2. In this context, it is informed that the matter has been examined. The Competent Authority has approved the following:-

  • (i) Total percentage of marks obtained by a candidate, irrespective of whether the candidate has passed the 10% standard in the first attempt or in compartmental/ supplementary examination, should be taken into account while calculating the merit list and drawing out a selection panel for each GDS post.
  • (ii) CEPT Unit at Hyderabad will make necessary modifications to the existing GDS online engagement software immediately before declaration of results of 3rd Cycle of GDS online engagement process.
  • (iii) The said modification in deciding of position in merit of compartmental/ supplementary passed 10% standard candidates will take effect from 3rd Cycle of GDS online engagement process.

In the orders issued in Covid-19 guidelines the officials above 50 years of age and pregnant women were allowed to avail commuted leave without Medical Certificate due to Covid -19 pandemic.

The same may kindly be extended further till the Covid-19 Crisis is over as there is no loss to the Department by giving this facility to the elderly officials and pregnant women officials.

Providing vaccine of Corona to the Postal Employees on priority basis – NFPE

Such officials will get more relief during this period of Crisis.

For more than 150 years, the Department of Posts (DoP) has been the backbone of the country’s communication and has played a crucial role in the country’s social economic development. It touches the lives of Indian citizens in many ways: delivering mails, accepting deposits under Small Savings Schemes, providing life insurance cover under Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI) and providing retail services like bill collection, sale of forms, etc. The DoP also acts as an agent for Government of India in discharging other services for citizens such as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) wage disbursement and old age pension payments. In the year 2020, the Department strengthened its supply chain through capacity upgradation and expanding Road Transport Network. It played important role in countering impact of COVID-19 pandemic by enabling doorstep delivery of financial services and medicines etc. The Year End Review for Department of Posts highlights the achievements, and progress on various initiatives of department in the year 2020.

Supply Chain and e-Commerce: Mail, Express Services and Parcel:

  • Capacity upgradation: Parcel handling capacity has increased from 6.0 crore per annum to 7.5 crore per annum.
  • Road Transport Network: National level dedicated Road Transport Network rolled out on 56 routes touching 80 cities. Approx. 15000 bags containing 75 tonnes of parcels are being carried daily through the setup network.
  • Improvement in Pan – India Average Transit Time for Speed Post: Average Transit time of Speed Post reduced from 105 hrs. in July,2019 to 81 hrs. in Feb,2020.
  • Real-Time updation of Delivery: Postman Mobile App implemented in 1.47 Lakh POs including 98,454 post offices in rural areas. Real time delivery status of 14 crore Speed Post and Registered articles done through the Postman Mobile App.
  • E-Commerce exports: ‘DakGharNiryat Kendra’ are being established at around 800 Post Offices covering all District headquarters to promote exports of MSMEs.
  • International Tracked Packet Service extended to 3 more countries Mongolia, Bhutan and Sri Lanka taking the total from 12 to 15 countries.

Banking Services and Financial Inclusion:

  • Digital Financial empowerment of the public at large: DOP serves more than 50 crore POSB customers through 1.56 lakh post offices across length & breadth of the country and have an outstanding balance of Rs. 10,81,293 crore under Post Office Savings Bank (POSB) Schemes. The Post Office CBS system is the largest network in the world with 23,483 Post Offices already on this network. Further 1,29,151 Branch Post Offices have been also enabled to access the network on real time basis. The CBS has enabled the DOP in providing 24×7 services through ATMs, Internet & Mobile Banking.
  • Financial Empowerment of Rural Populace: All the 9 Small Savings Schemes of MoF are available in 1.56 lakh Post Offices. 5 Schemes, namely, Monthly Income Scheme, Senior Citizens Savings Scheme, Public Provident Fund, National Savings Certificate & KisanVikas Patra have been introduced in BOs through SB Order 27/2020 dated 23.07.2020. People living in rural India will not be required to come to town & cities to do any Post Office Savings Bank (POSB) transaction. The same will be available at their doorstep through local Branch Post Offices.
  • Economic Empowerment of Girl Child: Sukanya Samriddhi Account (SSA) scheme is also known as girl child prosperity scheme and was launched by Prime Minister Shri Narendra Modi Ji on 22nd January, 2015 in Panipat, Haryana. SSA scheme ensures a bright future for girl children. This scheme has facilitated them in proper education, marriage expenses and securing their future. The Sukanya Samriddhi Account can be opened in any post office. A total of 1.83 Crore Sukanya Samriddhi Accounts have been opened with deposits amounting to Rs. 58,822.62 Crore, by the Department of Posts, till November, 2020 since introduction of the scheme.
  • Insurance and Pension coverage of masses at reasonable rates: The PM Jan Suraksha Schemes, namely, Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeewan Jyoti Bima Yojana (PMJJBY) & Atal Pension Yojana (APY) were launched by Hon’ble Prime Minister in May, 2015. The DOP has been playing an active role under these Government of India flagship schemes and had made 3.2 Lakh Atal Pension Yojana (APY), 5.9 Lakh Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and 1.17 crore Pradhan Mantri Suraksha Bima Yojana (PMSBY) enrolments so far.
  • Simplified processing of deceased claim cases to expedite deceased claim settlement process and help claimants to get the claim amount expeditiously.
  • Post Bank of India: More than 1.36 Lakhs Access Points enables for India Post Payments Bank (IPPB) transactions thus creating largest single bank network across the country. More than 2.90 Lakhs Gramin Dak Sewaks (GDS) and Postmen enables to act as Doorstep Banking Service Providers taking Banking services to the doorstep. More than 3.61 crore people benefitted from Aadhar enabled Payment System (AePS) transactions involving an amount of Rs.7,667 crore, majority of them during COVID-19 lockdown.
  • Direct Benefit Transfer (DBT): More than 3.99 crores transactions were performed involving an amount of Rs. 4,040 crore for a period from January, 2020 to November, 2020. Disbursed benefits of more than 275 schemes of different Ministries to beneficiaries including those in remote and rural areas.
  • Digital Inclusion: 1,29,159 Branch Post offices are using SIM based handheld POS devices. 40 crore digital transactions have been facilitated through promotion of Remotely Managed Franking Machines for a period from January, 2020 to November, 2020.

