Subject : Submission of Life Certificate by NPS-AR pensioner through Jeevan Pramaan.

The Central Pension Accounting Office is Pension Disbursing Authority for National Pension system- Additional Relief (NPSAR). The NPS-AR pensioners are required to submit Life Certificate in the month of November every year for continuation of the pension. Life Certificates are sent to CPAO through the Bank Branches of the pensioners, where the pensioners maintain their pension accounts.

2. A new interface (Aadhar based) for submission of Life Certificate has been developed in Jeevan Pramaan for NPS-AR pensioners and this interface is now live for submission of Digital Life Certificate (DLC] through Jeevan Pramaan. Now NPS-AR pensioners can submit their Life Certificate through Jeevan Pramaan. The Jeevan Pramaan User Manual for uploading Digital Life Certificate is attaching herewith.

Family Pension for Daughter under CCS (Pension) Rules

1. The family pension is payable to the unmarried/ widowed/ divorced daughter until she gets married or remarried or until she starts earning her livelihood, whichever is earlier.

2. The family pension is payable to unmarried/ widowed/ divorced daughter above the age of 25, after all unmarried children have attained the 25 years of age or have started . earning their livelihood, whichever is earlier.

3. If the deceased government servant/ pensioner has survived by any disabled child, the widow/ divorced/ unmarried daughter will be eligible to receive family pension only after the turn of disabled child.

4. Divorced daughter is eligible for family pension where the divorce proceedings had been filed in a competent Court during the lifetime of the employee/ pensioner or his/her spouse but divorce took place after their death. In such cases, the family pension will commence from the date of divorce.

Subject: Accounting Procedure for crediting the amount withdrawn by the pensioner from PFRDA and interest thereon in to Government Account for availing benefit of Additional Relief on Death/ Disability of the Govt Servant covered under NPS-reg.

Attention is invited to DP&PW OM. No. 38/41/06/P&PW(A) dated 05.05.2009 to be read with OM No. 28/03/2018-P&PW(B) dated 02.04.2018 wherein it is stated the “The Exit and Withdrawals under NPS regulations 2015 provides in para 6(e) that if the subscriber or the family members of the deceased subscriber, upon his death, avails the option of additional relief on death or disability provided by the Government, the Government shall have right to adjust or seek transfer of the entire accumulated pension wealth of the subscriber to itself. The subscriber or family members of the subscriber availing such benefit shall specifically and unconditionally agree and undertake to transfer the entire accumulated pension wealth to the Government, In lieu of enjoying or obtaining such additional reliefs like family pension or disability pension or any other pensionary benefits from such Government authority.” It is also stated in the OM dated 02.04.2018 that “the family of the deceased Govt. servant is entitled to family pension under old pension scheme, if they want to avail the benefits under old pension scheme. In this case the entire accumulated funds under NPS may be recovered from the family with interest However, the possibility to adjust the recovery of accumulated wealth from arrears of family pension may also be explored. “

References have been received from the Pay & Account Offices for accounting procedure for N PS corpus deposited by the pensioner/family pensioner or received from PFRDA.

O/o the CGA vide its U O no. 1(7)(2)/2010/Cla/TA/205 dated 05.08.2019 has suggested the accounting procedure for the amount of NPS corpus received from pensioner/family pensioner/ PFRDA as under:

  •     The amount received may be deposited into the existing government account of the PAO concerned.
  •     The receipt may be accounted for by crediting MH 0071- Contributions and Recoveries towards Pension and other retirement benefits, 01- Civil. Minor Head 101-Subscriptions and Contributions. A new sub-head ‘Accumulated Pension Wealth in respect of N PS subscribers’ may be got opened under the above head for the purpose, if already not opened.

All the Pr. CCAs/CCAs/CAs/ AGs/Administrators of UTs are requested to instruct concerned PAOs to follow the accounting procedure mentioned above.

2. It was decided to increase the age of retirement from 58 to 60 years vide its notification No.25012/2/97-Estt.(A) dated 13th May, 1998. In pursuance of this decision and in view of the recommendation of the Vth Central Pay Commission, in partial modification of Rule 54(3) (a) of CCS (Pension) rules, 1972, it was decided that the payment of family pension at enhanced rates will be payable for 7 years or till the government servant/pensioner would have attained the age of 67 years against the existing provision of 65 years. This has been applicable in cases where Government servant is to retire at the age of 60 years in pursuance of the notification dated 11.05.1998 and not where Government servant has already retired at the age of 58 years or would have retired at the age of 55 years but for his premature demise.

