Sir,
In the orders issued in Covid-19 guidelines the officials above 50
years of age and pregnant women were allowed to avail commuted leave
without Medical Certificate due to Covid -19 pandemic.
The same may kindly be extended further till the Covid-19 Crisis is
over as there is no loss to the Department by giving this facility to
the elderly officials and pregnant women officials.

I am directed to refer to Directorate’s letters of even number dated
15.05.2019, 05.07.2019, 12.09.2019 and 11.10.2019 regarding filling up
of the vacancies earmarked for sports quota in accordance with the
instructions issued by the Department of Personnel & Training
(DOP&T).
2. Vide aforesaid letter dated 15.05.2019, following was communicated: –
‘while making recruitment under sports quota, Circles are
required to notify such vacancies without restricting them to a
specific sport/ discipline or to specific gender. The notification shall
invite all meritorious sports persons belonging to approved disciplines
and recruitment to these vacancies shall thereafter be made based on
criteria stipulated in DOP&T O.M. No. 14034/01/ 2013-Estt. (D) dated
03.10.2013.”
3. Despite these instructions, references were received from various
circles conveying that recruitment of meritorious sport persons in all
the approved disciplines included in the instructions of DOPT will
hinder development of teams at national level in any particular
discipline. Thus, Circles were seeking clarification in this regard.
4. The matter was examined in detail and It was decided by the
Competent Authority to obtain the advice of DOP&T in the matter.
DOPT has advised as under: –
“we may advise DoP that their pursuit of participating at
major sporting events related to 13 identified sports disciplines has
no bearing on appointment of meritorious sportsperson as per O.M. dated
03.10.2013, as the two are separate activities, DoP may participate In
events relating to the proposed 13 sports disciplines by forming their
own teams. However, if any post is to be filled under the sports quota,
meritorious sports persons relating to any of the 43 discipline are
equally eligible to apply for such posts, in terms of O.M. dated
03.10.2013. Such appointment cannot be linked to development of a team
to represent DoP at a national level.
6. With regard to O.M, dated 03.10.2013, it may be informed to the
Administrative Department that the said instructions are issued to
provide incentives to already meritorious sportsperson who have achieved
in their respective sports in the form of recruitment, promotion,
increment etc. No such provision of recruiting sportsperson for
formation of team in particular sports discipline is available in the
said instructions. Therefore, restricting sports disciplines to 13 (in
place of total 43 disciplines given in DoPT instructions) by the AD with
the motive of developing team in a particular discipline appears to be
denying right to sports persons of other disciplines to get the above
mentioned incentives which is not considered to be in consonance with
the above mentioned instructions issued by DoPT.”
5. In view of the above, Circles are requested to fill up the
vacancies earmarked for sports quota in strict compliance with DOP&T
O.M. No. 14034/01/2013 -Estt. (D) dated 03.10.2013, as amended from
time to time. Further, Circles may note that DOP&T vide O.M. No.
140341/2013 (D)-Estt. dated 01.09.2020 (copy enclosed) has provided a
list of 63 sports disciplines which have been identified for recruitment
under sports quota.
6. The notification issued by the circles shall invite applications
from meritorious sports persons belonging to all approved disciplines.
If any circle has already notified sports quota vacancies for a limited
number of sports disciplines and selection of candidates against such
notification has not been finalized , such notification may be cancelled
forthwith and a fresh notification accordance with the guidelines.
7. Further, as communicated vide letter of even number dated
15.05.2019, field trial shall not be conducted and selection of
candidates will be done as per the criteria outlined in the guidelines
issued by DOPT from time to time.
8. Circles may take note that no further reference on the issue of
restricting the recruitment to a limited sports discipline and
conducting field trial shall be entertained by the Directorate.

