Special Recruitment Drive for Filling up of Vacant Posts

Filling up of vacant posts is a continuing process. The recruitment agencies conduct recruitment process as per vacancies reported to them by the user departments. Based on vacancies reported by the user Departments, the Staff Selection Commission (SSC) has started recruitment process to fill up 1,05,338 posts during the year 2019 and 2020. During 2017-18, Centralized Employment Notifications (CENs) for 1,27,573 combined vacancies of various Group 'C' and Level-1 posts were notified by the Ministry of Railways - for new and future vacancies to arise in two yearstime. Another five CENs covering 1,56,138 vacancies of various Group 'C' and Level-1 posts were issued in 2018-19. The Department of Posts has also conducted examination/notified to fill up 19,522 vacancies, other than those to be filled up through SSC, in various grades. Thus, recruitment process to fill up 4,08,591 vacancies by just three agencies viz. the SSC, Ministry of Railways and Department of Posts, is in progress.

Sub: Minimum prescribed educational qualification for direct recruitment to the post of Technician Grade III in Level-2 of Pay Matrix of 7th CPC.
Ref: Railway Board's letter No. E(NG)II/2001/RR-1/6 dated 3.8.2001.

Attention is invited to instructions under reference prescribing, inter-alia, minimum educational qualification for open market recruitment to the post of Technician Grade-III in Level -2 of Pay Matrix of 7th CPC as under:

"Act Apprenticeship/ITI in relevant trade".

Diploma in Engineering should not be considered as an alternative higher qualification. Act Apprenticeship/ITI in relevant trade is the only qualification and no other qualification including Diploma in Engineering should be accepted as an alternative qualification on the ground of being a higher qualification in the same line of training.

2. The inclusion of the Trade of Operator Advanced Machine Tool as an eligibility qualification for the post of Technician Grade III has been under consideration of this Ministry. Accordingly, it has been examined in consultation with the technical directorates of this Ministry and it has been decided by the Board to include the Trade of Operator Advanced Machine Tool as eligibility qualification for the posts as identified and mentioned below:
(a) Tech Gr IT (EMU)
(b) Tech Gr.III Machinist (C&W)
(c) Tech Gr.III Machinist (Workshop)
(d) Tech Gr.III Mechanical (PUs)
(e) Tech Gr.III Turner (Workshop)
3. These instructions will be applicable from the date of issue of this letter. Cases already under process will continue to be dealt in terms of earlier instructions.

Sub: Deployment of ECRC staff in Ticket checking activities.

It has been observed that due to vacancies in ticket checking cadre, zonal Railways are facing problems in ensuring manning of reserved coaches, leaving a scope for leakage of revenue of Indian Railway and also causing inconvenience to the passengers.

1.1 Further, it has been observed that more than 65% of reserved tickets are now being booked through internet which has resulted in reduction in requirement of ECRC staff.

2. In order to optimize the human resource available in the Commercial Department, Board (CRB,FC,MS and MT) have decided that, as a temporary measure, wherever possible the ECRC staff may be engaged in stationary ticket checking activities and the stationary ticket checking staff may be entrusted with on board ticket checking activities. Necessary training must be imparted to the ECRC staff before being utilized for ticket checking duties.

Subject : Grant of ad-hoc bonus for 30 days to the Group 'C' & 'D' RPF/RPSF personnel for the financial year 2017-2018.

The President is pleased to decide that all Group 'C' & 'D' RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2017-2018, without any wage eligibility ceiling. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01.04.2014 vide Ministry of Finance (Department of Expenditure)'s OM No. 7/4/2014/E.III9A), dt. 29th August, 2016.

2. The benefit will be admissible subject to the following terms and conditions:-
a) Only those Group 'C' & 'D' RPF/RPSF personnel who were in service on 31.3.2018 and have rendered at least six months of continuous service during the year 2017-18 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).

b) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed Rs. 7000), Non-PLB (ad-hoc bonus) for thirty days would work out to Rs.7000 x 30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-)

c) All payments under these orders will be rounded off to the nearest rupee.

d) Various points regarding regulation of Ad-hoc/Non-PLB Bonus are given in the Annexure.

e) All the Group 'C' & 'D' RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.
3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Indian Railways has restored all affected tracks, normal Rail traffic is being restored from today

Due to unprecedented intense rain during south west monsoon during the last one week, and consequent opening of about 36 dams in  state of Kerala, 3 Divisions of Southern Railway were severely affected with heavy flash floods, land slips, boulder falling on track etc from 16.08.2018 as detailed below:-

a)      In Thiruvananthapuram Division, Water level rose above danger level across 11 bridges, track got submerged at 3 locations, embankment washed away at 3 locations, Earth slips occurred at 7 locations over various sections.

b)      In Palakkad Division, Water level rose above danger level across 10 bridges and track got submerged at one location.

c)      In Madurai Division, earth slip and falling of boulders occurred at 6 locations.

d)      Railway team worked with dedication round the clock to clear the hurdles in the flood hit sections and all sections in the main route of Kerala were opened 20th August 2018 as below:
Ø Thiruvananthapuram (TVC) to Nagarcoil (NCJ) section was suspended from 0700 hrs of 15.8.2018 and was given fit from 09.30 hrs of 16.8.2018.

Ø  Ernakulam (ERS) - Kottayam (KTYM) suspended from 1600 hrs of 16.8.18, and given  fit from 20 hrs of  19.08.2018.

Ø  Ernakulam (ERS) - Shoranur (SRR) suspended from 1200 hrs of 16.8.18, and  was given fit from 2315 hrs of 19.08.2018.

Ø  Palakkad (PGT) - Shoranur (SRR) suspended from 1600hrs of 16.8.18 and was given fit at 0815hrs of 18.08.2018.

Ø  Shoranur (SRR) - Kozhikkode (CLT) suspended from 1600hrs of 16.8.18 and  was given fit at  0845 hrs of 19.8.18.

