UPON hearing the counsel the Court made the following

ORDER

During the course of the hearing, the principal submission of the petitioners is that the recommendation of the Koshyari Committee for thegrant of One Rank One Pension (OROP) was endorsed by the Budgetary Speech of the Finance Minister on 17 February 2014 and by the Minister of Defence on 26 February 2014, following which the Controller General of Defence Accounts was directed to work out modalities. This was further re-affirmed on 10 July 2014 by the Finance Minister and on 2 December 2014 by the Minister of State for Defence. However, the Union government, on 7 November 2015, while implementing OROP adopted a modified definition of the expression under which the gap between the rates of pension of current and past pensioners would be bridged at“periodic intervals”.

The petitioners have highlighted specifically three aspects of the anomalies which have arisen. They are summarised in a written note of submissions tendered before the Court, which is extracted below:
“(i) Fixation of Pension on calendar year of 2013 instead of FY of 2014: Fixation of pension as per calendar year 2013 would result in past retirees (pre 2014) getting less pension of one increment than the soldier retiring after 2014.

(ii) Fixation of pension as mean of Min and Max pension: Fixing pension as mean of Min and Max pension of 2013 would result different pensions for the same ranks and same length of service and the past retiree would get 1.5 increment lesser on account of such fixation.

For example, if 8(i) and (ii) are implemented, two soldiers who have served for same length of years, holding the same rank will draw different pension. A Sepoy (Group Y) who retired prior to 31 Dec 2013 will get Rs.6665 p.m. and another Sepoy (Group Y) who retired on and after 1 Jan 2014 would get Rs 7605 p.m. Further, on account of such implementation, a higher rank Naik soldier who retired before 31 Dec 2013 would draw a lesser pension of Rs.7170p.m., than a junior rank Sepoy who retired after 1 Jan 2014 as his pension would be Rs.7605. This fact is illustrated by a tabular chart which is enclosed. (See Pg.1, CC).

Therefore, implementation of this new definition of OROP defeats the very principle of OROP by creating a class within a class of the same officers, which in practice tantamounts to one rank different pensions. This is also contrary to the judgment by this Hon’ble Court in Union of India v SPS Vains, (2008) 9 SCC 125.

Another fallacy in the new definition of OROP which detracts from the principle of OROP is:

(iii) Pension Equalization every five years:

It is submitted that Pension equalization every five years would result in the grave disadvantage to the past retirees.”

Certain concrete examples have been indicated in charts which are annexed to the note submitted before this Court by Mr Huzefa Ahmadi, learned senior counsel appearing on behalf of the petitioners.

At this stage, we are of the considered view that it would be appropriate if the Union government scrutinizes the grievances which are placed before the Court in the above note. It would be appropriate and in the interest of justice if these concerns, which have been expressed on behalf of personnel, who have served the nation as members of the Armed Forces of the Union before retirement, are duly considered by the Union government at an appropriate level.

We would expect the government to seriously consider the grievances and to determine whether and, if so, to what extent, justice canbe provided for the satisfaction of all concerned.

Pension Disbursing Agencies (PDAs) are aware that as per this office Circular No. 555 dated 04.02.2016, pension of Armed Forces Personnel is to be revised w.e.f. 01.07.2014 by the PDAs as per tables attached with the circular.

In continuation of the same, the rates of ordinary family pension, Special Family Pension, 2nd life award of SFP, Liberalized Family Pension, 2nd life award of LFP, Disability/ Liberalized disability element for 100% Disability, War Injury Element for 100% disability (Invalid out cases) meant for post -53 retirees JCOs/ ORs of Regular Army of Group “Y” may be allowed to the families of pre-53 retirees under OROP scheme.

Further, cases where data is not available with PDAs, the same may be referred to PCDA(P) Allahabad for issue of Corr. PPOs.

In view of the above, this office Circular No. 591 dated 13.11.2017 stands cancelled in toto.

