Subject: Submission of Immovable Property Return (IPR) for the year 2019 (as on 31.12.2019) by the Officers of Central Secretariat Stenographers’ Services (CSSS) & Central Secretariat Clerical Service (CSCS) - regarding.

In terms of Rule 18 of CCS (Conduct) Rules, 1964 and instructions issued by this Department vide OM No,11013/7/2014-Estt,A- III dated 05.01.2016, the Immovable Property Return (IPR) is required to be furnished by all the Government Servants belonging to Group-A, B and C. Accordingly, IPR should be submitted by all the CSCS/ CSSS Officials/ Officers latest by 31.01.2020. CSSS Officers in the grade of Principal Private Secretary (PPS) and above should submit their IPR through Web Based Cadre Management System hosted at cscms.nic.in, A copy of the print out of IPR submitted online should also be signed and submitted to CS.II(A) Section, which is the custodian of Immovable Property Return (IPR) of these Officers. Stenographer Grade-13, Personal Assistants and Private Secretaries of CSSS & Junior Secretariat Assistants and Senior Secretariat Assistants of CSCS will also submit their IPR to their respective Admin./ Vigilance Division.

2. Ministries/ Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSCS/ CSSS Officials/ Officers working under their respective control. They should also ensure that the IPR for the year 2019 (as on 31.12.2019) is submitted within the stipulated time by all the CSCS/ CSSS Officials/ Officers. All the officials/officers are informed that non-submission of IPR within the stipulated date, would invite the denial of Vigilance Clearance for Empanelment, Deputation., assignment to training programme (except mandatory training), applying to sensitive posts etc. as the IPR status needs to be checked for the said purpose(s).

3. It is, therefore, requested that all the CSCS/ CSSS Officers may be directed to file their Immovable Property Return (IPR) for the year 2019 (as on 31.12.2.019) well in time, latest by 31.01.2020. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. Filing of IPR has already been started from 01.01.2020 and the “Immovable Property Returns” window has been operative at cscms.nic.in.

Subject: Introduction of SPARROW for CSCS Officials.

The undersigned is directed to refer to this Department’s O.M. No. 22- 15/2018-CS-I (APAR) dated 1st June, 2018 wherein it was decided to extend the online recording of APAR on SPARROW to all the officials of CSCS from the FY 2018-2019.

2. NIC has informed that the website enabling online filing of APAR for CSCS officials has been made live and is accessible through https://sparrow-cscs.eoffice.gov.in/

3. The Ministries/Departments are required to send details in respect of officers to be reported upon (ORU) in the proforma annexed if not already sent to this Similarly, particulars in respect of various functionaries to perform roles of the custodian, PAR Manager, EMD may also be provided.

4. It may be ensured that all the ORUs have either been provided DSC or e‑sign facility for submission of online APAR on SPARROW.

Subject: Web Based Cadre Management System-Updation of data of CSS officers/officials in the Grade of SO/ASO.

The undersigned is directed to refer to this Division's OM of even number dated 02.08.2017, on the above cited subject matter and to bring to the kind notice of all the Ministries/Departments, that the prime objective of the Web Based Cadre Management System hosted at cscms.nic.in. in respect of all incumbents of CSS, CSSS and CSCS is to ensure accurate real time data of all the officers, enabling this office to take timely decisions relating to cadre management functions. Despite the requests/instructions in this regard, issued from time to time, to the Nodal Officers, vide several OM/reminders, the complete and upto date data is still not available in the system, in respect of several Ministries and Departments. It is therefore, reiterated that until the data is maintained upto date, by the respective Ministries/Departments, the very purpose of the Web Based Cadre Management System is defeated. If need be, the Nodal officers may depute their subordinates to CS.I Division (Shri H.M.Malhotra, Section Officer {CMS/PR} Tel.No:24629414) to clear their doubts, if any, about the functioning of this system/correctness of data in the CSCMS.

