The progress of writing of APARs of CSS officers was monitored closely and it was observed that a large number of ORUs, Reporting & Reviewing Officers, had not recorded their remarks in the APARs even after the expiry of extended date-lines. All the Ministries/Departments were, therefore, requested vide O.M. dated 29.11.2018 to send ‘alert’ to all the officers for completing action on their part at the earliest and force forward APARs of ORUs, who failed to submit their self- appraisal by 14.12.2018, to next level i.e. Reporting Officer. The ‘SPARROW’ window has been closed on 31.12.2018.

The details of activities completed for writing of APARs on SPARROW for the year 2017-18 are as under:

Attention is invited to the O.M. dated 29.11.2018 followed by Secretary (P)’s D.O. dated 11.12.2018, in terms of which the APARs for 2017-18 pending at ORU level were required to be force forward to next level i.e. Reporting Officer. However, 51 APARs for 2017-18 were closed at ORU level. The concerned Ministries/Departments are requested to elaborate reasons for not force-forwarding these APARs to the next level i.e. Reporting Officer. A list of 51 ORUs whose APARs were not force forwarded is enclosed at Annexure.

Secondly, inspite of clear cut instructions from this Department vide O.M. No.21011/02/2009-Estt(A) dated 16.02.2009, a large number of APARs have been closed at the level of Reporting Officers and Reviewing Authorities. Further, around 286 APARs are pending for Disclosure. It is brought to the notice of all the Ministries/ Departments that the APAR for 2017-18 are now available for viewing to the officer concerned by visiting sparrow-css.eoffice.gov.in-> Dossier-Ny Completed PAR. The officers may be advised to view their APARs for 2017-18 through above link and send representation, if any, to their Ministry/Department, within 15 days from the issue of this O.M. Their representations may be examined as per the extant instructions and outcome of such representations may be intimated to the officer concerned under intimation to this Department.

All the Ministries/ Departments are, therefore, requested to take necessary action as per extant instructions and send a completion report alongwith a printout of APARs for 2017-18 closed on SPARROW web portal for records in this Division.

OFFICE MEMORANDUM

Subject: Recording of Annual Performance Appraisal Report (APAR) for the financial year 2017-18 in respect of CSS/CSSS officers - 'Alert' regarding.

Online system for recording of APARs on SPARROW web portal has been introduced in CSS from the financial year 2015-16. Initially, it was implemented for Deputy Secretary and above level officers in CSS and equivalent levels in CSSS w.e.f. the financial year 2015-16. From the financial year 2016-17, SPARROW has been extended from Under Secretary and above levels in CSS and equivalent levels in CSSS. As per Estt. Division's O.M. dated 23.07.2009 time schedule for completion of various activities relating to PARs are as under :

2. Keeping in view the difficulties faced by Nodal Officers in the Ministries/Departments and also the individual officers, it was decided to extend the timelines for completion of APARs online on SPARROW web portal for the financial year 2017-18 as under :-

3 The progress made towards generation and completion of online APARs on SPARROW system for the financial year 2017-18 is being constantly monitored in this Department'. It has been observed that as on date 367 APARs are pending with ORUs, 404 APARs are pending with Reporting Officers and 445 APARs are pending with the Reviewing Officers. Apart from the above, a total number of 503 APARs are pending at different stages for disclosure/closure. It is note-worthy that the timelines including extended timelines for writing of APARs for the financial year 2017-18 have been over on 31 .8.2018. As per the instructions contained in OM of even number dated 24.07.2018, the entire exercise for writing of APARs in respect of CSS/CSSS officers , for the financial year 2017-18 will be closed on 31.12.2018.

4. In the meantime, a new feature for sending 'alerts' in the SPARROW web portal has been developed by the NIC (SPARROW Division) to remind the officers to complete their APAR activities on SPARROW.

5. Keeping in view the overall progress made in completion of APARs on SPARROW, the Ministries/Departments are advised to take the following actions for timely completion of APARs on SPARROW for the financial year 2017-18, before it is finally closed on 31 .12.2018.
(i) All the Ministries/Departments may send 'alerts' to all the officers to complete the APARs lying in their 'inboxes'. The facility for sending 'alerts ' are available in the revised version of 'SPARROW'.

(ii) The PARs in respect of ORUs who have still not submitted their PARs to their Reporting Officers, may be given a final chance to submit their self-appraisal to their respective Reporting Officers within 15 days from the date of issue of this OM. Thereafter, their APARs may be forceforwarded to their next level i. e. the Reporting Officer.

(iii) The Nodal officers are advised to devise a mechanism to monitor progress of completion of APARs for the financial year 2017-18 including disclosure and consideration of representation, if any by the stipulated date i.e. 31/12/2018.

(iv) It may be re-iterated that the end of entire APAR recording process on SPARROW for the financial year 2017 -18 will be on 31 .12.2018.

Sub: Introduction of provision for writing of APAR of all Railway employees Working in PB-I, 5200-20200, GP Rs. 1900-Regarding.

As the Railways are aware, in terms of Board’s letter No. E(NG)I-81/CR/5 dated 30.09.1981 Annual Confidential Reports (ACR) {now renamed as Annual Performance Appraisal Report (APAR)} are at present written by the reporting authority on every Non-gazetted Railway servant as per the procedure being narrated in the letter ibid, except the following Railway employees:-

(a) Grade ‘D’, now upgraded as Grade ‘C’, railway servants in grade pay of Rs. 1800.
(b) The Railway servants in Grade Pay Rs. 1900

(c) Railway servants whose initial grade pay is higher than Rs. 1900 provided the next higher grade is a non-selection grade except in the case of highly skilled Artisan Staff for whom APAR shall be written for those in two grades below in selection grade.

2. Pursuant to directives of Hon’ble Central Administrative Tribunal (CAD/Chandigarh dated 10.04.2013 delivered in DA. No. 1346-PB-2011, and of Hon’ble High Court Punjab Haryana at Chandigarh vide its judgment dated 18.09.2013 in CWP No. 20612 of 2013, the issue of initiation of APAR was considered by Railway Board for the left out categories mentioned above.

3. Afier consultation with the Railways [the] Board have considered the matter further. In partial modification of Board’s letter No. E(NG)I-81/CR/5 dated 30.09.1981, it has now been decided that the concept of writing of APAR on all Non-gazetted Railway servants working in Group ‘C’ PB-I, 5200-20200 in Grade Pay Rs. 1900 & above be introduced on the zonal Railways. Consequently, APAR may henceforth be written for the categories mentioned in set (b) & (c). The proforma of APARs of these categories is enclosed herewith. For those in Grade Pay of Rs. 1800/-, the system of working reports as and when required will continue. The procedure of writing of APARs for those Railway servants for whom it is already written
will remain unaltered.
