Reference:- Gol, MoD letters No. 12(1)/2014/D(Pen/Policy)-Part-II dated 07.11.2015 and 03.02.2016 circulated vide this office Circular No. 555 dated 04.02.2016 and amended vide Circular No. 557 dated 17.03.2016, Circular No. 566 dated 16.09.2016, Circular No. 580 dated 05.07.2017, Circular No. 581 dated 02.08.2017.

A Copy of GoI, MoD letter No. 12(1)/2014/D(Pen/Pol)-Pt-II dated 17.10.2018 which is self explanatory, is forwarded herewith for further necessary action and immediate implementation.

2. Consequent upon issuance of GoI, MoD letter dated 17.10.2018, the tables No. 5, 14, 23, 32, 41, 50, 63, 64, 74, 83 and 92 have been modified to the extant mentioned in ibid Govt. letter. Pension of the affected pensioners may be reviewed and revised according to amended tables. However, if pension revised in these cases according to amended tables w.e.f. 1.7.2014 is less than the pension as on 30.06.2014, the same will not be revised of the disadvantage to the pensioners.

3. Further, in table No. 7, the pension rate of Hony. Nb. Subedar with qualifying service of 13 years has not been protected with reference to the lower rank viz Havildar of same qualifying service i.e. 13 years. As such following amendment may be carried out in tables No. 7.

Sub : Admissibility of Free Sea Passage to Service Personnel

The case regard admissibility of free sea passage to service personnel at A&N islands was referred to MOD for Clarification. The MOD vide ID Note No.10(8)/2014-D(Mov) dt.22.4.2016 and 7.3.2018 has clarified the LTC/Concession entitlement of the service personnel posted at A & N group of Islands as under:

Service Personnel posted in A &N Islands are entitled for the following LTC/concessions as per various orders:
i. Normal LTC under provisions of Rue 177(A/B) and 184 of Travel Regulations.

ii. In addition they are entitled to one additional free passage including sea passage to their SPR/Hometown in terms of GoI MOD letter No.5(30/07/D(Mov) dt.28th April 2010. This has been incorporated under Rule 177© of Travel regulations (2014 edition)

iii. As per GoI MoD letter No.67669/AC/PS 3(a) /1613 /D(Pay/Services) dated 13th March 1973 service personnel and their families are entitled free sea passage appropriate class once a year to Kolkatta/Chennai & back in addition to LTC
LTC/concessions / Sea Passage claims of service personnel posted at A &N group of Islands may be dealt with accordingly.

MoU between Indian Army and HDFC Bank

A Memorandum of Undertaking (MoU) was signed between the Indian Army and HDFC Bank on the Defence Salary Package on 03 Apr 2018. The first MoU between HDFC Bank and the Indian Army was signed in 2011 and was renewed on 13 Mar 2015. The current MoU is tailor made to suit the requirements of serving soldiers, pensioners and families.

The signing in ceremony was chaired by the Director General (MP&PS), Lt Gen S K Saini and was attended by the top dignitaries of HDFC Bank headed by Ms Smita Bhagat, Head Government Business and Branch Banking.

Currently Indian Army has MoUs on Defence Salary Package with 11 public and private sector banks. MoUs are considered for inception and renewal with banks on analyzing their utility and suitability to the requirements of serving soldiers, pensioners and families. Army is hoping that this MoU will benefit a large number of serving and retired Army personnel who are having their accounts with HDFC bank; and also provide them an opportunity to access modern banking facilities.
Under the current MoU apart from other benefits the Army personnel will get free personal accident death cover and free permanent disability cover of Rs 30 lakhs, free educational cover of upto Rs 1 Lakh per year for four years for education of dependent child in case of accidental death of defence personnel and 100% processing fees waived for Car Loans and Personal Loans.

