1) Ministry of Railways constituted a committee to examine and tender their recommendations to bring all Railway Employees under the Medical Insurance Scheme for obtaining treatment in private hospitals. IRTSA submits the following for the kind consideration of Railway Board.

 

2) Indian Railways Medical Service (IRMS) is spread across the length and breadth of the country. IRMS is having 125 hospitals and 586 dispensaries, manned by 33,300 medical staff catering to approximately 66 lakh beneficiaries including 12.27 lakh serving employees. In the year 2018-19 Railway Hospitals treated 2.01 crore OPD patients, 5.08 lakh in-patients and performed 1.02 lakh major and specialty surgeries.

3) Railway Hospitals performed pre-placement medical examination for 38,000 candidates and carried out periodical medical examination for 1.14 lakh employees. They also examined 12.51 lakh food and water samples.

4) Indian Railways total medical services expenses for the year 2018-19 including cost of medical staff is Rs. 6888.34 crore. That makes average medical expense per beneficiary as Rs.10,500.

5) No medical insurance company in India handles 66 lakh beneficiaries. Medical Insurance doesn’t cover OPD. Since Railway is catering 2.01 crore OPD patients in a year, it may not be possible to include huge OPD beneficiaries in private managed medical insurance.

6) In existing Railway medical system all medical services like OPD, diagnosing, medicines, Surgeries, in-patient care, major treatment/surgeries carried out in referral private/ CGHS hospitals and follow-up checking are part of employees’ welfare scheme offered to employees and their dependents. It is a part of service condition. For retired employees and their dependents who opted for RELHS on onetime payment, same medical services are extended.

7) In the Railway Medical system, no cost ceiling is fixed for entitlement of any required treatment. On the other hand, medical insurance cover is basically extended to in-patient treatments and for surgeries with a ceiling based on the premium paid.

8) For example, United India Insurance Company Limited offers Rs.10 lakh sum insured at premium rate per member Rs.12,386 in age group 41-45. If all 66 lakh Railway beneficiaries are covered under above premium Rs.8370.78 crore will be paid as total premium. Whereas total medical expense of Indian Railways for the year 2018-19 is Rs. 6888.34 crore which is for diverse services given in the Annexure.

9) In the same time there is a need for addition of more private empanelled hospitals in Indian Railways Medical Services with seamless cashless treatment, since large number of serving and retired health care beneficiaries live in the newly developed suburbs of various cities throughout India. It is pertinent to note that in case of emergency, beneficiaries first require to approach Railway Hospital, then they are referred to private hospitals and in many cases precious golden hours are lost in mere formalities endangering the life.

10) Beneficiaries living in faraway places from Railway Hospitals also find it difficult to get their regular treatments and minor treatments occasionally, since they are required to travel long distance to reach Railway Hospitals. These beneficiaries will be benefited if cashless treatment is extended to them in the hospitals available near their living place.

11) Hence it is requested that,

a. Existing Indian Railways Medical Service facilities may please be continued.

b. The proposal for Medical Insurance Scheme for Railway employees / Pensioners and their depended may please be made as additionally facility to the beneficiaries to get their regular treatments including OPD & IPD in empaneled private hospitals, premium thereof may please be borne by Railways.

Sub: Regularization of absence during COVID-19 epidemic lockdown period

Ref.: Railway Board’s letters No.(EG) 2020/LE 2/1 dated 06.08.2020 and 03.09.2020

We are thankful to Railway Board for issuing instructions in the matter of treatment of absence during COVID-19 epidemic lockdown.

Many of the employees have had to remain away from their work, subsequent to the lockdown, whose absence is pending regularization. Many of the employees were forced to remain under quarantine due to various situations, which can be classified broadly as follows:-

(i) An employee was asked to remain in quarantine on return from outstation duty.
(ii) An employee remained in quarantine due to Central/ State Government instructions.
(iii) An employee was advised by Railway Medical Authority to remain in quarantine.
(iv) An employee who chose to remain in quarantine as a precaution.
(v) An employee who worked from home due to co-morbidity or underlying medical conditions as per Central/ State Government instructions.
(vi) An employee stayed at home as a precautionary measure and later found to be COVID-19 positive.

It is, therefore, requested that, necessary instructions for treating absence of an employee during aforementioned situations, as “Special Casual Leave”, may kindly be issued at the earliest. Orders issued for maximum 30 days “Special Casual Leave” should also be cancelled as these being granted in special circumstances of COVID-19 epidemic where lockdown had been for more than four months and all sorts of transport had not been under operation.

1) Indian Railways Technical Supervisors Association (IRTSA) extends its fullest support and cooperation to the Government of India in its all-out effort to control COVID-19 pandemic. Railway men are working on the forefront risking their lives to keep freight & parcel services operational for ensuring uninterrupted supply of essential commodities across the country. Indian Railways have taken up many special tasks to fight against COVID-19 pandemic.

2) Railways’ and other government employees and pensioners have contributed generously to PM CARES for the fight against COVID-19.

3) It is, however, very disheartening that the Government has decided, as per the order cited above, that the DA/DR is frozen and would not be revised up to July 2021; and that no arrears will be paid. This has adversely affected the morale of the employees.

4) DA is a part of Pay, compensating for the erosion in the real value of the salary. DA can only be deducted either as a punitive measure or with the consent of the employees.

5) Assuming 4% additional DA & DR for each of 3 spans of six months, the total loss of employees and pensioners would be over 1.5 months of Pay & Pension and possibly even more than that, if the inflation is higher than 4 % in the next 2 spans.

6) Freezing of DA will also delay the revision of HRA rates since as per decision of the Government on 7th CPC, whenever DA crosses 25%, rates of HRA will be revised.

7) It will also cause additional heavy loss to the employees who retire between 1-1-2020 to 30-6-2021 in terms of Gratuity and Leave encashment as the DA is counted for the same.

8) We fully realize that a lot of funds are required to combat the social & economic impact of COVID. But freezing the DA & DR would be counter-productive, as freezing this huge amount would give a further blow to the market as well as to the employees and the pensioners since the amount paid as DA and DR will actually flow out to the market. This will help boost the sagging economy in post-COVID times.

9) Government had advised all private sectors to pay their employees for the lockdown period. Government, as a model employer should set an example by not making any cut in the pay & allowances of its own employees.

10) Lower and middle class employees and pensioners are hard pressed to meet their liabilities due to heavy inflation which is bound to increase in the post-COVID-19 scenario especially in respect of cost of Medicines and household requirements.

11) In the past,when funds were required for a National calamity like War, Floods or Cyclones etc., DA installments were deposited in the Provident Fund with the consent of the employees. It was never frozen as of now.

