2. The ad-hoc promotion orders had to be made to address the urgent requirement of various cadre units for manpower at various levels. However, it is seen that a number of officers have not joined. It may be appreciated that ad-hoc promotion is resorted to as a special dispensation for ensuring efficiency in Government’s functioning. The non-joining of officers is defeating the very purpose for which these ad-hoc promotions were made.

3. Hence, in partial modification of the Orders mentioned in para-1 above, all the Cadre Units are hereby directed to issue instructions to the promoted officers in all grades, who have not yet assumed the charge of the posts, to assume the charge immediately and not later than 15.01.2021, failing which the promotion orders with respect to non-joinee Officers, shall be liable to be withdrawn, apart from debarment from ad-hoc promotion or other suitable consequences. Further, the vacancies on this account shall be filled up by considering eligible officers next in order of seniority.

4. The cadre units are also requested to submit a report by 15.01.2021 to this Department at email: bhagirathjha.68[at]gov.in

5. All the concerned Ministries/ Departments are hereby requested to forward the list of officers who have not assumed the charge of the post on promotion by 15.01.2021, 03:30 P.M. on the email id mentioned above.

3. The information sought above may please be forwarded within a week to enable this section to ensure timely generation of APARs in r/o the officers concerned and forwarding the same to them.

Subject: Submission of Immovable Property Return (IPR) for the year 2019 (as on 31.12.2019) by the Officers of Central Secretariat Stenographers’ Services (CSSS) & Central Secretariat Clerical Service (CSCS) - regarding.

In terms of Rule 18 of CCS (Conduct) Rules, 1964 and instructions issued by this Department vide OM No,11013/7/2014-Estt,A- III dated 05.01.2016, the Immovable Property Return (IPR) is required to be furnished by all the Government Servants belonging to Group-A, B and C. Accordingly, IPR should be submitted by all the CSCS/ CSSS Officials/ Officers latest by 31.01.2020. CSSS Officers in the grade of Principal Private Secretary (PPS) and above should submit their IPR through Web Based Cadre Management System hosted at cscms.nic.in, A copy of the print out of IPR submitted online should also be signed and submitted to CS.II(A) Section, which is the custodian of Immovable Property Return (IPR) of these Officers. Stenographer Grade-13, Personal Assistants and Private Secretaries of CSSS & Junior Secretariat Assistants and Senior Secretariat Assistants of CSCS will also submit their IPR to their respective Admin./ Vigilance Division.

2. Ministries/ Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSCS/ CSSS Officials/ Officers working under their respective control. They should also ensure that the IPR for the year 2019 (as on 31.12.2019) is submitted within the stipulated time by all the CSCS/ CSSS Officials/ Officers. All the officials/officers are informed that non-submission of IPR within the stipulated date, would invite the denial of Vigilance Clearance for Empanelment, Deputation., assignment to training programme (except mandatory training), applying to sensitive posts etc. as the IPR status needs to be checked for the said purpose(s).

3. It is, therefore, requested that all the CSCS/ CSSS Officers may be directed to file their Immovable Property Return (IPR) for the year 2019 (as on 31.12.2.019) well in time, latest by 31.01.2020. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines. Filing of IPR has already been started from 01.01.2020 and the “Immovable Property Returns” window has been operative at cscms.nic.in.

Sir/Madam,
The Training Division of the Department of Personnel and Training is the nodal agency for training of government functionaries and is primarily responsible for formulating policies with regard to training -. With the objective of addressing competency gaps of government employees, the Division also directly implements certain training components. Under One Week In-Service Training (1ST) Scheme, officers of All India Services (lAS, IPS & IFoS), officers working under Central Staffing Scheme and officers of CSS/CSSS (DS/Sr. PPS and above level) are offered one week training programmes at various reputed institutes in India.

This letter is to invite proposals from the interested institutes for conducting one week in service training programme for 2019-20 in diverse and broad thematic areas, such as, Administrative Law, Agricultural & Rural Development, Climate Change (preparedness), Competition Law (policy formulation), Corruption (eradication strategy), Education (reforms & challenges), E-governance (opportunities & challenges), Environment & Natural Resource (management), Environmental Impact Assessment (development projects), Ethics (Public Governance and Administration), Financial Markets (regulation), Fiscal Policy (Macroeconomic Management), Governance (IT management and improving through accountability), Infrastructure (Finance), Innovations (public service), Land Acquisition (rehabilitation & resettlement), Leadership, Participatory Management (Community Mobilization), PPP (negotiating strategies and urban development), Procurement (procedure & contracting), Project Analysis/Appraisal (risk analysis/management), Public Policy (management/governance), Quantitative Methods (management), Service Delivery (management), Social Policy (Governance), Social Sector (financing/marketing), Urban Development, WTO (basic/advance course), Citizen Centric, Cyber Crime, Stress Management, etc.

