"CHILDREN EDUCATION ALLOWANCE:

As specified in the Govt. letter No. 1(23) / 2017 / D(Pay/ Services) dated 15/09/2017, reimbursement of CEA is to be claimed once in a year, after completion of the Financial Year based on certificate from the Head of the Institution, where the ward of the employee is studying.

HOSTEL SUBSIDY:

Similar procedure is to be applied for Hostel Subsidy. The certification from the Head of Institute should also mention the amount of expenditure incurred by the Govt servant towards boarding and lodging.

These orders are applicable from 01/07/2017.
Claims on account of CEA & Hostel Subsidy w.e.f. 01/07/2017 may be forwarded after completion of the financial year.

Claims already submitted for the period 01/07/2017 onwards are being returned unsanctioned.

TRAVELLING ALLOWANCE ENTITLEMENTS:

GoI, MoD letter No. 12630/TA/DA/Mov C dated 15th September 2017 regarding provisions relating Travelling Allowance Entitlements, are effective from 01/07/2017.

Service Personnel, who had undertaken tours and had been transferred between 01 / 07 / 2017 and the date of issue of these orders i.e. 15th Sep 2017 and whose TA/ DA claims have been settled with reference to their earlier entitlements as per 6th CPC, may submit supplementary claims based on their revised entitlement as per 7th CPC."

Subject: Recovery/adjustment of Interim Relief paid to the Pensioners/Family Pensioners, if any,whose pension/family pension is/was determined with respect to the pay of the retired/deceased employee covered under UGC/AICTE scale.

Consequent upon issue of this Deptt. Memo. No. 224- F(Pen) dated 03.06.2016 the Pensioners /Family Pensioners of the State Government and Government Sponsored or aided non Government educational institutions, local bodies, statutory bodies, boards, corporations, undertakings etc., covered under Finance Department Resolution No. 8071-F(P) dt. 27.11.2015 have been allowed the benefit of Interim relief @ 8% of the Basic Pension with effect from 01.07.2016.

2.Now, in view of the fact that the service and pay of the college teachers and others in the UGC/ AICTE scale is since not covered under the terms of reference of the Resolution issued vide No.8070-F(P) dated 27.11.2015, a question has raised whether the Pensioners/Family Pensioners of college who are/were entitled to pension/family pension from the State Government but on determination of the pension/family pension with respect to the last-pay of the retired/deceased employee in the UGC/ AICTE scale, are entitled to the Interim relief.
3.It is hereby clarified that the benefit of Interim relief contemplated in this Deptt. Memo No.224- F(Pen) dated 03.06.2016 relates to the grant only in respect of the Pensioners/Family Pensioners whose pension/family pension thus fixed on the basis of the pay and the service are covered in the terms of reference of the 6th Pay Commission as per the Resolution issued vide No.8070-F(P) dated 27.11.2015. Accordingly, the Pensioners/Family Pensioners of Govt. Colleges & Non-Govt. Colleges covered under the UGC/AICTE scales of pay, i.e. retired teaching staff including Librarian, Laboratory Instructors, Physical Instructors, Demonstrators of Govt. & Non Govt.General Degree Colleges, Engineering Colleges & Polytechnic Colleges and all other Pensioners/Family Pensioners of such category whose service and pay are not covered in the Resolution ibid, are not entitled to the grant of Interim Relief under Memo No. 224- F(Pen) dated 03.06.2016.

4.Payment of the Interim Relief allowed to the category of Pensioners/Family Pensioners who are not entitled to such grant as clarified at Para- 3 above, if any, is liable to be recovered/adjusted immediately from the pension relief, as per rules, in 5 (five) instalments starting from the month of November, 2017.

5.All the Pension Disbursing Authorities may act accordingly.

Sub : Biometric Attendance System on Indian Railways.

As you are aware, detailed instructions were issued vide Board's letter No. E(G)2014/LE 1-27 dated 30.12.2014 regarding introduction of "Aadhar Enabled Biometric Attendance System" (AEBAS) on Indian Railways. In terms of these instructions, in the first phase, the staff working in the Zonal Headquarters Office, Administrative Office of Production Units, RDSO/Lucknow, METRO Rail/Kolkata, CORE/Allahabad and Divisional Headquarter offices which do not fall under the shift duty roster were to be covered.

It has been observed that there has been very tardy progress in the implementation of these instructions on most of the Zonal Railways/Units. In some of the Railways, the process has not yet been initiated.

Board have reviewed the progress of the implementation of these instructions, and has taken a very serious view of the slow progress made in this regard.

It is therefore directed that AEBAS should be implemented in the aforesaid offices by 30th November, 2017 and a report regarding implementation may be sent to Board immediately thereafter.
It is further directed that the AEBAS should be implemented in all the offices of the Railways including PUs, attached and subordinate offices etc. by 31st January, 2018 and a status report in this regard be furnished to Railway Board immediately thereafter.

AEBAS should be integrated and implemented in such a way that status of biometric machines and attendance at divisional/Unit Level should be accessible by DRM office. Similarly, all DRM offices be integrated with Zonal Railways and all the Zonal Railways with Railway Board so that monitoring of attendance of any location can be done by Railway Board. CCTV cameras should also be provided with the Biometric machine in similar fashion.