2. It may kindly be brought to the notice of all the CSS Officers that active co-operation in this regard, is required from all the CSS officials to ensure the updation/correctness of data in the CSCMS, as the absence of such upto date data in the ibid System, may hinder the process of promotion of the officers/officials. It may also be advised that it is also the responsibility of the CSS officer/individual to get his/her data updated and fed in the ibid System.

3. The Ministries/Departments are therefore, once again requested to take up immediate necessary steps for updation of data in respect of SOs/ASOs of CSS Cadre in CSCMS (Web Based Cadre Management System) as per the' proforma/format enclosed. The concerned Officials may also be sensitized to get their data updated in the System.

4. This exercise may kindly be got completed by 31st August 2017.

As you are aware, this Department has been issuing instructions from time to time for regular updation of data of Central Secretariat Service Officers in the Web Based Cadre Management System. These instructions are available on the website of this Department at the link - http://persmin .nic.in/DOPT CSDivision.Index.asp under the classification - 'Web Based Cadre Management'. I am enclosing a copy of
one such OM issued in December, 2015 for perusal , wherein the Nodal Officers in the departments were requested to do the needful to ensure that complete data is made available.

2. As you are further aware, a dashboard for CSS officers is to be operationalised , which will display the incumbency position in various departments, along with the service particulars/ vigilance status/ APARs entries of the incumbent CSS Officers. This Department has accordingly requested the Ministries/ Departments on 19.08.2016, 05.10.2016 and 21.10.2016 to provide the incumbency position/names of CSS Officers and the status of updation of data. I am enclosing a copy of the said OM dated 19.08.2016 as well.

3. It is noted that despite requests , the Nodal Officers have not followed the instructions issued from time to time. It is, therefore, requested that necessary directions may be issued to the concerned officials so that the task is completed in a time bound manner.

Subject: Web Based Cadre Management System - updation of data of CSS/CSSS/CSCS officers

As Ministries/Departments are aware, the Web Based Cadre Management System for CSS, CSSS and CSCS has been operational since January, 2013. The system is hosted at cscms.nic.iu. Despite lapse of more than two years, complete and upto date data is still not available in the system in respect of several officers. The prime objective of the web based system is to ensure accurate real time data of all the officers to enable quicker decisions relating to cadre management functions. Unless the data is maintained upto date, the purpose of the web based system will be defeated.

2. Nodal Officers in all the Ministries/Departments are, therefore, requested as under:

(a) Employee module: Nodal officers should ensure that correct and up to date personal information in respect of all personnel posted there is available. Nodal officers have been empowered to modify/correct (i) Employee details (ii) Basis Details (iii) Address details (iv) Training details and (v) qualification details. All the officers belonging to CSS/CSSS/CSCS may also be advised to verify their data in the system and bring discrepancies to the notice of the nodal officers for correction. If there is any difficulty in this regard, nodal officers should call CMC Ltd. Engineers at Tele: 24629890.

(b) Experience and Promotion data: CS.I Division will modify data in these two fields. If any modification is required duly certified information may be sent to CS Division for correction.

(c) Pay: Please ensure that pay of the officer is correctly indicated in the system. After drawl of increment on 151 July every year the data should be corrected.

(d) APAR: Ensure that APAR grading is entered in the system and the APAR is scanned and uploaded in the system. If there is any difficulty in this regard, please call the CMC Ltd. Engineers at Tele: 24629890.

(e) IPR and Lokpal return: All the officers of CSS/CSSS/CSCS are requested to file their returns online. It may be noted that defaulting officers will not be granted cadre clearance for deputation, foreign training, empanelment etc.

(f) Deputation: Ensure that all Officers apply for cadre clearance through the system. If any application is received in CS.l Division without online application it will not be entertained. Prior to forwarding application online, nodal officers should also ensure that correct and up to date information of the officer concerned is available in the system.