Raksha Mantri Issues Orders on Matter of Equivalence with Respect to Armed Forces and AFHQ CS Officers

Raksha Mantri Smt Nirmala Sitharaman has issued the following orders with immediate effect:-

Ministry of Defence letter dated 18 October 2016 on the issue of equivalence between Armed Forces Officers and Armed Forces Headquarters Civil Services (AFHQ CS)Officers is withdrawn.
The cadre restructuring of AFHQ CS as approved by the Union Cabinet shall be duly implemented. Designations to be created in consequence of the additional posts sanctioned by the Cabinet will be done in consultation with Service HQs. Local designations assigned both Service and Civilian Officers in Service Headquarters/InterService Organisations (ISOs) is hereby withdrawn. Both Service and Civilian Officers will use their respective cadre designations only.

So far as the Channel of reporting/rendition of Annual Performance Appraisal Report (APAR) is concerned, status quo ante is hereby restored, i.e., the position which existed prior to the issue of MoD letter dated 18 October 2016 shall prevail.

This is for strict compliance by all concerned.

Ref: (i) NFIR's PNM Item No. 18/2016 and ATS given to Federation on 13th November, 2017.
(ii) Railway Board's letter No. E(NG)I-2005/TR/20 dated 10/02/2017.
(iii) NFIR's letter No. II/14/Part VII dated 21 Feb, 2017, 23/02/2017 and 12/04/2017.
(iv) NFIR's letter No. II/14/Part VIII dated 15/05/2017.

Kind attention of the Railway Board is invited to NFIR's PNM Item No. 18/2016 on the subject and Board's letter dated 10/02/2017 wherein relaxation in five years service condition has been granted in certain situations.

Consequent to receipt of representations from the Defence Forces Personnel re-employed in Railways and the widows/widowers appointed on compassionate ground seeking relaxation of five years minimum service condition, Federation vide letters cited under reference had approached the Hon'ble MR and sought approval for exemption from 5 years service condition to enable those re-employed ex- servicemen and widows/widowers to seek inter railway transfer to join their families and look after children. Thereafter a period of more than six months has passed this genuine demand has not been favourably considered. It is also sad to note that negative stand has been taken by Board while conveying "ATS" to the Federation without discussing the PNM Item. Attention is also invited to the General Manager (E), Western Railway's letter No. EP/1140/0 Vol. IV dated 02/08/2017 to Railway Board on the subject.

NFIR once again urges upon the Railway Board to kindly review extant instructions and issue revised instructions for exempting 5 years minimum service condition for entertaining inter railway transfer requests of ex-servicemen re-employed in Railways and also the widows/widowers/wards of Railway employees appointed on compassionate ground. Federation also proposes that a separate meeting be convened at the level of "Member Staff" to discuss this PNM Item.

Subject: Grant of Extra Work Allowance (abolition of existing Flight Charge Certificate Allowance) - decision of the Government on the recommendation of the Seventh Central Pay Commission.

Sir,
I am directed to refer to MoD letter No.1 (54)/2008/D(Pay/Services) dated 04.11.2008 and Department of Expenditure OM No.12-3/2016-E.III(A) dated 20.07.2017 and to say that consequent upon the decision taken by the Government on the recommendations of the Seventh Central Pay Commission vide Ministry of Finance Resolution No.11-1/2016-1C, Flight Charge Certificate Allowance has been abolished as a separate allowance and the President is pleased to decide that the eligible personnel shall now to be covered under a New Extra Work Allowance which shall be governed as under:
(a) Extra Work Allowance will be paid at a uniform rate of 2% (two percent) of the basic pay per month.

(b) An employee shall receive this allowance for a maximum period of one year, and there should be minimum gap of one year before the same employee is deployed for similar duty again.

(c) This allowance should not be combined, i.e., if same employee is performing two or more such duties and is ellqible for 2 percent allowance for each add-on, then the total Extra Work Allowance payable will remain capped at 2 percent of basic pay.

(d) The other terms and conditions would continue to be applicable along with their admissibility (unless otherwise stated) as mentioned in MoD letter dated 04.11.2008 and otherwise.
3. These orders shall take effect from 1st July, 20174.

