Madam /Sir,

With reference to the context cited above, EPFO has collaborated with NISD and has made available the digital version of the Pension Payment Order (PPO) for the Pensioners of Employees’ Pension Scheme at Digilocker Portal for the benefit of the Stakeholders. By collaborating with NISD, EPFO seeks to improve its service delivery by creating a digital highway that can facilitate exchange of digitally signed documents amongst the issuers, citizens and the other Government service providers. The PPO issued by EPFO to the EPS pensioners has been made available at Digilocker Portal in shape of a Digital Certificate which any concerned EPS Pensioners can download by registering on Digilocker.

What are the expectations of Pensioners - PCDA listed 15 points

Expectation From Pensioner

1. Timely Submission of Pension Claims:Application for grant of pension /gratuity /commutation/revision should be submitted to Head of Office/RO concerned. The application should be submitted well in advance so that it reached the PCDA (P) Allahabad office (through HOO) at least three months before the date of your retirement. Only then it can be ensured that the Pension Payment Order (PPO) reaches you (through your HOO/RO) before your retirement.

2. Reminder /queries to know status of a claim: There is thirty days drill for PCDA (P) office for notification of pension/Family Pension (and 60 days drill for Disability/WIP cases). Therefore once a pension claim is sent to the PCDA (P) office, reminders/FAX /queries regarding that claim should not be sent for atleast 35 days (65 days for Disability /WIP cases) from the date your claim is sent by your RO/HOO to PCDA (P). The queries should be sent to the officer-in charge of that section (which can be seen from 'Organisational structure' on this Website along with the references/letter number under which claim submitted.

3. Check the PPO: On receipt of an intimation memo relating to notification of your pensionary awards/copy of PPO, you should check that the pensionary awards have been notified correctly as per extent rules.

4. Corrections required in your PPO: If you feel that some correction is required in your PPO, you should contact your RO/Head of Office /Pension Disbursing Agency (PDA) for taking up the matter with Principal Controller of Defence Accounts (Pensions), Allahabad.

5. In case of anychange in your residential address , you should send an intimation to your PDA/HOO/RO

6. Annual identification: For Annual identification you should appear before your PDA/submit Life Certificate failing which your pension may be stopped.

7. Loss of PPO: Where the P.P.O.(Pension Payment Order) notifying your pensionary awards has been lost you should make a request to your P.D.A. to furnish a Loss Certificate to the P.C.D.A.(P) to obtain a duplicate copy of P.P.O.

8. In case of re-employment in any Central or State govt./Autonomous bodies/Public Sector Undertaking, the full facts of re-employment should be given by you to your PDA (Pension Disbursing Authority) immediately after re-employment occurred. In case of non-re-employment, a declaration to this effect may be given to your PDA, once in a year in the month of May positively.

9. Details of family, post discharge changes: In case you have married after retirement or have children born after retirement , please furnish full details with relevant certificates to your RO/HOO. In case the joint notification of your Family Pension is not done, please ensure that same is done immediately. You can take up the issue through your RO/HOO with the PCDA(P) or other Pension Sanctioning Authority (PSA)

10. In case there is a handicapped child, the details of your family members including the name of handicapped child should be given to your RO/HOO and an acknowledgment should be obtained.

11. In the event of conviction by a court of law, full facts of the case should be reported to the PDA/P.C.D.A.(P).

12. Change of PDA: If you desire to draw your pension from another paying agency you should make a request to your current PDA for transfer of your pension account to the PDA from where you now desire to draw your pension. No reference is required to be made to the Pension Sanctioning Authority i.e. P.C.D.A(P), Allahabad for change of PDA.

13. References to PCDA(P) Office: If you desire to make a reference to the office of PCDA(P), Allahabad on any issue, please quote your PPO No,(under which your PPO was originally sanctioned, and also latest Corrigendum PPO number) apart from other details .

14. For restoration of commuted portion of pension after 15 years, from the date of receipt of commuted value of pension, please apply to the PDA on the prescribed form as PCDA (P) has got no role in this regard.

15. Please nominate the person to whom you want to authorise Life Time Arrear on your demise and submit the nomination form to your PDA. In case you want to change it please submit a change nomination form to your PDA to avoid hardship to your nominee to get the amount of Life Time Arrear .

Mandatorily process all pension cases online: Government to departments

In order to check delay and bring in more transparency, the Centre has asked all its departments to mandatorily process all pension-related cases through an online system.

The move will result in timely sanction and grant of post-retirement benefits to employees.

The Ministry of Personnel, Public Grievances and Pensions has issued instructions to secretaries of all central government departments asking them to ensure that pension cases are processed electronically.
It has been seen that despite detailed guidelines and instructions, a large proportion of retiring employees do not get their retirement benefits and pension payment order (PPO) in time, the Ministry said in an order.