Sub : Adoption of clarification issued by Ministry of Finance regarding modifications of Level-13 of Pay Matrix.

Modifications to Railway Services (Revised Pay) Rules, 2016 were notified vide Gazette Notification No. G.S.R 882(E) dated 14.07.2017 thereby making changes in Level-13 of the Pay Matrix.

2.Now, Ministry of Finance (Department of Expenditure) vide their O.M No. 4-6/2017-IC/E-III(A) dated 28.09.2107 (copy enclosed) has issued detailed clarifications addressing the following issues arising out of the modification to Level-13 of the Pay Matrix:

(i) Issue No. 1 - Whether pay in the Level-13 is to be fixed by multiplying by a factor of 2.57 or 2.67
(ii) Issue No. 2 - Pay re-fixed in the modified Level-13 working out lower than the pay fixed in the earlier Level-13.
(iii) Issue No. 3 - Re-exercise of option for coming over to the Revised pay structure in case of Level-13.

3. The clarifications issued by Ministry of Finance (Department of Expenditure) vide their O.M dated 28.09.2017 will be applicable mutatis mutundis in Railways with respect to RS(RP) Rules, 2016 and amendment notified on 14.07.2017. However, the period for any recovery or waving off recovery will be upto 31.07.2017 as the amendments to the RS(RP) Rules, 2016 were notified in July, 2017. Similarly, the time period for re-exercise of options, if any, as mentioned in para-15 of the enclosed O.M will count from the date of issue of this letter.

4.The cases of employees who retired on or after 01.01.2016 and upto 31.07.2017 and if covered under para 12 of Ministry of Finance's OM dated 28.09.2017, shall be processed as per Rule 90 of Railway Services (Pension) Rules, 1993.

Sir/Madam,

In continuation to KVS circular of even number dated 03.08.2017 I am directed to refer to MHRD's letter No. F. 3-14/2017-UT.2 dated 31.10.2017 and to convey the approval of the Govt. of India for implementation of revised allowances based on the recommendations of the 7th CPC in KVS. The MHRD has agreed for additional funds to the extent of implementation of revised allowances in terms of Department of Expenditure (MoF) O.M. F. No. 1/1/2016-E.III(A) dated 26.07.2017.

It is further clarified that Department of Expenditure (MoF) O.M. F. No. 1/1/2016-E.III(A) dated 13.01.2017 is applicable only in case of pay scales and not in case of pension as such additional funds for the purpose of pension may not be allowed while implementing the revised pay scale and allowances in KVS.

EPFO Organized National Seminar on "Fraud Risk Management - The New Initiatives".

As a part of "Vigilance Awareness Week - 2017" organized nationwide to promote transparency and probity in public governance, EPFO organized a national seminar on "Fraud Risk Management - The New Initiatives" at India Habitat Centre, New Delhi today. The seminar was inaugurated by Dr. T.M. Bhasin, Vigilance Commissioner, CVC. Dr. V.P. Joy, Central P.F. Commissioner presided over the function.

Setting the tone of the seminar, Shri Bhasin appreciated the efforts of EPFO in embracing technology for improving transparency in citizen-government interface. He congratulated EPFO in adding value to Ease of Doing Business in the country that helped India jump 30 points to come in the prestigious group of 100 countries in ease of doing business. He stressed the need for further systemic improvements for mitigation and prevention of occurrence of frauds.

Dr. V.P. Joy, CPFC highlighted the recent digital initiatives undertaken in EPFO for ensuring transition from the erstwhile manual system of claim settlement to online claim submission and payment system that has freed employers from mandatory cumbersome paperwork and has given much needed relief to employees in getting their claims settled promptly in a very transparent manner. He further added that EPFO is set to become an electronic paper free organization by 15th August 2018 which would certainly herald a new and dynamic phase of business and service delivery proficiency.

Shri Nilimesh Baruah, Principal Commissioner of Income Tax and former Director, SFIO spoke about the early warning system for identification and detection of corporate frauds and gave the details of the structure and mode of operations of the shell companies in managing unaccounted cash and importance of creating proper database for fraud detection.

A documentary film on EPFO highlighting its initiatives and achievements was also screened in the seminar.

Sub: CS(MA) Rules 1944 Renewal of name of the AMA for the treatment of Central Govt. Employees and Members of their family for the period from 01.08.2017 to 31.07.2018

In terms of Ministry of Health & Family Planning's (Department of Health) instruction contained in O.M. No. 9-14025/133/79-MS dated 28.05.1982 and C & A.G. Circular No. 445-Audit/17/III-90 (86) dated 10.08.1990 and as per Rule 2A (iv) of the CS(MA) Rules 1944, the name of the Private Medical Practitioners, as mentioned in Annexure-AMA1, are hereby renewed as Authorised Medical Attendant during the normal working hours for the treatment of the Central Govt. Employees and members of their family stationed at, or passing through, Kolkata and its adjoining Municipalities (as shown against each AMA) which are not covered by CGHS for a period of one year, i.e., from 01.08.2017 to 31.07.2018.

