Sub: Reiteration of GP 4800/5400 (level-8/level-9) as apex promotional grade in stenographers cadre in Field offices (including Zonal Railways) as per extant provisions.

Proposals are being received from Railways/ Production Units for upgradation of Stenographers cadre by granting GP 6600/- in PB-3 (6th CPC scales) to senior PSs-I in the Railway/ Unit.

2. In above context, it is hereby clarified that in terms of the extant rules/position such a grade in GP Rs.6600/- is not available/ sanctioned in the category of Stenographers on zonal Railways (Field Offices). Further, based on the recommendations of Pay Commissions and decisions of the Government/Railway Board, there is no provision for a grade in pay structure higher than GP Rs.4800/5400 (Level 8/Level 9) in field offices including zonal Railways. Any local Office Order wherever issued by any Railway contrary to this established position is irregular and is to be withdrawn immediately under intimation to this office.

Modification in the AVC for promotion to Goods Guards in Grade Pay Rs.2800 (Level-5).
Attention is invited to instructions contained in Board's letter of even number dated 12.05.2017 regarding modification in the AVC for promotion to the post of Goods Guards in Grade Pay Rs.2800 (Level-5).

In para 2(i) of the aforesaid letter showing the feeder categories eligible to appear in General Selection against 60% quota for filling up the vacancies of Goods Guard in Grade Pay Rs.2800, the categories of Shunting Master-II and Shunting Jamadar, both in GP Rs.2400 (Level-4) may also be included.

This supersedes the earlier instructions contained in letter of even number dated 27.07.2018, wherein shunting Master & Shunting Jamadar were inadvertently mentioned as eligible category for promotion to Goods Guard.

This also disposes off Northern Railway's letter No.752-E/42/E1B/Pt.I dated 31.08.2018.

With reference to Railway Board's letter dated 08/08/2018 inviting applications from the staff working in Zonal Railways etc., for filling the vacancies of Multi-Tasking Staff in Rail Bhavan, New Delhi, it is informed that on some Zonal Railways the applications of staff are not entertained on the plea that no replacement is available and on a few Zones, the Board's circular is not being circulated resulting the staff not able to submit their applications. Staff are disappointed over the negative approach of Zonal Railways and they also fear that the only opportunity now provided for them to join Rail Bhavan, New Delhi will be lost.

NFIR therefore requests the Railway Board to kindly issue clear instructions to the GMs etc., to circulate widely Board's letter and forward the applications of staff promptly.

Attention is invited to provisions contained in item (f) of Board's letter of even number dated 14.10.2014, which is reproduced below: Track Maintainers Promotion

The pay of the staff promoted against the vacancies from the date of restructuring orders will be fixed on profarma basis as per Rule 13 of RSRP Rules with the benefit of one increment @ 3% of the basic with the usual option for pay fixation as per extant rules. The actual payments will be made from the date of taking over charge of the higher grade post.

Reports have been received that the above provision is not being implemented in its proper perspective on some of the Zonal Railways.

The aforesaid provision is hereby reiterated. Necessary action may please be taken for proper implementation of the instructions.

A data logger (also data recorder) is an electronic device that records data over time or in relation to location either with a built-in instrument or sensor or via external instruments and sensors

This system will improve punctuality of trains & provide real time train movement information to passengers.

Ministry of Railways have eliminated the practice of manually recording punctuality performance at 41 major railway junctions across zones to ensure correct reporting of such data. The Railway Board has instructed zonal railways to link the arrival and departure of trains with data loggers from January 1 2018 without the fear of drop in punctuality and report authentic punctuality status.

A data logger (also data recorder) is an electronic device that records data over time by sensing status of relays. Railway zones have provided such data loggers this across 41 stations which include Howrah, Mumbai CST, Mughalsarai, Lucknow, Kanpur, Chennai Central, Ahmedabad and Bangalore.