Ø  Kollam(QLN) - Punalur (PUU) section was  given fit on 20.08.2018.

Ø   Punalur (PUU) - Senkottai (SCT) and Thrissur (TCR) - Gururvayur (GUV) branch lines with heavy damages and falling of large amounts of boulders are also being attended on war foot basis, likely to be ready  within  two three days.
e) A total number of 9 track machines were deployed round the clock to repair the tracks.

f)       7 special trains carrying boulders, sand and ballast were sent for the restoration of affected track and embankment portions.

g)      HQ and Divisional team of about 30 Officers, 45 Supervisors and about 450 Railway Staff worked round the clock braving rain and water at adverse conditions with dedication and sincerity to restore the tracks on priority to give connectivity to state of Kerala at this critical time.

h)      Almost All the train services  except for few for want of pairing rakes are restored from today.

Specials Trains to help stranded Passengers in Kerala :

Ø 61 Passenger specials were run in Thiruvanathapuram and  Palakkad Divisions to connect stranded passengers.  In particular, Thiruvananthapuram- Ernakulam section was connected by passenger Special Trains via Alleppey,  which was not affected during the flood period every 3 hrs,  helping all for the movement of people, rescue and relief team. This was appreciated by press and media widely.

Ø  13 Express specials were run from Ernakulam and  Thiruvananthapuram, via Madurai from 17.08.2018 to 20.08.2018. Out of the above,

Ø  4 Trains from Ernakulam  to Chennai Egmore,

Ø  3 Trains from Ernakulam to Santragachi,

Ø  1 Train  between Thiruvananthapuram  and Howrah,

Ø  1Train between Thiruvananthapuram and  Silchar ,

Ø  1 Train from Thiruvananthapuram  to Gorakhpur,

Ø  1 Train between  Kochuveli and Bhubaneswar,

Ø  2 Trains from Chennai Egmore to Ernakulam were run.

Ø  Among these, 3 specials were run from Ernakulam and Thiruvananthpuram  to Santragachi based on the request  from State Government  of West Bengal.

Ø 1 special train from Kochuveli, Thiruvananthapuram  to Bhubaneswar was run today on the request of State Government of Odisha.

Three Water rake Specials to Kerala:

Ø Southern Railway dispatched first water special with 7 BRN wagons carrying 2.8 lakh litres of water from Erode Jn Station to Kayankulam on 18.08.2018.

Ø  Second water special from Erode with 10 BRN wagons carrying 3.2 lakh litre of water also reached Tiruvalla on 20.08.2018.

Ø  Third water tank special with 29 tank wagons carrying 14.5 lakh litre of water which was dispatched from Pune on 18.8.2018 has reached Ernakulam on 20.08.2018.

Ø  Railways are running more water specials to meet the request of State Govt.

Three lakh Rail Neer Bottles from IRCTC Plants in Southern Railway:

Ø Railway arranged 2 lakh numbers of one litre bottle of Rail Neer water to Flood Ravaged Kerala through Thiruvananthapuram Division.

Ø   Another one lakh bottles are getting ready to be delivered.

Ø    Railway Officials at Headquarters and Divisional Levels are coordinating with state Government officials of Kerala for the movement of the water bottles to required destination.

Deployment of Professional Swimmers:

Ø 10 employees who are Professional Swimmers of Thiruvananthapuram Division of Southern Railway were deputed to help in relief/rescue operations in connection with the flood affected areas in the district of Pattanamthitta for a period of 5 days, which was very much appreciated.

Contributions to Kerala CM's Relief Fund:

Ø Rs.65 lakh was contributed by the Officers and staff of Trivandrum Division to Chief Minister of Kerala Relief Fund to assist flood victims. Divisional Railway manger Trivandrum handed over the cheque to Honorable Chief Minister of Kerala on 20.08.2018.

Free transportation of Rice Train Special from Chhattisgarh:

Ø One rake containing 2500 tons of Rice dispatched from Raipur to Kazhakutam by Chhattisgarh Government to support flood victims of KeralaRailways didn't charge any freight for this consignment. The rake is on run to the destination and is being closely monitored.

Free Transport of Relief Materials to Kerala:

Ø Railway is arranging free transport of flood relief materials till 31st August, 2018 to Stations in Kerala.

Ø   Apart from government agencies, reputed organizations approved by DRMs were permitted to load the materials free of cost, to Stations within Kerala..

Ø  Help desks are opened in 11 major Parcel offices across Southern Railway. viz., .Chennai Central Chennai Egmore .Madurai Tiruchchirappalli.Salem Tirunelveli. Villupuram, Karur.Tirupur.Erode  and Coimbatore stations.

Blankets & Bed sheets being given to needy:

Ø 3000 bedsheets and 300 blankets are already handed over to the relief authorities by Thiruvananthapuram Division.

Ø  4000 bed sheets and 700 blankets are also being arranged from six division’s to Sr DCM Trivandrum to be handed over to Relief Authorities.

South Western Railway VPU with support materials:

Ø One VPU loaded with flood relief materials containing Rice, Dal, Sooji, Atta, oils, sugar, clothes, medicines, bleaching powder , etc., sent by SWR from Yashvantpur to Palakkad Division by Train No.16515 for distribution in Kerala.

Water Purifiers, and other materials:

Ø 150 Water purifiers sent by Train No.12626 has reached Piravam Road of  Kerala today for distribution.

Ø  Food packages, medicines, sanitary napkins, biscuits, soaps, etc., received at Parcel Help Desks are being dispatched to Kerala at regular intervals on priority.

Southern Railway(SR) Medical Aid through St.John’s Ambulance Brigade Service:

Ø SR Opened First-aid Booths at major railway stations viz., Tiruvalla, Kottayam, Ernakulam and Chengannur.

Ø  8 Lakhs worth of medical relief materials mobilized are being taken to Chengannur for distribution.

