Subject: Request for updation of the vigilance status in Web Based Cadre Management System in respect of CSSS officers – instructions for Nodal Officers – regarding.

The undersigned is directed to say that the Web Based Cadre Management System is functional since 2012. It is enabled to capture the data of all CSSS officers relating to their date of joining, address, posting, promotions, training etc.

For effective and efficient cadre management, it is necessary that the data of all officers be available on real time basis. In absence of complete data, CSCMS portal cannot be fully relied upon for processing cases related to Rotational Transfer, Promotion, Voluntary Retirement etc. It is seen that at the time of promotions, the cases gets delayed for want of updation of vigilance status of officers in the zone of consideration. Hence, it has been decided to strengthen the Vigilance Information System (VIS).

Presently, the vigilance status of the decentralized grades is available only with the cadre units and also the vigilance status of Principal Private Secretary and above level officers is shared with CS.II Division, only at the time of promotion etc.

As such, it has now been decided that vigilance status of all grades of officers will have to be updated on a quarterly basis by all the cadre units on the CSCMS portal. If any change in the vigilance status of any officer happens in the interim period, the same must be updated immediately. The process to be followed for all grades of CSSS cadres is as under :-

In the first instance, all the Cadre units will update the vigilance status of all the officers. Subsequently, the same will be reviewed by them on quarterly basis and revised. If there is a change in vigilance status within the three months’ period, the same has to be updated/ reflected on the CSCMS portal immediately.

This exercise will be completed in a phased manner. In the first phase, the vigilance status of the senior most officers as identified below may be updated :-

The vigilance status of these officers may be updated on the portal on or before 29.02.2020.

In the second phase, the vigilance status of the rest of the officers may be updated. This information should be updated comH.ylsorily & immediately but not later than 15.03.2020. Subsequently, the status may be updated for all officials/officers every quarter ending March, June, September and December respectively starting from March, 2020.

A hard copy of vigilance status of Principal Private Secretary and above level as mentioned in para 5 may also be made available to AVD.I, DOPT, North Block, New Delhi with a copy to the undersigned. In this regard for reference a copy of O.M.No.21/1/2014- CS.I(U) dated 09.05.2014 explaining the procedure for updating the vigilance status in CSCMS is enclosed for necessary action of the Nodal Officers of all Ministries / Departments. The pathway is as under:-

CSCMS> Vigilance> Request for status> filling up of drop down items as per cadre unit> go> select the cadre personnel> vigilance for the purpose to be filled up>send vigilance request>intimation of status> modify> fill up the fields accordingly> update. If still the status under Ministry / Department shows as pending, then CS Division may be contacted for a solution.

Therefore, Nodal Officers of all Ministries/ Departments is requested to update the data of all CSSS officers working under them including their experience/ training details, category etc. on PRIORITY, if not done so far. The rights have been opened for Nodal Officers as well as for individual officer (to a limited extent as may be allowed to access) to update the fields in CSCMS.

A new feature has been added to upload one’s photograph in CSCMS through employee details> Documents> photograph. All officials/ officers of CSSS cadre are also requested to upload their latest photograph in the CSCMS on PRIORITY.

Sub: Introduction of SPARROW for CSS Officers – reg

The undersigned is directed to say that ‘SPARROW’ has been implemented across all the grades of CSS, CSSS & CSCS from the year 2018-19 vide this Department’s Office Memorandum of even number dated 10th April, 2019. Further, keeping in view the practical difficulties faced by various authorities in recording the APARs, the datelines for filing of online APARs have been extended in terms of Department of Personnel and Training’s Office Memorandum No. 21011/02/2015-Estt (A) (Pt. II), dated 18th April, 2019 and reiterated by CS-I Division’s OM of even number dated 28th May, 2019.