12) It is, therefore, requested that, keeping in consideration all the above aspects, the following proposals may please be considered sympathetically to avoid heart burning amongst employees and pensioners:
  • Order for freezing of Dearness Allowance and Dearness Relief may please be withdrawn.
  • Instead option may please be given to Employees for crediting of the amount of Additional DA to their Provident Fund in case of pre-1-4-2004 employees and to the Pension Fund (Tier 2) in case of those covered under the NPS.
  • Employees and pensioners may be encouraged to invest in Infrastructure Bonds etc. by increasing the ceiling limit thereof. This would provide the government with the requisite funds and the employees will not be at a loss in the long run.

In In order to prevent the spread of COVID 19, Indian Railways is making an all out effort to supplement the health care efforts of Government of India. The spectrum of steps include modification of passenger coaches as isolation coaches, equipping the existing Railway Hospitals to meet the COVID needs, earmarking of hospital beds to meet the contingencies, recruitment of additional doctors & paramedics etc.

All these facilities will be made available as mandated by the Government of India to those in need.The preparations are being done across all the zones under the supervision GMs and Medical professionals of Indian Railways.

Indian Railways is planning to initially modify 5000 passenger coaches to meet the requirement of any possible exigency of keeping some corona patients in isolation as and when required by Government. These coaches would be equipped with basic facilities needed for isolation as per medical guidelines. In case need be, more coaches can be modified. Coaches are also going to be equipped with mosquito nets,charging points for mobiles & laptop, space for paramedics etc. These coaches would be prepared zone wise.

Railways has 125 hospitals in India and of that more than 70 are being planned to be kept ready to be for any contingency as and when required. Efforts are being made to designate dedicated COVID wards or floors in these hospitals. Approximately 6500 hospital beds are being made ready to meet the possible needs of patients.

Indian Railways has already given a go ahead to Zonal heads to explore the possibility of hiring doctors and paramedics from the market and also to re-employ retired railway doctors as a temporary measure to meet the increased requirement of medical supervision and assist the authorities in charge of COVID 19 control management in the region.

It may be noted that these efforts of Indian Railways have been mounted not only to supplement the efforts of the Government of India but also to contribute to the national efforts to fight the Corana Virus.

Sub: Aadhaar enabled Biometric Attendance System for Railway Staff

Aadhaar-enabled Biometric Attendance System (AEBAS) was introduced in the Railways vide Office Order No.08 of 2014 dated 01.12.2014 of the Railway Board.

In the year 2016, Ministry of Law and Justice got Aadhaar Act, 2016, enacted in the Parliament, which was notified on March 26, 2016. Aadhaar Act, 2016 clearly states that identity of an individual through Aadhaar can only be established in case of receipt of subsidy and other benefit of services which are being provided by the Government. Meanwhile Hon’ble Supreme Court in its landmark judgement on Aadhaar Act, 2016, delivered on 26th September, 2018, has categorically struck down Section 57 of Aadhaar Act, 2016, which says that, “Nothing in the Act shall prevent the use of Aadhaar for establishing the identity of an individual for any purpose whether by the state or anybody, corporate or person”. In view of the Aadhaar Act, 2016 and Hon’ble Supreme Court’s judgement, the following points are highlighted:-
  • AEBAS was introduced in the year 2014 in the Indian Railways and the system has not been revised after implementation of Aadhaar Act, 2016 and the judgement of Hon’ble Supreme Court thereafter in September 26, 2018.
  • Section 8(2) of the Aadhaar Act, 2016 made it mandatory to obtain the consent of an individual before collecting his identity information for the purposes of authentication. In this connection, it is to be pointed out that, getting consent of the employee for Biometric Attendance, as per Aadhaar Act, 2016, is totally against the Act, which says that, authentication, as per Aadhaar Act, 2016, is only for welfare scheme.
  • An additional step has been introduced in the Biometric Machines which seeks consent of the Railway Employees and demographic locations before Biometric Attendance is marked, making marking of attendance cumbersome and the employees are made to wait in long queues to mark their attendance on Biometric Machines.
  • Section 57 of the Aadhaar Act, 2016 says that, “Nothing contained in this Act shall prevent the use of Aadhaar number for establishing the identity of an individual for any purpose, whether by the State or anybody Corporate or Person, pursuant to any law for the time, being in force or any contract to this effect. As per Aadhaar Act, this is the only section where anybody, Corporate or Person can use Biometric for authentication, but Section 57 of the Aadhaar Act, 2016 has been declared void and unconstitutional by Hon’ble Supreme Court in its judgement in September 2018.
  • Since Biometric Machines belong to the Third Party, and having software developed and modified by the manufacturer and these machines are connected with the internet, thus make data vulnerable for misuse. Consent of the Railway Employees to use their Aadhaar Number and Biometrics on Third Party’s entity for attendance has put personal data (Biometric and Aadhar Number) of Railway Employees at severe risk in the hands of hackers, who can peep into various Aadhaar linker services of an individual, such as Bank Accounts, Income Tax details and other welfare services linked with the Aadhaar Card.
“Classic example of leakage of Aadhaar linked data has been witnessed in the case of Shri R.S. Sharma (TRAI Chairman and Former Director General of UIDAI (Aadhaar) by the country, in whose case leakage of Aadhar Number made hackers to sneak into 14 services being used by him, that include his Bank Accounts, PAN details and other details, including his family members”.

Taking consent from the Railway Employees before usage of Biometric and Aadhar Number, as per Aadhaar Act, 2016, virtually means that, Railways will not take any responsibility if Aadhar or Biometrics of the Railway Employees are misused or in case of fraudulent transaction happens with Aadhaar linked Bank Accounts.

It is evident that, use of Biometric Attendance System in the Railways, to authenticate an individual for attendance, as per Aadhaar Act, 2016, is totally unconstitutional and violates Aadhaar Act, 2016, against the judgement of Hon’ble Supreme Court and blatant attack on the privacy of the Railway Employees.

AIRF, therefore, is of the considered opinion that the above-mentioned issues be given thorough consideration and remedial action taken urgently.

Encouraged by Accessible India Campaign launched in 2015 by the Hon’ble Prime Minister, Shri Narendra Modi, Indian Railways have been providing facilities/services to Persons with Disabilities (Divyangjan) so as to enable them a barrier free transportation across the Railway network. To make its services more convenient and accessible to differently-abled passengers (Divyangjans) at railway stations, Indian Railways offers the following facilities for the Divyangjans.