The issue of One Rank One Pension (OROP) has been resolved and the Government also announced substantial hike in the Military Service Pay (MSP) of all service personnel and special allowances given to Naval and Air Force personnel deployed in high risk duties.

Defence budget hiked to Rs. 3,05,296 crore

Rs. 3,05,296 crore have been provided in the Budget Estimates for 2019-20, compared to Rs. 2,82,733 crore provided in 2018-19 Budget Estimates. The figures were revised to Rs. 2,85,423 crore in the Revised Estimates of 2018-19. While presenting the Interim Budget 2019-20 in Parliament today the Union Minister for Finance, Corporate Affairs, Railways and Coal Sh. Piyush Goyal said "Our Defence Budget will be crossing Rs.3,00,000 crore for the first time in 2019-20. For securing our borders and to maintain preparedness of the highest order, if necessary, additional funds would be provided."

On the issue of strengthening Defence and National Security, the Interim Budget 2019-20 states that our soldiers protect our borders in tough conditions and they are our pride and honour. The Finance Minister Sh. Goyal said that due care has been taken of their honour. He said that the issue of One Rank One Pension (OROP) which was pending for the last forty years has been resolved.
He said "The previous Governments announced it in three budgets but sanctioned a mere Rs.500 crore in 2014-15 Interim Budget; in contrast we have already disbursed over Rs.35,000 crore after implementing the Scheme in its' true spirit. The Government also announced substantial hike in the Military Service Pay (MSP) of all service personnel and special allowances given to Naval and Air Force personnel deployed in high risk duties."

(a) to (e): The Government has implemented One Rank One Pension (OROP) for Defence Forces Personnel with effect from 01.07.2014. As on 30.09.2017, a sum of Rs.10,795.4 crores has been released to 20,60,220 Defence Forces Pensioners / Family Pensioners in four instalments towards the arrears.

The Government appointed One Member Judicial Committee (OMJC) on OROP to look into anomalies, if any, arising out of implementation of OROP. The Terms of Reference of the Committee was as under:-

To examine and make recommendations on references received from the Central Government on the following matters:-

(i) Measures for the removal of anomalies that may arise in implementation of the OROP Letter No.12(1)/2014/D(Pen/Pol)/PartII, dated 7.11.2015.
(ii) Measures for the removal of anomalies that may arise out of interservice issues of the three forces due to implementation of OROP order ibid.
(iii) Implications on service matters.
(iv) Any other matter referred by the Central Government on implementation of the OROP or related issues.

In making its recommendations, the Committee shall take into account the financial impact of its recommendations.
The Committee submitted its report on 26.10.2016. An Internal Committee has been constituted by the Government to examine the recommendations of OMJC with respect to feasibility and financial aspects. Terms of reference of the Committee are as under:

(i) To examine and analyse the recommendations of OMJC.
(ii) To examine the feasibility of implementation of recommendations of OMJC.
(iii) To work out financial implications.

The matter is under examination by the Committee.

The undersigned is directed to refer to this Ministry's letter No. 12(1)/2014/D(Pen/Policy)-Part-II dated 03.02.2016, appending 101 pension tables indicating rates of pension/family pension under OROP scheme notified vide this Ministry's letter No. 12(1)/2014/D(Pen/Po1)-Part-II dated 07.11.2015.

2. As per Para-3 of GoI, MoD letter No. 12(1)/2014/D(Pen/Pol)-Part-II dated 11.2015, OROP tables had been prepared on the basis of the average of minimum and maximum pension of personnel retired in 2013 in the same rank and with same length of service. However, in preparing the tables of EC/SSC officer (other than medical officers) data of pension of Cdr, (Lt. Col. in Army) was inadvertently taken as pension of Lt. Cdr. (Major in Army). This has affected tables No. 5, 14, 23, 32, 41, 50, 63, 64, 74, 83 and 92. The modified tables are enclosed herewith. Pension of the affected pensioners may be revised according to amended tables. However, if pension revised in these cases according to amended tables w.e.f, 1.7.2014 is less than the pension as on 30.06.2014, the same will not be revised to the disadvantage to the pensioner.