3. Subsequently rule 54(3)(a)(ii) has also been amended to read as under:
In the event of death of Government servant after retirement, the family pension as determined under sub-clause (i) shall be payable for a period of seven years, or for u period up to the date on which the retired deceased Government servant would have attained the age of 67 years had he survived, whichever is less.

4. In view of this it is clear that family pension at enhanced rates will be payable for 7 years or till the deceased retired government servant would have attained the age of 67 years had he survived, whichever is less, irrespective of type of retirement. date of retirement and age of superannuation applicable in the case of retired Govt. servant. This would equally apply in all Central Civil Govt. Departments/Offices including CPAF and Medical Officers.

5. This issues with the approval of competent authority.

Eligibility of Divorced Daughter of Armed Forces Personnel for Grant of Family Pension

As per Ministry of Defence (MoD) letter of September 2015, presently only those children who are dependent and meet other conditions of eligibility for family pension at the time of death of the Government servant or his/her spouse, whichever is later, are eligible for family pension. Accordingly, divorced daughters who fulfil other conditions are eligible for family pension if a decree of divorce had been issued by the competent court during the life time of at least one of the parents.

The Government has been receiving grievances from various quarters that the divorce proceedings are a long drawn procedure which take many years before attaining finality. There are many cases in which the divorce proceedings of a daughter of a Government employee/pensioner had been instituted in the competent court during the life time of one or both but none was alive by the time the decree of divorce was granted by the competent authority.

The matter has been examined and it has been decided vide Ministry of Defence letter dated 17 November 2017 to grant family pension to a divorced daughter of Armed Forces personnel in such cases where the divorce proceedings has been filed in a competent court during the life time of the employee/pensioner or his/her spouse but divorce took place after their death - provided that the claimant fulfils all other conditions for grant of family pension. In such cases, the family pension will commence from the date of divorce.

Expectation From Pensioner

1. Timely Submission of Pension Claims:Application for grant of pension /gratuity /commutation/revision should be submitted to Head of Office/RO concerned. The application should be submitted well in advance so that it reached the PCDA (P) Allahabad office (through HOO) at least three months before the date of your retirement. Only then it can be ensured that the Pension Payment Order (PPO) reaches you (through your HOO/RO) before your retirement.

2. Reminder /queries to know status of a claim: There is thirty days drill for PCDA (P) office for notification of pension/Family Pension (and 60 days drill for Disability/WIP cases). Therefore once a pension claim is sent to the PCDA (P) office, reminders/FAX /queries regarding that claim should not be sent for atleast 35 days (65 days for Disability /WIP cases) from the date your claim is sent by your RO/HOO to PCDA (P). The queries should be sent to the officer-in charge of that section (which can be seen from 'Organisational structure' on this Website along with the references/letter number under which claim submitted.

3. Check the PPO: On receipt of an intimation memo relating to notification of your pensionary awards/copy of PPO, you should check that the pensionary awards have been notified correctly as per extent rules.

4. Corrections required in your PPO: If you feel that some correction is required in your PPO, you should contact your RO/Head of Office /Pension Disbursing Agency (PDA) for taking up the matter with Principal Controller of Defence Accounts (Pensions), Allahabad.

5. In case of anychange in your residential address , you should send an intimation to your PDA/HOO/RO

6. Annual identification: For Annual identification you should appear before your PDA/submit Life Certificate failing which your pension may be stopped.

7. Loss of PPO: Where the P.P.O.(Pension Payment Order) notifying your pensionary awards has been lost you should make a request to your P.D.A. to furnish a Loss Certificate to the P.C.D.A.(P) to obtain a duplicate copy of P.P.O.

8. In case of re-employment in any Central or State govt./Autonomous bodies/Public Sector Undertaking, the full facts of re-employment should be given by you to your PDA (Pension Disbursing Authority) immediately after re-employment occurred. In case of non-re-employment, a declaration to this effect may be given to your PDA, once in a year in the month of May positively.

9. Details of family, post discharge changes: In case you have married after retirement or have children born after retirement , please furnish full details with relevant certificates to your RO/HOO. In case the joint notification of your Family Pension is not done, please ensure that same is done immediately. You can take up the issue through your RO/HOO with the PCDA(P) or other Pension Sanctioning Authority (PSA)

10. In case there is a handicapped child, the details of your family members including the name of handicapped child should be given to your RO/HOO and an acknowledgment should be obtained.

11. In the event of conviction by a court of law, full facts of the case should be reported to the PDA/P.C.D.A.(P).

12. Change of PDA: If you desire to draw your pension from another paying agency you should make a request to your current PDA for transfer of your pension account to the PDA from where you now desire to draw your pension. No reference is required to be made to the Pension Sanctioning Authority i.e. P.C.D.A(P), Allahabad for change of PDA.