  •     Specially designed coaches known as SLRD coaches with wider entrance doors to allow a wheel chair to enter, wider aisles, modified toilet and with 4 berths, the lower two for persons with disability and upper berths for attendants have been attached in almost all Mail/ express trains except Rajdhani, Shatabdi, Jan shatabdi Express trains and Duranto Express trains.
  •     Instructions have been issued that in all mail/ express trains, the SLRD coaches should be treated as unreserved coaches earmarked for exclusive use of persons with disability. In case of Garib Rath express trains which are fully reserved trains, these coaches are treated as reserved for booking by persons with disability (Divyangjans) travelling on the prescribed certificate on payment of full fare of 3 AC class of Garib Rath Express on first come first served basis.
  •     Separate counters are earmarked at various Passenger Reservation System (PRS) centres for dealing with the reservation requisitions received from Persons with Disability and Senior Citizens, if the average demand per shift is not less than 120 tickets wherever feasible. ln case there is no justification for earmarking of an exclusive counter for any of these categories of persons including handicapped persons, one or two counters depending upon the total demand are earmarked for dealing with the reservation requests for all these categories of persons.
  •     A reservation quota of four sleeper class berths and two berths in 3 AC has been earmarked in all trains running on non-suburban sections for persons with disability performing their journey on concessional ticket. The person accompanying the person with disability as escort is also allotted the berth out of this quota.
  •     Instructions have also been issued that in the tickets issued through PRS, to extent feasible, one lower berth should be allotted to person with disability and the person accompanying the person with disability as escort should be allotted middle/upper berth near the person with disability subject to availability of accommodation.
  •     After departure of train, if there are vacant lower berths available in the train and if any person with disability booked on the authority of concessional ticket, who has been allotted upper/middle berth, approaches for allotment of vacant lower berths, the Conductor/Train Ticket Examiner (TTE) has been authorized to allot the vacant lower berth to them after making necessary entries in the chart.
  •     The facility to book concessional e-tickets online using the photo-identity card issued by Railways has also been introduced to facilitate persons with disability.

As per Railway rules, concession in fares is admissible to four categories of Persons with Disability. The names of these four categories, and the element concession admissible, are as under :-

To make accessibility better, the following facilities are being served currently at stations:-

  •     Wheel chair on platforms: Around 7000 wheelchairs have been provided at more than 5400 railway stations. The wheelchairs are provided by Railways and are given to attendant of the Divyangjan absolutely ‘free of cost’ to escort them from and to the trains. However, when attendants are not willing or available, Sahayaks can be hired on nominal rates to escort the Divyangjans.
  •     In addition a scheme of Yatri Mitra sewa is also available, wherein a sahayak provided by IRCTC assists the person with disability by providing wheel chair cum porter services at major stations. The Yatri Mitra seva service can be booked on IRCTC e-ticketing website and 139 (IVRS and SMS) or through a mobile.
  •     Battery operated Vehicle (BOV) vehicles are available at some stations and Powers have further been delegated to Zonal Railways for provision of BOV free of charge for person with disability through CSR route/commercial publicity route and through chargeable route.
  •     In addition to above, it has been decided to provide following short term facilities for persons with disability at stations (Comprehensive instructions for passenger amenities and user facilities at stations dated 09.04.2018):

  1.     Provision of standard ramp with railing for barrier free entry.
  2.     Earmarking of at least two parking lots for vehicle used by disabled persons.
  3.     Provision of non-slippery walkway from parking lot to building.
  4.     Provision of signage of appropriate visibility.
  5.     Provision of at least one drinking water tap suitable for use by a disabled person.
  6.     Provision of at least one toilet on the ground floor.
  7.     “May I help you” booth.

  •     In the long term the following facilities are being planned for persons with disability at Non-suburban Grade (NSG)1 to NSG 4 category stations:

  1.     Provision of facility for inter-platform transfer.
  2.     Engraving on edges of platforms.

An Executive Director level committee is also formed to frame guidelines regarding Accessibility standards over Indian Railways. ED /Station development is the convenor of the committee.

On the International Day of Persons with Disabilities, Indian Railways reaffirms its commitment to the cause of empowering of Divyangjans through the ‘Accessible India Campaign’.

Significant debates and resolution

NPS contribution being deducted from salary without PRAN:

As per information obtained from IPAS, there were 1024 employees without PRAN from whom NPS deductions were made from salary in the month of July, 2019. Of these, 415 cases were in SCR, 404 cases in SWR and 119 cases in CR. This implies that the NPS recoveries in these cases would lie in the suspense and will lead to loss of interest to subscribers, which will have to be borne by the Railways. This position is available to the Railways

Action:
  • PED/A desired that IPAS exception reports should be viewed and acted upon by all Railways
  • All these cases may be reviewed, PRAN generated at the earliest, subscription remitted to the Trustee Bank forthwith.

Number of PRANs without Nomination and Mobile details

There are 35025 PRANs with nomination details and 44553 PRANS without Mobile No. Non-availability of Nomination details will delay settlement in case of Death of a Subscriber.
Action:
  • Mobile number has been made mandatory in CSR Form. For old cases, DDO/ PAO should insist on providing the same with the help of WLI. Subscribers should be educated about importance of having nomination and mobile no. in their PRANs.
  • Nomination and Mobile no. should be collected from every subscriber and updated immediately.
  • As a onetime effort, the Mobile numbers and email ids of these subscribers can be forwarded to NSDL for back end updation.

There is substantial gap in no. of registered subscribers and those receiving credits viz. ECR - 83.06%, NR - 87.56% and NER and SCR 89%.
Action:
  • DDOs/ PAOs should ensure all the registered subscribers are receiving regular contribution credits
  • SCFs uploaded should get matched and booked in the CRA system. Cancelled SCFs need to be re-uploaded on time.
  • The regular monthly contributions should be uploaded as “regular” and arrear contributions as “arrear”.

Withdrawal requests pending for purchase of annuity

There are 634 cases where the subscriber has not chosen the Pension plan.
Action:
  • Employees that have exited should be asked to make the option.
    Necessary informatory Youtube videos about the various pension plans are available.
  • Links of these videos are at Annexure -2. Railways/Units may arrange to broadcast these for the benefit of the subscriber/retirees.
  • NSDL offered training session for subscribers as well as Railway officals (Accounts & Personnel), on various aspects of NPS. Request for the same can be sent to NSDL under intimation to Railway Board For any queries/ assistance, PAOs may send an email to npsclaimassist@nsdl.co.in.

STATUS OF PENDING PENSION/FAMILY PENSION under NPS

  • Railway Board had directed Railways to send information on pending cases of pension and family pension in MCDO to FC. The information in not forthcoming from all the Railways. Submission of this information may kindly be ensured.
  • Further, it is noticed that several requests for family pension by family members of deceased NPS subscribers are pending on Railways mainly for want of documents from beneficiaries. This issue is being raised by Union/Federations and also by the beneficiaries in various forums.
  • Complaints are also received regarding non-revision of NPS pension as per recommendation of 7th CPC
  • Railways may review the pending position and ensure clearance thereof in a time bound manner.