(g) Foreign Training: All nominations for foreign training should be processed through the web based cadre management system in respect of all Officers. Their reliving for the training will also be updated in the system to capture the details of foreign trainings attended. If the training period is more than three months, the nodal officers will forward the online request to CS.I Division for cadre clearance in respect of US and above level officers.

(h) Domestic Training: All nominations for domestic training should be processed through the web based cadre management system in respect of all officers. If the training period is exceeding one year, the nodal officers will forward the online request to CS.I Division for further processing in respect of US and above level officers.

(i) Permission to visit a broad: All requests for private foreign visits should be processed through the web based cadre management system to capture such information.

j) Furnishing of information of death of an employee: In case of death of an employee, the nodal officer of the Ministry/Department concerned will henceforth immediately update the information in the web based system to enable capture of the vacancy to facilitate provision of a substitute.

(k) Furnishing of information of long leave of an employee: If any employee proceeds on leave for six months or more, the nodal officer concerned should update the information in the web based system immediately to capture the vacancy to facilitate provision of a substitute.

(I) Voluntary Retirement: CS.I Division conveys approval of MoS (PP) for voluntary retirement of US and above level officers of CSS. Henceforth, if the request for voluntary retirement is not received through the system, the same will not be entertained.

(m) Resignation: Resignation requests from employees should be obtained and processed in the web based system so that such vacancies are brought to the notice of the cadre controlling authority immediately.

(n) Technical resignation: Requests for technical resignation to Join another employment under the Government should also be obtained and processed in the web based cadre management system.

(0) Vigilance status: Vigilance clearance whenever required in connection with cadre management activities will be sought and obtained through the system. In respect of US and above level officer it will be updated both by the Ministries/Department and by A VD.I of DoP&T. Upto SO level, Ministries/Departments will update the system.

3. This circular may be brought to the notice of all CSS Officers for their information and active cooperation to ensure correctness of data.

4. Nodal officers may also depute their subordinates to CS.I Division to clear doubts if any about the functioning of the system.

Subject: Zone of consideration for inclusion in the Select List of Sr. Secretariat Assistants of CSCS for the Select List -2015 against Seniority Quota-reg.

The undersigned is directed to refer to this Department's OM of even number dated 17th June, 2016 vide which the zone for the Select List Year- 2015 in the grade of Senior Secretariat Assistant was issued. Directions were also issued to the all the cadre units to abolish all the vacant posts after conducting DPC for SL-2015(SQ) and leaving slots(1/3 of SQ) for UD Grade Limited Departmental Competitive Examination Quota for the year 2015 in the grade of SSA. Four reminders dated 5th July, 2016, 19th July, 2016, 29th July, 2016 and 12th August, 2016 have already been issued in this regard but only 11 cadre units have forwarded the full information till date. The status of pending information from the cadre units till date is annexed.

2. The cadre units are once again requested to send the requisite information latest by 16th September, 2016, positively to enable this Division to finalize SL-2015.

3. It may please be noted that SSC vide letter number 318/2015-P&P-11 dated 16th August, 2016 (copy enclosed) has requested this Division to intimate the vacancies for LDCE-2015 latest by 22.08.2016. This Division could not intimate the same due to non submission of vacancies for SL-2015 by the concerned cadre units. SSC will not be able to publish the result for the examination unless vacancies are reported by DOPT, which can be done only on receiving vacancies from all the cadre units. This may be treated as final reminder falling which the concerned officials will be called in DOPT for a meeting to furnish the reason of delay and the matter will be brought to the notice of higher authorities.

A Question was raised by Shri Rajkumar Dhoot in Rajya Sabha regarding abolishment of Clerical Posts in Government establishments. In a Reply to this Question No.2086, the Minister of State in the Ministry of Personnel, Public Grievances and Pensions DR. JITENDRA SINGH has stated the following..