Postal Life Insurance (PLI)/ Rural Postal Life Insurance (RPLI) :

  • Bonus of PLI for the financial years 2016-17, 2017-18, 2018-19, 2019-20 and 2020-21 have been declared in the month of March, 2020. Similarly, Bonus of RPLI for the financial years 2016-17, 2017-18, 2018-19, 2019-20 and 2020-21 have been declared in the month of April, 2020.
  • A total of 26,54,652 transactions were done in respect of PLI/ RPLI amounting to Rs. 5,15,14,03,966/- in the month of April, 2020, inspite of nation-wide lockdown and extension of premium payment period to June, 2020.
  • Since, April, 2020, there has been 48% increase in monthly PLI/RPLI online transactions.
  • Inspite of lockdown and severe restrictions on transportation and staff attendance in offices, more than 90% of Central Processing Centres (CPCs) across the country were functional, more than 70,000 new proposals were processed and more than 40,000 claims were sanctioned in the month of April, 2020.
  • Wirecard, the then existing payment gateway has been replaced by PayU for online premia payment, offering multiple channel of payment by customers, namely Debit Card, Credit Card, Net Banking, Wallets and UPI.
  • To simplify the process of acceptance of new proposals and facilitate settlement of claims within citizen charter’ norms, approver limits for acceptance of new proposals and settlements of claims have been revised and has been decentralized to Head Post Office/ GPO/ Divisional Level (except for early death claims involving inquiry, for which approving authority is Director). Accordingly, Rules 55, 55(1), 55(2), 58(1) and 59(2) of PLI (Postal Life Insurance) Rules, 2011 were amended.
  • The process of settlement of Death Claim, Maturity Claim and handing of Loan requests in PLI/ RPLI has been simplified by prescribing Comprehensive Standard Operating Procedure (SoP) for each.
  • To facilitate faster processing of death claim cases, Rule 39 of PLI (Postal Life Insurance) Rules, 2011 has been amended keeping in line with the existing Industry practice.
  • A new version of DARPAN-PLI App has been deployed in Core Integration System (CIS) with facility of processing various financial and non-financial requests of PLI/RPLI insurants at level of 127115 Branch Post Offices including those in remote and rural areas.
  • Department has brought in more transparency in communication with customer by adding more SMSs relating to policy servicing.
  • Department has removed 2 revival restrictions during the policy contract. Along with this, provision for revival of policy in instalments has been provisioned in the PLI system.
  • Business Performance of PLI and RPLI: As on 30-11-2020, there were a total of 96.79 lakh active PLI and RPLI policies with an aggregate sum assured of Rs. 2.05 lakh crores.
  • Investment Functions of PLI / RPLI Fund: The total corpus of PLI / RPLI fund has reached Rs 1.13 lakh crore by 30-11-2020.
  • Bima Gram Yojana: From January, 2020 to November, 2020, 17,092 villages brought under the coverage of Bima Gram Yojana (BGY). Each BGY village has at least 100 households covered by one RPLI policy.

Citizen Centric Services:

  • Post Office Passport Seva Kendras (PoPSK): With the growing need of its citizens for a passport for various purposes, Ministry of External Affairs and Department of Posts mutually agreed for setting up Post Office Passport Seva Kendras (PoPSKs) in post offices to utilise the post office infrastructure and reach for delivering passport services. 426 PoPSKs have been made operational till date, of which 02 PoPSKs opened in 2020 namely (i) Seoni, Madhya Pradesh and (ii) Port Blair, Andaman & Nicobar Island. 7,27,329 applications have been processed through PoPSKs from January, 2020 to November, 2020.
  • Aadhar Enrolment and Updation Centres: The facility has brought convenience to the citizens by way of generating new Aadhaar and updating their Aadhaar cards in case of any change/ mis-match. More than 42,000 Postal Officials/ MTS/ GDS have been trained/ certified to perform Aadhaar operations. The Aadhaar Enrolments are done free of cost. A sum of Rs. 100/- is reimbursed by UIDAI for every successful Aadhaar Enrolment to India Post. Aadhaar Updations are chargeable and a sum of Rs. 50/- is collected from the citizens for every demographic updation and Rs. 100/- is collected from the citizens for every biometric updation.13,352 Post Office Aadhaar Centres have been set up across the country. 99,25,630requests for enrollments / updations have been processed by these Centres from January, 2020 to November, 2020.
  • A total no of 3,43,296 Gangajal Bottles have been supplied for the period from January, 2020 to November, 2020.
  • Digital Advancement of Rural Post Offices for a New India (DARPAN): Carried out 17.41 crores online Postal and financial transactions involving Rs. 23,251/- crores for a period from January, 2020 to November, 2020 through 1.29 lakh Branch Post Offices in the rural areas of the country. More than 1.5 crores transactions per month are taking place through DARPAN devices.
  • PO-CSC (Post Office-Common Service Centres): A convergence of Post Offices and Common Service Centres (Part of CSC e-Governance Services India Limited under Ministry of Electronics & Information Technology) for effective delivery of various citizen centric services is a part of the five-year Vision Document of the Department of Posts. Accordingly,10136 Post Offices are now providing services of Common Service Centres through the Digital Sewa portal of CSC. As on 30.11.2020, 48234 transactions worth Rs. 4.62 Crore were delivered through these Post Offices.
  • There are 100+ CSC Services which are offered through these post offices which include Government to Citizen Schemes(G2C) such as Pradhan Manthri Street Vendors’ Athma nirbhar Nidhi Yojana (PMSVANIDHI), Pradhan Manthri Jan Arogya Yojana (Ayushman Bharat), Pradhan ManthriShram Yogi Maan-dhanYojana (PM-SYM), Pradhan Mantri Laghu Vyapari Maan-dhan Yojana (PM-LVM), The Election Card Printing, E-Stamp Service, and Various e-District Services. Some of B2C (Business to Citizens) Services offered includes Bharat Bill Payment System Bills (Electric, Gas, Water bills etc…), Renewal Premium collection for Life Insurance Policies and General Insurance such as Motor Vehicle, Health and Fire Insurance etc, Third party services such as EMI collections for various loans offered by financial institutions and submission of online application forms for loans and Travel services such as Ticket booking service is available for Flight, Train and Bus Tickets.

Opening of new Branch Post Offices (BOs) in 90 identified Left Wing Extremism (LWE) affected districts in the country: In pursuance of the Ministry of Home Affairs (MHA) Note for Cabinet Committee on Security(CCS), a proposal for opening of 4903 new Branch Post Offices (BOs) in 90 identified LWE districts in the country was under taken. In the first Phase, 1789 Branch Post Offices in Panchayats not having post offices opened in LWE districts across the country, of which 16 Branch Post Offices have been opened from January, 2020 to November, 2020.