13. References to PCDA(P) Office: If you desire to make a reference to the office of PCDA(P), Allahabad on any issue, please quote your PPO No,(under which your PPO was originally sanctioned, and also latest Corrigendum PPO number) apart from other details .

14. For restoration of commuted portion of pension after 15 years, from the date of receipt of commuted value of pension, please apply to the PDA on the prescribed form as PCDA (P) has got no role in this regard.

15. Please nominate the person to whom you want to authorise Life Time Arrear on your demise and submit the nomination form to your PDA. In case you want to change it please submit a change nomination form to your PDA to avoid hardship to your nominee to get the amount of Life Time Arrear .

Subject:- Requirements from pensioner for credit of first pension to his/her account by bank.

Attention is invited to CPAO's OM No.CPAO/Tech/Simplification/2014-15/52 dated- 28.05.2014 whereby it was intimated to all concerned that pensioners were not required to visit the bank to activate their first payment of pension. It was also intimated that undertaking for recovery of excess/over payment of pension had been made a part of PPO. Inspite of these instructions, banks used to insist on pensioners to physically appear in the bank before commencing first payment of pension. Consequently, CPAO had issued instructions vide OM No. CPAO/Tech/Life Certificate/2014-15/99-175 dated-28.07.2014 that banks should not insist on the pensioners to issue life certificate at the time of first credit of pension. They were also advised to identify the pensioner with reference to information already available with bank obtained through KYC at the time of opening of bank account. The above instructions were reiterated by 0M No. CPAO/Tech/Bank Performance/2014-15/45 dated-02.06.2016.

However. it is observed that banks are still insisting upon the pensioners for completion of formalities like submission of life certificate, letter of Undertaking and certificate of non-employment to credit their first payment and other dues to their pension account resulting into inconvenience to the pensioners defeating the very purpose of simplifying the pension procedures.

In view of the above, Heads of CPPCs and Heads of Government Business Divisions of all the banks are advised to ensure that instructions issued by CPAO are followed by CPPCs and paying branches and any inconvenience to pensioners are avoided.

Subject:- Opening of joint Account by pensioner with first name of pensioner.

Attention is invited to Correction Slip No.1 dated - 08.02.2006 of Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorized Ranks on crediting of pension in the Joint Account of Pensioners with spouse (copy enclosed).

It has been reported that in some cases Banks are allowing the pensioners to open their pension account as Joint Account with first name of his/her spouse which may create difficulties for pensioner at the time of filing the Income Tax Returns as the income tax is assessed on the income of the pensioner and not of the spouse.
Heads of CPPCs/Government Account Divisions of all the banks are advised to instruct their bank branches to facilitate the retiring employees approaching them for opening their pension accounts before their retirement. In case of Joint. Account, the same may be opened with first name of pensioner only.

This issues with the approval of Competent Authority.

Amendment to the Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorised Banks (Fourth Edition, 3rd December, 2004)

Paying branch may also credit in his or her joint account operated by pensioner with his I her spouse in whose favour an authorization for family pension exists in the Pension Payment Order (FPO). The joint account Of the pensioners with the spouse could be operated either by "Former or Survivor"or 'Either or Survivor' basis subject to the following conditions:-

(a) Once pension has been credited to a pensioner's bank account, the liability of the Government/bank ceases. No further liability arises, even if the spouse wrongly drawn the account

(b) As pension is payable only during the life of a pensioner, his I her death shall be intimated to the bank at the earliest and in any case within one month of the demise, so that the bank does not continue crediting monthly pension to the joint account with the spouse, after the death of the pensioner. if, however any amount has been wrongly credited to the joint account, it shall be recoverable from the joint account and / or any other account held by the pensioners I spouse either individually or jointly. The legal heirs, successors, executors etc_ shall also be liable to refund any amount, which has been wrongly credited to the joint account.

(c) Payment of Arrears of Pension (Nomination) Rules 1953 would continue to be applicable to a Joint Account with Pensioner's spouse. This In-plies that if there is an 'accepted nomination' in accordance with Rules 5 and 6 of these Rules, arrears mentioned in the Rules shall be payable to the nominee.

Existing pensioners desiring to get their pension credited to a joint account as indicated above are required to submit an application to the branch bank, from where they are presently drawing pension in the enclosed form that is i.e. Annexure XXIX. This would also be signed by the pensioner's spouse in token of having accepted the terms and conditions laid down in this Office Memorandum. These instructions are also applicable to the Govt. servants who will be retiring after the issue of this Office Memorandum.

New Delhi: The Central government has announced to release of an additional instalment of 2 per cent of dearness allowance (DA) to central government employees and dearness relief to pensioner with effect from January 1, 2017.