Conclusion:

All Railways will ensure necessary action on the deficiencies discussed above and send an action taken report by 15th Oct., 2019 under signature of FA&CAO in charge of NPS.

FACILITIES EXTENDED TO SENIOR CITIZENS

The following facilities have been extended from time to time to Senior citizens:
(i) As per rules, male senior citizens of minimum 60 years and lady senior citizens of minimum 58 years are granted concession in the fares of all classes of Mail/ Express/ Rajdhani/ Shatabdi/ , Jan Shatabdi/ Duronto group of trains. The element of concession is 40% for men and 50% for women.

No proof of age is required at the time of purchasing tickets. However, they are required to carry some documentary proof as prescribed showing their age or date of birth and have to produce it if demanded by on-board ticket checking staff. Senior citizens can book reserved tickets across the reservation counters as well as through internet.

(ii) In the computerized Passenger Reservation System (PRS) there is a provision to allot lower berths to Senior Citizens, Female passengers of 45 years and above automatically, even if no choice is given, subject to availability of accommodation at the time of booking.

(iii) A combined quota of six to seven lower berths per coach in Sleeper class, four to five lower berths per coach each in Air Conditioned 3 tier (3AC) and three to four lower berths per coach in Air Conditioned 2 tier (2AC) classes (depending on the number of coaches of that class in the train) has been earmarked for senior citizens, female passengers 45 years of age and above and pregnant women.

(iv) Accommodation is also earmarked for senior citizens during specified hours on suburban sections by Central & Western Railways.

(v) Instructions exist for provision of wheel chairs at stations. This facility is provided, duly escorted by coolies (on payment) as per present practice. Moreover, Zonal Railways have also been advised to provide ‘Battery Operated Vehicles for persons with disability and Old Aged Passengers’ at Railway Stations on merit - whether free of cost through commercial publicity route or through ‘user pays’ route. In addition, passenger can book e-wheel chairs online through IRCTC portal www.irctc.co.in.

(vi) To help old and disabled passengers requiring assistance at the stations and to strengthen the existing services, ‘Yatri Mitra Sewa’ is being provided through IRCTC at major stations for enabling passengers to book wheel chair services cum porter services etc.

(vii) After departure of the train, if there are vacant lower berths available in the train and if any person with disability booked on the authority of handicapped concession or a senior citizen or a pregnant woman, who has been allotted upper/ middle berth, approaches for allotment of vacant lower berths, the on board Ticket Checking Staff has been authorized to allot the vacant lower berth to them making necessary entries in the chart.

(viii) Separate counters are earmarked at various Passenger Reservation System (PRS) centers for dealing with the reservation requisitions received from persons with disability, Senior Citizens, Ex. MPs, MLAs, accredited journalists and freedom fighters, if the average demand per shift not less than 120 tickets.
In case there is no justification for earmarking of an exclusive counter for any of these categories of persons including persons with disability or senior citizens, one or two counters depending upon the total demand are earmarked for dealing with the reservation requests for all these categories of persons.

Facilities extended for the persons with disability by Ministry of Railways include:-

(A) Concessions:

Concessions in Rail fare have been extended to persons with disability, which are as under:

CONCESSION FOR PERSONS WITH DISABILITY

Category of persons with disability
1. Orthopedically handicapped/Paraplegic persons who cannot travel without escort - for any purpose. However, can book ticket with or without escort.
2. Mentally retarded persons who cannot travel without escort- for any purpose. However, can book ticket with or without escort.
3. Blind persons travelling alone or with an escort - for any purpose

Percentage of concession
  • 75% in 2nd, SL; 1st Class, 3AC, AC chair car
  • 50% in 1AC and 2AC,
  • 25% in 3AC & AC chair Car of Rajdhani/ Shatabdi trains
  • 50% in MST & QST
  • One escort is also eligible for same element of concession
4. Deaf & Dumb persons (both afflictions together in the same person) travelling alone or with an escort - for any purpose.
Percentage of concession
  • 50% in 2nd, SL and 1st Class
  • 50% in MST & QST
  • One escort is also eligible for same element of concession.
The procedure for availing concession is (a) Concession tickets are issued directly from Stations on production of copy of prescribed certificate from Govt. Doctor, (b) For Blind persons, certificates issued by RMPs and certain Institutions working of Blind persons (listed in Coaching Tariff) also are accepted. Concessions granted directly at stations on production of . a photocopy of the certificate. The Original certificate will have to be produced for inspection at the time of purchase of concessional ticket and during journey, if demanded. E-ticket are also issued on the basis of Unique ID issued by Indian railways to eligible persons with disability for concession in fare.

Concession is admissible in the basic fares of Mail/ Express/ Rajdhani/ Shatabdi group of trains all other charges like reservation fee, supplementary charges etc. are to be paid in full.

With a view to facilitate persons with disability to avail concessional tickets online, concessional tickets booking facility including online concessional ticket booking facility for the persons with disability using Photo identity card issue by the Railways has been introduced.

(B) Quota in Reservation:

(i) A reservation quota of four sleeper class berths & 2 berths in 3AC class has been earmarked in all trains running on non-suburban sections for persons with disability performing their journey on handicapped concessional ticket. The persons accompanying the persons with disability as escort is also allotted the berth out of this quota.

(ii) Instructions have also been issued that in the tickets issued through Computerized Passenger Reservation System, to extent feasible, one lower berth should be allotted to the person with disability and the person accompanying the persons with disability as. escort should be allotted middle/upper berths near the persons with disability subject to availability of accommodation.

(iii) After departure of the train, i'f there are vacant lower berths available in the train and if any person with disability booked on the authority of handicapped concessional ticket, who has been allotted upper/middle berth, approaches for allotment of vacant lower berths, the Conductor/Train Ticket Examiner (TTE) has been authorized to allot the vacant lower berth to them making necessary entries in the Chart.

(C) Other facilities:

(i) Specially designed coaches known as SLRD coaches with wider entrance doors to allow a wheel chair to enter, wider aisles and modified toilet with 4 berths, the lower two for persons with disability and upper berths for attendants have been attached in almost all Mail/Express trains except Rajdhani, Shatabdi, Jan Shatabdi Express Trains and Duronto Express Trains.

(ii) Instructions have been issued that in all Mail/Express Trains, the SLRD coaches should treated as unreserved coaches earmarked for exclusive use of persons with disability. In case of Garib Rath Express Trains which are fully reserved trains, these coaches are treated as reserved for booking by persons with disability travelling on the prescribed certificate on payment of full fare of 3 AC class of Garib Rath Express on first come first served basis.