An analysis of APARs generated on ‘SPARROW‘ reveals that a sizeable number of officers are yet to be mapped up on the system and their APARs are pending for generation. It is necessary that the data in respect of APARs generated in each Ministry across all the grades of CSS, should be analysed to find out the gaps with reference to total strength of officers in a particular grade. In the above context the Ministries/Departments are requested to provide their inputs pertaining to their Department as per the following proforma.

In terms of Rule 18 of the Central Civil Services (Conduct) Rules, 1964, Immovable Property Returns (IPRs) are required to be submitted by all Government servants on their first appointment to any service or post and subsequently to be submitted annually. Similar provisions are also available in All India Services (Conduct) Rules, 1968.

Department of Personnel & Training (DoPT) being the cadre controlling authority for Indian Administrative Service (IAS), Central Secretariat Service (CSS) and Central Secretariat Stenographers Service (CSSS) maintains the data in respect of officers belonging to these services. As per information in respect of these officers, IPRs for the year 2018, have not been filed by 52 IAS officers of the level of Joint Secretary & above, 163 CSS officers of the level of Under Secretary & above and 51 CSSS officers of the level of Principal Private Secretary & above.

DoPT, vide O.M. No. 104/33/2005-AVD-I dated 7.09.2011 and O.M. No. 11012/11/2007-Estt.(A) dated 27.09.2011, has prescribed that vigilance clearance shall be denied to the officers of All India Services and Central Civil Services/ Posts for certain purposes if they fail to submit their annual Immovable Property Returns of the previous year latest by 31st January of the following year.

This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh in written reply to a question in Rajya Sabha today.

Subject: Recording of Annual Performance Appraisal Report (APAR) for the financial year 2017-18 in respect of CSS/CSSS officers - 'Alert' regarding.

Online system for recording of APARs on SPARROW web portal has been introduced in CSS from the financial year 2015-16. Initially, it was implemented for Deputy Secretary and above level officers in CSS and equivalent levels in CSSS w.e.f. the financial year 2015-16. From the financial year 2016-17, SPARROW has been extended from Under Secretary and above levels in CSS and equivalent levels in CSSS. As per Estt. Division's O.M. dated 23.07.2009 time schedule for completion of various activities relating to PARs are as under :

2. Keeping in view the difficulties faced by Nodal Officers in the Ministries/Departments and also the individual officers, it was decided to extend the timelines for completion of APARs online on SPARROW web portal for the financial year 2017-18 as under :-

3 The progress made towards generation and completion of online APARs on SPARROW system for the financial year 2017-18 is being constantly monitored in this Department'. It has been observed that as on date 367 APARs are pending with ORUs, 404 APARs are pending with Reporting Officers and 445 APARs are pending with the Reviewing Officers. Apart from the above, a total number of 503 APARs are pending at different stages for disclosure/closure. It is note-worthy that the timelines including extended timelines for writing of APARs for the financial year 2017-18 have been over on 31 .8.2018. As per the instructions contained in OM of even number dated 24.07.2018, the entire exercise for writing of APARs in respect of CSS/CSSS officers , for the financial year 2017-18 will be closed on 31.12.2018.

4. In the meantime, a new feature for sending 'alerts' in the SPARROW web portal has been developed by the NIC (SPARROW Division) to remind the officers to complete their APAR activities on SPARROW.

5. Keeping in view the overall progress made in completion of APARs on SPARROW, the Ministries/Departments are advised to take the following actions for timely completion of APARs on SPARROW for the financial year 2017-18, before it is finally closed on 31 .12.2018.
(i) All the Ministries/Departments may send 'alerts' to all the officers to complete the APARs lying in their 'inboxes'. The facility for sending 'alerts ' are available in the revised version of 'SPARROW'.

(ii) The PARs in respect of ORUs who have still not submitted their PARs to their Reporting Officers, may be given a final chance to submit their self-appraisal to their respective Reporting Officers within 15 days from the date of issue of this OM. Thereafter, their APARs may be forceforwarded to their next level i. e. the Reporting Officer.