3. Further, in table No. 7, the pension rate of Hony.Nb.Subedar with qualifying service of 13 years has not been protected with reference to the lower rank viz. Havildar of same qualifying service i.e. 13 years. As such following amendment may be carried out in table No. 7 :

4. Any arrears/recovery of over payment pension would have to be adjusted by the concerned PDAs as per the extant rules/procedure.

Retired paramilitary veterans to protest in Delhi tomorrow

New Delhi: A group of retired paramilitary forces officials will hold a day-long protest at Jantar Mantar here tomorrow demanding grant of special pay, OROP and restoration of old pension scheme for lakhs of personnel.

Alleging “discrimination” by the government, the association of veterans of forces like CRPF, BSF, ITBP, CISF and SSB is also demanding sanction of a number of welfare benefits to both the serving and retired personnel of these forces tasked with the maintenance of internal security in the country.

“We have some genuine demands like the One Rank One Pension, paramilitary special pay, restoration of the old pension scheme that was stopped for those who joined these forces beginning 2004.

“These forces toil very hard to ensure the country’s security and the government should ensure the welfare of these personnel and their families,” General Secretary of the Confederation of Ex-Paramiltary Forces Welfare Association Ranbir Singh said.

He said apart from the dharna protest at Jantar Mantar, the veterans will march towards the Parliament in support of their demands and will submit a memorandum to the Home Ministry.

The wife and family of BSF jawan Tej Bahadur Yadav, who recently raised allegations of poor quality food being served to jawans, are also expected to join the protest, Singh said.

There are about 9 lakh jawans and officers in these forces, also called Central Armed Police Forces (CAPFs), that work under the command of the Union Home Ministry and they are tasked to not only conduct operations within the country but also to secure the borders.

Ex-servicemen's groups demanding the “full implementation” of the one rank, one pension (OROP) scheme at Jantar Mantar have once again intensified their agitation since last week.

Three veterans - Mrs. Sudesh Goyat, Hav. Major Singh and Hav. Mohinder Singh - have been on a fast-unto-death since January 15. Ms. Goyat was admitted to the Army’s Research & Referral (RR) hospital on Sunday after her health deteriorated and is now reported to be stable.

OROP - Veterans hurt
While some of the veterans withdrew their protests after the government announced the implementation of its version of the OROP, members of the Indian Ex-Servicemen Movement (IESM) restarted the relay hunger-strike in November last year after a pause.

"On Veterans Day on January 14, 2017, Minister of State for Defence Subhash Bhamre said that some elements were spreading false statements despite the government implementing OROP. This accusation has hurt the three veterans so much that they began a fast the next day," Maj. Gen. Satbir Singh, Chairman of the IESM, said on Monday.

He said that they had requested several meetings with Defence Minister Manohar Parrikar, but they were declined. "We suggested a video conference as the Minister is campaigning in Goa, but they refused," he said.

Defence Minster Manohar Parrikar on Tuesday said that around 20 lakh pensioners have been paid the benefits of One Rank One Pension (Orop) so far, and more than 99 percent of cases will be settled by January-end.

New Delhi: Defence Minster Manohar Parrikar on Tuesday said that around 20 lakh pensioners have been paid the benefits of One Rank One Pension (Orop) so far, and more than 99 percent of cases will be settled by January-end.

"So far, we have already paid the benefits to more than 19,70,000 pensioners. Around 68,000 pension cases were in scrutiny in December. The targeted time schedule was end of December and 13,000 cases are sent to pension dispersing authority," Parrikar said at a press conference.

"With that I think almost 99 percent of the eligible cases will be settled probably by January. One percent is not being able to trace them, probably dead," the minister said.