Southern Railway's helping hand in all possible ways:

Ø Special control cells were opened in Trivandrum and Palakkad control Office which were coordinated by  officers / Commercial inspectors

Ø  Help desks, Enquiry Counters, Ticket refund Counters were opened at Trivandrum Central, Ernakulam Jn, Alleppey, Nagercoil, Thrissur, Mangalore Central, Kannur, Kozhikkode, Palakkad, Shoranur stations to help passengers.

Ø  Press and media bulletins were released frequently to update public on trains services and relief/restoration works.

Shelter Arrangements free of cost:

Ø Paid AC waiting halls were opened to all passengers free of cost in both the divisions.

Ø  Stranded passengers were accommodated in Panchayat community Centre Schools at Shoranur.

Ø  At Chengannur, the pilgrimage Centre at the Railway premises has been converted into relief camp. More than 200 people have taken shelter there. Food packets and drinking water is being arranged by State Government officials.

Ø  At different stations and locations station staff are actively helping the NDRF officials in rescuing the people who are stranded and taken shelter at Railway Stations Specially in Chalakkudi and Kottayam section of Trivandrum division and Shoranur station of Palakkad   division.

Food Arrangements free of cost:

Ø At all major stations, Trivandrum and Palakkad the catering establishments are operated round the clock and food supplied to the needy on payment basis.

Ø  Arrangements were made to supply food packets through NGO for stranded passengers in Aluva–Wadakkanchery section of Trivandrum and Shoranur in Palakkad division.      

Ø  Food packets were distributed to staff working in the section Shoranur – Calicut section.

Ø  12000 Food packets were arranged at Chalakkudi and Aluva during 16th to 18th August 2018.

Ø  The staff of divisional office collected relief materials worth Rs 4 lakh which was also handed over to the district administration.

Rescue efforts of SR along with NDRF/State Govt:

Ø At Chalakkudi station which was marooned in floods, many rescue attempts were spearheaded by the Railway staff in coordination with the NDRF authorities and finally all 50 persons including Railway staff were rescued.

Ø  Nearly 1000 locals were rescued by tower car operated in the traffic near Ernakulam on 17th and 18th August. A pregnant lady was rescued by boat from Chovvara station and airlifted to Thrissur, which was widely appreciated.

The issue regarding accepting Aadhaar and Driving Licence as valid proof of identity when presented from digital locker account of the passenger has been examined by Ministry of Railways and it has been decided that while undertaking journey in a train, if a passenger shows the Aadhaar/Driving Licence from the 'Issued Documents' section by logging into his/her DigiLocker account, the same should be considered as valid proof of identity. It is, however, clarified that the documents uploaded by the user himself/herself (i.e. the documents in 'Uploaded Documents' section) will not be considered as a valid proof of identity.

At present, the following proofs of identity are considered as valid for undertaking journey in any reserved class of Indian Railways :-

I. Voter Photo identity card issued by Election Commission of India

II. Passport

III. PAN Card issued by Income Tax Department

IV. Driving License issued by RTO

V. Photo identity card having serial number issued by Central/State Government

VI. Student Identity Card with photograph issued by recognized School/College for their students

VII. Nationalised Bank Passbook with photograph

VIII. Credit Cards issued by Banks with laminated photograph

IX. Unique Identification Card-Aadhaar, m-Aadhaar & e- Aadhaar

X. Photo Identity cards having serial number issued by Public Sector Undertakings of State/Central Government, District Administrations, Municipal bodies and Panchayat Administrations

 XI.    In case of reserved tickets booked through computerized Passenger Reservation System (PRS) counters, for undertaking journey in Sleeper (SL) & Second Reserved Sitting (2S) classes, attested photocopy of Ration Card with photographs and Nationalized Bank Passbook with Photograph are also accepted

On Indian Railways, reserved accommodation including Tatkal accommodation can be booked through computerised Passenger Reservation System (PRS) on first come first served basis. During peak rush periods/days when demand outstrips  the availability, reserved accommodation especially in higher classes and on popular routes gets exhausted within short duration of opening of reservation.  However,   during lean periods, on non-popular and lower classes, the accommodation remains available for longer duration.  The phenomenon is more relevant for Tatkal where limited accommodation is earmarked. This happens as the available limited accommodation is accessed simultaneously through more than 10,300 counters at 3465 computerised Passenger Reservation Centers as well as through internet.

To avoid misuse of Tatkal Scheme, there are some inbuilt features in Tatkal scheme which includes provision of not granting refund on cancellation of confirmed Tatkal tickets except in case of certain special circumstances indicated in the scheme, not allowing any modification of Tatkal ticket, etc. Some additional steps have also been taken to facilitate the passengers and to avoid the misuse, some of which are:-
  • Staggering of the timings of reservation under Tatkal scheme.
  • Captcha implementation in Registration, Login and Booking page to check fraudulent booking through automation software.
  • Imposition of minimum time limit before proceeding for payment gateway as well as after making payment while booking tickets through internet.
  • Making OTP(one time password) compulsory for all net Banking Payment options.
  • Disabling authorised agents to book Tatkal tickets during first half an hour of opening of reservation.
To keep a check on the activities of touts, preventive as well as regular checks are conducted jointly/individually by Vigilance, Security and Commercial Departments, and the action against the culprits is taken as per provisions of Section 143 of Railways Act, 1989.

Provision/augmentation of amenities at stations, including those for Persons with Disabilities (Divyangjan) and elderly passengers is a continuous process. In order to provide better accessibility to Persons with Disabilities (Divyangjan) and elderly passengers, short term facilities as detailed below have been planned at all the stations:
  • Standard ramp for barrier free entry.
  • Earmarking at least two parking lots.
  • Non-slippery walk-way from parking lot to building.
  • Signages of appropriate visibility.
  • At least one toilet (on the ground floor).
  • At least one drinking water tap suitable for use by Persons with Disabilities (Divyangjan).
  • 'May I help you' Booth.
    In addition, long term facilities as detailed below have been planned at 'A-1', 'A' & 'B' category stations:
  • Provision of facility for inter-platform transfer.
  • Engraving on edges of platform.