Public Grievances:

Centralized Public Grievance Redress and Monitoring System (CPGRAMS): Department of Posts processes complaints registered by consumers of postal services in the Centralized Public Grievance Redress and Monitoring System (CPGRAMS). Streamlining of CPGRAMS was done by mapping over 1.55 lakh Post Offices till the level of Branch Post Offices by intuitive navigation of complaints to the line-end offices for faster resolution. This was done in collaboration with Department of Administrative Reforms & Public Grievances (DARPG) and the new version 7.0 was successfully launched in September 2019. Department of Posts is the only Department selected for the pilot study for the revamping by DARPG. The details of the complaints handled in 2020 upto 30.11.2020 are as under:

  • Social Media Cell: Social media Cell is an independent entity and deals with the Twitter and Facebook accounts of the Department of Posts. The social media cell monitors the complaints sent to all the Circles on daily basis. The average first response time is approximately 4 hours. The details of the complaints handled in 2020 upto 30.11.2020 are as under: –

  • India Post Call Centre (IPCC): ln wake of the initiatives taken up by Prime Minister to bring transparency and accountability in the Government, Department of Posts established 2ndIndia Post Call Centre with 24x7x365 IVRS (Interactive Voice Response System) facility for the citizens in Patna on 01.07.2019. IPCC is working in the four languages namely Hindi, English, Odiya and Bengali for the convenience of the citizens. 36,72,136 calls were received in IPCC from 01.01.2020 to 30.11.2020.
  • Implementation of Dynamic Queue Management System (DQMS) in Post Offices: Dynamic Queue Management System (DQMS) has been installed in 57 Head Post Offices in the last one year having six or more than six working counters. Overall DQMS have been installed in 340 Post Offices. The Objectives & scope of DQMS are given below:-
  • To reduce waiting time.
  • To increase processing capacity.
  • To reduce miscommunication among customers.
  • To give a comfort level to staff and customers.
  • To monitor customer flow.

Initiatives taken by the Department in the COVID-19 situation:

  • Postal services were identified as essential services during lockdown. The vast network of post offices had been galvanized to respond to the challenges in coordination with State Governments and local bodies. Control Rooms at India Post HQ and Circle (State) HQs were established to manage, receive and respond for immediate needs.
  • Supply Chain: Road Transport Network connecting 56 routes and 75 cities was commenced in April, 2020 utilizing Departmental Mail Vans. The network came handy to delivery essentials, medicines and medical equipment including ventilators, defibrillators, COVID 19 testing kits, masks and PPE kits. Around 36,000 tonnes of material were delivered through postal channels which also include use of Parcel Trains. Supply chain arrangements were also made for farmers to connect their farm produce to markets.
  • Financial Inclusion: During lockdown and initial phase of unlocking more than 33.95 crore transactions valuing around Rs. 7.02 lakh crore were made through POSB accounts. Around 78 lakh POSB ATM transactions amounting to Rs. 2389 crore were made.
  • Instructions issued during lockdown for the ease of customers:
  • Waive off penalty/ revival fee (default fee) in RD/ PPF/ SSA Accounts for the deposits due in FY 2019-20 and April, 2020, till June, 2020.
  • Relaxation in guidelines in respect of PPF/ SSA Accounts for a Single Deposit pertaining to FY 2019-20 till June, 2020.
  • Extension of the prescribed time limit of one month post retirement for retirees, of Feb 2020 to April 2020, to invest in Senior Citizen Savings Scheme (SCSS) till June, 2020.
  • Relaxation in provisions for rebate on RD Advance deposits & default fee for the month of March 2020 to May, 2020 without default/ revival fee, till June, 2020.
  • Reduction in TDS rate in POSB Schemes for the period from 14.05.2020 to March, 2021.
  • Various relaxation under POSB schemes extended till 30.07.2020 instead of 30.06.2020.
  • India Post tied-ups with Indian Drug Manufacturers Association, Director General of Health Services and a number of private firms and online pharmaceutical companies for delivery of medicines from their facilities to hospitals and beneficiaries.
  • During COVID period, Rs. 5200 crore disbursed to 2.5 crore beneficiaries through AePS at the doorstep who were not able to access banking facilities.
  • 31 crore financial transactions enabled during COVID19 period through Post Office and IPPB accounts.
  • Taking initiative in public interest, special features have been added to Post info App for accepting emergent service requests from people. More than 60,000 service requests have been attended by Department of Posts during lockdown.
  • Activated Mobile Post Offices across the country to provide basic postal services, food and masks distribution etc.
  • Free distribution of around 10 lakhs food and ration packets was made to the needy.
  • Launched dedicated Road Transport Network in April, 2020 on 56 long haul routes and connected farm produce of farmers to markets by activating postal supply chain.
  • India Post won India Today Health giri Award for providing the best logistic services during COVID19. The selfless service of the employees of India Post did not go unnoticed!
  • Special Covers, Post Cards and Special Impressions were issued with messages to create awareness about social distancing and to express gratitude to Corona Warriors.
  • A grace period was provided to all the Registered Newspapers from March, 2020 to November, 2020 for printing and posting of their editions as per their convenience.
  • Department of Posts has extended the Postal Life Insurance (PLI) / Rural Postal Life Insurance (RPLI) premium payment period due on March, 2020, April, 2020 and May, 2020 upto 30.06.2020 without penalty/default fee due to outbreak of COVID19.Due to outbreak of COVID19, date for revival of lapsed policies, in which premia have not been paid during the last 5 years, was extended in phases.
  • CPGRAMS Portal: A separate category for ‘COVID-19’ grievances was created on CPGRAMS to address and monitor grievances of the public with regard to their postal needs in the backdrop of the pandemic. 1235 grievances have been resolved within the prescribed timeline of 3 days since the creation of the category i.e. from 30.03.2020.
  • Social Media: Social Media (Twitter handle of India Post) had a mitigating effect in this pandemic by providing immediate relief to the citizens by redressing their concerns in booking and delivering medicines and arranging financial transactions in post offices. 1.54 lakh grievances have been resolved during the period of lockdown.
  • Separate category of COVID 19 Grievances provided on the Online portal. IPPC services over 25 Lakh calls during COVID 19 lockdown.

Miscellaneous:

  • Human Resource Management: The Department has conducted various training sessions and a total no of 92,824 officers / officials were trained for the period from January, 2020 to November, 2020.