It has been an endeavour of Indian Railways to run trains punctually and provide information to their customers more current, reliable and accurate, with minimal human intervention. Data Loggers were provided at Stations to monitor the status of functioning of signaling gears. For train control, Optical Fibre network has also been laid and linked to control centres of the Divisions.

It was decided to utilize these data loggers for capturing trains running information & update Control Office Application (COA) automatically at the central server. For this purpose, to start with, the data loggers of one terminal station and one more station at each zonal railway is linked with COA through optical fibre backbone for automatically picking up the train running status. The work at 17 terminal stations and 17 other stations has been implemented as a pilot project. The system has been working since 1st Jan.2018 and extended to total 41 stations. (List attached)

As on date, punctuality of almost 80% of mail/express trains is being monitored through this system. It has been planned to further expand the network covering all the terminal stations. With the implementation of this system, the information available to the passenger is reliable and more current.

Ministry of Railways directs Zonal Railways to discontinue pasting reservation charts on train coaches for 6 months starting from 1st March, 2018.

Ministry of Railways has directed Zonal Railways to discontinue pasting of reservation charts on the reserved coaches of all trains at all erstwhile A1, A & B category stations as a pilot project for 6 months starting from 1st March, 2018.

Physical/digital charts will continue to be displayed at the platform of the train. At those stations where electronic charts display plasma have been installed and the same are functioning properly, physical reservation charts at such platforms can be stopped.

Earlier, pasting of reservation charts on the reserved coaches of all trains was discontinued at New Delhi, Hazrat Nizamuddin, Mumbai Central, Chennai Central, Howrah and Sealdah Stations of Indian Railways on experimental basis for a period of 3 months.

​​​​​​​All General Managers of Zonal Railways have been advised to strictly monitor the e-auction of scrap.

Total scrap sales till December 2017 of current financial year has reached to Rs. 1837 crores which is 22% higher than the corresponding sales of Rs. 1503 crores upto December 2016 of the year 2016-17
Earnings from sale of Railway scrap not only augments Railways revenue but also helps in keeping the Railway track, stations, workshops, depots neat and tidy. In this regard, Ministry of Railways has directed all Zonal Railway & Production units to achieve Zero scrap balance by end of March 2018. General Managers of all the Zonal Railways/PUs have been advised to regularly monitor this activity and to intensify supervision at senior officers’ level so as to promptly identify scrap and offer it for e-auction.

With the concerted efforts by all the Railways, total scrap sales till December 2017 of current financial year has reached to Rs. 1837 crores which is 22% higher than the corresponding sales of Rs. 1503 crores upto December 2016 of the year 2016-17.

Indian Railways have been selling its internally generated scrap entirely through online e-auction. Majority of the scrap material comprises of worn-out rails and track fittings released from track renewal/gauge conversion, steel scrap generated in course of overhaul /repairs of rolling stocks, other non-ferrous and miscellaneous scrap.

The e-auction module is part of the IREPS (Indian Railways E-Procurement System) which is a single portal of Indian Railways handling all procurements tenders and e-auctions digitally. All the Zonal Railways and Production Units use this single platform for online sales of scrap. Monthly on an average, 200 e-auctions are conducted by Materials Managers in Divisions and Stores Depots spread all over Indian Railways. Auction schedules and details of saleable materials are published regularly on IREPS website & updated online. The endeavor shall be continued so as to achieve the task of Zero scrap balance by end of March 2018.

Please connect Board’s letter no. 2010/AC-II/21/12 dated 21.9.2010 wherein it was advised that Copies of the impression of special seal of PFAs(as indicated in Annexure II-J of the scheme for disbursement of Pensions to Railway pensioners through PSBs) together with the specimen signature of the officers of the Zonal Railways and Production Units who are authorized to forward the Pension Payment Orders to the Bank Branches concerned , duly countersigned by the Local Manager, Reserve Bank of India or State Bank of India conducting Government Business at the centre as the case may be. However, Syndicate bank has brought it to the notice of the Board that these signatures may be made available to the bank.