4. This issues with the concurrence of the Ministry of Defence (Finance) vide their Diary No.446/AG/PD dated 05.10.2017.

Message Regarding 7 CPC

1. "GoI, MoD has extended sanction of Operation Rhino for a further period of 3 months with effect from 15/06/2017 to 14/09/2017 or till the termination of Op Rhino whichever is earlier". Units may publish Part II orders accordingly.

2. "Govt orders have been received vide SRO No 17(E) dated 06/07/2017 notified in Gazette of India No 14 dated 07/07/2017 and acted upon in Aug 2017. As per the orders, index of rationalization (IOR) of level 12A & 13 of the Defence Pay Matrix has been enhanced from 2.57 to 2.67 for the entry level Pay but the multiplication factor is retained as 2.57. In some cases pay fixed on 01/01/2016 as per revised Pay matrix would be less than that fixed earlier as per SRO 12(E) dated 03/05/2017, leading to recovery in August 2017 pay account. A few examples are cited at Annexure "A".

Agenda for 1st Anomaly Committee of 7th CPC is given below:

AGENDA FOR DISCUSSION IN THE ANOMALY COMMITTEE MEETING TO BE HELD AT 11.00 A.M. ON 01.12.2016 UNDER THE CHAIRMANSHIP OF SECRETARY, DoPT)

The Agenda for discussion pertains to the issue of demand of Defence Forces Personnel for restoration of the percentage-based methodology for the calculation of Disability Pension to the Defence Forces Personnel. The 7th CPC has recommended a slab-based methodology for calculation of Disability Pension for them. As per their demand, while the 7th CPC has recommended slab-based system for calculation of Disability Pension for the Defence Forces Personnel, it has not made any recommendation for the civilians which continues to be percentage-based. Therefore, their contention is that the proposed slab-based Disability Pension system will lead to an anomaly between the Civilian side and the Defence Forces Personnel.

It has been decided to refer the matter for urgent consideration before the National Anomaly Committee.

2. The recommendations of the 7th CPC on this issue is contained in para no. 10.2.55 which is at Annexure-I.

3. The justification for the recommendation given by the 7th CPC in paras 10.2.49 to 10.2.51 are at Annexure-II, III & IV.

4. The representatives from the Defence Forces Personnel in a meeting held on 11.11.2016 have inter alia contended that:

a) That the 7th CPC-recommended slab-based Disability Pension System will, if implemented, lead to an anomaly between the civilian side and the Defence Forces Personnel because the civilian side will continue to be governed under a percentage- based system.

b) The basis of the 7th CPC recommendations for introduction of the slab-based system for the Defence Forces Personnel, viz. that the percentage of officers retiring with disability element has increased, is erroneous. According to their contention between 5th & 6th CPC, the number of retirement cases with disability element has, in fact, fallen as below:

c) 7th CPC has erroneously assumed that the slab-based system would benefit the lower ranks by narrowing down the gap between the maximum and the minimum. As per their conclusion, except for benefitting a miniscule number of Defence Forces Personnel who would get invalidated out in the lower ranks of service, the slab- based system would be detrimental to most ranks in all superannuation cases.

5. Point-wise inputs on the contention received from the D/o Ex-Servicemen Welfare at Annexure-V are briefly as under:

a) 7th Pay Commission has recommended slab-based system for disability element of disability pension for Defence Forces Pensioners. However, the 7th CPC has not made any recommendation for the civilians. The existing system of disability on percentage-based system would, therefore, continue in civil side. This has led to an anomalous situation.

b) A comparative statement indicating the percentage of retirees with disability during 5th CPC era when slab-system was prevalent vis-a-vis retirees with disability during 6th CPC when percentage system was placed, is as under:

It could be seen from the data given by CGDA office that percentage of retirees for commissioned officers have increased in 6th CPC regime vis-a-vis 5th CPC.

c) Pre 2016 retirees 
The comparison between slab and percentage system of disability element for pre-1.1.2016 retiree pensioners have been made with reference to pay last drawn by migrating the same in 7th CPC pay structure and also by working out the disability element by linking the same with revised sendee pension under 7th CPC. The statements indicating rank wise, qualifying sendee wise status in both the said scenario are attached as Annexure- V('D' and 'C') respectively. The statement indicates that all commissioned officers are at disadvantage in case the slab recommended by 7th CPC is implemented. However, in case of JCO/ORs, lower ranks are getting benefited under slab rates.