Promotional and Incentive Structure of PLI / RPLI - Clarification in respect of sales force

This is regarding the promotional and incentive structure of PLI/RPLI, circulated vide PLI Directorate OM No. 28-03/2019-LI dated 19.06.2020 and implemented in Circles w.e.f. 01.07.2020.
2. In this connection, the following is clarified in respect of sales force procuring, PLI/ RPLI business:

(i)Order of preference in payment of incentive to sales force of PLI/RPLI.Direct Agents are not Departmental Employees and majority of them are dependent on incentive for their livelihood. Therefore, there is a need to nurture and handhold Direct Agents by way of giving priority to them in incentive payment. Accordingly, the following order of preference shall be followed by Circles while making payment of incentive to sales force of PLI/RPLI:
(i) Direct Agents
(ii) Gramin Dak Sevaks
(iii) Field Officers
(iv) Departmental Employees
(ii)Nomination facility for sales force of PLI/RPLI.(i) Nomination facility may be provided to sales force of PLI/RPLI. In the event of unfortunate death of a sales force, incentive will be paid to the nominee of that sales force for the PLI/RPLI business procured by that sales force for the period she/he was alive.
(ii) Further, if the nominee of the deceased sales force wants to procure PLI/RPLI business, she/he may apply for fresh direct agency licence. If found suitable, the concerned Division may issue fresh licence to her/him. Procurement/renewal incentive shall be paid only for the business procured by her/him subsequent to the issue of fresh licence.
(iii)Abolition of group agency system of  incentive(i) Earlier, Group Leader was paid group incentive @ 7 % of the total procurement and renewal incentive payable to sales force under his jurisdiction. Resultantly, out of the total incentive on a PLI policy, the sales force used to get only 93% of the incentive and the remaining 7% used to be payable to the Group Leader.
(ii) In the new incentive structure, the group incentive structure has been abolished and done away with.
(iii) As a result, sales force of PLI and RPLI will get 100% of procurement and renewal incentive payable on PLI/RPLI policies as per prescribed rates effective from 01.07.2020.
(iv) In the new structure, Development Officer will be paid procurement incentive @ 1 % of total PLI/RPLI new business premium procured by Direct Agents attached to that Development Officer. The incentive payable to Development Officer will be over, and above the incentive payable to Direct Agents working under her/him.
(iv)Procurement of business by family members of Development Officer.In order to avoid conflict of interest, members of family of business by family of Development Officer are not allowed to procure PLI/RPLI business and claim incentive. Members of the family for this purpose would include the following:
(a) The spouse, but not including a separated spouse or one living separately while judicial separation proceedings are on;
(b) Children and stepchildren but not including children and stepchildren of whose custody the serving postal employee has been deprived by law;
(c) Other persons such as wards and parents, who are dependent on and live with the Development Officer.
(v)Rate of incentive payable on PLI/RPLI policies.Incentive payable on PLI/RPLI policies is being explained with the help of following illustration:For a PLI policy procured on 1st November 2009, the procurement and renewal incentive payable on this policy is detailed as under:
(i) 01.11.2009 to 31.10,2010 (First Year Premium):
PLI Procurement Incentive during this period will be paid as per the procurement incentive rate applicable during that period.
(ii) 91.11.2010 to 30.06.2020:Renewal Incentive during this period will be paid as per the renewal incentive rate applicable during that period.
(iii) 91.07.2020 onwards:
Renewal Incentive from 01.07.2020 onwards will be paid @ 1% of renewal premium.

Postman and Mail Guard Group C post Recruitment Rules 2018
New Delhi, the 5th March, 2020


G.S.R. 157(E).- In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Department of Posts Postman and Mail Guard (Group "C" post) Recruitment Rules, 2018, namely:-

Short title and commencement.-
(1) These rules may be called the Department of Posts Postman and Mail Guard (Group "C" post) Recruitment (Amendment) Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.

In the Department of Posts Postman and Mail Guard (Group 'C' post) Recruitment Rules, 2018, in the SCHEDULE, -

(A) in serial number 1 relating to the post of Postman, under column (7), for the existing entries, the following entries shall be substituted, namely:-

"(a) 12th standard pass from a recognised Board;
(b) 10th standard pass from a recognised Board for the persons who are working as Gramin Dak Sevak (GDS). The candidate shall also possess the following, namely:-
  • knowledge of local language of the concerned Postal Circle or Division and the candidate should have studied local language upto 10th standard.
  • knowledge of working on computer.
Note 1: The local language of a Postal Circle or Division shall be published by the Department of Posts.

Note 2: The person appointed to the post of Postman shall acquire a driving licence to drive two wheeler or three wheeler or light motor vehicle within a period of two years from the date of his appointment. However, persons with disability shall be exempted from the requirement of driving licence.

Note 3: A candidate not having valid driving license at the time of appointment shall not earn periodical increment in pay till production of such license or for a period of five years from the date of appointment whichever is earlier and after production of such license or expiry of such five years period, pay shall be restored prospectively to the level pay would have reached had the periodical increment in pay was not withheld and no arrears of pay shall be paid for the intervening period.”;

(B) in serial number 2 relating to the post of Mail Guard, under column (7), for the existing entries, the following entries shall be substituted, namely:-

"(a) 12th standard pass from a recognised Board;

(i) knowledge of local language of the concerned Postal Circle or Division and the candidate should have studied local language up to 10th standard;

OFFICE MEMORANDUM

Sub:- Payment of TRCA on Sundays /Holidays to the GDS working against Leave vacancies/Vacant posts in Postman/ Mail Guard /MTS Cadre.

In the present set up, Gramin Dak Sevaks are working against the leave vacancy /vacant posts of Postman /Mail Guard /MTS Cadre in departmental Post Offices. As per Directorate order no. 47-19/90-SPB-II dated 23.04.1992 regarding grant of paid National Holidays to GDS employees when appointed against the Postman/ Mail Guard/MTS Cadre against leave vacancy/vacant posts, these GDS are getting salary for Sunday if they continuously works for 6 days. Similarly, GDS are also getting 3 National Holidays if it falls on working day, provided he/she works on both the preceding/succeeding working days to the National Holidays. However, no extra payment on account of National Holidays will be made to persons working substitutes of GDS in view of fact that payment of remuneration to GDS is made on monthly basis.

2. Similarly, GDS substituting in leave vacancy/Vacant posts of Postman / Mail Guard / MTS Cadre are deprived of Productivity Linked Bonus for the period of officiating as Postman/ MTS is on the pretext that they are on Leave Without Allowance.