Parrikar said he has "instructed all the agencies to go and find out such cases".

"Rs 6,300 crore has already been dispersed as arrears and the current payments are ongoing for the current period. Total back arrears will be around Rs 10,800 crore of which Rs 6,300 crore has been disbursed," he said.

Orop for retired armed forces personnel was announced on 5 September, 2015.

The scheme took 2013 as the base year to calculate pensions and date of implementation was 1 July, 2014. The period for review was kept at five years.

Air Chief asserted that One Rank One Pension (OROP) scheme of the government is reasonably good

New Delhi: Chief of Air Staff, Air Chief Marshal Arup Raha, on Wednesday asserted that One Rank, One Pension (OROP) scheme of the government is reasonably good and said that one should accept it.
"The OROP by the government is reasonably good. We should accept it. The anomalies are being resolved by one-judge committee. Some of the anomalies and the discrepancies which cropped up from the transition from the sixth to seventh pay commission have been resolved… others will also be resolved," he added.

Prime Minister Narendra Modi yesterday accused the Congress Party of betraying the jawans by not fulfilling the long-pending OROP demand in the last 40 years.

Addressing a parivartan rally in Dehradun, Prime Minister Modi said, "My Army jawans were demanding OROP for the last 40 years, the party that ruled the country then never thought of their demands."

"In reality, the budget for OROP is over Rs. 10,000 crore. Why did they (Congress) betray the Jawans by allocating 500 crore for this," he added.

He said the Centre was always clear that from day one that the Jawans must get their due and therefore, his government always stated that OROP will be a reality.

Defence Minister Manohar Parrikar earlier last month said 95 percent of veterans have already got the benefits of the OROP scheme and they are happy with it.

The scheme, announced in September 2015, is meant to ensure equal pension to servicemen who retired on the same rank and after the same duration of service, regardless of the year of retirement.
However, retired soldiers have been alleging that the government has not addressed their concerns fully about disparity in pension payments.

Kochi: Seeking to reach out to retired soldiers, Union government today assured the ex-servicemen that it was taking all steps for “resolving the anomalies” in One Rank One Pension (OROP) and seventh pay commission.

Minister of State for Defence, Subhash Bhamre, also said Prime Minister Narendra Modi and Defence Minister Manohar Parrikar, who are “very sensitive” to the issues of ex-servicemen, are “personally looking into the effective implementation” of OROP scheme.

“The issue of OROP is the area of concern for the ex-servicemen. Number of representations were being received from ex-servicemen about OROP,” he said, inaugurating the Kerala State conference of the ‘Akhil Bharathiya Poorva Sainik Seva Parishad’ here.

He said approximately one lakh defence pensioners/family pensioners were yet to get the benefits of OROP because of missing information such as non-update of records or unavailability of date of birth of family pensioners.

“Government is taking expeditious steps to get the payment released to left out pensioners on priority basis,” he said.

The Minister also dismissed media reports about down-gradation of military ranks vis-a-vis civilian cadre.
“Was there any down gradation? The answer is No,” he said.

Bhamre said a letter was issued by the Defence Ministry on October 18 regarding the equivalence of officers of a civilian cadre which is known as the Armed Forces Headquarters Civil Service (AFHQ CS).

“The letter reiterated the existing equivalence of joint director, director and principal director of AFHQ with Colonel, Brigadier and Major General equivalents respectively based on duties and functional responsibilities.

“This equivalences is not new and it has been clarified on several occasions in 1991, 1992, 2000, 2004 and 2005.Therefore, this alleged down gradation was a complete misinterpretation of facts,” the Minister said.
The service ranks and designations and the channel of reporting continued as earlier, he said alleging that an attempt was being made by some quarters to project a negative image of the government.

“The government is most sensitive and receptive to the needs of the armed forces,” the Minister said.

