Sub: Revision in the rate of Ration Money Allowance in respect of Non-gazetted RPF/RPSF personnel.
In terms of Board’s letter of even number dated 28.02.2017, Non-Gazetted RPF/RPSF personnel were entitled for Ration Money Allowance at par with Central Para Military Force (CPMF) / Central Armed Police Force (CAPF) personnel i.e. @ Rs. 97.85/- per day per head w.e.f. 01.04.2015.

It has now been decided to revise the rate of Ration Money Allowance as follows:

Accordingly, sanction of the Ministry of Railways is hereby accorded post-facto to revise the rate of Ration Money Allowance from Rs. 97.85 per head per day to Rs. 113.67 per head per day from 01.04.2016 to 31.03.2017, to Rs. 116.59 per head per day from 01.04.2017 to 31.03.2018, and to Rs. 117.29 per head per day from 01.04.2018 to 31.03.2019.

The other terms and conditions as stipulated in para 4 of Board’s letter of even number dated 10.06.2009 remain unchanged.

RATION MONEY ALLOWANCE

As per the provisions of Govt. of India, Ministry of Defence letter No. 03(01)/2016/D(QS) dt. 31st July 2017, provision of free ration for officers of Defence Forces was discontinued in peace areas. Ration Money Allowance will be admitted by PCDA(O) by Direct Benefit Transfer (DBT) through individual bank accounts. Amount of Ration Money will be remitted alongwith the salary and reflected in Pay Slip as 'Ration Money Allowance'

SOP FOR CLAIMING RATION MONEY/ RATION ALLOWANCE :

(1) Ration Money will be admitted based on the Part-II order published by the units.
(2) Ration money will be admitted as per the monthly rate of Ration Money Allowance by Govt. from time to time.
(3) The casualty will be published in the Part- II notifying casualty POSIN (Posting in) and admissible from the date of TOS (Taken on strength of new unit)
(4) Ration money will continue to be admitted till receipt of Part-II order for 'POSOUT'/'STPRMONY'
(5) Officer on Ty. Duty is not entitled to Ration Money, however, ration money paid during ty. duty period will be adjusted by 'T' wing while processing the claim for temporary duty.
(6) Copy of initial Part-II order for grant of Ration Money w.e.f. 01.07.2017 should be supported with a certificate for 'Non-drawal of Ration Money in cash or kind beyond 01.07.2017 till the date of publication of Part-II order for GTDRMONY' for grant of Ration Money by this office.

Amendment to revised Documentation Procedure for publication of Part-II Orders (Officers) for claiming Ration Money/Ration Allowance is as follows :

1. Ration Money Allowance (in peace)
A new code is to be generated for Ration Money Allowance to officers posted in peace area and the same is to be published on POSIN/POSOUT, as the case may be.

iii. No free messing/ration in kind was provided for the period.
iv. The officer has not claimed, paid Daily Messing Allowance for the period for which Ration Money Allowance is claimed.

Sub: Ration Money Allowance during leave other than LAP.

Integral Coach Factory, Chennai had sought clarification, whether RPF staff are eligible for payment of Ration Money Allowance during their leave period other than Leave on Average Pay (LAP), i.e. Commuted Leave, Maternity Leave & Paternity Leave.

2. The matter has been examined in Board's Office in consultation with Ministry of Home Affairs. It is clarified that no Ration Money Allowance is admissible to RPF personnel during Commuted Leave, Maternity Leave and Paternity Leave.

3. The other terms and conditions as stipulated in para 4 of Board's letter of even number dated 10.06.2009 remain unchanged.

4. This disposes off Integral Coach Factory's letter No. PB/CBS/RB dated 11.12.2017.

RATION MONEY ALLOWANCE

Sub: Revision in the rate of Ration Money Allowance in respect of Non-gazetted RPF/RPSF personnel.

In terms of Board's letter of even number dated 19.06.2015, non-gazetted RPF/RPSF personnel were entitled for Ration Money Allowance at par with Central Para Military Force (CPMF)/Central Armed Police Force (CAPF) Personnel i.e. @ Rs.95.52/- per day/per head w.e.f. 01.04.2014.

2. It has now been decided to revise the rate of Ration Money Allowance from existing rate of Rs.95.52 per head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.

3. Accordingly, sanction of the Ministry of Railways is hereby accorded post-facto to revise the rate of Ration Money Allowance from Rs.95.52 per head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.

4. The other terms and conditions as stipulated in para 4 of Board's letter of even number dated 10.06.2009 remain unchanged.

5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Ration Money Allowance should be exempt from Income Tax – 7th CPC Report

Ration Money Allowance (RMA) : Ration Money Allowance (RMA) is paid to all personnel of Defence forces and nongazetted personnel of CAPFs, Delhi Police, IB, A&N police and such personnel of Indian Reserve Battalions (IRBn) as are posted in Andaman and Nicobar Islands and don’t dine in the mess. The existing rate of this allowance is ?95.52 per day for Non-Gazetted personnel and Rs.79.93 per day for Gazetted personnel.

There are demands to extend RMA to gazetted officers of CAPFs in line with Defence forces. Demands have also been received from some CAPFs that RMA should be exempted from the purview of income tax.

Analysis and Recommendations : Ration Money Allowance is revised periodically by Ministry of Defence and Ministry of Home for their personnel. Hence, it is proposed that status quo be maintained regarding the rates of this allowance.

However, regarding the admissibility of RMA, PBORs of CAPFs and Indian Coast Guard should be eligible to draw RMA irrespective of the place of posting (except when in receipt of the Detachment Allowance). Presently, officers of SSB who are posted in field areas at altitudes of less than 7000 feet are not eligible for RMA. This restriction of 7000 feet should be removed.

Regarding income tax exemption of RMA, the Commission, as part of its general approach, has refrained from making recommendations involving income tax. However, looking into the unique service conditions of CAPFs, the Commission is of the view that since RMA is granted in lieu of free rations, it should be exempt from income tax.

It is further recommended that the provision of free rations and the grant of Ration Money Allowance to officers of Defence forces posted in peace areas should be withdrawn.