“The Government of India has not abolished all Clerical Posts in all Government establishments. SSC has made recruitment for the posts of Lower Division Clerk (LDC) and Upper Division Clerk (UDC) in respect of vacancies reported by various Ministries/Departments/Sub-ordinate offices of Government of India.

However, the First Cadre Review of Central Secretariat Service was taken up in the year 2001. The Government had accepted recommendations of the committee in the year 2003 that Direct Recruitment LDC in Central Secretariat Clerical Services (CSCS) cadre may be stopped with immediate effect and all posts of LDC in CSCS presently filled through Direct Recruitment mode be abolished as and when these fall vacant. It was also decided to abolish 90% of the posts in the grade of UDC as and when these fall vacant, in future”

Designations like Lower Division Clerk (LDC) and Upper Division Clerk (UDC) in central government’s employee hierarchy have been replaced with new nomenclature


Centre says goodbye to clerk era, changes designation for its staff

New Delhi: Designations like Lower Division Clerk (LDC) and Upper Division Clerk (UDC) in central government’s employee hierarchy have been replaced with new nomenclature.

The posts of UDC and LDC under Central Secretariat Clerical Service (CSCS) have been rechristened as Senior Secretariat Assistant and Junior Secretariat Assistant, respectively, Order F.No.21/12/2010-CS.I(P) dated December 21 issued by the Department of Personnel and Training (DoPT) said.

Besides, the post of Assistant under Central Secretariat Service (CSS) has been renamed as Assistant Section Officer, it said.

Both the CSCS and CSS form the backbone of administrative work in the central government.
The total sanctioned strength of CSS and CSCS is 11,467 and 5,933 respectively.

Earlier in March, the DoPT had decided to replace the ‘class’ categorisation for specifying the seniority of its employees with new alphabetical groupings.

The posts under the central government will be denoted as groups A, B, C and D instead of classes I, II, III and IV in the service rules, it had said.

The Class-III (Group C) employees had expressed concern that they were taunted as ‘third-class’ employees due to the categorisation.

The Class-I classification is for gazetted officers while Class-II refers to mainly the non-gazetted officers, though there are some gazetted officers in this category too.

Class-III comprises clerical staff and Class-IV (which is now subsumed in Class III or Group C) includes peons and helps or multi-tasking staff in the government hierarchy.

Subject: Promotion of UDCs of Central Secretariat Clerical Services (CSCS) to the Assistants’ Grade of Central Secretariat (CSS) on ad-hoc basis.

The undersigned is directed to refer to this Department’s O.Ms. of even number dated 1ih February, 2015 and 2ih March, 2015 on the subject mentioned above vide which ad-hoc promotion was granted to UDCs of SL-2003 (Extended).

2. This Department, vide O.M. No. 12/5/2015-CS. 11(8) dated 2nd November, 2015 had finalized CSL-2003(Extended) in the UDC grade. Thereafter, it has been observed that finalization of CSL-2003 (extended) has resulted in change in seniority position of many officials. A number of representations have been received in this Department indicating the anomaly as per which many officials who are senior as per the Final CSL-2003(extended) have been working as UDCs, whereas many of their juniorsare working as ad-hoc Assistants. In order to overcome this anomaly, it has been decided with the approval of the competent authority to promote the remaining UDCs of SL-2003(extended) ( who are yet to be promoted till date) as Assistants on ad-hoc basis till further orders. All the concerned Departments/ Ministries are, therefore, requested to promote the remaining UDCs of SL-2003(extended) as Assistants on ad-hoc basis.