Further the details of 1,09,988 JCO/OR retirees have also been analyzed on actual basis as data for these pensioners were readily available. It could be seen from the outcome tabulated as Annexure-V('D'), that lower ranks of JCO/OR are getting benefited especially Sepoy, Naik & Naib Subedar. Out of 1,09,988 records of JCO/OR processed, 85,640 (77.86%) pensioners would get benefited under slab rates. It is also intimated to the Ministry that pension for all pre-1.7.2014 retirees have been revised under OROP orders. It has been observed/analyzed that the pension of JCO/OR pensioners who are drawing pension on OROP rates (pre-2006 retirees and post-2006 retirees who retired upto 2009-10), are getting benefitted under slab rates of disability pension.

Post 2016 retirees 
For post-1.1.2016 retirees, no comparison has been made as notification relating to pay entitlement are not yet finalized. However, based on the recommendations of 7th CPC, it could be visualized that future progression in new pay structure percentage-based system would definitely be beneficial for post-7th CPC retirees in all ranks.

6. The matter is placed before the National Anomaly Committee for consideration.

The feature that stands out when the historical evolution of the regime relating to disability pension is studied is the shift from slab-based system to a percentage based disability pension regime consequent to the implementation of the 6th CPC's recommendations. This move has been contrary to the tenets of equity insofar as treatment of disability element between Officers and JCOs/ORs is concerned borne out by the fact that the ratio of maximum to minimum quantum of compensation for disability across the ranks is now disproportionately high at 8.6. The Commission is, therefore, of the considered view that the regime implemented post 6th CPC needs to be discontinued, and recommends a return to the slab-based system. The slab rates for disability element for 100 percent disability would be as follows:

10.2.49: The notable facts about the disability payout regime are:
a) There was a gradual rationalization in the number of slabs from eight, prior to 3rd CPC to three after the 4th CPC.

b) The ratio of maximum to minimum quantum of compensation for disability across the ranks witnessed a decline from 4.85 prior to the 3rd CPC to 1.67 post 5th CPC. As a consequence of the implementation of the recommendations of the percentage based system based on the 6th CPC Report the ratio of the maximum to minimum was reversed and now stands at 8.60.

c) Implementation of the 6th CPC recommendations resulted in a substantial increase in tire disability element. For 100 percent disability, at the minimum level, i.e., for ORs, it went up from Rs. 1,550 to Rs. 3,138, i.e., a little over double and at highest level amongst officers from Rs. 2,600 to Rs. 27,000, i.e., by 10.38 times.

d) Disability pension consists of two elements viz., service element and disability element. While the service element was linked with the qualifying service, disability element was not. Therefore, for the same level of disability, the service officer invalided out and one who served on and retired in due course, got the same quantum of disability element.
Annexure-'III'
10.2.50 To examine the recent trends in disability cases, the Commission sought data and further clarifications with regard to all cases of pensioners with disability element. The total number of pensioners superannuating with disability element, each year, from 2007-08 to 2013-14, as provided by the Controller General of Defence Accounts (CGDA) is tabulated below:

10.2.51:- The following trends are discernible:
a. As a percentage of the total officer retirees, the number of officers retiring with disability has increased in 2013-14, as compared to 2007-08 (13.6 percent to 19.8 percent).
b. The percentage of JCOs/ORs retiring with disability is, on the other hand, decreasing (18.9 percent to 7.2 percent).
c. The percentage of officers retiring with disability is considerably higher than JCO/ORs retiring with disability.

The undersigned is directed to refer to Department of Personnel & Training OM No. 11/2/2016-JCA(Pt) dated 15th November 2016 on the above subject.