It is therefore requested that suitable action may be taken in this regard and ensure that the specimen signatures are available with the bank. A line of confirmation may also be sent to Board.

A Committee comprising of Executive Directors of Railway Board was constituted to review the existing Cadre restructuring of EDP Centres on Zonal Railways, Production Units & RDSO etc. and suggest changes in the light of the increasing computerization and growing emphasis on Centralized Enterprise wide applications across all departments and suggest whether a separate cadre is required for managing EDP Centres and suggest reviewed structure long with job requirements and essential qualifications and also suggest whether any special training field should be made mandatory for them in order to contribute more effectively in their assigned task.

The Executive Directors Committee have examined all the issues in consultation with both the Federations (AIRF/NFIR ) . The Ministry of Railways have considered the Report of the Committee. As a result of the review undertaken on the basis of functional, operational and administrative requirements , it has been decided with the approval of railways that Group 'C' categories of Senior Engineer (IT) and Junior Engineer (IT) of IT Cadre be restructured in the percentage of 67:33 respectively in accordance with the percentage of restructuring implemented for other technical categories of all Engineering Departments including Workshops Technical categories vide Board's letter No.PC-III/2013/CRC/4 dated 08.10.2013 (RBE No 102/2013). However, while implementing re ucturing , the following instructions should be carefully and strictly adhered to:

Date of effect The restructuring of post of Senior Engineer(Information Technology) and Junior Engineer (Information Technology) will be with reference to the cadre strength in operation as on 01.04.2017. The staff who will be placed in Higher Grade pay as a result of implementation of these orders will draw pay in Higher grades w.e.f. 01.04.2017. The benefit of restructuring will be restricted to the persons who are working in a particular cadre on the cut-off-date i.e 04.2017. therefore, posts not in operation would be treated as deemed to have been surrendered, and the resultant saving equivalent to the surrendered posts will be credited to the vacancy bank.2.

Applicability
  • These orders will be applicable to the permanent regular cadre operated as Revenue posts.
  • These orders will not be applicable to ex-cadre & work-charged posts which will continue to be based on worth of charge.
3.Pay Fixation
The pay of staff promoted against the additional higher grade posts as a result of restructuring (including chain/resultant vacancies) will be fixed as per Rule 13 of RS(RP) Rules,2016 with the benefit of one increment @ 3% of basic pay, with the usual option of pay fixation as per extant rules.

4.The existing classification and filling up of the vacancies
(i) The existing classification of the posts as 'selection' and/or 'non-selection' , as the case may be remains unchanged . However, for the purpose of implementation of these orders if any individual Railway servant becomes due for promotion to a post classified as a 'selection post' the existing selection procedure will stand modified in such a case to the extent that the selection will be based only on scrutiny of service records and confidential reports without holding any written and/or viva-voce test. This modified selection procedure has been decided upon by the Ministry of Railways as a onetime exception by special dispensation, in view of the number involved with the objective of expediting the implementation of these orders. Similarly, for posts classified as 'non-selection' at the time of this restructuring, the promotion will be based only on scrutiny of service records and confidential reports.

(ii) Normal vacancies existing on 01.04.2017 (except, direct recruitment quota) and those arising on that date from this cadre restructuring including/chain/resultant vacancies should be filled in the following sequence:
  • From panels approved on or before 01-04-2017And current on that date;
  • and the balance in the manner indicat ra 4 (i) above.
(iii)Such selections which have riot tien finalized by 01.04.2017 should becancelled/abandoned.

(iv) Employees who retire/resign or expire in between the period from the date of effect of these orders to the date of of these orders, will be eligible for the fixation benefits and arreatx under these orders w.e.f. 01.04.2017, if they are otherwise eligible for the said benefit.

(v) Extant instructions for D&A/Vigilance clearance will be applicable for effecting benefit of restructuring these orders with reference to date of effect of these orders.