3. The officials may be promoted/ appointed as Assistants on ad-hoc basis, after assessing their suitability for promotion by screening the records (APARs) of the officials after ensuring that these officials are clear from the vigilance angle. The ad-hoc promotion/apPointment is subject to the following conditions:-
i) The ad-hoc appointment shall not confer on the appointees any right to continue in the grade indefinitely or inclusion in the Select List or to claim seniority in the Assistant grade of CSS;
ii) Ad-hoc appointments may be terminated at any point of time without giving any reason therefore;
iii) The appointment on ad-hoc basis will take effect from the date of taking over charge to the post of Assistant of CSS.
iv) The ad-hoc appointees would attend and qualify the mandatory training as and when nominated by CS.I (training) section to this Department,(if not already done), failing which they shall have no claim for inclusion in the regular Select List of Assistant.
4. The willingness of the Officials on deputation as to whether they are willing to revert to the Cadre with a view to avail of the promotion will be obtained by the Ministry/ Department from where the Official(s) have proceeded on deputation.

5. Procedure regarding deployment of surplus officials:-

A cadre unit consists of sub-cadre units as well. Choices of the UDCs of the sub-cadre who are to be promoted as Assistant may be obtained and deployed in the cadre unit/sub-cadre units. For example, if 10 UDCs are covered in the list who are to be promoted to Assistant grade and only 6 posts are available in the cadre unit and sub-cadre units put together, the 6 ad-hoc Assistant (senior most) shall be allotted as per their choices and the details of the remaining 4 officials Uunior most) along with their preferences shall be sent to CS.II Division for their onward deployment in those cadre units where there are surplus vacancies. The ope proceedings and the promotion of the officials as ad-hoc Assistants in the manner as indicated above shall be completed as quickly as possible and in no case later than 15-12-2015. The details of the surplus officials who could not be accommodated in the cadre/sub-cadre unit shall be sent to CS.II Division before by 15-12-2015 positively.

6. All the cadre units are requested to take necessary action and the whole process may be completed on top priority basis within 15-12-2015. A copy of the appointment order may be endorsed to this Department. A report indicating the names and details of the UDCs who have been appointed/promoted to the post of Assistant on ad-hoc basis as well as those who have not been found fit, with reasons therefore, may be, furnished to this Department by 15th December, 2015, in the prescribed proforma enclosed.

The undersigned is directed to refer to this Department’s OM of even number dated 15.04.2015 regarding declaration of assets and liabilities by CSSS & CSCS officials under the Lokpal and Lokayuktas Act, 2013 and to say that, vide Notification No. 407/12/2014-AVD-IV(B) dated 27.04.2015 and also OM NoA07/12/2014-AVD-IV(B) dated 25.04.2015 of this Department , the last date for filling of returns by public servants, as on 01.08.2014 and as on 31.03.2015, has been extended to ,15th October, 2015.

2. All CSSS/CSCS officials are requested to file the returns as on 01.08.2014 and for the year 2015 (as on 31.03.2015) online at cscms.nic.in at the earliest without waiting for the last date to approach to avoid rush and slowing down of the system at the last moment. All officers of PPS and above levels of CSSS should also take a print out of the return filed online and submit the same to this Department duly signed.

3. Ministries/Departments are requested that the contents of this OM be widely circulated among all CSSS/CSCS officials working under their control. They should also monitor and ensure that the returns are submitted by all officials within the stipulated period without fail through Web Based Cadre Management System.

The undersigned is directed to say that on the recommendations of the Committee on the Cadre Restructuring of CSS (3rd ), a proposal is under consideration of this Department for re-introduction of direct recruitment in the grade of LDC in the Central Secretariat.

2. In this regard, it has been desired to elicit views of the stakeholders in the matter. Accordingly, all  Ministries/Departments, Service Associations and individual officers are requested to submit their views on the issue urgently, latest by 10 March 2015. REINTRODUCTION OF DIRECT RECRUITMENT IN THE GRADE OF LDC

As a part of first cadre review of CSS in the year 2003, direct recruitment to the Lower Division Grade (LDC) of CSCS was stopped. Eighty Five percent of the posts of LDCs were then filled up through direct recruitment quota and accordingly, after implementation of the first cadre review, 85% of the posts of
LDCs falling vacant every year are being abolished. The remaining posts are filled up by promotion from the erstwhile Group D employees (now MTS). Over the years, strength of LDCs in the Ministries/ Departments has come down substantially from the original level of about 5300.