GDS: Maximum 5 Days Emergency Leave for Gramin Dak Sevaks

3. For substitutes, as per As per Directorate orders vide no.17-07/2019-GDS dated 09.10.2019, substitutes of GDS who have worked in leave vacancies/ Vacant Post in Postman/ Mail Guard /MTS Cadre are also paid on the basis of minimum of revised TRCA level of that post of GDS.
4. In view of above, in supersession of this office memo of even no. dated 23.10.2019, following orders are issued with the approval of the Competent Authority:-

  • Gramin Dak Sevaks when appointed against the leave vacancy/vacant post of regular Postman/MTS, these GDS will get salary for all the Postal Holidays if the Postal Holidays falls on working day, provided he/she works on both the preceding/succeeding working days to the Postal Holidays. However, no extra payment on account of Postal Holidays will be made to persons working substitutes of GDS in view of fact that payment of remuneration to GDS is made on monthly basis.
  • GDS are when appointed against the leave vacancy / vacant post of regular Postman/ MTS, have to apply for leave without allowance as GDS. There is a difference in Leave Without Allowance for personal reasons and Leave Without Allowance for officiating as Postman/MTS. In this case, the GDS is on official duty and is contributing to the productivity. Hence GDS while on LWA for official duty, there is no question of deducting this period for PLB.

Subject: Revision of Security amount to be furnished by the Gramin Dak Sevaks

Sir/Madam
I am directed to invite your kind attention to para 4 of Directorate letter No.6-18/ 2010-PE-II dated 07.05.2010 on the above mentioned subject.

2. The Postal Operation Division vide letter No.24-3/2012-PO Dated 01st October 2018 has revised line limits for conveyance of cash for Gramin Dak Sevaks as Rs.1 lakh (Cash through BPM/ ABPM or Dak Sevak) and Rs.2 Lakh (Cash through BPM/ ABPM or Dak Sevak accompanied by another BPM / ABPM or Dak Sevaks).

3. Taking into consideration of the thrust on digital transactions/ digital payments, other transactions of IPPB and consequent upon launching of India Post Paymant Bank vide their letter No.24-3/2012-PO dated 01st October,2018 Department has carefully examined the issue of revision of Security amount to be furnished by the Gramin Dak Sevaks in view of increase in line limit of cash conveyance and handling of cash by the Gramin Dak Sevak.

4. The Competent Authority has ordered to enhance the security amount to be furnished by the Gramin Dak Sevaks as here under:-

5. The security will be in the form of Fidelity Guarantee Bond or National Saving Certificates pledged to the Department in the name of the President of India OR in the shape of a Bank Guarantee from any Nationalized Bank.

6. The periodicity of renewal of the Fidelity Guarantee Bond will be once in 5 years' (quinquinnelly). The required premium for 5 years' block may be recovered and the Fidelity Guarantee Bond obtained for full 5 years' block from the recognized Co-operative Credit Society at a time. In case of any fresh engagement in the middle of the block, the Fidelity Guarantee Bond can be obtained from the date of joining of the GDS to the end of the block. The blocks can be fixed uniformly for 5 years. Revised FGBs for the existing Gramin Dak Sevaks will take effect after the expiry of the currency of the existing security bonds, and thereafter the new FGBs have to be obtained for a period 5 years. Meanwhile, for existing GDS, additional FGBs of Rs.75,000/- for BPMs and Rs.90,000/- for ABPM / GDS may be obtained for remaining period of block of 5 years, as GDS has already submitted FGB for Rs.25,000/- by BPM & Rs.10,000/- by ABPM / GDS. After completion of the period, Fresh FGB of Rs.1,00,000/- may be obtained from existing BPMs/ ABPMs/ CIDS.
  • For example, the currency of the existing security bonds is expiring by 31.03.2020, the new FGBs/Security should be obtained for a block of 5 years from 01.04.2020.
  • In case any GDS is getting discharged upto 31.03.2020, fresh FGB need not to be obtained.
  • In case any GDS is getting discharged, within the five years block, the security must be obtained from 01.04.2020 till date of discharge for the balance period only.
  • In respect of new entrants, these orders will take with immediate effect and FGB must be obtained for five years from date of entry.
7. This orders is in supersession of all earlier guidelines on the subject. The contents of this letter may be brought to the notice of all the Divisional Heads in the Circle for strict timely compliance in obtaining the revised security and the periodicity in obtaining the security.

Office Memorandum

Subject: Limited Transfer Facility for all categories of Gramin Dak Sevaks (GDS).

The undersigned is directed to convey approval of Competent Authority on the following guidelines to regulate the Limited Transfer facility of Gramin Dak Sevaks GDS in supersession of all previous orders:-

Conditions of Transfer

(i) The maximum number of chances to be provided for male GDSs is ONE only and TWO for female GDSs.

(ii) The transfer will be at his/her own request and own cost to a vacant post at his/her place of choice to his/he r/ spouse home village or home division or a place recommended for medical treatment.

(iv) A minimum engagement period of ONE year from the date of regular engagement on GDS post will be mandatory for female GDS.

(iii) A minimum engagement period of TWO years from the date of regular engagement on GDS Post will be mandatory for male GD , before transfer request can be entertained.

(v) For PwD GD and GDS having PwD dependents/ Mentally retarded dependents, a minimum engagement period of ONE year from the date of regular engagement on GDS Post will be mandatory.

(vi) Transfer request of GDS who are under put off duty or against whom any disciplinary action, Police case or Court case is pending will not be entertained.

(vii) Past engagement period will be counted for assessing the eligibility for appearing in departmental examination as well as for annual increment. GDS will not have any claim to go back to the previous engagement /recruitment Unit/Division in any circumstances.

(viii) When a GDS is transferred at histher own request and the transfer is approved by the competent authority, she/he will rank junior in the seniority list of the new unit, to all the GDS of that unit who exist in the seniority list on the date on which the transfer is ordered, except in case of transfer within the same engagement/recruitment Sub Division/ Unit /Division.

(ix) Mutual Exchange facility can be provided to all GDS on completion of ONE year (for Female GDS) and TWO years (for Male GDS) engagement period as the case may be.

(x) The GDS can be transferred on herthis request in following circumstances:-

    "(a) BPM Level 2 to BPM Level-2 in TRCA slab 3

    (b) BPM Level-1 to BPM Level-1 in TRCA slab-2.