The proposal should include:

(a) A brief about the institute, infrastructure, faculty, core competence, and previous experience in conducting such programmes;
(b) Thematic focus of the course and the course title;
(c) Two suitable dates for each course between July 2019 to February 2020 as in April & May 2019 and March 2020 courses are not scheduled in view of Budget Session of the Parliament;
(d) Names and CV of the faculty members who would be imparting the training;
(e) How will the training be relevant to government servants and help them discharge their duties more effectively;
(f) Specific skills proposed to be instilled in the participants with regard to governance and administrative/technical skills;
(g) Name and CV of proposed Course Coordinator along with contact details;
(h) Draft programme design, content and pedagogy, draft time table-starting on Monday and closing on Friday;
(i) A paragraph on how the proposed course will be different from those offered by competing institutions;
(j) One page flyers with regard to programs the institute proposes to conduct for the academic year 2019-20 for the information of potential participants;
(k) Allocation of one day of the 1ST programs for field visit to important organizations or public sector bodies so as to give greater exposure to the government officers to policy implementation and ground level working;
(l) Feedback received from participants

Formal proposal may be sent to this Department before May 6, 2019.

References have been received from various Ministries/Departments seeking clarity on the issue of granting additional two increments to DS/Sr. PPS on promotion from the grade of US/ PPS after implementation of Seventh Pay Commission.

2. The 7th CPC had recommended for . abolition of giving two increments on promotion to the post of DS/Sr. PPS of CSS/CSSS Cadre.

However, the matter is still under active consideration in consultation with Department of Expenditure. Any decision as and when arrived at will be intimated to all the cadre units of CSS/CSSS.

Subject:- Promotion of Personal Assistants (PAs) of CSSS to Private Secretaries (PSs) of CSSS on ad-hoc basis:-regarding

The undersigned is directed to refer to this Department's OM of even No. dated 25.10.2018, 26.10.2018 and 02.11.2018 respectively on the above mentioned subject. All the cadre units were requested to conduct DPCs of the eligible PAs of CSSS as shown in the Annexure-I to the OM of even no. dated 25.10,2018 to assess suitability for ad-hoc promotion to the grade of PS for a period upto 30.06.2019 .

2. The Cadre Units were also requested to complete the exercise of conducting the DPC meeting within one month and send duly filled option form to this Department as per Annexure­II of OM dated 25.10.2018.

3. Based on the information received from the Cadre Units, the Competent Authority has decided to nominate the PAs whose names appear in Annexure-1 of this OM to post them to the Cadre Units indicated against their names for their promotion to the Grade of PS of CSSS purely on ad-hoc basis and after having been found 'fit' by the DPC and clear from vigilance angle.

4. The ad-hoc appointment of these officials shall take place with effect from the date they assume charge of the post of PS in the allocated Cadre Units. The ad-hoc appointment shall not confer on the appointees any right to continue in the grade indefinitely or for inclusion in the Select List of PS for regular appointment or to claim seniority in the PS Grade of CSSS. The period of ad-hoc promotion would be upto 30.06.2019 or till the regular PSs become available, whichever is earlier.

5. If any of the officers shown in the list is on deputation, he/she may be given the option to revert within one month with a view to avail of the Promotion. The ad-hoc promotion is subject to the conditions mentioned in para 3 of this Department's OM of even number dated 10.2018.

6. The notification/order for promotion should be issued by allocated Cadre Units of officers after the due process is completed and a copy of such orders should invariably be endorsed to this Department for records. The fact that the appointment of the officer(s) would be subject to further orders which may be passed by Hon'ble Courts in the cases mentioned in para 3 (vi), (vii), (viii) and (ix) of OM dated 25.10.2018 and references to that extant in the connected court matters, should be clearly mentioned in the promotion order/notification.

7. Web Based Cadre Management System: Promotion of officers may be reflected in Web Based Cadre Management System. This is the responsibility of the nodal officers of all cadre units concerned.

Subject: 3rd Cadre Review of Central Secretariat Stenographers' Service (CSSS) - regarding.