(iii) Separate counters are earmarked to various Passenger Reservation System (PRS) centres for dealing with the reservation i,requisitions received from persons with disability, Senior Citizens, Ex. MPs, MLAs, accredited journalists and freedom fighters, if the average demand per shift not less than 120 tickets. In case there is no justification for earmarking of an exclusive counter for any of these categories of persons including persons with disability or senior citizens, one or two counters depending upon the total demand are earmarked for dealing with the reservation requests for all these categories of persons.

(iv) Zonal Railways have been authorised to introduce Battery Operated Vehicles (BOVs) at major Railway Stations for persons with disability, elderly and ailing passengers on 'first come first served' basis through sponsorship from individuals, NGOs, Trusts, Charitable institutions, Corporates and PSUs/Corporate Houses under their Corporate Social Responsibility with no charge to passenger or to the Railway. 80 BOVs have already been provided at 54 major railway stations. Further, instructions have also been issued to Zonal Railways to invite Expression of interest for providing the facility of Battery'' operated Car service on payment basis initially at all Al category stations keeping in view the financial sustainability of the service. This facility can be availed by passengers on 'first come first served' basis, however, preference shall be given to Sr. Citizens, persons with disability, pregnant women and medically sick passengers.

(v) Persons with disability friendly toilets, water fountains, ticket counters and earmarked parking facility is provided at all A-1, A and B category of stations.

(vi) In allotment of STD/PCO booths at Railway Stations, 25% booths have been reserved for persons with disability (including blind) with disability of 40% and above.

(vii) Zonal railways have also been instructed to provide one wheel chair per platform and in case of island platforms one wheel chair per two platforms at all A-1 and A category stations.

Yatri Mitra Sewa has a!So been introduced at major railway stations for enabling passengers to book wheel chairs services cum porter services free of cost through NGOs, Charitable trust, PSUs etc. under CSR and responsibility of providing this facility has been entrusted with IRCTC. In case of lack of response from NGOs, Charitable trust, PSUs etc. this service may be arranged on payment basis through a service provider or on its own.

Short term facilities as detailed below have been planned at all stations:
  • Standard ramp for barrier free entry.
  • Earmarking at least two parking lots.
  • Non-slippery walk-way from parking lot to building.
  • Signages of appropriate visibility. At least one toilet (on the ground floor).
  • At least one drinking water tap suitable for use by persons with disability. 'May I help you' Booth.
In addition, long term facilities as detailed below have been planned at 'A-1', 'A' & 'B' category stations:
  • Provision of facility for inter-platform transfer.
  • Engraving on edges of platform.

In supersession of above referred instructions regarding levy of charges for verification of PNR details etc., Competent Authority have now decided to adopt the following procedure for furnishing information regarding verification of journey details:

(i) Individuals seeking information for self travel under RTI Act or otherwise: It should be provided as per provisions of RTI Act subject to submission of identity proof bearing name and date of birth i.e. Aadhar/PAN card etc. to confirm that the person seeking information is one and the same as one of the passengers on the PNR.

(ii) Individuals seeking information for travel of other person under RTI Act or otherwise: Action should be taken as per relevant provisions of RTI Act and information should not be provided unless consent of third party is available.In case of requests not received under RTI Act, no information shall be provided.

(iii) Government Departments seeking information for their employees for the purpose of reimbursement of travel expenditure: It should be provided on realisation of nominal fee of Rs.50/- per PNR only on receipt of official request from the concerned Department.

(iv) Government Investigating Agencies/ Courts seeking information in connection with investigation/ Court Case: Status quo may be maintained and information shall be provided free of charge on receipt of official request of the Agency.

2. Authority to provide information and to take charges: Concerned Zonal Railways shall decide on the authority to provide information under this policy and to realise charges.

Ministry of Railways has issued instructions from time to time regarding improving of efficiency and strengthening of administrative machinery at all levels by the Govt. by exercising of its powers under Rule l802(a)/ 1803(a)/ 1804(a) – R.Il, 1987 read with Rule 66(b) of RSPR, 1993 to reti re a Railway servant in public interest before the normal date of his retirement subject to fulfillment of conditions laid down in the instructions. The salient points of the various instructions on the subject have been consolidated with a view to improving clarity and understanding and are enclosed for reference. This summary, however, must be read with all the relevant instructions on the subject.

Premature Retirement of Railway Servants: Periodic review Salient Points

With a view to improving efficiency and strengthening administrative machinery at all levels, Government has the absolute power under Rule 1802(a), I 803(a), 1804(a) of IREC Vol-II 1987 and Rule 66(b) of RSPR 1993 to retire a Railway employee in public interest, before his normal date of retirement, on attaining a specified age or on completing a specific length of service on the grounds of (i) inefficiency/ ineffectiveness, or (ii) doubtful integrity, or (iii) for conduct unbecoming of a Railway Servant. Criteria and procedure have been laid down to ensure that power is exercised fairly and impartially and not arbitrarily.

2. Instructions in this regard have been circulated from time to time, both by Department of Personnel and Training (DoP&T) and the Ministry of Rail ways (Railway Board). The following codal provisions and instructions contain all the relevant instructions on the subject.

1) Railway Board ‘s instructions vide PC-68/RT/5 dated 08.09.1969;
2) Rail way Board ‘s instructions vide E(O)I-69 SR I 0/ 13 dated 12. 12.1969;
3) Consolidated instructions of RB issued vide letter No. E(P&A)I-77 /RT-53 dated 15.11.1979;
4) RB’s instructions v ide E(P&A)l-87/RT-4 dated 17.10.1989;
5) DoP&T’ s instructions vide OM No. 250 13/ 1/20 13-Estt(A) dated 21.03.2014;
6) DoP&T’ s instructions vide OM No. 250 1 3/ 1/20 13-Estt.A-I V dated 1 1.09.2015;
7) RB’s instructions vide (P&A)I-2015/RT/38 dated 10/12.11.2015;
8) Provisions under FR 56(j), 56(1) or Rule 48(1)(b) of CCS (Pension) Rules, 1972; Corresponding provisions in IREC, Vol.I I , 1987 – Rule I 802(a)/ l 803(a)/ l 804(a).

An attempt has been made to bring the main elements of these instructions together in one document. However, this is only to improve clarity and understanding. This summary has to be read with all relevant instructions already issued on the subject.

4. Criteria for review of Services:

a) Age and Service rendered:

1) Group A and B:After attaining 50 years (if entered service before age 35);
2) Group A and B: After attaining 55 years (if entered service after age 35);
3) Group C: After attaining 55 years of age;
4) Group C: After completion of 30 years of service, if not governed by any pension rules, under Rule I 804(a).
5) Group D: I n pensionable cases, can be done after completion of 30 years of pensionable service.
(Reference: Rule 2046 R.11 (old), Letter No. PC-68/RT/5- I dated 27.1 1.1976, E(P&A)- 76/RT/38 dated 24.07. 1976. Now I 803(a) of R-11, 2005 Edition)
6) Any employee, irrespective of age, can be retired prematurely by giving him three month’s notice after he has completed 30 years of qualifying service.