Railways has decided to provide escalators at all the A1, A & C category stations (footfall 25000 or above). Additionally railways has also planned to provide elevators at 500 more stations. About 3800 disabled friendly Integral Coach Factory (ICF) design coaches are available in the fleet of Indian Railways (IR). These coaches have a suitably designed compartment & toilet adapted to the needs of the disabled/Divyangs. More disabled friendly coaches shall be added to the fleet of IR in the coming years. It is endeavoured to have at least one such ICR design coach in each Mail/Express train running with ICF coaches. Further, the fully air conditioned (WRRMDAC) Garib Rath trains have been provided with an Air conditioned disabled friendly compartment in the power cars.

For the assistance of visually impaired travellers, Integrated Braille signages, i.e. signages superimposed with Braille scripts are being provided in the newly manufactured coaches of Indian Railways (IR). In addition, retro-fitment of the same in existing coaches has also been taken up in a phased manner.

Railways has provided 467 escalators at 171 railway stations and 318 elevators at 134 railway stations for senior citizens/disabled/ Divyangs.

A data logger (also data recorder) is an electronic device that records data over time or in relation to location either with a built-in instrument or sensor or via external instruments and sensors
41 stations across India records Punctuality of trains through Data Loggers
Punctuality of almost 80% of mail/express trains is being monitored through this system
This system will improve punctuality of trains & provide real time train movement information to passengers.

Ministry of Railways have eliminated the practice of manually recording punctuality performance at 41 major railway junctions across zones to ensure correct reporting of such data. The Railway Board has instructed zonal railways to link the arrival and departure of trains with data loggers from January 1 2018 without the fear of drop in punctuality and report authentic punctuality status.

A data logger (also data recorder) is an electronic device that records data over time by sensing status of relays. Railway zones have provided such data loggers this across 41 stations which include Howrah, Mumbai CST, Mughalsarai, Lucknow, Kanpur, Chennai Central, Ahmedabad and Bangalore.

It has been an endeavour of Indian Railways to run trains punctually and provide information to their customers more current, reliable and accurate, with minimal human intervention. Data Loggers were provided at Stations to monitor the status of functioning of signaling gears. For train control, Optical Fibre network has also been laid and linked to control centres of the Divisions.

It was decided to utilize these data loggers for capturing trains running information & update Control Office Application (COA) automatically at the central server. For this purpose, to start with, the data loggers of one terminal station and one more station at each zonal railway is linked with COA through optical fibre backbone for automatically picking up the train running status. The work at 17 terminal stations and 17 other stations has been implemented as a pilot project. The system has been working since 1st Jan.2018 and extended to total 41 stations. (List attached)

As on date, punctuality of almost 80% of mail/express trains is being monitored through this system. It has been planned to further expand the network covering all the terminal stations. With the implementation of this system, the information available to the passenger is reliable and more current.

Sub: Clarification on booking of YTSK tickets through telephone.

With a view to expanding the facilities for issuing of tickets (both reserved and unreserved) and allowing public private partnership in establishment and operation of computerized PRS-cum-UTS terminals at centres called Yatri Ticket Suvidha Kendra (YTSK), the YTSK scheme was launched vide Commercial Circular no. 33 of 2014. Thereafter, on the basis of feedback received, amendments have been made in the scheme from time to time.

2.A reference has been received from Northern Railway forwarding therewith a request received from YTSK Association, Delhi’s to permit YTSKs to book tickets on telephone. In this connection, the Association has referred to the feature of booking reserved ticket telephonically which finds mention in both RTSA Rules, 1985 as well as RTSA Rules, 2014 (under which RTSAs started functioning as e-ticketing agents)

3.The matter has been examined in this office and keeping in view the fact that the provision for booking reserved ticket telephonically figures in RTSA Rules, 1985 as well as RTSA Rules, 2014 and also in Computerised Ticket Service Provider Licencee (CTSPL) scheme which was introduced in the year 2000 allowing provision of PRS terminals to RTSAs, it has been decided that YTSKs may be allowed to book tickets on telephone. However, Zonal Railways are requested to ensure that in case the YTSK licensee acts on a telephone call, a written request shall be obtained by the Licensee from the client before delivering the railway ticket to him.

4.Necessary instructions may be issue to all concerned accordingly.

Sub: Filing of APAR online from 2016-17 - regarding.

Vide letter of even number dated 24.03.2017, ii had been intimated that officers at the level of JAG and above may file their APAR online through SPARROW. The detailed guidelines in this regard are as under:

(ii). Those officers whose Reporting/Reviewing Authorities are retiring/moving out on deputation by June 2017
  • Shall file APARs online as per new format through SPARROW from 1st July onwards.
  • The officers shall file APARs manually using the new format as already advised vide letter dated 24.03.2017
  1. Every Zone/PU/CTI etc. has nominated Primary Custodian, Alternative Custodian, PAR Manager and EMD , Managers who are being trained to facilitate SPARROW implementation in their respective Units. These nominated officers will be communicating with the officers coming under the particular Zones, PUs and CTIs. They shall be the trainers for the concerned units.
  2. The pre-requisites for logging and working on SPARROW website are NIC email-id,E-signature/Digital Signature Certificate. Every officer needs to have mobile no. linked to Aadhaar Number.
    1. Policy regarding DSC and E-signature will be communicated subsequently.
    2. After creation of NIC mail-id, Officer has to login to the mail and update his profile so that new password can be generated and it will remain handy while logging in for filing
    3. Zones/PUs/CTIs are requested to set up a Zonal SPARRPOW helpdesk (staff with IT background), centrally located to facilitate the implementation and the contact nos. of helpdesk may be circulated amongst the officers locally by 15th May 2017 under intimation to Railway Board.
Railway Board helpdesk is already functional and the helpdesk nos, as well as emil-ids.