Defence Minister Manohar Parrikar on Wednesday said he has raised the issue of anomalies in the 7th Pay Commission report with Prime Minister Narendra Modi. Yes, there are some anomalies in the 7th pay commission and the pension…we will resolve that. But, I don’t think that can be an issue for national debate, Parrikar said in Mumbai.

I can assure the people of the country and our armed forces that I have personally taken up the matter with the Prime Minister. There are procedures of the government of India. We will complete those procedure at the earliest and see that one by one, the 7th pay commission anomalies are removed, he said.

Asked about the issue of disability pension, on which a draft notification on the recommendation of the 7th Pay Commission has been uploaded on the Defence Ministry's website, the minister said: It is just a draft now.

The draft notification talks of replacing the present percentage based system of pension with slab based pension system.

In disability pension also, there are some categories of officers, in whose cases there could be some anomaly. We will check it, he assured.

The minister maintained: No final order has been issued as yet, only a draft resolution has been put up on the website. We will examine and try to address all that can be addressed, and forward the same to the anomalies committee for their opinion.

If the recommendations in the draft notification on disability pension come into effect, the disability pension for soldiers will go down substantially.

Not every one can be satisfied, the Defence Minister said.

He informed that so far, two instalments of Rs 4,000 crore and Rs 2,000 crore have been released, with annual cost for OROP being Rs 7,500 crore.

There are 20 lakh armed forces personnel and about 22 lakh pensioners. It is a huge number, almost a third of the government employees. Whenever you apply a principle to anyone, anomalies will surface, the minister said.

According to the pay panel’s recommendation, for 100 per cent disability, an officer would get Rs 27,000 per month, those in the ranks of Subedar Major to Naib Subedar would receive Rs 17,000, while Havildars and below would get Rs 12,000.

At present, a soldier, who gets 100 per cent disability, is entitled to a pension equal to the last drawn salary and an additional 50 per cent as service component.

The draft notification invited criticism from ex-servicemen, who said it will affect the morale of the soldiers.
Defence Minister Manohar Parrikar had in the last couple of months held several meetings with Service Chiefs and the members of the Armed Forces Pay Commission Cell to discuss the anomalies in the 7th Pay Commission of the Armed Forces. However, nothing concrete has surfaced.

The forces argue that the anomalies lower the status and pay parity of forces vis-a-vis their counterparts in the police and civilian administration.

After years of dithering, the Centre has finally acted on its promise of One Rank One Pension (OROP).
In a September 30 letter addressed to the Chiefs of Army, Navy and Air Force, the Ministry of Personnel informed them about the notification on pension benefits as recommended by the 7th Central Pay Commission (CPC).

The three services had earlier decided not to implement the Seventh CPC award till the Narendra Modi government rectified what they had termed as anomalies.

Disability pension
While the defence personnel had every reason to be pleased with the latest decision on pension awards, there were murmurs of protest over the reluctance of the Centre to re-visit the recommendations on disability pension. Prior to the latest notification, all the ex-servicemen who were re-employed and retired from Central Government Departments (like Central Excise, Customs, Income Tax, Railways, Postal, Telecom, AIR, Doordarshan etc.) were paid pro-rata pension with 33 years’ service required for full pension.
Most of the ex-servicemen re-employed were retiring before completing 33 years. Therefore all these personnel were paid pro-rata pension. However, all that changed after a Supreme Court judgment earlier in the year.

The OROP issue became a major bone of contention in 2015 between the defence personnel and the Modi government with the former charging it of backtracking on its 2014 general election manifesto promise.

Arrears payment
As a result of the notification, OROP stands implemented with effect from December 2015 and beneficiaries would be paid arrears in the next few months. In short, the revised consolidated pension and family pension of pre-2006 armed forces pensioners shall not be less than 50 and 30 per cent of the minimum in the pay of the rank.

An example of how it would translate into reality in the case of a Colonel with 33 years of service shows that the pension would be Rs. 92,854 per month. Arrears from January to June would be Rs. 69,370 per month and from July to October Rs. 35,371 and total arrears would be Rs. 104741.