2. Point-wise inputs for the agenda note on the issues raised by the representatives from the Defence Force Personnel raised in the meeting held on 11.11.2016 are as under:

(a) 7th Pay Commission has recommended slab based system for disability element of disability pension for Defence Forces Pensioners. However the 7th CPC has not made any recommendation for the civilians. The existing system of disability on percentage based system would therefore continue in civil side. This has led to an anomalous situation.

(b) A comparative statement indicating the percentage of retirees with disability during 5th CPC era when slab system was prevalent vis-a-vis retirees with disability during 6th CPC when percentage system was placed , is as under:

It could be seen from the data given by CGDA office that percentage of retirees for commissioned officers have increased in 6th CPC regime vis-a-vis 5th CPC.

(c) Pre 2016 retirees 
The comparison between slab and percentage system of disability element for pre- 1.1.2016 retiree pensioners have been made with reference to pay last drawn by migrating the same in 7th CPC pay structure and also by working out the disability element by linking the same with revised service pension under- 7th CPC. The statements indicating rank wise, qualifying service wise status in both the said scenario are attached as Annexure - B & C respectively. The statement indicates that all commissioned officers are at disadvantage in case the slab recommended by Seventh CPC is implemented. However in case of JCO/ORs, lower ranks are getting benefitted under slab rates.

Further the details of 1,09,988 JCO/OR retirees have also been analysed-on actual basis as data for these pensioners were readily available. It could be seen from the outcome tabulated as Annexure - D, that lower ranks of JCO/OR are getting benefitted especially Sepoy, Naik & Naib Subedar. Out of 1,09,988 records of JCO/OR processed, 85,640 (77.86/0) pensioners would get benefitted under slab rates. It is also intimated to the Ministry that pension for all pre-1.7.2014 retirees have been revised under OROP orders. It has been observed/ analysed that the pension of JCO/OR pensioners who are drawing pension on OROP rates (pre-2006 retirees and post- 2006 retirees who retiree upto 2009-10), are getting benefited under slab rates of disability pension.
Post 2016 retirees


For post-1.1.2016 retirees, no comparison has been made as notification relating to pay entitlements are not yet finalized. However, based on the recommendations of 7th CPC, it could be visualized that future progression in new pay structure percentage based system would definitely be beneficial for post-7th CPC retirees in all ranks.

Subject: Applicability of the revised pay scales based on the recommendations of the 7th Central Pay Commission in respect of employees of Quasi-Government Organizations, Autonomous Organizations, Statutory Bodies set-up by and funded/controlled by the Central Government-regarding.

All the Financial Advisors of various Ministries/Departments under the Central Government are aware that the recommendations of the Central Pay Commissions are not directly applicable in case of employees of Quasi-Government Organizations, Autonomous Organizations, Statutory Bodies set-up by and funded/controlled by the Central Government. Therefore, once the recommendations of the Central Pay Commissions are accepted and implemented by the Central Government in respect of Central Government employees, separate orders are issued by the Ministry of Finance, Department of Expenditure, regarding extension of the orders applicable to the Central Government employees to the employees of Quasi-Government Organizations, Autonomous Organizations, Statutory Bodies set-up by and funded [controlled by the Central Government, based on the stipulations and conditions laid down therein. This was the practice adopted at the time of the 4th, 5th & 6th Pay Commissions. A reference is made to this Ministry's OM No. 7/23/2008~E-IIIA dated 30.9.2008 issued at the time of 6th Central Pay Commission.

2. No orders have so far been issued by the Ministry of Finance, Department of Expenditure in regard to applicability of the orders issued by the Government regarding revised pay scales based on the 7th Central Pay Commission in respect of the employees of Quasi-Government Organizations, Autonomous Organizations, Statutory Bodies set-up by and funded/controlled by the Central Government. The matter is under consideration. As and when a decision is taken regarding applicability of the revised pay scales based on the 7th Central Pay Commission, as accepted by the Government in respect of the Central Government employees, in case of such employees, appropriate orders will be issued for its applicability in respect of employees of Quasi-Government Organizations, Autonomous Organizations, Statutory Bodies set-up by and funded/controlled by the Central Government. Till such time, revised pay scales shall not be extended in respect of such employees.