(b) whether Railways are planning to take up rationalisation of manpower in view of the financial implications, if so, the details thereof?

(a) The estimated additional financial impact of 7th Pay Commission on Railways is around 15,000 crore ( 8,000 crore for staff and  7,000 crore for pensions). The Railways would be able to absorb the 7th CPC impact in 2016-17 within its resources.

(b) Manpower Planning is a continuous process and involves review of staff through work- studies, change in nature of work etc. No separate rationalization is proposed consequent upon the 7th Pay Commission.

Sub: Anti-labour steps of the Railway Board (Ministry of Railways)

In the DC/JCM Meeting, held today with the Railway Board, AIRF strongly lodged its protest against anti-labour steps of the Railway Board(Ministry of Railways) in general and encroachment on trade union rights by way of issuing orders dated 30.01.2017, in particular, debarring the Supervisory Staff, belonging to Safety Category, working in Grade Pay of Rs.4200 and above from becoming officebearers of the railway unions.

General Secretary AIRF, while expressing his anguish on the attitude of the Ministry of Railways, also pointed out that, despite already arrived at agreements on the following issues, Railway Board have failed to issue instructions for implementation thereof despite lapse of substantial period of time:-

(i) Upgradation of apex level Group 'C' staff to Group 'B' Gazetted.
(ii) Placement of the Supervisors in the erstwhile Grade Pay of Rs.4800 in place of GP Rs.4600 .
(iii) Non-implementation of the agreed structure of the Trackmen in the ratio of 10:20:20:50 and
their promotional avenue.
(iv) Stepping-up of pay of the Loco Inspectors.
(v) Issues related to Running Staff, already agreed upon in the Fast Track Committee.
(vi) For financial upgradation under MACPS and regular promotions, existing Benchmark(prior to VII CPC) should continue.
(vi) Regularization of Course Completed Act Apprentices, trained in Railway Establishments, in the Railways, etc. etc.

General Secretary, while expressing serious discontentment over these issues specifically, mentioned that, Ministry of Railways is directly interfering in the functioning of the trade union by issuing dictatorial instructions, which AIRF and the entire Staff Side is not going to tolerate, and that is why, meeting of the DC/JCM is bycotted.

Pursuant to the above, it has been jointly decided by both the recognized federations to launch undernoted agitational programme all over the Indian Railways:-
(a) 16th March, 2017 - Mass agitations, dharnas, demonstrations at the Branch and Depot levels.
(b) 23rd March, 2017 - Mass agitations by holding dharnas, demonstrations, rallies at the Divisional level.
(c) 30th March, 2017 - Massive demonstrations at the Zonal Headquarters, wherein memorandum addressed to Minister of Railways be handed over to the respective GMs, mentioning therein that, if no corrective action is taken by the Ministry of Railways, organized labour shall be at liberty to go for direct action, entire responsibility of which shall squarely rest with the Railway administration.
All of you are requested to take appropriate action accordingly, and report of the same may be forwarded to AIRF for better appreciation.

G.S.R. 746(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules, namely:-
1. Short title and commencement : – 
(1) These rules may be called the Railway Services (Revised Pay) Rules, 2016.
(2) They shall be deemed to have come into force on the 1st day of January, 2016.
2. Categories of Railway servants to whom the rules apply: – 
(1) Save as otherwise provided by or under these rules, these rules shall apply to persons appointed to Railway services.
(2) These rules shall not apply to : –
(i) Permanent employees of former Indian States absorbed in Railway Services so long as such persons continue to be governed by the pre-absorption conditions of service under the Railway Services;
(ii) persons locally recruited for services in Diplomatic, Consular or other Indian establishments in foreign countries;
(iii) persons not in whole-time employment;
(iv) persons paid out of contingencies;
(v) persons paid otherwise than on a monthly basis including those paid only on a piece-rate basis;
(vi) persons employed on contract except where the contract provides otherwise;
(vii) persons re-employed in Railway service after retirement;
(viii) any other class or category of persons whom the President may, by order, specifically exclude from the operation of all or any of the provisions contained in these rules.
3. Definitions: – In these rules, unless the context otherwise requires: –
(i) “existing basic pay” means pay drawn in the prescribed existing Pay Band and Grade Pay or pay in the existing scale;
(ii) “existing Pay Band and Grade Pay” in relation to a Railway servant means the Pay Band and the Grade Pay applicable to the post held by the Railway servant as on the date immediately before the notification of these Rules whether in a substantive capacity or in officiating capacity;
(iii) “existing scale” in relation to a Railway servant means the pay scale applicable to the post held by the Railway Servant as on the date immediately before the notification of these Rules in the Higher Administrative Grade, Higher Administrative Grade + and the Apex scale whether in a substantive or officiating capacity;
(iv) “existing pay structure” in relation to a Railway Servant means the present system of Pay Band and Grade Pay or the Pay Scale applicable to the post held by the Railway Servant as on the date immediately before the coming into force of these Rules whether in a substantive or officiating capacity.
Explanation- The expressions “existing basic pay”, “existing P ay Band and Grade Pay” and “existing scale”, in respect of a Railway Servant w ho on the 1st day of January, 2016 was on deputation out of India or on leave or on foreign service, or who would have on that date officiated in one or more lower posts but for his officiating in a higher post, shall mean such basic pay, Pay Band and Grade Pay or scale in relation to the post which he would have held but for his being on deputation out of India or on leave or on foreign service or officiating in higher post, as the case may be;