27.08.1969 incorporated as para 620 of Manual of Railway Pension Rules, 1 950.)

b) Service Records:

The entire service records should be considered in every review. Based on the service records, a comprehensive brief is to be prepared for consideration of the ‘Review Committee’. ‘Service records’ would take into account the following:

1) ACR/APAR dossiers;
2) Personal file;
3) Work and performance of the officer to be assessed by looking into the files dealt with by hi m or i n any papers or reports prepared and submitted by him;
4) Un-communicated remarks in ACRs/A PARs may be taken into consideration;
5) If the officer was promoted during the last 5 years (on the basis of seniority-cum-fitness and not on the basis of merit), the previous entries in the ACRs may be taken into account.

c) Ground of Ineffectiveness vis-a-vis Doubtful Integrity:

1) No employee should ordinarily be retired on grounds of ineffectiveness if his/ her service during the preceding 5 years or where he/she has been promoted to a higher post during that 5 year period, hi s/her service i n the highest post, has been found satisfactory.

2) There is no such stipulation if the employee is to be retired on grounds of doubtful integrity.

3) No employee should be ordinarily retired on ground of ineffectiveness, if in any event, he/she would be retiring on superannuation with in a period of one year from the date of consideration of his/her case. However, if there is a ‘sudden and steep fall in competence, efficiency or effectiveness of an officer’, it would be open to review his case for premature retirement. This condition is not relevant in cases of doubtful integrity.

d) Integrity

1 ) Actions or decision taken by the employee which do not appear to be above board, complaints received against him or suspicious property transactions, for which there may not be sufficient evidence to initiate departmental proceedings, may be taken into account for prematurely retiring an employee.

2) CVO in the case of gazetted officers, or his representative in the case of non-gazetted officers, will be associated in case of record reflecting adverse) on the integrity of any employee.

e) Conduct unbecoming of a Government Servant as basis for Compulsory Retirement:

If conduct of a government employee becomes unbecoming to the public interest or obstructs the efficiency in public services, the government has an absolute right to compulsorily retire such an employee in public interest.

5. Procedure and Guidelines:

a) Cases of Railway Servants to be reviewed 6 months before attaining the age of 50155 years or on completion of 30 years of service/ 30 years of qualifying service, whichever occurs earlier.

b) No show-cause notice need be issued to any government servant before a notice of retirement is issued to him under these rules.

c) Internal Committees may be constituted to assist the Review Committees in reviewing the cases. The Committees would ensure that service records of the employee being reviewed, along with summary bringing out all relevant information, is submitted to the Cadre Authorities at least 3 months in advance before the due date of review.

d) Composition of the Review Committee will be as under:

(i) For ACC Appointees and non-ACC Appointees (i.e., all Group A Gazetted officers including those of RBSS, RBSSS and Miscellaneous/ ex-cadres):

The Committee will be headed by CRB and would comprise of the functional Board Member of the department (to which the officer whose service is being reviewed) and Member Staff. In case, the officer belongs to Personnel Department or RBSS/RBSSS or IRMS, Member (Traction) would be the other Member.

PED/Vigilance (as CVO of the Ministry) i s to be associated i n the said review.

Internal Committee to assist the Review Committee will be headed by Secretary, Railway Board and would comprise JS(Confidential ) and JS (Establishment). ED/Vigilance (or Di rector/Vigilance in case of no ED is available) shall be associated.

(ii) For Group B officers in Railway Board (RBSS/RBSSS/ Miscellaneous/ex-cadres):

a) AM(Staft) as Head of Review Committee;
b) JS(G) and JS(E) as members of Review Committee; DV(Intelligence) is to be associated in the said review.

Internal Committee to assist the Review Committee would be headed by EDE(GC) and would comprise Director (GA) and DS(E). J D/Vigi lance (Confidential) shall be associated.

(iii) For non-Gazetted officials of Railway Board including those of RBSS, RBSSS and Miscellaneous/ ex-cadres:

a) JS as Head of Review Committee;
b) EDE(N) and JS(D) as members of Review Committee; DY(intelligence) is to be associated in the said review.

Internal Committee to assist the Review Committee to comprise Dir (A) and Director (GA). J D/Vigilance (Confidential) shall be associated.

(iv) For Group B officers/ officials in Railways:

The Committee wi ll be headed by the General Manager of the Rail way and would comprise PCPO and PHOD (of the department to which the officer belongs}. In case of an officer from Personnel department, another PHOD in addition to the PCPO would be nominated by the General Manager.

SDGM of the Rail way is to be associated in the said review.

Internal Committee to assist the Review Committee to be headed by AGM of the Railway. Composition of the Committee may be decided by the General Manager of the Railway .

(v) For Group C officials of Railways: The following are the instruction s issued by Board. However, the General Managers, may make any modification which they deem fit in administrative interest. Composition of the Internal Com mittees may also be decided by the respective General Managers of the Railways. In respect of ROSO and NAIR, the respective DGs can constitute the Committees.

(i) At Head Quarter Level:

(a) For non-Personnel official :

PHOD or GM where he is appointi ng authority as Chairman, PCPO.

(b) For Personnel branch official:

PCPO to be Chairman. GM to nominate an SAG Officer to be member.
If GM is Chairman, he may nominate a PHOD as a member.
Additional PHOD may act as Chairman i f he is higher in rank than that of appointing authority.
SDGM/Dy GM who is i n charge of the Vigilance Department shall be associated as a Third Member of the Committee.

(ii) At Division Level:

(a) Other than Personnel Department:

    One JAG officer of the employee’s department;
    One JAG officer of another department;
    Sr DPO/DPO

Where ORM is the ‘appointing’ authority, Committee will consist of ADRM as Chairman, Sr DPO/SPO and another JAG officer as members

(b) Personnel Department:

    Sr DPO/DPO
    Two JAG officers of other Departments
    In case of ‘doubtful integrity, papers are to be transmitted to Headquarters for SDGM to record his views before final orders are passed by ‘appropriate authority’.

(iii) Workshop Level:

Review to be done at the Workshop level itself where the Workshop is headed by an SAG/SG/J AG officer. If workshop is headed by an officer of the rank of Sr Scale or below, the review of the Workshop staff would be done by the Headquarters.

Board have also decided that the Divisional , HQ or Workshop Review/ Representation Committee of the appropriate level should not be drawn from the same division/ workshop/HQs but from the adjacent division, railway establishment, zone, workshop, production uni t etc. as the case may be except for the departmental representative who will be of the appropriate JAG/Senior scale of the Division/Workshop/HQ etc. itself. In cases of doubtful integrity, since all records are available only with the SDGM/CVO of the Reviewing Organisation, he will continue to be associated with it.