5.Minimum years of service in each grade
While implementing the restructuring orders, instructions regarding minimum period of service required for promotion issued from time to time should be followed.

6.Basic functions, duties and responsibilities
Since IT Cadre is being restructured on functional,operational and administrative considerations , the posts being placed in higher scales of pay as a result of restructuring should include the duties and responsibilities of greater importance.

7.Provision of reservation
The extant provisions in this regard should be followed.

8. Refusal of promotion
Such of the staff as had refused promotion before issuance of these orders and stood debarred for promotion may hence be considered for promotion , in relaxation of the extant provisions as a onetime exception, if they indicate in writing that they are willing to be considered for such promotion against the vacancies existing on 01.04.2017 and arising due to restructuring on the date. The relaxation will not be applicable to vacancies arising after the date of effect i.e 01.04.2017.: 3 :

9. Matching Savings
  • Entire scheme of restructuring is to be a self-financing and expenditure neutral proposition. Financial implications should be worked out taking into account mid-value of pay structure (level) as per pay matrix notified vide Part 'A' of Ministry of Railways Gazette Notification dated 28.07.2016 (RBE No. 90/2016).
  • Since the benefit of restructuring will be restricted to the persons who are working in IT cadre on the cut-off date i.e. 01-04-2017, the posts not in operation would be treated as deemed to have been surrendered and the resultant saving equivalent to the surrendered posts will be credited to vacancy bank and thus the cadre restructuring would be expenditure neutral proposition. Where the money value due to such surrender proves inadequate for financing the restructuring,„exercise, the required matching surrender may be arranged at the Divisional/Zonal 'level. There would be no cadre restructuring without matching savings by surrender of post
  • The percentage distribution of posts as per these orders is to be based upon the operational cadre strength as on 01.04.2017.
10. Annual Review
Annual review of Group 'C' staff of IT cadre will be undertaken w.e.f. 01.04.2018, taking into account the cadre strength as on 01.04.2018.

This issues in consultation with the Establishment and Pay Commission Directorate and with concurrence of the associate Finance Directorate of this Ministry.

Ref: Railway Board’s letter No. 2015/AC-II120/App-3 dated 01/08/2016, addressed to General Secretary NFIR.

On perusal of the proposal sent vide Railway Board’s letter No.2015/AC-II/20/App-3 dated 01/08/2016,
the NFIR finds that the said proposal may not in fact give desired results for ensuring efficiency and achieving perfection in the working system. In this connection, NFIR conveys as follows:-

(i) There is need to ensure annual recruitment of JAAs against the DR quota percentage uninterruptedly, thereby, such recruitees can be adequately trained, retrained for meeting the system’s requirements .

(ii) It needs to be admitted by the Railway Board that wrong policy of non-filling of vacancies particularly against DR quota for decades together has resulted difficult situation. Federation wants that such mistakes not be repeated.

(iii) The extant policy of holding centralized examination of Appendix-III IREM needs to be reviewed and decentralized to facilitate Zonal Railways to conduct these examinations regularly fo’r the purpose of filling the vacancies as well for meeting the future requirement. If this policy revision is approved and implemented, the fear that 34% vacancies by 2019-2020 will get dispelled.

(iv) The Railway Board may consider introducing the system of filling vacancies of SSO(A) etc., through different types of examinations against 70% and 30% quota vacancies as is being presently done in the case of selections to Group ‘B’ (Gazetted).
• Those Accounts Assistants with GP 4200/- (PB-2) put in minimum two years service may be allowed to appear in the selection against 30% quota vacancies and panel drawn based on merit. In the case of 70% quota vacancies, those Accounts Assistants rendered 5 years service, may be made eligible to appear and such number be equal to three times the vacancies in the order of seniority and panel be drawn on the basis of their seniority.
• The examinations against 70% & 30% quota vacancies may be conducted annually and while calling for the applications against these quotas, option from the staff may be obtained whether they prefer SSO (A) or Sf. TIA or Sr. ISA, thereby they can be deployed on promotion in case of their empanellement.
• 5% marks weightage may be considered to be added to the qualifying marks to those Accounts Assistants who have completed three years service or more.
• The syllabus for 70% and as well 30% quota vacancies may be formulated by Railway Board which should be followed by Zonal Railways.
• The questions may be of “objective” type upto 50% out of total number of questions and the remaining may be “subjective”.
(v) The Zonal Railways may be advised to conduct the examinations” online “, depending upon the availability of infrastructure and facilities. Such system would contribute for quick evaluation and declaration of results without any loss of time to facilitate filling the vacancies within the reasonable time.
(vi) It also needs to be seriously considered for providing the following pay structure in the Accounts Department.