Union Finance Ministry on Monday said that notification in this regard is expected to be issued this week.

The government is to notify its decision to give dearness allowance (DA) and dearness relief (DR) to 4 per cent from existing 2 per cent from January 1, 2017, benefiting 48.85 lakh is employees and 55.51 lakh pensioners.

The Finance Minister Arun Jaitley moved the cabinet note on March 16 for approval of releasing of an additional instalment of 2 per cent of dearness allowance (DA).

The DA/DR has been increased by 2 per cent over the existing rate of 2 per cent of the basic pay/pension to compensate for price rise and it is in accordance with the accepted formula based on the recommendation of 7th pay commission.

The combined impact on the exchequer on account of both dearness allowance and dearness relief would be Rs 5,857.28 crore per annum and Rs 6,833.50 crore in the Financial Year 2017-18 (for a period of 14 months from January, 2017 to February, 2018).

The hike in the DA/DR is as per the agreed methodology of taking average of Consumer Price Index-Industrial Workers for the past 12 months.

The Confederation of Central Government Employees had termed it as a meagre hike in view of actual rise in cost of living index saying the CPI-IW was far from reality.

• Now select anyone from

o Commutaion Paid By Pao or
o Commutaion Payble By Bank or
o Not Applicable
• Now click on Calculate button then a message box will appeared Updated success fully then click on OK button.
• Now check in right side, seven cpc revised value will be filled and in bottom of same page click on Save button
• After click on save button a message box will be appeared Record Saved Successfully and click on OK button.
• Now close 7 PC Revision window

Now plug in your digital key into computer/laptop in USB port.There are three options View PDF, Digital-Sign and Delete

View PDF - you can view e-Revision PDF which is revised
Digital-Sign - Digital sign is for sign case
Delete - if in any case has any issue than case can be deleted by click on delete button
Now select a case which has to be signed click on Digital-Sign
Now a window will be appeared and click on Sign button

Sub: Verification of qualifying service after 18 years service and 5 years before retirement.

It has been observed by this Department that processing of pension cases of the employees retiring from the government service quite often get delayed on account of the issues relating to verification of service from time to time by the concerned authorities during the service of the concerned employee. Although detailed instructions regarding verification of service have been issued by Department of Personnel & Training and by this Department, these instructions are not meticulously adhered to resulting in delay in sanctioning of retirement benefit of the employees.

2. Rule 32 of the CCS (Pension) rules, which existed prior to December, 2012 provided for issuing of a certificate in Form 24 by the Head of Office in consultation with by the Account Officer regarding completion of qualifying service of 25 years. These rules have been amended subsequently and as per the existing provisions, a certificate regarding qualifying service is required to be issued by the HOO after completion of 18 years of service and again 5 years before the date of retirement of an employee. Rule further provide that verification done under that rule shall be treated as final and shall not be reopened except when necessitated by a subsequent – change in the rules and orders governing the conditions under which the service qualifies for pension.

3. It has been noticed that the certificates regarding qualifying service are not invariably issued to the government servant as required under the rules. All Ministries/Departments etc. are therefore requested to bring these provisions to the notice of Heads of Offices and PAOs for strict compliance. Non-compliance of this statutory requirements may be viewed seriously.

4. In order to review status regarding compliance of these rules, all Ministries/Departments are requested that the information may be collected from all establishments / office under them and the same may be compiled and sent to this Department by 15th October, 2015 in the enclosed proforma.

The Government has observed that the first payment of pension after retirement gets delayed mainly due to two reasons. One, the delay in receipt of intimation by the pensioner that pension papers have reached the bank and two, delay on part of the pensioner in approaching the bank for submission of undertaking that he shall refund or make good any amount to which he is not entitled.


In a recent workshop with Pension Secretaries of State Governments, Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions stated that the Government had decided that the required “Undertaking” may be obtained by the Head of Office from the retiring Government servant and forwarded to the pension disbursing bank along with the Pension Payment Order (PPO). The bank shall credit the pension to the account of the pensioner as soon as this Undertaking is received along with the pension documents. The pensioner would no longer be required to visit the bank to activate the first payment of pension.

This change in procedure has one additional advantage that the PPO can now be handed over in person to the retiring employee along with other retirement dues. Earlier the pensioner had to approach the bank to his copy of PPO.

With this change in rules and procedures, the pensioners would be saved considerable inconvenience and delay and his pension will commence as soon as he retires.

This and other reform initiatives were brought forth by Dr. Jitendra Singh, Minister of State in his meeting with the Pension Secretaries of State Governments held on June 12, 2014.