(iv) Group A & B: Railway Board

For all Railway Servants i n Group A and B service/post and for Group C staff in Board ‘s office, Railway Recruitment Boards, NAIR and Centralised Training Institutes, review will be done in Board’s office. Following procedure is to be followed:

(i) List of Group A and B officers who come under review to be prepared sufficiently in advance, ensuring that there are no omissions.

(ii) The confidential reports/ files of officers whose confidential reports are not maintained in Board’s office and whose cases are to be reviewed should be brought up to date in all respects and sent to Secretary Railway Board along with the above list through a responsible member of the staff. Half yearly time table has been prescribed for the same. (This has been revised to quarterly vide DoP&T’s circular dated 21.03.2014 mentioned at para 2 above.) (Ref: E(O)I-69 SR 10/13 dated 12.12.1969)

f) Complete bio-data particulars of the employee who is to be reviewed should be circulated to the members of the Review/ Representation Committees as per the prescribed proforma (Annexure-I to this letter). Proforma is to be carefully and meticulously filled and should be free from all errors. Findings of Review/ Representation Committees/SDGMs in ‘doubtful integrity ‘ cases should be entered in the proforma itself.

g) Rule relating to premature retirement should not be used:

(i) To retire on ground of specific misconduct as a short-cut to initiating formal disciplinary proceed ings. (CAT/PB/New Delhi i n 0.A No. 1827/201 7, i n the matter of Sangeeta Rao vs. UOI vide order dated 18.09.2018, dismissed the plea of the government servant who was compulsorily retired under 56(J) for habitual late coming); or

(ii) For reduction of surplus staff on ground of effecting general economy without following rules of retrenchment.

h) Any adverse entries made in the confidential record shall be taken note of and be given due weightage in passing such order.

i) Even un-communicated entries in the confidential record can also be taken into consideration.

j) If the officer was given a promotion despite adverse entries made in the confidential record, that is a fact in favour of the officer. (Ref: ( Reference: E( P&A)l-2015/RT/38 dated 10/12.11.2015)

k) Once a decision has been taken by appropriate authority to retain an employee beyond the age of 50 years after review, he would ordinarily continue in service till he attains the age of retirement. If however, the appropriate authority considers at any time after review that retention would not be in public interest, that authority may take necessary action to retire as per the laid down procedure.

l) If the ‘appropriate authority ‘decides to differ with the recommendation of the Review Committee, he may remit the papers to the next higher authority for a final decision.

m) A notice longer than 3 months can be given, but the date from which he is required to retire as specified in the notice should not be before he attains the age of 50/55 years or before be completes 30 years of service.

n) While computing the notice period of ‘not less than 3 months’, the date of service of notice and the date of expiry shall be excluded. The date of premature retirement should be on the forenoon of the day (which should be treated as a non-working day) following the day of expiry of the notice.

o) If the Railway employee refuses to accept the notice or order of retirement, it should be ensured that the ‘refusal’ is witnessed by two gazetted officers. In such a case, the notice/order should be sent under registered post with AD. In such a case, the date of effect of notice of retirement/ order of retirement would be the forenoon of the date following the date of refusal.

6. Procedure for Consideration of Representation (Reference: E(P&A) l-77/RT-53 dated 15.11.1979 and E(P&A)I-2015/RT /38 dated I 0/ 12.11.2015):

a) A Railway employee, who has been served with a notice/order of premature retirement, may submit a representation within 3 weeks from the date of service or such notice/order.

b) On receipt of the representation, the administration would examine the same to see if it contains any new facts or any aspect not hitherto taken into consideration. Examination to be completed within 2 weeks from the date of receipt. Thereafter, it should be placed before the appropriate Committee for consideration.

c) Composition of the Representation Committee (Reference: E(P&A)l-87/RT/4 dated 17.10.1989):
Same as the Review Committee with the modification that it should include at least one member of the appropriate status who was not in the said Committee earlier.

d) Final order on representation against premature retirement: To be passed by the authority superior to the authority which issued order of premature retirement only after obtaining approval of the Ministry of Railways. Where, however, the order of premature retirement shall be issued by President, final orders on the representations shall be passed by the Minister-in-charge of the Ministry/ Department concerned.

(Railway Board’s decision: A decision on the recommendation of the Representation Committee, considering the appeal of the compulsorily retired employee may be taken by the Additional General Manger. Papers to be put up to GM only i n cases where the AG M differs from the findings of the Committee. If AGM/GM confirms the decision of the Representations Committee to retire the employee was correctly taken, papers i n original should be submitted to Board within the prescribed time schedule.) (Reference: E(P&A)l-87/RT/4 dated 17.10.1989)

e) The Representations Committee shall make its recommendation within two weeks from the date of receipt of reference from the administrative authorities concerned.

t) Authority which is empowered to make final orders on the representation should pass its orders within two weeks from the date of receipt of the recommendation of the Committee provided that approval of the Ministry of Railways would be necessary before passing final orders i n cases where the appropriate authority proposes to reject the representation/ appeal against the premature retirement.

g) If decided to reinstate, the intervening period would be treated as duty or as leave or as dies-non depending on the merits of each case. (If Review Representation Committee finds that premature retirement was on account of political or personal victimization , it would be ‘duty’ with full pay and allowances. In other cases, it would be leave or dies­ non, as the authority may decide).

h) In case the employee gets a stay order from court, representation is not to be considered by the administration , nor sent up to the Committee until disposal of the court case. Thereafter, the cases may be examined taking into account any material of substantive nature that may feature in court’s judgement.

i) As and when fresh representations are received against such rejection and also against premature retirement relating to period of emergency, these should be examined by appropriate ‘Representation’ Committees which shall take special care to see that over-rigorous standards were not applied or done out of over-zealousness or out of political or personal victimization at the time of the original review.

Time Schedule for Review (Reference: DoP&T’s OM 25013/1/2013-Estt(A) dated 21.03.2014:

(i) Suitable register(s) of employees under their control to be maintained by Railway Administrations who are due to attain the age of 50/55 years or would complete 30 years of service. Subordinate offices to be instructed to take similar action too.

(ii) Register should be scrutinized at the beginning of every quarter by a Senior Officer in the Administration and in Subordinate offices.

Sub: Hiring of retired Army Personnel against vacancies of RPF for deployment in Core Areas.

Ref: Board’s letter No. 2018/Trans/01/Policy dated 16.07.2018 General Managers were empowered vide this office letter under reference to engage security personnel against existing vacancy through Government Security Agencies like Home Guards, Maharashtra Industrial Security Force etc in core areas of railway security.