It said an online pension sanction and payment tracking system called 'Bhavishya' has been launched to check delay in providing retirement benefits to employees.

Both the retiring employees as well as administrative authorities can monitor progress of pension cases at each stage online.

"It has now been decided that all Heads of Offices will henceforth mandatorily process all pension cases only through Bhavishya. In this, where necessary, they will assist the retiring employee to submit the online application form," the Personnel Ministry said, seeking strict compliance of its directive.
All pension related cases of retiring employees have to be filed electronically from January 1, 2017 and "in no case will the pension case be delayed on account of electronic processing through Bhavishya", it said.

Sub: Processing of Pension cases mandatorily through Bhavishya (Online Pension Sanction & Payment Tracking System) w.e.f 01/01/2017 - reg.

Department of Pension and Pensioners’ Welfare is responsible for formulation of policy and coordination of matters relating to pension policy and welfare of Central Government pensioners. It has been seen that despite detailed guidelines and instructions to the contrary a large proportion of retiring employees do not get their retirement benefits and the Pension Payment Order(PPO) in time. It is likely that such retired employees find it difficult to get the process completed after retirement. The sanction process starts more than a year before the date of retirement and requires cooperation amongst various agencies. This department has, therefore, launched Bhavishya - an online pension sanction and payment tracking system. The system by keeping track of the progress of each case introduces transparency and accountability. Both the retiring employees as well as administrative authorities can monitor progress at each stage.

2. The system has been running successfully in the main Secretariat of all ministries/departments for the last one year. It has since been extended to cover over 3000 Drawing and Disbursing Officers and Pay and Accounts Offices from various ministries/departments and their attached offices.

3. It has now been decided that all Heads of Offices will henceforth mandatorily process all pension cases only through Bhavishya. In this, where necessary, they will assist the retiring employee to submit the online application form. The Pay and Accounts Offices will process cases generated through Bhavishya through the pension module in COMPACT till the Public Financial Management System(PFMS) is made operational and integrated with Bhavishya.

4. It is to be noted that all authorities will strictly follow the timelines prescribed under the CCS(Pension) Rules and in no case will the pension case be delayed on account of electronic processing through Bhavishya.

5. These instructions take effect from 1st January, 2017.

Simplified Pension Claim Form 10D (UAN) and single page Pension Payment Order (PPO) under Employees’ Pension Scheme, 1995 unveiled

New Delhi: While taking stock of the performance of EPFO in the month of February 2016, Dr V.P. Joy, the newly appointed Central P.F. Commissioner, noted that for the period April 2015 to February 2016, EPFO settled 104.38 lakh claims. Out of these 40% were settled within 3 days and 78% within 10 days. 96% of the claims were settled within the stipulated 20 day period.

During the month, 211th meeting of the Central Board of Trustees, EPF was held at Chennai. The Board deliberated on the rate of interest for the financial year 2015-16 and recommended 8.80% interest on the PF balances in members’ accounts. Last year, the rate of interest was 8.75%.

A Simplified Pension Claim Form 10D (UAN) and single page Pension Payment Order (PPO) under the Employees’ Pension Scheme, 1995 was also unveiled by the Union Labour & Employment Minister (Independent charge) at the conclusion of the Board meeting. The single page PPO format is simple and more comprehensible to members / pensioners. This attempt is towards the rationalization and simplification of forms in line with the initiatives of the Government. At present, the simplified 10D-UAN claim form is meant to be used only by a member who has an activated Universal Account Number. Other pre-requisites are filing of details in Form 11(New), Aadhaar Number and Bank Account details in the UAN portal. The nominations with Aadhaar numbers should also be available in the UAN portal. Through this Form, service to a member can be done directly without any requirement of attestation by the employer. Both the simplified PPO format and claim form will be implemented from 01.04.2016.

In order to boost the process of seeding the Universal Account Number (UAN) with KYC (eg. PAN, bank account details, Aadhar) that enables enhanced services from EPFO, an “Incentive Scheme” has been launched for the employers. Under this scheme a claim refund of upto 10% of administrative charges payable to EPFO can be claimed upon completing specified tasks (furnishing member information and digitally authenticated KYC details). The Scheme shall be in operation for one year, beginning 1st January 2016 to 31st December, 2016.

The age of superannuation in EPF Scheme, 1952 was also revised from erstwhile 55 years to 58 years to align it with the age of superannuation in Pension Scheme (EPS 1995).

The month of February 2016 saw EPFO redressing more than 20,000 grievances leaving only 3,083 grievances pending. This translates into 82% of these grievances remaining pending for less than 7 days.