Sub: Scheme for compassionate appointment – Relative Merit Points and Procedure for selection.
Madam / Sir,
I am directed to refer to Department of Posts letter No.37-36/2004-
SPB-1/C dated 20.1.2010 on the above subject providing for Relative
Merit Points and procedure for compassionate appointments
in the Department of Posts. The matter has been reviewed keeping in
view the instructions issued by Department of Personnel and Training,
the changes in various factors for calculating Relative Merit Points and
the changes in financial status of the family of the deceased employees
consequent upon increase in the terminal benefits.
2. The Relative Merit Points (RMP) for assigning weightage to various
attributes of the applicants for compassionate appointment have been
reviewed. The revised RMP is based on 100 points of 10 variables with
provision of additional 15 maximum bonus points for the applicant if she
is the widow of the deceased employee/wife of an employee who has
retired on medical grounds. The revised RMP to be applied are as laid
down in Annexure 1.
3. Periodicity of CRC meeting: In respect of all applications for
compassionate appointments received from January to December of a
calendar year, the CRC meeting will be held by all circles once in a
year, between January to March of the next calendar year.
4. Cut-Off Date: Date of death or date of retirement on medical
grounds will be considered as cut off date for the purpose of assessing
the indigent condition of the applicant under RMPS for compassionate
appointment.
5. Circle specific vacancy: The vacancies to be utilised by a Circle
for compassionate appointment in a year should not be more than 5% of
the vacancies in Direct Recruitment Quota in Group C Posts in a year.
6. Place of Posting: As far as administratively feasible, applicant
appointed on compassionate grounds will be posted at a place as per
preference indicated or near his /her home town or in same division in
which the applicant is residing, subject to availability of vacancies.
8. Date of effect of these guidelines: These revised guidelines will
come into effect from 1st October 2020. Cases recommended by previous
CRC to be considered by subsequent CRC will be considered based on these
revised point system. All cases closed so far will not be reopened.
9, Instructions issued by DoPT from time to time related to
compassionate appointment will continue to be guiding factor while
deciding the cases.
10. This issues with the approval of Secretary (Posts).

02.01.2019 where in instruction on introduction
of 'Emergency' leave for a maximum of 5
days in a calendar year for all categories of Gramin Dak Sevaks (GDS) were circulated.
2. In this context , it is informed that , the para 2 (vii) of aforesaid O.M. dated
02.01.2019 may be substituted by the following:-
(i) Prior sanction of the emergency leave for BPMs will be required from the concerned
Divisional Head. Similarly, prior sanction of the emergency leave for the ABPM/Dak Sevak
from Sr. PM/PM Sub Divisional Head/ HRO/SRO/SPM will be required.

Sub: Productivity Linked Bonus for the Accounting year 2016-17
The undersigned is directed to convey
the sanction of the President of India to the payment of Productivity
Linked Bonus for the Accounting year 2016-17 equivalent of emoluments of
60 (Sixty) Days to the employees of Department of Posts in Group 'D'/MTS Group 'C' and non-gazetted Group 'B'. Ex-gratia payment of bonus
to Gramin Dak Sevaks who are regularly appointed after observing all
appointment formalities and Ad-hoc payment of bonus to Casual labourers
who have been conferred Temporary Status are also to be paid equivalent
to allowance/wages respectively for 60 (Sixty) Days for the same period.
1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below:
2. REGULAR EMPLOYEES:
2.1 Productivity Linked Bonus will be calculated on the basis of the following formula:-
Average emoluments X Number of days of bonus
30.4 (average no. of days in a month)
2.2 The terms "emoluments" for regular
Departmental employees includes Basic Pay in the Pay Band plus Grade
Pay, Dearness Pay, Personal Pay, Special Pay (Allowances) S.B.
Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training
Allowance to Faculty Members in Training Institutes. In case of drawal
of salary exceeding Rs.7000/- (of 6th CPC) (Rupees Seven Thousand only)
in any month during the accounting year 2016-17, the emoluments shall be
restricted to Rs.7000/- (Rupees Seven Thousand only) per month only.
2.3 "Average Emoluments" for a regular
employee is arrived at by dividing by twelve, the total salary drawn
during the year 2016-17 for the period from 1.4.2016 to 31.06.2017 by
restricting each month’s salary to Rs. 7000/- per month. However, for
the periods of EOL and Dies-Non in a given month. Proportionate
deduction is required to be made from the ceiling limit of Rs.7000/-.
2.4 In case of those employees who were
under suspension, or on whom dies-non was imposed or both, during the
accounting year, the clarificatory orders issued vide Paras 1 & 3
respectively of this officer order No. 26-8/80-PAP (Pt.I) dated
11.6.1981 and No. 26-4/87-PAP (Pt.II) dated 8.2.1988 will apply.
2.5 Those employees who have
resigned/retired or left services or proceeded on deputation within the
Department of Posts or those who have proceeded on deputation outside
the Department of Posts after 1.4.2016 will also be entitled to bonus.
In case of all such employees, the Productivity Linked Bonus admissible
will be as per provisions of Paras 2.1 to 2.3 above.
3. GRAMIN DAK SEVAKS (DAS)
3.1 In respect of GDS employees who were
on duty throughout the year during 2016-17, Average Monthly Time
Related Continuity Allowance will be calculated taking into account the
Time Related Continuity Allowance (TRCA) plus corresponding Dearness
Allowance drawn by them for the period from 1.4.2016 to 31.3.2017
divided by 12. However, where the Time Related Continuity Allowance
exceeds Rs. 7000/- in any month during this period, the allowance will
be restricted to Rs 7000/- per month. Ex-gratia payment of bonus may be
calculated by applying the bonus formula as mentioned below:

30.4 (average no. of days in a month)
3.2 The allowance drawn by a substitute
will not be counted towards bonus calculation for either the Substitutes
or the incumbent GDSs. In respect of those GDS who were appointed in
short terms vacancies in Postmen/Group ‘D’ Cadre, the clarificatory
orders issued vide Directorate letter No. 26-6/89-PAP dated 6.2.1990 and
No. 26-7/90-PAP dated 4.7.1991 will apply.
3.3 If a GDS has been on duty
for a part of the year by way of a fresh appointment, or for having
been put off duty, or for having left service, he will be paid
proportionate ex-gratia bonus calculated by applying the procedure
prescribed in Para 3.1 above.
3.4 Those Gramin Dak Sevaks who have
resigned discharged or left service after 01.04.2017 will also be
entitled to proportionate ex-gratia Bonus. In case of all such Gramin
Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions of
Para 3.1 above.
3.5 In case of those Gramin Dak Sevaks
who were under put off, or on whom dies-non was imposed, or both, during
the accounting year, the clarificatory orders issued vide Paras 1 &
3 respectively of this office order No 26-08/80-PAP (Pt-I) dated
11.6.1981 and No. 26-04/87-PAP(P.II) dated 8.2.1988 will apply.
4. FULL TIME CASUAL LABOURERS INCLUDING TEMPORARY STATUS CASUAL LABOURERS)
4.1 Full Time Casual Labourers
(including Temporary Status Casual Labourers who have worked for 8 hours
a day, for at least 240 days in a year for three consecutive years or
more (206 days in each year for three years or more in case of offices
observing 5 days a week) as on 31.03.2017) will be paid ad-hoc bonus on
notional monthly wages of Rs. 1200/- (Rupees Twelve hundred only). The
maximum ad-hoc bonus will be calculated as below:
(Notional montly wages of Rs.1200) X (Number of days of bonus)

Accordingly, the rate of bonus per day will be worked out as indicated below:

The above rate of bonus per day may be applied to the number of days for
which the services of such casual labourers had been utilized during
the period from 1.4.2017. In cases where the actual wages in any month
fall below Rs. 1200/- during the period 1.4.2016 to 31.3.2017, the
actual montly wages drawn should be taken into account to arrive at the
actual ad-hoc bonus due in such cases.
5. The amount of Productivity Linked Bonus/ex-gratia payment/Ad-hoc
bonus payable under this order will be rounded off to the nearest rupee.
The payment of productivity Linked Bonus as well as the ex-gratia
payment and ad-hoc payment will be chargeable to the Head "Salaries"
under the relevant Sub-Head of account to which pay and allowances of
the staff are debited. The payment will be met from the sanctioned grant
for the year 2017-18
6. After payment, the total expenditure
incurred and the number of employees paid may be ascertained from all
the units by Circles and consolidated figures be intimated to the Budget
Section of the Department of Posts. The Budget Section will furnish
consolidated information to PAP Section about the toal amount of bonus
paid and the total number employees (Category-wise) to whom it was
disbursed for the Department as a whole.
7. This has the approval of Hon'ble
Finance Minister vide Ministry of Finance, Department of Expenditure's
ID No. 572014/E.III(A)/2017 dated 15.09.2017 and issue with the
concurrence of JS & FA vide Diary No. 132/FA/2017-CS dated
18.09.2017.

India Post launches logo and tagline design contest for IPPB on MyGov
The Department of Posts on 10.6.16 launched a logo and tagline design
contest for the soon to be set up India Post Payments Bank on the MyGov
website. The Cabinet has on 1st June 2016, given its nod to the setting
up of the IPPB under the Department of Posts to further financial
inclusion in the country.
Department of Post wants to connect with and involve the people of
India in designing the DNA of the India Post Payments Bank. One of the
guiding principles of the India Post Payments Bank would be cocreating
value propositions and products with its customers and other
stakeholders. The present contest is the first step towards this ongoing
engagement. It has also initiated a nationwide survey to understand the
needs of different segments of customers.
Reward: The contest is open to all Indian citizens,
institutions, agencies and entities for a period of one month, until 9th
July 2016. The best entry will be awarded Rs 50,000/. A panel of
eminent designers/ experts will help shortlist 20 best entries which
will thereafter be put up for voting on the MyGov platform for the final
selection of the winner.

providers and Banks. It is poised to emerge as the main vehicle of
financial inclusion in the country by bringing the physical reach of
1.55 lakh post offices and a modern payments platform powered by
ubiquitous information and communication technologies together to create
a national payments architecture that can be accessed by all users like
never before. The stakeholders of the India Post Payments Bank within
the Government and outside are looking at this new entity as a catalyst
to social and financial inclusion. The roll out of the IPPB is to be
completed by September 2017.