Item No. 4 of the letter No. 2018/Trans/01/Policy dated 16.07.2018 has been modified with the approval of Board (MS, FC & CRB) as under:

This issue with the concurrence of Associate Finance of Transformation Cell.

As per the Railway Board orders issued on 12th July, 2019, the promotion quota increased from 25% to 50%.

The RBE order said, 50% plus shortfall, if any, against LDCE quota as at (ii) below by selection from Course Completed Act Apprentices, and ITI passed candidates in relevant trades from the open market; serving employees who are ‘course completed Act Apprentices’ or ITI qualified could be considered against this quota allowing age relaxation as applicable to serving employees; and
(ii) 25% from serving semi-skilled and unskilled staff with educational qualification as laid down in Apprentices Act; and

(iii) 25% by promotion of staff in the lower grade as per prescribed procedure.

Consequent to demand raised by both the recognized Federations i.e. AIRF and NFIR in the PNM, for increasing the promotion quota from 25% to 50% to bring it at par with the provision for Technician-III in the various Engineering Departments, the matter has been examined by the Board, keeping in view the justification put forth by the Federations.

It has been decided that henceforth posts of Technician-III in Diesel/Electric Loco/ EMU Sheds may be filled as under:-

25% plus shortfall, if any, against LDCE quota as at (ii) below by selection from Course Completed Act Apprentices, and ITI passed candidates in relevant trades from the open market; serving employees who are ‘Course Completed Act Apprentices’ or ITI qualified could be considered against this quota allowing age relaxation as applicable to serving employees; and

25% from servmg semi-skilled and unskilled staff with educational qualification as laid down in Apprentices Act; and

50% by promotion of staff in the lower grade as per prescribed procedure.

DIRECT QUOTA IN GRADE PAY RS. 4600 SHOULD BE ELIMINATED TOTALLY

Last year NFIR writes to the Secretary of Railway Board, the Direct Quota in Grade Pay Rs. 4600 should be eliminated totally and to be filled only by promotion.

While the Railway Board had enhanced the entry level qualification for recruitment through all modes in GP 1800/- Pay Level (RBE No.73/2017) in technical departments, the entry level qualification for Technician has not been revised. For improving the efficiency levels, this aspects needs to be addressed.

As highly qualified staff have joined against safety and other than safety category posts, frustration is growing among them due to no career growth for them.

In this connection Federation cites the case of a Senior Technicians on a Zonal Railway who possess MBA/PGD (HRM) qualification but they are not able to become JE/SSE as their qualification is not matching with the requirement.

They are also not made eligible to appear for GDCE due to restrictions laid down by the Board. In order to meet the genuine aspirations of these qualified staff on Zonal Railways

Indian Railways will conduct the largest recruitment drive for the Para-Medical categories. The Computer Based Test (CBT) for recruitment to 1923 posts of Para-Medical categories will commence from 19.07.2019. The test will be conducted over three days from 19.07.2019 to 21.07.2019 and on each day there will be three shifts. In this recruitment drive, more than 4.39 lakh candidates will be taking the test which will be held in 345 test Centres in 107 towns/cities across the country.

This is first recruitment by Indian Railways in which reservation for Economically Weaker Sections (EWS) will be available to eligible candidates. Against 10 per cent of the total vacancies earmarked for EWS candidates, 4654 EWS candidates will be appearing in the Tests.

The Computer Based Test will be of 90 minutes duration with 30 minutes extra for Persons with Benchmark Disabilities (PwBDs). The tests will comprise questions from Professional Stream, General Awareness, General Arithmetic, General Intelligence & Reasoning and General Science. There will be multiple choice objective questions.

The questions of the test will be available in 15 different languages, including English and Hindi. The candidates can view the question in English and the language the candidate has opted as the medium of test.

The largest number of candidates applied for this recruitment is from Uttar Pradesh (64,596) followed by Rajasthan (62,772), Maharashtra (38,097), Kerala (35,496).

The noticeable feature of this recruitment is that female candidates out number male candidates, the female candidates constitute 62 per cent of the total candidates. Besides, there are also 28 number of Transgender (TG) candidates in the fray.

The selected candidates will be appointed, inter alia, to the post of Staff Nurse, Dietician, Health & Malaria Inspector, Pharmacist, Optometrist, and Radiographer. More than 50 % candidates will be appearing for the post of Staff Nurse.

Around 3,650 women candidates have been given employment in the Indian Railways in technical categories in the last three years.

In the past few years, against notifications issued for various technical posts, a total of 2,79,60,224 applications were received and out of these, 46,76,928 (16.73%) were from women. Wide publicity is given to Railway recruitment notifications and every candidate, irrespective of gender, etc. fulfilling eligibility criteria is free to apply.

Application fee collected from women candidates are refunded to those who appear in the examination. Also, upper age limit in case of widows, divorced women and women judicially separated from their husbands, who are not remarried, is relaxed up to the age of 35 years. In addition, for Level-1 categories, relaxed qualifying standards for the Physical Efficiency Test (PET) for women candidates are applied.

Provisions of separate rest rooms, cloak rooms, changing rooms and crèches have been made to ensure safe working conditions for women employees.

Wide publicity is given to Railway recruitment notifications to encourage women candidates to apply for Railway jobs. Facility of online application form ensures that women are able to apply even from their home for Railway recruitment notifications.

This information was given by the Minister of Railways and Commerce & Industry, Shri Piyush Goyal in a written reply to a question in Lok Sabha today.

The proposal regarding grant of Air Travel permission to RPF / RPSF personnel on Jammu - Srinagar sector has been considered by Board (FC & CRB) and it has been decided that the non-entitled personnel of Railway Protection Force (RPF) and Railway Protection Special Force (RPSF) are allowed to travel by air from Jammu to Srinagar and back on official duty (on termination commencement at Jammu) for the period of one year i.e. up to 31.03.2020.

Extension of this period is subject to review from time to time.

This will also be subject to the other Terms & Conditions / instructions issued from time to time by Ministry of Finance / Board’s office on ‘Air travel’.

Responding to the communication received from Railway Board vide letter dated 30/11/2017 seeking views of the Federation on priority, NFIR vide its letter dated 11/12/2017 gave detailed justification for implementation of 7th CPC recommendations for introduction of revised cadre of Medical Laboratory Staff on Indian Railways and also suggested the Railway Board to convene a meeting. Subsequently, Federation has written letters dated 24/04/2018 and 24/10/2018 to Railway Board. There is however, no response from Railway Board.

In this connection, Federation reiterates that the inaction on the part of Board has been causing disappointment and frustration among the Laboratory Staff of Medical Department in Railways especially when some relief has been given through recommendation by 7th CPC. Federation further states that it is willing to discuss the subject in detail for reaching conclusion.

NFIR, once again urges upon the Railway Board to expedite action in the matter and apprise progress to this office soon.