    (c) ABPM/Dak Sevaks Level-2 to ABPM/Dak Sevaks in TRCA slab-2 – Level-2

    (d) ABPM/Dak Sevaks Level-1 to ABPM/Dak Sevaks Level-1 in TRCA slab-1.

    (e) BPM Level-1 to ABPM/Dak Sevak Level-2(Postal/RMS) m same TRCA slab.

    (f) ABPM/Dak Sevak Level-2 (Postal) to BPM Level-1 in the same TRCA slab provided that, the GDS has to make accommodation arrangement for managing BO as per standard prescribed for BO and fulfilling the condition of educational qualification , Compu ter certificate etc. prescribed by the Department from time to time. Before joining as BPM Level-1, he/she has to undergo prescribed training for BPM.

    (g) Request transfer of ABPM/Dak Sevak from Postal to RMS in the same TRCA slab.

    (h) Transfer from RMS to Postal i.e. from Dak Sevak to ABPM/Dak Sevak in the same TRCA level. However, Dak Sevak from RMS should not be transferred to Postal Dn as BPM.

    (xi) There will not be any drop in TRCA slab on account of a request transfer and numbers of increments earned by GDS will be retained.

    (xii) All request transfers are to be considered subject to condition that verification formalities viz (Caste, Education and Police verification report etc.) should have been completed.

2. Competent Authority

The transfer of GDS will be approved by Regional PMG, if the transfer is within the Region and by the Head of the Circle, if the transfer is within the Circle. The approval of two concerned Head of Circle will be required, if the transfer is between two Circles.

3. Process of Transfer

    (i) Application for transfer should be called for during April -June of every year.

    (ii) An application will be submitted to the Divisional Head on a prescribed Proforma attached herewith as Annexure-I. The application will be submitted through head of the recruitment/ engagement Unit/ Division duly recommended.

    (iii) Divisional Head will submit all the applications to approving authority through proper channel with factual report and recommendations .

    (iv) A separate register in prescribed Proforma attached herewith as Annexure-II is to be maintained at Circle Office/Regional Office/Division al Office for recording transfer requests of all categories of GDS.

    (v) All the applications received will be arranged in order of seniority from the date of engagement of GDS and the orders for transfer may be issued during July.

4. The above instructions will come into effect from the date of issue of this O.M.

3. He/ She is informed that an inquiry will be held only in respect of those articles of charge as are not admitted. He/She should, therefore specifically admit or deny each article of charge.

4. Shri/ Smt/ Ms …………… is further informed that if he/she does not submit his/her written statement of defence on or before the date specified in Para 2 above, or does not appear in person before the inquiring authority or otherwise fails or refuses to comply with the provisions of Rule 10B (Major penalties) of the Gramin Dak Sevak (Conduct and Engagement) Rules, 2011, or the orders /directions issued in pursuance of the said rule, the inquiring authority may hold the inquiry against him/her ex parte.

If any representation is received on his/her behalf from another person in respect of any matter dealt with in these proceedings, it will be presumed that Shri/Smt/Ms is aware of such a representation and that it has been made at his/her instance and action will be taken against him/her for violation of Rule 29 of the GDS (Conduct and Engagement) Rules, 2011.

Your kind attention is invited towards the above referred to O.M. dated 28th March, 2017, wherein a condition of Minimum Qualifying Service of 10 years has been laid down for availing CGHS facilities for NPS covered pensioners.

In this connection, it would not be out of context to mention that, a substantial number of Gramin Dak Sewaks became regular employees of the Postal Department, crossing age of 50 years. All these CDSs, on having been regularised as Postal Employees after 50 years of age, are thus deprived of CGHS facilities on account of above-mentioned condition of minimum 10 years Qualifying Service, as such, the said condition is uncalled for an irrational.

It is, therefore, requested that, the matter may please be looked into in the foregoing, and the same be dispensed with, so that, any regular Government Employee on superannuation, may be NPS covered pensioners, should be allowed to avail CGHS facilities without any bar of Minimum Qualifying Service in the larger interest of justice.

Implementation of recommendations of One-Man Committee on introduction of Children Education Facilitation Allowance for Gramin Dak Sevaks (GDS).

The undersigned is directed to convey the approval of the Competent Authority on recommendations of One-Man Committee on introduction of Children Education Facilitation Allowance for Gramin Dak Sevaks (GDS).

Keeping in view the above, it has been decided to issue consolidated instructions on the subject of Children Education Facilitation Allowance as under :-
(i) The reimbursement of Children Education Facilitation Allowance can be claimed only for the two eldest surviving children with the exception that, in case the second child birth results in twin/multiple birth. In case of failure of sterilization operation, the Children Education Facilitation Allowance would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm.

(ii) The amount of reimbursement of Children Education Facilitation Allowance will be Rs.6000/- per annum (fixed) per child. This amount of Rs.6000/- is fixed irrespective of the actual expenses incurred by the GDS. In order to claim reimbursement of Children Education Facilitation Allowance, the GDS should produce a certificate issued by the Head of the Institution for the period/year for which claim has been preferred. The Certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not be obtained, self-attested copy of the report card or self attested fee receipt(s) {including e-receipt(s)} confirming/indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim Children Education Facilitation Allowance. The period/year means academic year i.e. twelve months of complete academic session.

(iii) Children Education Facilitation Allowance can be claimed in a single form only for the two eldest surviving children with the exception that, in case the second child birth results in twin/multiple birth (Proforma enclosed).

(iv) In case both the spouses are GDS/ Government servant, only one of them can avail reimbursement under Children Education Facilitation Allowance or CEA (in case of Government servant).
(v) The reimbursement of Children Education Facilitation Allowance will be done just once in a financial year after completion of the financial year.
(vi) The reimbursement of Children Education Facilitation Allowance shall have no nexus with the performance of the child in his/her class. In other words, even if a child fails in a particular class, the reimbursement of Children Education Facilitation Allowance shall not be stopped. However, if the child is admitted in the same class in another school, although the child has passed out of the same class in previous school or mid- session, Children Education Facilitation Allowance shall not be reimbursable.

