Sub: Minimum prescribed educational qualification for direct recruitment to the post of Technician Grade III in Level-2 of Pay Matrix of 7th CPC.
Ref: Railway Board's letter No. E(NG)II/2001/RR-1/6 dated 3.8.2001.

Attention is invited to instructions under reference prescribing, inter-alia, minimum educational qualification for open market recruitment to the post of Technician Grade-III in Level -2 of Pay Matrix of 7th CPC as under:

"Act Apprenticeship/ITI in relevant trade".

Diploma in Engineering should not be considered as an alternative higher qualification. Act Apprenticeship/ITI in relevant trade is the only qualification and no other qualification including Diploma in Engineering should be accepted as an alternative qualification on the ground of being a higher qualification in the same line of training.

2. The inclusion of the Trade of Operator Advanced Machine Tool as an eligibility qualification for the post of Technician Grade III has been under consideration of this Ministry. Accordingly, it has been examined in consultation with the technical directorates of this Ministry and it has been decided by the Board to include the Trade of Operator Advanced Machine Tool as eligibility qualification for the posts as identified and mentioned below:
(a) Tech Gr IT (EMU)
(b) Tech Gr.III Machinist (C&W)
(c) Tech Gr.III Machinist (Workshop)
(d) Tech Gr.III Mechanical (PUs)
(e) Tech Gr.III Turner (Workshop)
3. These instructions will be applicable from the date of issue of this letter. Cases already under process will continue to be dealt in terms of earlier instructions.

Respected Sir,
With due regards, your attention is invited to the Anomalies Committee meeting held on 26.12.2016 under the Chairmanship of AS(J) Shri J Rama Krishna Rao wherein we have reflected our concern that the Night Duty Allowance was being paid on the notional basic pay of 4th CPC. Later, based on the Hon’ble Supreme Court judgment NDA is revised in 6th CPC pay scale and extended to all including non-petitioners w.e.f. 01.04.2007. Subsequently, PC of Fys imposed ceiling limit to the employees of Ordnance Factories that Rs.12380/-.

OFB has referred the matter to MoD to remove the ceiling but this is not yet settled.

Therefore, you are requested to take necessary action so that the payment of Night Duty Allowance in defence establishments on the revised pay of 07th CPC may be granted without any ceiling.

Revised Subscription Rates of RELHS as per Pay Matrix of 7th CPC

The Railway Board has decided to revise the subscription raes of Railway Employees Liberalized Health Scheme (RELHS)as per the Pay Matrix Level recommended by the 7th Pay Commission.

Following the subscription calculation method of CGHS for Central Government Employees and Pensioners, the Railway Board has now decided and published the revised subscription rates for all the group of Railway employees through its official portal.

On 9th January, 2017 the Health Ministry published the new rates of monthly subscription for availing the CGHS facility. The Central Government Pensioners have an option to get their CGHS Pensioners Card by either making CGHS contribution on an annual basis (12 Months) or by making contribution for 10 years for life time validity.

The rate of contribution to join RELHS shall be last month's basic pay drawn or the subscription rate indicated in the above table at different levels as per the 7th Pay Commission whichever is lower.

The revised rate of subscription as above shall be applicable to those railway employees who shall be retiring and joining RELHS on or after the date of issue of this letter(23.2.2017). Those who have already retired and are not member of RELHS shall be governed by the rules which were prevalent at the time of their retirement.

Sub:  Adoption of revision of pay of employees stagnating at the maximum of the Pay Band/Scale in pre revised structure under 7th CPC pay structure.

Consequent upon notification of Railway Services (Revised Pay) Rules, 2016, the issue of provision of additional increment in the revised pay structure on 01.01.2016 in the case of employees who had been stagnating at the maximum of the Pay Band and Grade Pay or scale in the pre-revised pay structure of 6th CPC has been examined by Ministry of Finance.

2. It is clarified that in case of persons who had been drawing maximum of the applicable Pay Band and Grade Pay or Scale in 6th CPC, as the case may be, for more than two years as on 01.01.2016; one increment in the applicable Level in the Pay Matrix in 7th CPC shall be granted on 01.01.2016 for every two completed years of stagnation at the maximum of the said Pay Band and Grade Pay or Scale. Grant of additional increment (S) shall be subject to condition that the pay arrived at after grant of such increment does not exceed the maximum of the applicable Level in the Pay Matrix of 7th CPC.