2. The Second Administrative Reforms Commission endorsed the
decision of phasing out of direct recruitment in LDCs. The Core Group on Administrative Reforms (CGAR) also agreed with the recommendations of ARC. However, the Group of Ministers did not agree phasing out of LDCs and directed that the matter be reconsidered.

3. As the issue of reintroduction of direct recruitment in the LDC has multifarious dimensions / implications like change in work culture in the Govt. of India, E-governance, impact on Multi-Tasking Staff, UDC, Assistant cadre etc. it was referred to the 3rd cadre restructuring committee of CSS.

4. The pros and cons of reintroduction of direct recruitment in LDCs may be as under:

Pros
(i) More availability of manpower in the Sections. Presently, Central Secretariat is heavily top loaded with only 6700 Assistants feeding to 3200 SOs, 1600 USs and 1200 DS/Dirs;

(ii) Salary of a LDC is much less comparing that of an Assistant;


(iii) More continuity and institutional memory as compared to outsourced staff;


(iv) If manpower is to be increased at lower level it could be either at Assistant level or at LDC level. Direct recruitment at LDC level with Promotion to UDC and Assistant would create less problem of stagnation than increased direct recruitment at Assistant level;


(v) Quality of direct recruit LDCs is reasonable.
Cons:
(i) We would be going back from the principles of officer oriented system in the Central Secretariat;

(ii) In the era of e-governance, paperless office and multi skilling, maintaining a large cadre of LDCs to carry out routing office jobs manually may be regressive;


(iii) The savings shown in the first cadre restructuring of CSS would disappear;


(iv) LDCs in terms of salary, pension contribution and other benefits would cost much more than outsourced staff;


(iv) There could be conflict of promotional opportunities between direct recruit LDCs and Assistants
5. However, in the absence of LDCs, a number of Ministries/Departments have resorted to engaging out-sourced staff to manage basic activities like diary/dispatch, movement of files/papers, typing etc. and there is a functional need to strengthen the institutional memory and level of commitment cannot be expected from outsourced staff.

6. The 3rd CRC has recommended re-introduction DR in LDC in limited manner with simultaneous reduction in DR in Assistant grade.

7. However, in view of increased use of information technology tools and progressively more officer oriented system there is a much less requirement of ministerial staff than previously and therefore if direct recruitment in LDC is reintroduced it should be limited in number they should mostly be utilised in regulatory ministries where the volume of correspondence/ dak/ diarizing work is higher.

8. In the changed IT environment, the intake of 200-250 may be adequate  to arrive at the sustainable number of about 2000 LDCs and equal number of UDCs over the years with the combined strength of 4000.

9. To provide adequate promotional avenues to the newly recruited LDCs, the percentage of intake of DR Assistant may be reduced to 60% (from the existing 75%) leaving 40% of the vacancies in the Assistant grade to be filled up by seniority/LDCE quota from the UDC grade. Reduction in direct recruitment in Assistant would in the long run reduce stagnation in senior grades of CSS.

The undersigned is directed to refer to the O.M No. dated 12.02.2015 wherein orders were issued for promoting eligible officials out of the list .attached to the O.M No. dated 27.01.2015. Further, to this O.M a copy of the proforma required to be filled by those officials who have been found fit by the DPC could not be adjusted in their own Ministries/Departments due to lack of vacancies is attached herewith.

2. All the Cadre Units are requested to obtain the willingness of such officials concerned in the proforma for their deployment to other Ministries/Departments where there are surplus vacancies available. The preferences may be indicated in the proforma accordingly. The posting however, shall depend upon the vacancy position and administrative requirement and not strictly as per the preference given by the officials.

3. As already stated in our O.M of even number dated 12.2.2015, it is reiterated that the entire process be completed by 18.02.2015 and the details may be furnished to this Department immediately thereafter.