(a) JAA – GP 4200/-
(b) AA- GP 4800/-
(c) SSO (A)/Sr. TIA/Sr. ISA – GP 5400/-

NFIR expects the Railway Board to consider the above and respond early. During discussions as and when fixed, the Federation will highlight more details.

The Automatic Ticket Vending Machines (ATVMs) were introduced to facilitate passengers in getting unreserved tickets without manual intervention. In the initial phase, to popularise the use of smart cards and to make the general public accustomed to using the ATVMs, the scheme for Facilitators was introduced.

Initially, instructions for engaging facilitators on Central & Western Railway were issued and subsequently all zonal Railways were allowed to engage facilitators. Thereafter, the scheme has been reviewed from time to time and extensions were given on annual basis. The last extension has been given upto 31.03.2016.

This issue has been examined again and based on the feedback received from zonal Railways a decision to continue with the scheme up to 31.03.2017 has been taken. It has, however, been decided that on those zonal Railways where this concept was introduced in 2011-12, this scheme will not be extended beyond 31-03-2017. It has also been stipulated that ATVMs shall be earmarked on rotational basis to facilitators and general public. This has been done keeping in view the complaints that the machines of facilitators function properly whereas those for general public remain out of order.

Sub:- Revision in the Rule 211 of IRCA Coaching Tariff No.26 Part I (Vol. I): Fare for children.

In partial modification of provisions contained in Rule 211 of IRCA Coaching Tariff No.26 Part I (Vol.I), Ministry of Railways have decided that in case of children of age 5 years and under 12 years of age for whom full berth/seat ( in Reserved class) is sought at the time of reservation, full adult fare for such child shall be charged. However, if berth/seat is not sought for the children of age 5 years and under 12 years of age at the time of reservation, then half of adult fare shall continue to be charged subject to minimum distance for charge.

2. There shall be no change with regard to child fare for unreserved class.

3. The revised child fare rule shall be applicable with effect from 10.04.2016. CRIS may carry out necessary changes in the software and testing well before 10.12.2016.

4. Necessary changes shall be carried in the reservation form so that the passenger can mark their option for requirement of full berth/seat for child or not.

5. Special arrangements shall be made to ensure that necessary instructions should reach the staff well in time. Steps should also be taken to ensure that the staff fully understand these changes and implement them properly.

6. This Issues with the concurrence of Finance Directorate of Ministry of Railways.

7. Zonal Railways shall ensure that wide publicity is given through the press, media and also through notifications and announcements at stations.

(a) whether under the new policy and rules of Government, train passengers are being looted by charging higher fares in the name of premium Tatkal tickets, whereas several trains are running with vacant seats; and
(b) if so, the reasons for such kind of injustice with passengers?

(a)&(b): In order to improve the earnings from passenger services, w.e.f. 01.10.2014, in some of the selected trains by Zonal Railways which are most in demand, 50% of the existing accommodation under Tatkal Quota has been earmarked as Premium Tatkal Quota and is being booked on dynamic pricing.

This is a distance-slab based fare scheme where the fare increases by 20% after each slab of 10% berths are sold subject to a cap (maximum fare chargeable).

Tatkal is a facility over and above the normal booking of reserved seats/berths.