New Delhi: The Centre today told the Delhi High Court that it has extended by six months the term of the one-member judicial commission on OROP which has commenced public hearings on grievances of ex-servicemen from yesterday.

The submission was made by the government before a bench of justices Badar Durrez Ahmed and Ashutosh Kumar which was hearing a PIL for public hearing of ex-servicemen’s grievances as well as extension of the term of the commission, headed by Justice (retired) L Narasimha Reddy.

Central government standing counsel Anurag Ahluwalia told the court that the first public hearing was held at Chandigarh yesterday and would be held at various other places across the country, ending on September 21.

He said the hearing in Delhi would be held on August 19, after which the petitioner’s lawyer, Satya Ranjan Swain, said details of the time and venue of the hearing have not been disclosed.

Pursuant to the submission by the petitioner’s lawyer, the court directed the government to provide the time and venue details of the public hearing in Delhi to the petitioner today itself and listed the matter for hearing on August 24.

After the hearing and order by the court, Swain said he received an email from the government stating that the public hearing in Delhi would be held on August 19 at 11 AM at Vasundhra Vatika, Raj Rif Centre, Delhi Cantonment here.

The petitioner, S P Singh, who is an ex-serviceman, has sought directions to the Ministry of Defence and the commission “to give an effective public hearing to those affected or aggrieved by implementation of One Rank One Pension (OROP)”.

According to the petition, as per a Ministry letter dated April 13, “Defence Forces pensioners/family pensioners, Defence Pensioners’ Associations can submit their suggestions/ views on the revised pension as notified, to the MoD, through post or by email within 15 days i.e. by April 29, 2016″.

The petitioner has contended that this information was not published in the newspapers and, therefore, people were not informed and added that even the time limit given to forward the representations was “very short”.

The Centre today told the court that the date for forwarding suggestions and representations was later extended to May 15.

It also told the court that the commission which was set up in December last year and had to give its report by June this year, can now do so by December.

HOW TO GO ABOUT CALCULATION OF ARREARS OF JCOs & Ors:- With coming of this rule the arrears will be due to those persons who have been receiving Pension lesser than the 50% of “Minimum of Pay in Pay Band” wef 01 Jan 2006 to 30 June 2014 ie upto the date of implementation of the OROP Scheme.

2. Hence the first and foremost item to know is the “Min of Pay in Pay Band” pertaining to your Group and Rank. The above chart has been derived from various Circulars issued by PCDA(P). Do intimate in case there be some changes and modification is needed.

3. The amount by which you have been getting lesser than this amount is the Basic difference now payable per month.

4. In case of JCOs & ORs three Circulars ie 547, 430 and 501 are important. There will thus be three differences corresponding to periods as under :-

(a) Difference between MP in PB and figures in 547 from 01 Jan 2006 to 30 June 2009.

(b) Difference between MP in PB and figures of circulat 430 from 01 Jul 2009 to 23 Sep 2012.
(c) Difference between MP in PB and figures of Circular 501 from 24 Sep 2012 to 30 Jun 2014.

5. Note down these figures where ever they are less than the MP in PB. However in case they are higher than the MP in PB these are not to be taken into account and the difference be taken as Zero.
6. Multiply these three differences with Multiplication factors as under to add period and DA:-

(a) 01 Jan 2006 to 30 Jun 2009 = 46.02.
(b) 01 Jul 2009 to 23 Sep 2012. = 57.62
(c) 24 Sep 2012 to 30 Jun 2014. = 39.76

7. Add the results these are your likely Arrears:- Let us understand with the help of example of “Nb Sub / JWO / CPO” of “Y” Group. retired with 20 Yrs of service.