The undersigned is directed to refer to this Department's O.M. of even number dated 12.09.2017 on the subject mentioned above and to say that based on the recommendations of 3rd Cadre Restructuring Committee for Central Secretariat Stenographers Service (CSSS) and decisions taken thereon, the Government has approved creation/ reduction of posts in various grades of CSSS as follows:-
i. Creation of additional 247 posts of sr. PPS/PSO;
ii. Creation of additional 549 posts of Principal Private Secretary (PPS);
iii. No change in the strength of Private Secretary (PS);
iv. Reduction of 1000 posts of Personal Assistant;
v. Creation of additional 204 posts of Stenographer Grade' D';
vi. Downgrading the vacancies arising out of retirement, death or VRs of incumbents promoted to the newly created additional posts in the grade of sr; PPS/PsO, PP? to Stenographer Grade 'D', on yearly basis to offset the additional expenditure during the next four years from the date of implementation. Additionally, some balance vacant posts in the grade of PS (after promoting the eligible PAs of subsequent sLs) arising during the next three to four years have also been decided to be downgraded to the Stenographers Grade 'D' level to achieve the target of nil financial implication at the earliest.
vii. With regard to downgrading the vacancies arising out of retirement, death or VRs of incumbents promoted to the newly created additional posts in the Grade of sr. PPs/PSO, PPs to Stenographer Grade 'D', the Order for revised strength in various Grades in participating Ministries/Departments of CSSS due to downgrading will be issued annually by the CS.II division.
2. As a follow-up action, proposals were invited from all cadre units in CSSS for allocation of these newly created posts and the proposals were examined by a Committee of Joint Secretaries of Department of Expenditure and Department of Personnel and Training. 3. Approval of competent authority is, hereby, accorded to the revised allocation of posts to vario
us cadre units in CSSS in the grades of Sr.PPS/PPS/PS/PA and Steno grade 'D', as per statement annexed.

4. The newly created posts stand allocated 1 posts for the grade of PA stand reduced among cadre units with immediate effect. The operationalisation of the newly created posts will have effect from 01.07.2017 i.e. the vacancies arising out of creation of posts will be included in the Select List Year -2017 except for Steno Grade 'D' (Direct Recruitment Posts) for which the posts would be operational for the Direct Recruitment examination to be conducted by Staff Selection Commission for the Select List Year 2018 i.e. w.e.f 01.07.2018. The posts would be filled up as per CSSS Rules, 2010 and Regulations framed here under.

5. The Cadre Units are requested to further distribute the allocated posts amongst their sub-cadres, wherever applicable, keeping in view the revised entitlements as communicated vide this Department's OM of even no dated 12.09.2017, functional justification, newly encadred posts for a particular cadre unit/sub-cadre unit in CSSS and newly created posts and allocation thereof under 3rd cadre review of CSS as communicated vide this Department's OM No.19/1/2018-CS.I(P) dated 13/14.09.2018.

6. Necessary amendment in the Central Secretariat Stenographers' Service(CSSS) Rules 2010 would be made separately.

Dear Sir/Madam,
As you are aware Department of Personnel & Training arranges one week In-Service Training Programme for All India Service (IAS, IPS & IFoS). offices working under Central Staffing Scheme and officers or Central Secretariat Service (CSS)/ Central Secretariat Stenographers Service (CSSS) (DS/Sr. PPS and above level) every year.

2. The calendar for the In-Service Training Programme 2018-19 (First list) has been finalized and uploaded on the website of this Department at www.persmin.nic. in. I am also enclosing a copy of the training calendar for 2018-19 (First list). I request you that the calendar may kindly be circulated among the eligible officers requesting them to submit their options before commencement of the course. All eligible IAS Officers are required to give their willingness through the Intra IAS portal and all other officers through the proforma linked at www.persmin.nic.in. IAS officers are requested to send mail mentioning their names. Allotment Year and Cadre to persinfotech@nic. in/ tdp-trg@nic.in for Username/Password related queries.

3. All AIS (IAS, IPS and IFoS) officers with minimum 4 years of service and up to the rank of Secretary to the Government of India/Chief Secretary and equivalent. Group 'A' officers working under the Central Staffing Scheme in the Government of India and officers of CSS/CSSS (DS/Sr. PPS and above) are eligible to attend the aforesaid training programme.

4. It is also requested that the officers may be encouraged to opt for those training programmes which are relevant to their current job as well as the kind of assignments they are likely to hold in future.

5. I solicit your kind cooperation for the successful conduct of the training programmes by enabling wide publicity or the programmes amongst the officers and facilitating the attendance of a large number of officers in these programmes.

General Guidelines for In- Service Training Programmes for AIS Officers (IAS, IPS & IFoS), officers working under the Central Staffing Scheme. Cenlral Secretariat Service (CSS) and Central Secrewriat Stenographers Service (CSSS) Officers.