(vii) If a GDS dies while in service, the Children Education Facilitation Allowance shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not engaged as GDS or not employed in service of the Central Govt., State Government, Autonomous body, PSU, Semi Government Organization such as Municipality, Port Trust Authority or any other organization partly or fully funded by the Central Govt./State Governments. In such cases the Children Education Facilitation Allowance shall be payable to the children till such time the GDS would have actually received the same, subject to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the GDS was working prior to his death and will be regulated by the other conditions, laid down in this OM.
(viii) In case of discharge, dismissal or removal from engagement, Children Education Facilitation Allowance shall be admissible till the end of the academic year in which the GDS ceases to be in engagement due to discharge, dismissal or removal from engagement in the course of an academic year. The payment shall be made by the office in which the GDS worked prior to these events and will be regulated by the other conditions laid down in this OM.

ix) The upper age limit for Divyaang children has been set at 22 years. In the case of other children the age limit will be 20 years or till the time of passing 12th class whichever is earlier. There shall be no minimum age.

(x) Reimbursement of Children Education Facilitation Allowance shall be applicable for children from class nursery to twelfth, including classes eleventh and twelfth held by the junior Colleges or school affiliated to Universities or Boards of Education.
(xi) Children Education Facilitation Allowance is allowed in case of children studying through “Correspondence or Distance Learning” subject to other conditions laid down in this OM.

(xii) The Children Education Facilitation Allowance is admissible in respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/certificate course from Polytechnic/ITI/ Engineering College, if the child pursues the course after passing 10th standard and the GDS has not been granted Children Education Facilitation Allowance in respect of the child for studies in 11th and 12th standards.

(xiii) In respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Government school or any education institution whether in receipt of Govt. Aid or not, recognized by the Central or State Government or Union Territory Administration or by University or a recognized educational authority having jurisdiction over the area where the institution/school is situated.

(xiv) In case of a Divyaang child studying in an institution i.e. aided or approved by the Central/State Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Facilitation Allowance paid by the GDS shall be reimbursed irrespective of whether the institution is ‘recognized’ or not. In such cases the benefits will be admissible till the child attains the age of 22 years.

(xv) The Children Education Facilitation Allowance shall be admissible to a GDS while he/she is on duty or is under put off duty or is on leave. Provided that during any period which is treated as ‘non counted for duty’, the GDS shall not be eligible for the Children Education Facilitation Allowance for that period.
3. These above instructions would come into effect from 1st October, 2019. For the current financial year, GDS shall be eligible for CEFA @ Rs.3000/- per child.

Sub: Memorandum on the long pending demands of the Central Government employees - Request for kind intervention - regarding.

This Memorandum is submitted with the most fervent hope that the Hon’ble Prime Minister will be condescend to intercede on our behalf to settle the following long pending issues agitating the minds of 32 lakhs Central Government employees and 33 lakhs Central Govt. Pensioners.

1. Scrap New Contributory Pension Scheme (NPS) and restore Defined benefit Old Pension Scheme (OPS). Guarantee 50% of the last pay drawn as Minimum Pension.

Government of India has implemented New Contributory Pension Scheme (NPS) for all Central Govt. employees entering service on or after 01-01-2004. When compared to the Old Defined Benefit Pension Scheme (OPS) there are many adverse factors in the NPS. The monthly pension amount being received under the Insurance Annuity Scheme under NPS is less than Rs.3000/- per month, to those NPS employees who had already retired from service during 2018 and 2019, after completing 14 to 15 years of service, whereas as per the Old Pension Scheme an employee who completes minimum ten years qualifying service will get 50% of the last pay drawn as Minimum Pension which in any case will not be less than Rs.12,000/- for a lowest level employee (Multi Tasking Staff) with ten years service in Central service. Thus the very principle laid down by the Hon’ble Supreme Court of India that “Pension is a social welfare measure rendering socio-economic justice to those, who in the hey day of their life ceaselessly toiled for the employer on an assurance that in their old age, they would not be left in lurch”, stands defeated.

Seventh Central Pay Commission headed by Retired Justice of Supreme Court Shri. Ashok Kumar Mathur, in its report made the following observations about NPS:

Almost a whole lot of Government employees appointed on or after 01-01-2004, were unhappy with the New Pension Scheme. Government should take a call to look into their grievances”.
Govt. appointed a Secretary level committee called “NPS Committee” for streamlining the NPS, but that committee was not empowered to look into the main demand of the NPS employees i.e., scrap NPS, restore OPS and guarantee 50% of the last pay drawn as monthly pension. It is true that as per the recommendations of the NPS Committee, Govt’s contribution to NPS is increased to 14% from 10% and some other cosmetic changes are also made in the NPS Rules. But the basic grievance still remained unattended and unsettled, as a result uncertainty about the social security and Pension looms large over the head of every NPS employee, and the discontentment among the NPS employees (as correctly observed by 7th CPC) is growing day by day. We request the Hon’ble Prime Minister to have a relook into the entire matter, so that NPS will be scrapped and OPS will be restored and at least 50% of the last pay drawn will be guaranteed under Rules as Minimum monthly Pension on retirement.

2. Honour the assurances given by Group of Ministers on 30-06-2016 to National Council (JCM) Standing Committee members regarding increase in Minimum Pay and fitment factor recommended by Seventh Central Pay Commission (CPC) :

All the Federations/Unions/Associations in the Central Govt. Employees sector including Railways, Defence and Confederation had given a call for nationwide indefinite strike from 11th July 2016, demanding increase in Minimum Pay and Fitment formula recommended by Seventh CPC and other 7th CPC related issues. A goup of Cabinet Ministers including Shri. Rajnath Singh, then Home Minister, Shri. Arun Jaitley, then Finance Minister, Shri. Suresh Prabhu, then Railway Minister discussed the demands with the leaders of National Joint Council of Action (NJCA) and assured that Minimum Pay and Fitment formula will be increased and a High Level Committee will be appointed to submit recommendations in this regard. The assurances were reiterated by Shri. Rajnath Singh, then Home Minister on 6th July 2016 in the second round of discussion and Finance Ministry issued a press statement confirming the assurances. Accordingly, the proposed indefinite strike call of the NJCA was deferred, taking in good faith the assurances given by the Group of Ministers. We are sorry to bring it to the notice of the Hon’ble Prime Minister that even after a lapse of three years, neither the promised High Level Committee is constituted by the Govt. nor the Minimum Pay and fitment formula is increased. The entire employees feel betrayed. We request the Hon’ble Prime Minister to take immediate necessary action for implementing the assurances given by the Group of Ministers.

