3. Board's letter No. 2013/Sec(E)/PA-2112 (CC) dated 03.11.2017 to Chief Security Commissioner/ RPF/ Western Railway (copy enclosed).

Vide Board's letter dated 10.04.2018 (RBE No.56/2018) higher grade pay of Rs. 2000/- was made applicable to all the Drivers Gr. III (Constable) of RPF/RPSF only who are similarly placed as compared to the petitioners in W.P. No. 15763/2013.

In this connection, a reference was received seeking clarification as to whether direct recruited Driver Gr.III of RPF/RPSF {who were enlisted in service as Driver Gr. III on 15.07.2010 in the pay scale of Rs. 5200-20200 + GP Rs. 1900/-) are to be treated at par with the petitioners of Writ Petition No. 15763/2013 (Shri Valibhai Y Darvodiya & 17 Ors Vs CSC/ RPF, CCG/ Mumbai and DC /RPF) for the purpose of granting {higher grade pay of Rs. 2000/-.

The matter has been examined in depth and it is accordingly clarified that all the Drivers Gr.III of RPF/ RPSF are to be considered similarly situated as the petitioners in W.P.No. 15763/2013 for grant of higher grade pay of Rs. 200/-.

4. Further, the recruitment at the revised upgraded pay in future will be made after duly incorporating the revised pay in the relevant Recruitment Rules.

This issues with the concurrence of Finance Directorate of this Ministry.

Sub: Revision in the rate of Ration Money Allowance in respect of Non-gazetted RPF/RPSF personnel.
In terms of Board’s letter of even number dated 28.02.2017, Non-Gazetted RPF/RPSF personnel were entitled for Ration Money Allowance at par with Central Para Military Force (CPMF) / Central Armed Police Force (CAPF) personnel i.e. @ Rs. 97.85/- per day per head w.e.f. 01.04.2015.

It has now been decided to revise the rate of Ration Money Allowance as follows:

Accordingly, sanction of the Ministry of Railways is hereby accorded post-facto to revise the rate of Ration Money Allowance from Rs. 97.85 per head per day to Rs. 113.67 per head per day from 01.04.2016 to 31.03.2017, to Rs. 116.59 per head per day from 01.04.2017 to 31.03.2018, and to Rs. 117.29 per head per day from 01.04.2018 to 31.03.2019.

The other terms and conditions as stipulated in para 4 of Board’s letter of even number dated 10.06.2009 remain unchanged.

In terms of Board's letter of even number dated 19.06.2015, non-gazetted RPF/RPSF personnel were entitled for Ration Money Allowance at par with Central Para Military Force (CPMF)/Central Armed Police Force (CAPF) Personnel i.e. @ Rs.95.52/- per day/per head w.e.f. 01.04.2014.

2. It has now been decided to revise the rate of Ration Money Allowance from existing rate of Rs.95.52 per head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.

3. Accordingly, sanction of the Ministry of Railways is hereby accorded post-facto to revise the rate of Ration Money Allowance from Rs.95.52 per head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.

4. The other terms and conditions as stipulated in para 4 of Board's letter of even number dated 10.06.2009 remain unchanged.

Grant of of ad-hoc bonus for RPF/RPSF Personnel for the financial year 2015-16

Grant of ad-hoc bonus for 30 days to Group ‘C’ & ‘D’ RPF/RPSF Personnel for the financial year 2015-16. The calculation ceiling has been enhanced to Rs.7000 with effect from 1.4.2016.

The benefit will be admissible subject to the following and conditions:- Only those Group C & D RPF/RPSF personnel who were in service on 31.3.2011 and have rendered at least six months of continuous service during the year 2015-2016 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

The quantum of ad-hoc bonus will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate ad-hoc bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will there after be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed 7000), ad-hoc bonus for thirty days would work out to 7000x30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-).

All payments under these orders will be rounded off to the nearest rupee.

In the matter where the aforesaid provisions are silent, clarificatory orders issued vide this Ministry’s letter No.E(P&A)II-88/Bonus-3 dated 29.12.1988, as amended from time totime, would hold good.

All the Group C & D RPF/RPSF personnel. regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.

A Comprehensive Transfer Policy for Railway Officers have been formulated and issued on 31.08.2015. The Policy lays down a general Policy framework for transfer and reiterates various existing rules and guidelines with regard to posting under Spouse rules, competence of General Managers to make rules in respect of Non-Gazetted staff under their control, transfer of RPF/RPSF personnel and special consideration for care of disabled children etc. It also prescribes minimum and maximum tenures on a job and at a place as also guidelines regarding timing of transfers and relieving of officers.

This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Lok Sabha today.

Subject: Grant of ad-hoc bonus for 30 days to the Group ‘C’ & `D’ RPF/RPSF personnel for the financial year 2014-2015

The President is pleased to decide that all Group ‘C’ & ‘D’ RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2014-2015, without any eligibility wage ceiling. The calculation ceiling of Rs.3500/- will remain unchanged.

2. The benefit will be admissible subject to the following terms and conditions:-

a) Only those Group ‘C’ & ‘D’ RPF/RPSF personnel who were in service on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-2015 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

Sub:- Absorption of medically unfit staff of RPF/RPSF in alternative post- Regarding.

A question as to how the medically incapacitated staff of Railway Protection Force/Railway Protection Special Force may be absorbed in alternative jobs in other departments of the Zonal Railways has been under consideration of Railway Board.

2. Attention in this connection is invited to Board’s letter No. E(NG)I-88/RE-3/2 dated 18.01.1989 which provide that medically unfit RPF/RPSF staff may be first considered for absorption in ministerial post in their own department. The Committee constituted for considering such alternative appointments shall include an officer of the Personnel Department. In case no suitable posts to so accommodate them in RPF department are available, they may be considered for absorption in alternative posts in other departments of the railways within the framework of the provisions contained in Chapter XIII of the Indian Railway Establishment Manual Vol.I, Revised Edition 1989, First Reprint Edition-2009. Similarly, when staff of other departments are medically decategorised, they will also be considered for absorption against suitable posts in their own department at the outset and in case no posts are available therein then such staff will be considered against Ministerial posts in the RPF department, if such posts are available in that Department.

 

3. The matter has been considered by the Board. It is reiterated that the above instructions/procedure may be followed scrupulously in order to maintain the uniformity on all the Zonal Railways.