This is one-week In-Service Training Programmes for the year 2018-19 for AIS officers ( IAS, IPS & IFoS) officers working under the Central Staffing Scheme and Central Secretariat Service (CSS) and Central Secretariat Stenographers Service (CSSS) Officers.

2. Eligibility:
(a) AIS officers ( IAS, IPS & IFoS)
(b) Officers working under the Central Staffing Scheme in the Government of India.
with minimum of 4 years of Service up-to the rank of Secretary to the Govt. of India and Chief Secretary in the State Govt. and equivalent.
(c) Central Secretariat Service (CSS) and CentraI Secretariat Stenographers Service (CSSS) Officers of the level DS/ Sr. PPS and above.

3. All the training programmes are residential in nature. Accommodation facility will be provided to the participants by the trraining institutes who are organizing the training programme.

4. The IAS officers are required to apply on-line through the Intra IAS portal. All other Officers are required to apply through the prescribed proforma available with these guidelines after obtaining approval of the competent authority of the Department/ Ministry/ State
Government/ Cadre controlling authority concerned.

5. The Officers who are due for retirement may not be sponsored for the training programme scheduled in the month in which they are due to retire.

6. The Officers posted abroad are exempted from participation in the programme and their applications will not be considered.

7. The Officers are not allowed to apply or change options within 10 days of the commencement of an opted programme.

8. The Officers can attend only one In-Service Training Programme during 2018- 19.

Subject: Online generation and recording of Annual Performance Assessment Report (APAR) on SPARROW for CSS & CSSS Group A officers - Extension of timelines for completion of APAR for the financial year 2017-18.

The undersigned is directed to refer to this Department's O.M. No.21 011/1/2005/Estt.(A) (Pt.II) dated 23rd July, 2009 vide which various date-lines for recording of APARs have been defined.

2. It has been experienced that while recording of APAR for the financial year 2017-18 on SPARROW web portal, some of the cadre controlling authorities of CSS & CSSS Group 'A' officers are facing practical difficulties in getting the self-appraisal of the officers under their cadre due to technical reasons and also pre-occupation of Nodal Officers & ORU with urgent time-bound assignments. It has therefore, been decided that the target dates prescribed in the above referred O.M., be further relaxed as a one time measure only for online generation, filling up of self-appraisal, reporting, reviewing and acceptance of APAR in respect of CSS & CSSS Group 'A' officers for the financial year 2017-18 through SPARROW web portal. The revised target dates for recording of APAR online for the financial year 2017-18 is annexed. This relaxation is subject to the condition that no remarks shall be recorded in the APAR for the year 2017-18 after 31 .12.2018. Where the reporting , reviewing and acceptance authority fail to record their comments within the time frame, the officer may be assessed on the basis of the overall record and self assessment for the financial year 2017-18, if he/she has submitted his/her self-assessment within the stipulated time.

Sir/Madam,
The Training Division of the Department of Personnel and Training is the nodal agency for training of government functionaries and is primarily responsible for formulating policies with regards to training. With an objective of addressing competency gaps of government employees, the Division also directly implements certain training components. Under the One Week In-Service Training (1ST) Scheme, officers of All India Services (IAS, IPS & IFoS), officers working under Central Staffing Scheme and officers of CSS/CSSS (DS/Sr. PPS and above level) are offered one week training programmes at various reputed institutes in India.

2. This letter is to invite proposals from the interested institutes for conducting one week inservice training programme for 2018-19 in diverse and broad thematic areas, such as, Administrative Law, Agricultural & Rural Development, Climate Change (preparedness), Competition Law (policy formulation), Corruption (eradication strategy), Education (reforms & challenges), E-governance (opportunities & challenges), Environment & Natural Resource (management), Environmental Impact Assessment (development projects), Ethics (Public Governance and Administration), Financial Markets (regulation), Fiscal Policy (Macroeconomic Management), Governance (IT management and improving through accountability), Infrastructure (Finance), Innovations (public service), Land Acquisition (rehabilitation & resettlement), Leadership, Participatory Management (Community Mobilization), PPP (negotiating strategies and urban development), Procurement (procedure & contracting), Project Analysis/Appraisal (risk analysis/management), Public Policy (management/governance), Quantitative Methods (management), Service Delivery (management), Social Policy (Governance), Social Sector financing/marketing), Urban Development, WTO (basic/advance course), Citizen Centric, Cyber Crime, Stress Management, etc.

