that category of employees, whichever is higher. Although more than a month passed from the date of announcement, the Government is yet to give decision for upward revision of wage eligibility and calculation ceiling limits.

2. In this connection, NFIR desires to bring to your kind notice that in the Railways, productivity Linked Bonus Scheme was introduced in the year 1979 by an agreement with the Railwaymen’s Federations. Pursuant to the said agreement, payment of productivity Linked Bonus (PLB) is made every year (prior to Dussehra festival) by notional calculation of salary at Rs. 3500/- per month. NFIR has been pressing the Government since long to remove calculation ceiling for ensuring payment of P.L. Bonus on actual salary of employees.

3.The employees throughout the Country are anxiously awaiting for Government’s decision as already promised for revision of wage eligibility and calculation ceiling limits on Bonus.

NFIR, therefore, requests the Hon’ble Prime Minister of India to kindly intervene and see that the commitment made on September 1, 2015 for revision of wage eligibility and calculation ceiling limits for payment of Bonus is implemented before commencement of Puja Holidays.

Now the matter will go to cabinet and after it’s approval, necessary ordinance will be notified soon.
Earlier Government decided to raise the ceiling of Rs 3500/- per month to Rs 10,000/- per month.
Central employees may cheer for higher bonus this year

After long times Central Govt. employees are going to get higher amount of bonus this year. Earlier, the ceiling for bonus was Rs 3500 per month. From this year, the ceiling is going to be increased to as high as Rs 10,000 per month. In a letter from Secretary, Ministry of Labour and Employment, Mr S. Agarwal conveyed this good news to Sri Vijesh Upadhyay, Genl. Secy., Bharatiya Mazdoor Sangha.

Prime Minister Narendra Modi addressed the Combined Commanders` Conference 2014 in New Delhi today.

Prime Minister said that India`s Armed Forces, which represent the world`s largest democracy, were second to none in professionalism, valour, commitment, service and duty. The Armed Forces have always vindicated the faith and confidence that people of India placed in them, whether it is for our nation`s security or for relief in times of natural calamities. He thanked the Armed Forces for their extraordinary service to the people during the floods in Jammu and Kashmir and the cyclone on the East Coast. He paid tribute to the tradition and training that inculcated the highest ideals and professional capabilities in our Armed Forces. The nation`s trust was the biggest strength of our Armed Forces.

Prime Minister noted that the world was looking at India with renewed interest, confidence and excitement and there was a universal current of expectation from India to emerge not only as one of the poles of the global economy, but also as one of the anchors of regional and global security.

Prime Minister emphasized that an atmosphere of peace and security was essential to enable India to achieve its goals of economic development. For this purpose, he said, his Government has focused on creating a favourable external environment and on strengthening India`s security.

Prime Minister outlined India`s key strategic and security challenges and priorities. He also observed that in addition to the familiar challenges, India had to be prepared for a changing world, which demanded new thinking on our part with regard to economic, diplomatic and security policies.

Prime Minister noted, that “beyond the immediate, we are facing a future where security challenges will be less predictable; situations will evolve and change swiftly; and, technological changes will make responses more difficult to keep pace with. The threats may be known, but the enemy may be invisible. Domination of cyber space will become increasingly important. Control of space may become as critical as that of land, air and sea. Full scale wars may become rare, but force will remain an instrument of deterrence and influencing behavior, and the duration of conflicts will be shorter.”

Prime Minister assured the Armed Forces of his commitment to provide adequate resources to ensure full defence preparedness, overcome shortages and meet modernization needs. He also asked the defence establishment, including the Armed Forces, to reform procurement processes as also suggest corrective measures to avoid delays in domestic development and production of defence equipment.

Prime Minister urged the Armed Forces to focus on efficiency and economy in the use of resources and our military assets, including by greater integration and sharing of resources among the Services and draw up long term acquisition plans keeping in view availability of resources, future operational requirements and technology trends.

Prime Minister also noted, “We should remember that what matters is capability of the force.” He also said, “When we speak of Digital India, we would also like to see a Digital Armed Force,” and asked the Services to give serious thought to upgrade technological skills for effective projection of power by men.

The most important task, Prime Minister observed, was to transform our defence forces. He called for increased jointness and urged the three wings of the Services to work as a team all the way from the lowest levels of the Services to the top. He suggested a number of practical steps to achieve that goal. He also felt that Commanders Conferences should be organized alternately on sea, in forward Army camps and at air bases, and not just in Delhi. Prime Minister also assured the Commanders that he would continue the practice that he had started of meeting the three Chiefs at least once a month.

Outlining his vision of expanding domestic defence industrial base, he stressed the important role that the Services, as users, can play in this, both by committing to targets for domestic procurement and participating in innovation and improvements in domestically produced equipment.

Prime Minister also mentioned that he attached the highest priority to the welfare of Armed Forces personnel, both during and after their service careers. He assured the Commanders that he would do everything to fulfill the promises made on One Rank One Pension; improving service conditions; and, creating better safety nets and opportunities for services after retirement.

 Subject :- Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2013-14.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2013-14 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:

(i) Only those employees who were in service as on 31.3.2014 and have rendered at least six months of continuous service during the year 2013-14 wIll be eligible for payment under these orders. Prorata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments In a year will be divided by 30.4 (average number of days in a month). This will there after be multiplied by the number of days of bonus granted To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500), Non.PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/304=Rs.3453.95 (rounded off to Rs.3454/-).

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)—E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the ComroIler and Auditor General of India.