3. Grant “Option-I Parity” recommended by the 7th CPC to all Central Government Pensioners.

7th CPC has recommended a new formula called “Option-1” for refixing the existing pension of Central Government Pensioners retired prior to 01-01-2016. Government accepted the recommendation in principle and constituted a Secretary level committee to examine and recommend regarding the feasibility of implementing ''option-1'' recommended by 7th CPC. The Committee was not, ready to heed the valid and scientific pleadings made by the staff-side in favour of the recommendation mode by 7th CPC which is an ''Expert Body'' headed by retired Justice of Supreme Court, instead viewed the case with a closed mind and gave recommendation to the Government that implementation of Option-I is not feasible. Govt accepted the recommendations of the Secretary Level Committee and rejected ''option-I'' recommended by 7th CPC.

The entire Pension community is very much aggrieved of the decision of the Government. We request the Hon’ble Prime Minister to review the case dispassionately, so that the ''option-I party'' recommended by the 7th CPc will be accepted by the Government.

4. Regularisation of Gramin Dak Sevaks working in Postal Department and casual/contract workers working in all Central Govt Establishments.

(a) About 2.76 lakhs Gramin Dak Sevaks are employed in the Postal Department. Govt. appointed a one man committee headed by retired Postal Board Member Shri Kamalesh Chandra, to examine their wages and service conditions. The final report submitted by the Committee includes certain positive recommendations. As abnormal delay took place in implementing the recommendations of the Report, the entire Gramin Dak Sevaks went on indefinite strike for 16 days in 2018. Finally Govt issued orders, but many recommendations are either modified, diluted or rejected, including payment of arrears from 01-01- 2016 as per the formula recommended by the Committee, Children education Allowance, Promotions, etc, etc., We request the Hon’ble Prime Minister to take a lenient view to rederess the grievances of the low-paid Gramin Dak Sevaks which includes regularisation of their services and also implementation of the pending positive recommendations of the Kamalesh Chandra Committee report.

(b) There are thousands of causal/contract employees and workers engaged in all Central Govt departments and working for years together. They are not paid equal wages and not extended any benefits of regular employees. Even after working for more than ten years continuously, their request for regularisation is not considered favourably. There is no scheme to absorb them in regular service. We request the Hon’ble Prime Minister to consider their case sympathetically so that a scheme will be worked out to regularise all casual/contract workers and extend them all the benefits of regular employees.

5. Stop Corporatisation/ Privatisation of Railways, Defence and Postal Departments. Withdraw the orders for closure/reorganisation of Govt. of India Printing Presses, Geological Survey of India (GSI), Central Public Works Department (CPWD), Salt Department, Stationery Offices etc.

The no holds barred big bang reforms unleashed by the Central Government has given rise to an alarming situation in the Central Government Departments. The proposed move to Corporatize Railway Production Centres and allowing private passenger trains, Corporatisation of Defence Ordinance Factories, Life Insurance and Parcel Sector of Postal department, closure of Govt. of India Printing Presses, proposed reorganisation of Salt Department, Geological Survey of India (GSI), Central Public Works Department (CPWD), Stationary Offices etc. has put in danger the very existence of various Central Govt. Departments and also the job security of lakhs of Central Govt. Employees, Gramin Dak Sevaks and Casual/Contract Workers. The present fate of the Telecom Department which was corporatized in 2000 into different companies is a bitter lesson for all of us. We request the Hon’ble Prime Minister to desist from the proposed move to corporatisation, privatisation, closure and reorganisation of Central Govt. departments.

6. Filling up of seven lakhs vacancies existing in various Central Govt. Departments:
As per the 7th CPC report (Annexure to Chapter-3) there are 7,47,171 vacancies in the Central Govt. Departments as on 01- 01-2014. More retirements has taken place after 01-01-2014 and now the figure may go upto 8 lakhs. During the period from 2001 to 2008, thousands of posts are abolished in all Departments as per the downsizing orders issued by the Government in 2001. Only very few posts are filled up after 2014 and most of the Departments are running with 30 to 40% shortage of manpower. This has resulted in heavy increase in workload on the existing employees and has adversely affected the efficiency of all Central Govt. Departments to a great extent. We request the Hon’ble Prime Minister to take immediate necessary action for filling up all vacant posts in all departments of Central Government.

7. Revision of Wages from 01-01-2016 and payment of arrears of pay and Bonus from 2016 onwards to the employees of Autonomous bodies:
We regret to inform the Hon’ble Prime Minister, that due to the stringent conditions imposed by the Finance Ministry, the pay revision from 01-01-2016 and payment of arrears is still pending in most of the Autonomous bodies under Central Government. Further they are denied Bonus from 2015-16 onwards. We request the Hon’ble Prime Minister to take necessary action to redress the long pending genuine grievances of the Autonomous body employees.

There are other issues also which is already submitted to the Cabinet Secretary and the Heads of various Ministries/Departments earlier by us. We are enclosing herewith a copy of the Charter of Demands containing the important problems faced by the Central Govt. Employees and Pensioners.
Concludingly, we once again request the Hon’ble Prime Minister to be sympathetic enough to redress the grievances mentioned in this memorandum and enclosed Charter of Demands.

10 Points Charter of Demands of Confederation

  1. Scrap New Contributory Pension scheme (NPS). Restore Old defined benefit Pension Scheme (OPS) to all employees. Guarantee 50% of the last pay drawn as Minimum Pension.

  4. Fill up all six lakhs vacant posts in the Central Government Departments in a time bound manner. Reintroduce Regional Recruitment for Group B & C posts.
  5. (a) Regularisation of Gramin Dak Sevaks and grant of Civil servant status. Implement remaining positive recommendations of Kamalesh Chandra Committee report.
    (b) Regularise all casual and contract workers including those joined on or after 01-09-1993.
  6. Ensure equal pay for equal work for all. Remove disparity in pay scales between Central Secretariat staff and similarly placed staff working in field units of various departments.
  7. Implement 7th CPC Wage Revision and Pension revision of remaining Autonomous bodies. Ensure payment of arrears without further delay. Grant Bonus to Autonomous body employees pending from 2016-17 onwards.
  8. Remove 5% condition imposed on compassionate appointments. Grant appointment in all eligible cases.
  9. Grant five time bound promotions to all Group B & C employees. Complete Cadre Review in all departments within a time-frame.
  10. (a) Withdraw the anti-worker wage/labour codes and other anti-worker Labour reforms. Stop attack on trade union rights. Ensure prompt functioning of various negotiating forums under the JCM Scheme at all levels.
    (b) Withdraw the draconian FR 56 (j) and Rule 48 of CCS (Pension Rules 1972.