Issue of Disability Pension for Defence Forces Personnel referred to 7th CPC Anomaly Committee

The 7th Central Pay Commission (CPC) recommended a slab based system for determining the disability pension for Defence Forces Personnel, which was accepted by the Government. Percentage based system was followed in the 6th CPC regime for calculating disability pension for Defence Forces Personnel as well as Civilians.

Service Headquarters have represented that the percentage based system should be continued under the 7th CPC for calculating disability pension for Defence Services at par with their Civilian counterparts.

The Ministry has referred the representation of the Service Headquarters to the Anomaly Committee of 7th CPC for consideration.

Cabinet approved improvements in the Defence Pay Matrix in Some Levels

The Cabinet approved further improvements in the Defence Pay Matrix by enhancing Index of Rationalisation for Level 13A (Brigadier) and providing for additional stages in Level 12A (Lieutenant Colonel), 13 (Colonel) and 13A (Brigadier) in order to bring parity with Combined Armed Police Forces (CAPF) counterparts at the maximum of the respective Levels.

Some other decisions impacting the employees including Defence & Combined Armed Police Forces (CAPF) personnel include :

  • Gratuity ceiling enhanced from Rs. 10 to 20 lakh. The ceiling on gratuity will increase by 25 % whenever DA rises by 50 %.
  • A common regime for payment of Ex-gratia lump sum compensation for civil and defence forces personnel payable to Next of Kin with the existing rates enhanced from Rs. 10-20 lakh to 25-45 lakh for different categories.
  • Rates of Military Service Pay revised from Rs. 1000, 2000, 4200 & 6000 to 3600, 5200, 10800 & 15500 respectively for various categories of Defence Forces personnel.
  • Terminal gratuity equivalent of 10.5 months of reckonable emoluments for Short Service Commissioned Officers who will be allowed to exit Armed Forces any time between 7 and 10 years of service.
  • Hospital Leave, Special Disability Leave and Sick Leave subsumed into a composite new Leave named ‘Work Related Illness and Injury Leave’ (WRIIL). Full pay and allowances will be granted to all employees during the entire period of hospitalization on account of WRIIL.

Ration Money Allowance should be exempt from Income Tax – 7th CPC Report

Ration Money Allowance (RMA) : Ration Money Allowance (RMA) is paid to all personnel of Defence forces and nongazetted personnel of CAPFs, Delhi Police, IB, A&N police and such personnel of Indian Reserve Battalions (IRBn) as are posted in Andaman and Nicobar Islands and don’t dine in the mess. The existing rate of this allowance is ?95.52 per day for Non-Gazetted personnel and Rs.79.93 per day for Gazetted personnel.

There are demands to extend RMA to gazetted officers of CAPFs in line with Defence forces. Demands have also been received from some CAPFs that RMA should be exempted from the purview of income tax.

Analysis and Recommendations : Ration Money Allowance is revised periodically by Ministry of Defence and Ministry of Home for their personnel. Hence, it is proposed that status quo be maintained regarding the rates of this allowance.

However, regarding the admissibility of RMA, PBORs of CAPFs and Indian Coast Guard should be eligible to draw RMA irrespective of the place of posting (except when in receipt of the Detachment Allowance). Presently, officers of SSB who are posted in field areas at altitudes of less than 7000 feet are not eligible for RMA. This restriction of 7000 feet should be removed.

Regarding income tax exemption of RMA, the Commission, as part of its general approach, has refrained from making recommendations involving income tax. However, looking into the unique service conditions of CAPFs, the Commission is of the view that since RMA is granted in lieu of free rations, it should be exempt from income tax.

It is further recommended that the provision of free rations and the grant of Ration Money Allowance to officers of Defence forces posted in peace areas should be withdrawn.