(v) “existing emoluments” mean the sum of (i) existing basic pay and (ii) existing dearness allowance at index average as on 1st day of January, 2016;
(vi) “Pay Matrix” means Matrix specified in Part A of th e Schedule, with Levels of pay arranged in vertical cells as assigned to corresponding existing Pay Band and Grade Pay or scale;
(vii) “Level” in the Pay Matrix shall mean the Level corr esponding to the existing Pay Band and Grade Pay or scale specified in Part A of the Schedule;
(viii) “pay in the Level” means pay drawn in the appropri ate Cell of the level as specified in Part A of the Schedule;
(ix) “revised pay structure” in relation to a post mea ns the Pay Matrix and the Levels specified therein corresponding to the existing Pay Band and Grade Pay or scale of the post unless a different revised Level is notified separately for that post;
(x) “basic pay” in the revised pay structure means the pay drawn in the prescribed Level in the pay matrix;
(xi) “revised emoluments” means the pay in the Level of a Railway servant in the revised pay structure; and
(xii) “Schedule” means a schedule appended to these Rules .
4. Level of posts: – The Level of posts shall be determined in accord ance with the various Levels as assigned to the corresponding existing Pay Band and Grade Pay or scale as specified in the Pay Matrix.
5. Drawal of pay in the revised pay structure: – Save as otherwise provided in these rules, a Railway servant shall draw pay in the Level in the revised pay structure applicable to the post to which he is appointed:
Provided that a Railway servant may elect to continue to draw pay in the existing pay structure until the date on which he earns his next or any subsequent increment in the existing pay structure or until he vacates his post or ceases to draw pay in the existing pay structure:
Provided further that in cases where a Railway servant has been placed in a higher grade pay or scale between 1st day of January, 2016 and the date of notification of these Rules on account of promotion or upgradation, the Railway servant may elect to switch over to the revised pay structure from the date of such promotion or upgradation, as the case may be.
Explanation 1 – The option to retain the existing pay structure under the provisos to this rule shall be admissible only in respect of one existing Pay Band and Grade Pay or scale.
Explanation 2 – The aforesaid option shall not be admissible to any person appointed to a post for the first time in Railway Service or by transfer from another post on or after the 1st day of January, 2016, and he shall be allowed pay only in the revised pay structure.
Explanation 3 – Where a Railway servant exercises the option under the provisos to this rule to retain the existing pay structure of a post held by him in an officiating capacity on a regular basis for the purpose of regulation of pay in that Pay Structure under Rule 1313 (FR 22) of Indian Railway Establishment Code, Volume II, or under any other rule or order applicable to that post, his substantive pay shall be substantive pay which he would have drawn had he retained the existing pay structure in respect of the permanent post on which he holds a lien or would have held a lien had his lien not been suspended or the pay of the officiating post which has acquired the character of substantive pay in accordance with any order for the time being in force, whichever is higher.
6. Exercise of Option: – 
(1) The option under the provisos to Rule 5 shall be exercised in writing in the form appended to these Rules so as to reach the authority mentioned in sub- rule (2) within three months of the date of notification of these rules or where any revision in the existing pay structure is made by any order subsequent to the date of notification of these rules, within three months of the date of such order:
Provided that – 
(i) In the case of a Railway servant who is, on the date of such notification or, as the case may be, date of such order, out of India on leave or deputation or foreign service or active service, the said option shall be exercised in writing so as to reach the said authority within three months of the date of his taking charge of his post in India; and
(ii) where a Railway servant is under suspension on the 1st day of January, 2016, the option may be exercised within three months of the date of his return to his duty if that date is later than the date prescribed in this sub-rule.
(2) The option shall be intimated by the Railway servant to the Head of his Office along with an undertaking, in the form appended to these rules.
(3) If the intimation regarding option is not received by the authority within the time specified in sub-rule (1), the Railway servant shall be deemed to have elected to be governed by the revised pay structure with effect from the 1st day of January, 2016.
(4) The option once exercised shall be final.
Note 1 – Persons whose services were terminated on or after 1st January, 2016 and who could not exercise the option within the prescribed time limit, on account of discharge on the expiry of the sanctioned posts, resignation, dismissal or discharge on disciplinary grounds, shall be entitled to exercise option under sub-rule (1).
Note 2 – Persons who have died on or after the 1st day of January, 2016 and could not exercise the option within prescribed time limit are deemed to have opted for the revised pay structure on and from the 1st day of January, 2016 or such later date as is most beneficial to their dependents if the revised pay structure is more favourable and in such cases, necessary action for payment of arrears shall be taken by the Head of Office.
Note 3 – Persons who were on earned leave or any other leave on 1st day of January, 2016 which entitled them to leave salary shall be entitled to exercise option under sub-rule (1).
7. Fixation of pay in the revised pay structure:- 
(1) The pay of a Railway servant who elects, or is deemed to have elected under rule 6 to be governed by the revised pay structure on and from the 1st day of January, 2016, shall, unless in any case the President by special order otherwise directs, be fixed separately in respect of his substantive pay in the permanent post on which he holds a lien or would have held a lien if such lien had not been suspended, and in respect of his pay in the officiating post held by him, in the following manner, namely : –
(A) in the case of all employees: –
(i) the pay in the applicable Level in the Pay Matrix shall be the pay obtained by multiplying the existing basic pay by a factor of 2.57, rounded off to the nearest rupee and the figure so arrived at will be located in that Level in the Pay Matrix and if such an identical figure corresponds to any Cell in the applicable Level of the Pay Matrix, the same shall be the pay, and if no such Cell is available in the applicable Level, the pay shall be fixed at the immediate next higher Cell in that applicable Level of the Pay Matrix.

(ii) if the minimum pay or the first Cell in the applicable Level is more than the amount arrived at as per sub-clause (i) above the pay shall be fixed at minimum pay or the first Cell of that applicable Level.
(B) In the case of medical officers in respect of whom Non Practicing Allowance (NPA) is admissible, the pay in the revised pay structure shall be fixed in the following manner :
(i) the existing basic pay shall be multiplied by a factor of 2.57 and the figure so arrived at shall be added to by an amount equivalent to Dearness Allowance on the pre-revised Non-Practicing Allowance admissible as on 1st day of January, 2016. The figure so arrived at will be located in that Level in the Pay Matrix and if such an identical figure corresponds to any Cell in the applicable Level of the Pay Matrix, the same shall be the pay, and if no such Cell is available in the applicable Level, the pay shall be fixed at the immediate next higher Cell in that applicable Level of the Pay Matrix.
(ii) The pay so fixed under sub-clause (i) shall be added by the pre-revised Non Practicing Allowance admissible on the existing basic pay until further decision on the revised rates of Non Practicing Allowance.