The undersigned is directed to refer to this Departments O.M. No. No.1211/2011-CS.I( (B) dated 27th January 2015 wherein a list of 1552  officials was circulated. Compliance report was also sought from the  cadre units with regard to their inclusion in the SL 2003(extended) UDC  grade. All the cadre units have given these report to effect that the officials  have been included in SL 2003(extended) and stand promoted.

2. As per the O.M. No, 7/4/2013-CS.I (A) dated 23.1.2015 it has been reported that there are about 2500 vacancies in the Assistant grade of CSS. Since, it would take some more time to fill up the DR vacancies of COLE 2013 and 2014, it has been decided to grant ad-hoc promotion to the grade of Assistants to those officials figuring in the list attached to O.M. No. 12/1/2011-CS.II(B) dated 27th January 2015. After excluding from the list of 1552 officials, due to retirement, VRS, resigned, not fit from vigilance angle promoted earher etc. about 1400 officials are ripe for promotion.

3. AH the Cadre Units are requested to consider the cases of UDCs who are figuring in the Select List 2003(extended) (as per list attached to O.M. 12/1/2011-CS. P1(B) dated 27th January 2015) and presently working, for Ad-hoc promotion to Assistant Grade and to issue promotion orders
accordingly subject to their fitness and clearance from vigilance angle. To the extent the vacancies are available In the individual cadre units, Ad-hoc appointees shall continue to work in the same cadre unit. In case there are no vacancies to accommodate the ad-hoc appointees, such of these officials shall be re-deployed by this division to other cadre units where there are surplus vacancies. This ad-hoc promotion would be initially for a period upto 30-06-2015 or until further orders or till regular Assistants become available through the normal mode of recruitment as prescribed under the CSS Rules, whichever is earlier.

4. The above category of officials may be promoted / appointed as Assistants on ad-hoc basis, after assessing their suitability for promotion by screening the records (APARs) of the officials after ensuring that these officials are clear from the vigilance. The ad-hoc promotion/appointment is subject to following conditions:

I) The ad-hoc appointment shall not confer on the appointees any justify to continue in the grade indefinitely or for inclusion in the select list or to claim seniority in the Assistant Grade of CSS;

Further continuance of these appointments has been reviewed in this Department and it has been decided that the period of the ad- hoc appointment of those LDCs of CSCS who are working as UDCs of CSCS on ad-hoc basis may be extended up to 30.06.2015 or till regular UDCs become available, whichever is earlier.

2. Continuance of ad-hoc appointment shall not confer on the appointees any justify to continue in UDC Grade indefinitely or for inclusion in the Select List of UDC of CSCS or to claim seniority in UDC Grade of CSCS.

3. Other terms and conditions mentioned in the relevant OMs will, remain unchanged.

4. Copies of the order along with the details of the officials (date of birth, date of Joining, Rank No., Select List Year, etc) may be endorsed to this Department for record.

Subject: Promotion of LDC as UDC of Central Secretariat Clerical Service (CSCS) on ad-hoc basis- Continuance of Ad-hoc appointments regarding.

The undersigned is directed to refer to this Department’s O.M. of even number dated 17th December, 2013 whereby cadre units were permitted to continue the ad-hoc appointments in the UD Grade of CSCS up to 30th June, 2014 and to say that the continuation of the ad-hoc appointments in the U.D grade made by the cadre units has been reviewed in this Department. Since availability of regular UDCs through normal modes of recruitment prescribed under the CSCS Rules may take some more time, it has been decided that the period of ad-hoc appointment of those LDCs who are working as UDC of on ad-hoc basis may be extended up to 31st December, 2014 or till  regular UDCs become available, whichever is earlier.

2. Continuance of ad-hoc appointment shall not confer on the appointees any right to continue in UDC Grade indefinitely or for inclusion in the Select List of UDC of CSCS or to claim seniority in UDC Grade of CSCS.