(a) The “MPinPB” for Rank & Gp is Rs 16660/- hence the BASIC PENSION is half of it i.e Rs 8330/-

(b) Pensions as per Circulars = 547 is Rs 6311, 430 is Rs 8088/- & 501 is Rs 8088/-

(c) Differences (1) 8330-6311= 2019, (2) 8330-8088= 242, (3) 8330-8088= 242

NOTE – In case the pension figs of the Cicular are more than the “MP-in-PB”, No arrears are due in such a case for the period and the current pension which is more than “MP-in-PB” will continue.

Arrears :-
(1) 2019X46.02=92914,
(2) 242X57.62= 13944,
(3) 242X38.76= 9622,

TOTAL = 116480 Its simple , Isn’t it.

Public Notice for addressing anomalies on One Rank One Pension (OROP)

Government of India, Ministry of Defence, Department of Ex-Servicemen Welfare vide notification No. 12(1)/2014/D(Pen/Pol)/Part-II dated 07.11.2015 issued orders for implementation of One Rank One Pension (OROP) scheme for Defence pensioners. Detailed implementation orders of OROP with 101 tables containing revised pensions of different ranks and categories have also been issued by MoD, DESW vide order No. 12(1)/2014/D(Pen/Policy)-Part-II dated 03.02.2016 and uploaded on the website of DESW at www.desw.gov.in. The Pension Disbursing Agencies (PDAs) have been authorized to carry out revision of pension of pre 1.7.2014 pensioners drawing pension as on 1.7.2014 in terms of MoD order dated 3.2.2016 with applicable rates of Dearness relief without calling for any applications from the pensioners and without any further authorization from the Pension Sanctioning Authorities concerned.

2. All affected Defence Forces pensioners of various categories, Pensioners’ Association and all concerned authorities are requested to take note of these orders for their information and further necessary action.

3. In order to take cognizance of anomalies that may arise in implementation of OROP orders, its implication on service matters including inter-services issues, Government has appointed a one-member Judicial committee headed by Justice L. Narasimha Reddy, retired Chief Justice of Patna High Court vide MoD notification No. 12(01)/2014-D (pen/Pol)-Part¬II dated 14th December, 2015.

A status report

Government of India notified the OROP scheme vide order dated 7th November 2015 delineating the principles of OROP scheme and the implementation process. This was followed by detail order on CROP scheme dated 3rd February 2016 enclosing 101 tables of revised benefits under the scheme, which were made available to various categories of Defence forces pensioners and family pensioners. A circular was also immediately issued on 4th February 2016 to all pension disbursing authorities containing detail instructions for making revised payments under the scheme.

2. The Defence Accounts Department was closely associated with the OROP scheme and undertook the following activities in the entire process-Collection, collation and presentation of variety of data and records of Defence pensioners for working out the financial implications.

Assisting the DESW/ MOD and PMO in finalizing the principles for rolling out the CROP scheme.
Working out more than 100 tables of various categories of pensioners revising the rates of pensions under OROP and formulation of government letter on the OROP.

Issue of detailed payment instructions to all payment authorities for time bound payments.

Initiating a dialogue with Banks who account for 75% Defence pension disbursements and closely monitoring release of payments well before the prescribed timelines.

The DPDOs became the first disbursing agency to have credited the revised benefits under OROP in a record time to the accounts of 2,21,205 Defence pensioners on 29th February 2016 amounting to Rs. 354 crores.

3. All the offices dealing with pension matters right from PCDA(P), PCDA (Navy), CDA/JCDA(AF), CDA (PD), CDA Chennai, the Aashraya team and the DPDOS rose to the occasion and carried out the tasks assigned to them in the most professional manner and well within the times-lines so prescribed. The agencies in the department worked as a well-knit team in a collaborative effort.

4. Another first was the dialogue, which was initiated with all the Public Sector Banks in advance taking them on board in the massive exercise of ensuring that time bound payments are made to lakhs of Defence pensioners. The mandate could be achieved successfully by advance planning, concerted follow up action and continuous dialogue with all stakeholders.

The latest update on release of pension benefits under OROP is enclosed.