(2)  Where a post has been upgraded as a result of the recommendations of the Seventh Central Pay Commission, the existing basic pay will be arrived at by adding the Pay drawn by the concerned employee in the existing Pay Band plus the Grade Pay corresponding to the Level to which the post has been upgraded and, the fixation of pay shall be done in the manner prescribed in accordance with Clause (A) of sub rule (1).

(3)   A Railway Servant who is on leave on the 1st day of January, 2016 and is entitled to leave salary shall be entitled to pay in the revised pay structure from 1st day of January, 2016 or the date of option for the revised pay structure.
(4)   A Railway servant who is on study leave on the 1st day of January, 2016 shall be entitled to the pay in the revised pay structure from 1st day of January, 2016 or  the date of option.
(5) A Railway servant under suspension, shall continue to draw subsistence allowance based on existing pay structure and his pay in the revised pay structure shall be subject to the final order on the pending disciplinary proceedings.
(6) Where a Railway servant holding a permanent post is officiating in a higher post on a regular basis and the pay structure applicable to these two posts are merged into one Level, the pay shall be fixed under sub-rule  (1) with reference to the officiating post only and the pay so fixed shall be treated as substantive pay.
(7) Where the existing emoluments exceed the revised emoluments in the case of any Railway servant, the difference shall be allowed as personal pay to be absorbed in future increases in pay.
(8) Where in the fixation of pay under sub-rule (1), the pay of a Railway servant, who, in the existing pay structure,  was  drawing immediately before the 1st  day of January, 2016  more pay than another Railway servant junior to him in the same cadre, gets fixed in the revised pay structure in a Cell lower than that of such junior, his pay shall be stepped up to the same Cell in the revised pay structure as that of the junior.
(9) Where a Railway servant is in receipt of personal pay immediately before the date of notification of these rules, which together with his existing emoluments exceed the revised emoluments, then the difference representing such excess shall be allowed to such Railway servant as personal pay to be absorbed in future increase in pay.
(10) (i)  In cases where a senior Railway servant promoted to a higher post before the 1st day of January, 2016 draws less pay in the revised pay structure than his junior who is promoted to the higher post on or after the 1st day of January, 2016, the pay of senior Railway servant in the revised pay structure shall be stepped up to an amount equal to the pay as fixed for his junior in that higher post and such stepping up shall be done with effect from the date of promotion of the junior Railway servant subject to the fulfilment of the following conditions, namely: –
(a) Both the junior and the senior Railway servant belong to the same cadre and the posts in which they have been promoted are identical in the same cadre;
(b) the existing pay structure and the revised pay structure of the lower and higher posts in which they are entitled to draw pay are identical;
(c) the senior Railway servants at the time of promotion are drawing equal or more pay than the junior;
(d) the anomaly is directly as a result of the application of the provisions of Rule 1313 (FR 22) of Indian Railway Establishment Code, Volume II or any other rule or order regulating pay fixation on such promotion in the revised pay structure :
Provided that if the junior officer was drawing more pay in the existing pay structure than the senior by virtue of any advance increments granted to him, the provisions of this sub-rule shall not be invoked to step up the pay of the senior officer.
(ii) The order relating to re-fixation of the pay of the senior officer in accordance with clause (i) shall be issued under Rule 1321 (FR 27) of Indian Railway Establishment Code, Volume II and the senior officer shall be entitled to the next increment on completion of his required qualifying service with effect from the date of re-fixation of pay.
(11) Subject to the provisions of rule 5, if the pay as fixed in the officiating post under sub-rule (1) is lower than the pay fixed in the substantive post, the former shall be fixed at the same stage as the substantive pay.
8. Fixation of pay of employees appointed by direct recruitment on or after 1st day of January, 2016: – The pay of employees appointed by direct recruitment on or after 1st day of January, 2016 shall be fixed at the minimum pay or the first Cell in the Level, applicable to the post to which such employees are appointed :
Provided that where the existing pay of such employee appointed on or after 1st day of January, 2016 and before the date of notification of these rules, has already been fixed in the existing pay structure and if his existing emoluments happen to exceed the minimum pay or the first Cell in the Level, as applicable to the post to which he is appointed on or after 1st day of January, 2016, such difference shall be paid as personal pay to be absorbed in future increments in pay.
9. Increments in Pay Matrix: – The increment shall be as specified in the vertical Cells of the applicable Level in the Pay Matrix.
Illustration:
An employee in the Basic Pay of 32300 in Level 4 will move vertically down the same Level in the cells and on grant of increment, his basic pay will be 33300.

10. Date of next increment in the revised pay structure: – (1) There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July:Provided that an employee shall be entitled to only one annual increment either on 1st January or 1st July depending on the date of his appointment, promotion or grant of financial upgradation.

(2) The increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under Modified Assured Career Progression Scheme (MACPS) during the period between the 2nd day of January and 1st day of July (both inclusive) shall be granted on 1st day of January and the increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under MACPS during the period between the 2nd day of July and 1st day of January (both inclusive) shall be granted on 1st day of July.

Illustration:

(a) In case of an employee appointed or promoted in the normal hierarchy or under MACPS during the period between the 2nd day of July, 2016 and the 1st day of January, 2017, the first increment shall accrue on the 1st day of July, 2017 and thereafter it shall accrue after one year on annual basis.