Annexure-1 contains the names of the Authorised Medical Attendents who were empanelled during the year 2016-17, but have not submitted application for renewal as A.M.A. for the year 2017-18, and have expressed their unwillingness to continue. Accordingly, their names are hereby removed from the list of Authorised Medical Attendants for the year 2017-18.

(IMPORTANT NOTE FOR THE AMAs TO BE OBSERVED STRICTLY)

1. AMAs are requested to submit applications for renewal at least 3 months before the date of expiry of the present term. The CGEWCC reserves the right to delete any name due to non-receipt of application for renewal in time.

2. AMAs are requested not to prescribe medicines for more than 3 to 4 days at a time. However, in case of 3 or 4 consultations the treatment should be restricted to maximum period of ten days. The fees for consultation and injection should be taken as per G.I.M.H. O.M. No. S-14025/10/2010-MS dated 17.03.2011 of Ministry of Health & Family Welfare (Department of Health) New Delhi.

3. Any change in address / degree etc. should be intimated immediately with documentary evidence. In case of death of AMA, intimation has to be sent to the Secretary, CGEWCC,Kolkata by the nearest relative of the AMA with a copy of death certificate.

Subject: Online complaint management system titled "Sexual Harassment electronic-Box (SHe-Box)" - regarding

The undersigned is directed to say that Ministry of Women & Child Development launched an online complaint management system titled Sexual Harassment electronic-Box (SHe-Box) on 24th July, 2017 for registering complaints related to sexual harassment at workplace. The She-Box is; an initiative to provide a platform to the women working or visiting any office of Central Government (Central Ministries, Departments, Public Sector Undertakings, Autonomous Bodies and Institutions etc.) to file complaints related to sexual harassment at workplace under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

2. Once a complaint is submitted to SHe-Box, it wiil be directly sent to the Internal Complaint Committee (ICC) of the concerned Ministry / Department/ PSU / Autonomous Body etc. having jurisdiction to inquire into the complaint. The She-Box also provides an opportunity to both the complainant and nodal administrative authority to monitor the progress of inquiry conducted by the ICCs. 3. Features of the SHe-Box are as under:
(i) SHe-Box is an online Complaint Management System for lodging complaints related to sexual harassment of women at workplace. The steps required for filing of complaint through SHe-Box can be downloaded from the link:

(ii) Any woman working or visiting any office of Central Government (Central Ministries, Departments, Public Sector Undertakings, Autonomous Bodies an.d Institutions etc.) can file complaint related to sexual harassment at workplace through this SHe-Box.

(iii) Once a complaint is submitted to the SHe-Box, it will directly send the complaint to the Internal Complaints Committee. (ICC) of the concerned Ministry /Department/PSU / Autonomous Body etc; having jurisdiction to inquire into the complaint. The Internal Complaints Committee will take action as prescribed under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and update the status of the complaint through 'Administrator Login'

(iv) The status of complaint can be viewed at any time by pressing the tab 'View Status of Your Complaint' within SHe-Box.
4. The complaint registered in the She-Box contains only a brief description of the incident of sexual harassment at workplace. The Internal Complaints Committee (ICC) is required to initiate inquiry as prescribed under Section 11 of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 read with Department of Personnel & Training's  O.M. No. 1l013/2/2014-Estt.(A-III) dated 16th July, 2015 by calling upon the complainant to provide detailed complaint along with all the relevant evidences (documentary or otherwise).

5. All the Ministries/Departments are requested to bring the contents of this OM to the notice of all officers and staff working under them. The Ministries/ Departments are also requested to advise the PSEs / Autonomous Bodies under their administrative control to bring the content of SHe-Box to all officers and staff.

Subject: Clarification on Revision of Service Charges to POPs under NPS (All Citizen and Corporate Model)

This has reference to the circular PFRDA/2017/34/P&D/1 dated 27th October 2017 on revision of service charges to Points-of-Presence (POPs) under NPS (All Citizen and Corporate Model). In continuation of the same, the following points may be noted:
i. The revision of service charges to POPs on subscriber registration to POPs will be effective from 01st November 2017.

ii.The POPs will continue to have the option to negotiate the charges with the subscribers, but within the prescribed charge structure.

iii. The newly introduced persistency charge of Rs 50/- per financial year will be applicable on accounts under NPS- All Citizen Model associated with the POPs for more than 6 months in a financial year and wherein the subscriber contributes minimum contribution of Rs. 1000/- in Tier I account during the financial year. This charge will be payable annually to the associated POPs by deduction of the units in the CRA system after closure of the financial year.

iv. The service charges on subsequent transactions by the subscribers associated with the POPs through eNPS platform has been increased from the existing 0.05% of the contribution amount to 0.10% of the contribution amount subject to minimum of Rs.10/- and maximum of Rs.10000/-. The revision of this service charge will be effective from 15th November 2017.

1. With a view to incentivize the POPS to actively promote and distribute NPS, POPs are allowed to collect charges for the various services provided by them.