3. The proposal should include:
(a) A brief about the institute, infrastructure, faculty, core competence, and previous experience in conducting such programmes;
(b) Thematic focus of the course and the course title;
(c) Two suitable dates for each course between July 2018 to February 2019 as in April & May 2018 and March 2019 courses are not scheduled in view of Budget Session of the Parliament;
(d) Name and CV of proposed Course Coordinator along with contact details;
(e) Draft programme design, content and pedagogy, draft time table-starting on Monday and closing on Friday;
(f) A paragraph on how the proposed course will be different from those offered by competing institutions.
(g) Feedback received from participants.

The undersigned is directed to refer to this Division’s 0M No. 20/49/2009-CS-II(B) dated 22.06.2011 on the subject mentioned above and to say that based on the Common Seniority List of Stenographers Grade ‘D’, list of 331 Stenographers Grade ‘D’ who are considered eligible for of NFSG is annexed to this O.M., subject to their being found suitable by Internal Committee to be constituted by the cadre units as per para I (b) of the this Department 0M No.20/49/2009-CS-II(B) 22.06.2011. These Stenographers Grade 'D' who have completed the approved service of 5 years on 1st July, 2017 be granted the NFSG w.e.f. 1st July, 2017, subject to availability of last 5 years ACRs/APARs and other in the aforesaid 0M dated 22.06.2011.

2. Accordingly, the concerned cadre units of CSSS are requested to place the eligible Stenographers Grade ‘D’ as given in Annexure to this 0M in the NFSG alter strictly following the procedure and keeping in view other conditions as prescribed in 0M dated 22.06.2011 and also furnish the details of Stenographers Grade 'D', if any, who have not been covered in this order and are eligible NFSG. A copy of order in NFSG in respect of eligible Stenographers Grade ‘D’ may please be to this Department for the purpose of record.

Dear Sir/Madam,

All the Group 'A' officers of CSS/CSSS cadre are required to submit their annual Immovable Property Returns (IPRs) of the previous year, latest by 31st January of the current year, as per Rule 18 of CCS (Conduct) Rules, 1964. Accordingly IPR-2017 as on 31.12.2017 is due to be filed latest by 31.01.2018.

2. In this context, CS Division vide their OM No. 26/01/2017-CS.I(PR/CMS) dated 21.12.2017 and 22.12.2017 has requested to all the CSS/CSSS Officers to file the Immovable Property Return (IPR) for the year 2017 (as on 31.12.2017) well in time, latest by 31.01.2018, through Web Based Cadre Management System only.

3. It may please be noted that Vigilance Clearance to Group 'A' Officers of CSS/CSSS cadre for the purpose of (a) empanelment; (b) any deputation for which Vigilance Clearance is sought; (c) appointment to the post of sensitive post, assignments to training programmes (except mandatory training), is examined as per the guidelines contained in DOP&T OM No 11012/11/2007-Estt.A dated 27.09.2011. As per the guidelines, non submission of IPR-2017, as on 31.12.2017 latest by 31.01.2018 would invite denial of Vigilance Clearance to the Group 'A' Officers of CSS/CSSS cadre, during the year 2018.

4. In view of the above, I would be grateful if necessary instruction in this regard is immediately issued to all Group 'A' Officers of CSS/CSSS cadre in your jurisdiction.

Subject: Submission of Immovable Property Return (IPR) for the year 2017 (as on 31.12.2017) by the Officers of Central Secretariat Stenographer Services (CSSS) reg.

In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSSS Officers in the grade of PPS ,Sr.PPS and PSO, latest by 31.01.2018. IPR should be submitted by all the CSSS Officers through Web Based Cadre Management System which is hosted at cscms.nic.in. A copy of the print out (IPR submitted online) duly signed, should also be submitted to CS.II (A) Section, which is the custodian of IPR of these Officers. Steno Grade D, PA and PS of CSSS will also submit the print out (IPR) duly signed, to their respective Admin/Vigilance Division.

2. Ministries/Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSSS Officers/Officials working under their respective control. They should also ensure that the IPR for the year 2017 (as on 31.12.2017) is submitted within the stipulated time by all the CSSS Officers. The officers are also informed that non-submission of IPR within the stipulated date, would invite the denial of vigilance clearance for empanelment, deputation and applying to sensitive posts and assignment to training programme (except mandatory training) as the IPR status needs to be checked for the said purpose(s).

3. It is, therefore, requested that all the CSSS Officers may be directed to file their Immovable Property Return (IPR) for the year 2017 (as on 31.12.2017) well in time, latest by 31.01.2018, through Web Based Cadre Management System only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines.