(b) In case of an employee appointed or promoted in the normal hierarchy or under MACPS during the period between 2nd day of January, 2016 and 1st day of July, 2016, who did not draw any increment on 1st day of July, 2016, the next increment shall accrue on 1st day of January, 2017 and thereafter it shall accrue after one year on annual basis:

Provided that in the case of employees whose pay in the revised pay structure has been fixed as on 1st day of January, 2016 the next increment in the Level in which the pay was so fixed as on 1st day of January, 2016 shall accrue on 1st day of July, 2016:
Provided further that the next increment after drawal of increment on 1st day of July, 2016 shall accrue on 1st day of July, 2017.

(3) Where two existing Grades in hierarchy are merged and the junior Railway servant in the lower Grade happens to draw more pay in the corresponding Level in the revised pay structure than the pay of the senior Railway servant, the pay of the senior Railway servant shall be stepped up to that of his junior from the same date and he shall draw next increment in accordance with this rule.
11. Revision of pay from a date subsequent to 1st day of January, 2016:– Where a Railway servant who continues to draw his pay in the existing pay structure is brought over to the revised pay structure from a date later than 1st day of January, 2016, his pay in the revised pay structure shall be fixed in the manner prescribed in accordance with clause (A) of sub-rule (1) of rule 7.
12. Pay protection to officers on Central deputation under Central Staffing Scheme:-If the pay of the officers posted on deputation to the Central Government under Central Staffing Scheme, after fixation in the revised pay structure either under these rules or as per the instructions regulating such fixation of pay on the post to which they are appointed on deputation, happens to be lower than the pay these officers would have been entitled to, had they been in their parent cadre and would have drawn that pay but for the Central deputation, such difference in the pay shall be protected in the form of Personal Pay with effect from the date of notification of these rules.
13. Fixation of pay on promotion on or after 1st day of January, 2016.-The fixation of pay in case of promotion from one Level to another in the revised pay structure shall be made in the following manner, namely:-
(i) One increment shall be given in the Level from which the employee is promoted and he shall be placed at a Cell equal to the figure so arrived at in the Level of the post to which promoted and if no such Cell is available in the Level to which promoted, he shall be placed at the next higher Cell in that Level.

(ii) In the case of Railway servants receiving Non Practicing Allowance, their basic pay plus Non Practicing Allowance shall not exceed the average of basic pay of the revised scale applicable to the Apex Level and the level of the Cabinet Secretary.

14. Mode of payment of arrears of pay:-The arrears shall be paid during the Financial Year 2016-2017.
Explanation.-For the purpose of this rule, “arrears of pay” in r elation to a Railway servant, means the difference between-
(i) the aggregate of the pay and dearness allowance to which he is entitled on account of the revision of his pay under these rules for the period effective from the 1st day of January, 2016; and
(ii) the aggregate of the pay and dearness allowance to which he would have been entitled (whether such pay and dearness allowance had been received or not) for that period had his pay and allowances not been so revised.

15. Overriding effect of Rules.-The provisions of the Railway Fundamental Rules, the Railway Services (Revision of Pay) Rules, 1947, the Railway Services (Authorised Pay) Rules, 1960, the Railway Services (Revised Pay) Rules, 1973, the Railway Services (Revised Pay) Rules, 1986, the Railway Services (Revised Pay) Rules, 1997 and the Railway Services (Revised Pay) Rules, 2008 shall not save as otherwise provided in these rules, apply to cases where pay is regulated under these rules, to the extent they are inconsistent with these rules.
16. Power to relax.-Where the President is satisfied that the operation of all or any of the provisions of these rules causes undue hardship in any particular case, he may, by order, dispense with or relax the requirements of that rule to such extent and subject to such conditions as he may consider necessary for dealing with the case in a just and equitable manner.

17. Interpretation.– If any question arises relating to the interpretation of any of the provisions of these Rules, it shall be referred to the Railway Board for decision.

MEMORANDUM EXPLANATORY TO THE RAILWAY SERVICES (REVISED PAY) RULES, 2016
Rule 1 – This rule is self-explanatory.
Rule 2 – This rule lays down the categories of employees to whom the rules apply. Except for the categories excluded under sub-rule (2), the rules are applicable to all persons under the rule making control of the President serving under the administrative control of the Railway Board.
Rule 3 & 4 – These rules are self-explanatory.
Rule 5– The intention is that all Railway servants should be brought over to the revised pay structure except those who elect existing pay structure. The Railway Servants who exercise the option to continue in the existing pay structure will continue to draw the dearness allowance at the rates in force on 1st January, 2016. If a Railway servant is holding permanent post in a substantive capacity and officiating in a higher post, or would have officiated in one or more posts but for his being on deputation etc., he has the option to retain the existing pay structure only in respect of one scale. Such a Railway servant may retain the existing scale applicable to a permanent post or any one of the officiating posts. In respect of the remaining posts he will necessarily have to be brought over to the revised pay structure.
Rule 6 – This rule prescribes the manner in which option has to be exercised and also the authority who shall be apprised of such option. The option has to be exercised in the form appended to the rules. It should be noted that it is not sufficient for a Railway servant to exercise the option within the specified time limit but also to ensure that it reaches the prescribed authority within the time limit. In the case of persons who are outside India at the time of notification of these rules, the period within which the option has to be exercised is three months from the date they take over charge of the post in India. In the case of Railway servants the revised pay structure of whose posts are announced subsequent to the date of issue of these rules, the period of three months will run from the date of such announcement.
Persons who have retired between 1st January, 2016 and the date of notification of these rules are also eligible to exercise option.
Rule 7 – This rule deals with the actual fixation of pay in the revised pay structure on 1st January, 2016 and is self explanatory. The benefit of this rule is not admissible in cases where a Railway servant has elected the revised pay structure in respect of his substantive post, but has retained the existing scale in respect of an officiating post.
Rule 8 – This Rule prescribes the method of fixation of pay of employees appointed on direct recruitment on or after 1st day of January, 2016.
Rule 9 & 10 – These rules prescribe the manner in which the next increment in the new pay structure shall be regulated.
Rule 11 to 17 – These rules are self-explanatory.