7th Pay Commission has introduced a separate Pay Matrix Table for Defence Forces Personnel. The commission has explained in its report that the unique table structure has been simplified so that each employee can find his or her place in the proposed Matrix. All the employees belonging to various services will proceed according to their respective service conditions by earning increment on the basis of merit.  The Pay Matrix designed for the defence forces personnel is more compact than the civil pay matrix keeping in view the number of levels, age and retirement profile of the service personnel.

The entry pay for various ranks of defence forces personnel, other than MNS Offices, has been arrived at on the same premise, as has been done in the case of civilian. As an illustration, entry pay for a Captain has been arrived at as follows:

Entry pay in existing pay band + (Residency Period for promotion to Captain from Lieutenant x annual increment) + grade pay of the rank of Captain = Rs.15,600 + (2 x Rs.630) +Rs.6,100 = Rs.22,960.
The starting point of a Sepoy (and equivalent), the entry level personnel in the defence forces, has been fixed in the Defence Pay Matrix at Rs.21,700. The starting point in the existing pay structure is Rs.8,460 for a Sepoy/equivalent. The fitment in the new matrix is essentially a multiple factor of 2.57. This multiple is the ratio of the new minimum pay arrived at by the Commission (Rs.18,000) and the existing minimum pay (Rs.7,000). The fitment factor is being applied uniformly to all employees. It includes a factor of 2.25 to account for DA neutralisation, assuming that the rate of Dearness Allowance would be 125 percent at the time of implementation of the new pay as on 01.01.2016. The actual raise/fitment being recommended by the Commission is 14.29 percent. An identical fitment of 2.57 has also been applied to the existing rates of Military Service Pay (MSP), applicable to defence forces personnel only.

The Defence Services in their Joint Services Memorandum have contended that the emoluments in the Defence Services should stand a fair comparison with what is available in the Civil Services, otherwise the Defence Services will be denied their legitimate share of the available talent pool.

5.2.2 The Commission has devised pay matrices for civil and defence forces personnel, after wide ranging feedback from multiple stakeholders. The common aspects of the two matrices and the unique elements in the defence pay matrix are outlined in the succeeding paragraphs.

Subject: One Rank One Pension (OROP) to the Defence Forces Personnel

In view of the need of the Defence Forces to maintain physical fitness, efficiency and effectiveness, as per the extant Rules, Defence Service personnel retire at an early age compared to other wings in the Government. Sepoy in Army and equivalent rank in Navy & Air Force retire after 17/19 years of engagement/service and officers retire before attaining the age of 60 years i.e. the normal age of retirement in the Government. Considering these exceptional service conditions and in the interest of ever vigilant Defence Forces, the pensionary benefits of Ex-Servicemen have accordingly, over time, been fixed.

2. It has now been decided to implement “One Rank One Pension” (OROP) for the Ex-Servicemen with effect from 1.07.2014. OROP implies that uniform pension be paid to the Defence Forces Personnel retiring in the same rank with the same length of service, regardless of their date of retirement, which, implies bridging the gap between the rates of pension of current and past pensioners at periodic intervals.

3. Salient features of the OROP are as follows:
i. To begin with, pension of the past pensioners would be re-fixed on the basis of pension of retirees of calendar year 2013 and the benefit will be effective with effect from 1.7.2014.

ii. Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retired in 2013 in the same rank and with the same length of service.

iii. Pension for those drawing above the average shall be protected.

iv. Arrears will be paid in four equal half yearly instalments. However, all the family pensioners including those in receipt of Special/Liberalized family pension and Gallantry award winners shall be paid arrears in one instalment.


v. In future, the pension would be re-fixed every 5 years.

4. Personnel who opt to get discharged henceforth on their own request under Rule 13(3)1(i)(b),13(3)1(iv) or Rule 168 of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively.

5. The Govt. has decided to appoint a Judicial Committee to look into anomalies, if any, arising out of implementation of OROP. The Judicial Committee will submit its report in six months.

6. Detailed instructions relating to implementation of OROP along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears directly by Pension Disbursing Agencies.