(iii) The Nodal officers are advised to devise a mechanism to monitor progress of completion of APARs for the financial year 2017-18 including disclosure and consideration of representation, if any by the stipulated date i.e. 31/12/2018.

(iv) It may be re-iterated that the end of entire APAR recording process on SPARROW for the financial year 2017 -18 will be on 31 .12.2018.

i. To ensure for updating all the particulars of CSSS officers in CSCMS portal in a time bound manner;
ii. Preparation in all aspects for conducting the DPC meeting, immediately;
iii. Availability of APARs for the period upto 2017-18 in respect of eligible CSSS officials/officers.
iv. Up-to-date information with regard to vigilance clearances with major and minor penalties, details of officers retired on superannuation or otherwise, cases of refusal of promotion etc. may be made available readily,

Subject: Submission of Immovable Property Return (IPR) for the year 2017 (as on 31.12.2017) by the Officers of Central Secretariat Stenographer Services (CSSS) reg.

In terms of Rule 18 of CCS (Conduct) Rules, 1964, the Immovable Property Return is required to be furnished by the CSSS Officers in the grade of PPS ,Sr.PPS and PSO, latest by 31.01.2018. IPR should be submitted by all the CSSS Officers through Web Based Cadre Management System which is hosted at cscms.nic.in. A copy of the print out (IPR submitted online) duly signed, should also be submitted to CS.II (A) Section, which is the custodian of IPR of these Officers. Steno Grade D, PA and PS of CSSS will also submit the print out (IPR) duly signed, to their respective Admin/Vigilance Division.

2. Ministries/Departments are therefore, requested that the contents of this O.M. may be widely circulated to the notice of all CSSS Officers/Officials working under their respective control. They should also ensure that the IPR for the year 2017 (as on 31.12.2017) is submitted within the stipulated time by all the CSSS Officers. The officers are also informed that non-submission of IPR within the stipulated date, would invite the denial of vigilance clearance for empanelment, deputation and applying to sensitive posts and assignment to training programme (except mandatory training) as the IPR status needs to be checked for the said purpose(s).

3. It is, therefore, requested that all the CSSS Officers may be directed to file their Immovable Property Return (IPR) for the year 2017 (as on 31.12.2017) well in time, latest by 31.01.2018, through Web Based Cadre Management System only. IPRs received beyond the stipulated date, shall not be regarded as conforming to the extant guidelines.

The undersigned is directed to refer to this Department's D.O. letter No. 3/8/2015-CS.1 (D) dated 26.02.2016 and subsequent reminders dated 08.11.2016, 29.11.2016 and 23.12.2016 vide which all the cadre units of CSSS were requested to furnish the inputs in the format annexed therewith with respect to the officers who in the opinion of Ministry/Department, are covered under extant provisions of FR 56 (j)/Rule 48 of CCS(Pension) Rule, 1972. However, the inputs sought in respect of PA Grade are still awaited from several Ministries/Departments.

2. It is, therefore, once again requested to all the defaulting cadre units to furnish the requisite information in respect of PA Grade who are due to review under the provisions of FR 56U) to this Department within a week positively.

Subject: Introduction of SPARROW for CSSS officers.

The undersigned is directed to refer to this Department’s OM of even number dated 13.04.2016 on the subject mentioned above and to say that the website enabling online filing of APAR for CSSS officers has been made live by this Department which may be accessed through https:/Isparrow-csss.eoffice.gov.in.

2. In this regard, all the Ministries/Departments of CSSS were requested to nominate officers to perform the roles as functionaries i.e. Custodian (Nodal Officer), Custodian(Alternative Functionary), PAR Manager and EMD Manager. The Ministries/Departments were requested to provide the same information in respect of officers nominated in the enclosed proforma to NIC.

3. Ministries/Departments, as per the Annexure, have either not furnished the requisite information so far or have furnished only hard copies. Concerned Ministries/Departments are requested to expedite the requisite information on priority basis through e-mail,as requested.
