Dear Comrade,

The National JCA met today on 30.09.2015. In the background of the engineered delay in the submission of the 7th CPC report, the meeting reviewed the decision to go for indefinite strike action commencing from 23rd Nov.2015 and arrived at the following conclusions.

1.The 7th CPC, as per the indication the NJCA had, concluded its deliberations and finalised its report. But due to the pressure exerted by the GOI the report is not likely to be out till the Bihar election is going to be concluded on 8.11.2015.

2. Even if the report is given, the Government might plead for some more time to consider the same and arrive at conclusions.

3. Even though the charter of demand contain other major issues, viz FDI, outsourcing, New Pension Scheme etc, the CPC related issues especially the revision of wages has its own significance and struggle without the said issue is impracticable.

4. The meeting also noted that after the impressive march to parliament held on 28th April, 2015, no serious programme of action was undertaken, which has created a certain complacency in the movement. The meeting noted the necessity to rejuvenate the NJCA functioning at all levels.

5. It was also noted that there are states which have not held the state level conventions and consequently have not brought into being the state apparatus required to spearhead a serious action like indefinite strike.

6.In view of above mentioned conclusions, the National JCA has decided to defer the strike action slated for 23rd November 2015 to a date during the Budget session of the parliament i.e from Feb to April 2016. The exact date of commencement of the strike will be decided by the National JCA when the 7th CPC report is available.

7.The NJCA also has decided to call upon all Federations of Central Government Employees to organise a massive protest demonstration in front of all work-spots/offices on 19th November 2015 wearies Black Badge to register our anger and resentment over the Government’s action in engineering delay in the submission of the report by the 7th CPC.

8.The National JCA leaders and all standing council members will sit on a day long Dharna at Jantar Man tar on 19.11.2015 by wearies Black Badge to highlight the anti worker attitude of the GOI and its concerted efforts to undermine the functioning of JCM.

We also send herewith the resolution adopted at the meeting which has been Forwarded to the Government already.

Procedure for booking of air-tickets on LTC- Clarification reg – Dopt issued on 23.9.2015

Clarification for booking of air-tickets on LTC – Dopt issued on 23.9.2015

G.I., Dept. of Per. & Trg., O.M.No.31011/5/2014-Estt (A.IV), dated 23.9.2015

Subject:- Procedure for booking of air-tickets on LTC- Clarification reg.

The undersigned is directed to refer to this Department’s O.M. No.31011/4/2014-Estt.(A-IV) dated 19th June, 2014 which lays down that the Government employees are required to book the air tickets directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. ‘M/s Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT O.M. No. 31011/6/2002-Est(A) dated 02.12.2009) while undertaking LTC journey(s). Vide DoPT’s O.M. 31011/5/2014-Estt.(AIV) dated 24.09.2014, the web-portal of these authorized travel agents will also be treated as an acceptable mode for purchase of air tickets on LTC subject to the conditions stated vide Department of Expenditure’s O.M. No. 19024/1/2012-E-IV dated 5thSeptember, 2014.

2. It has been observed that various Ministries/Departments continue to send references to DoPT seeking relaxation regarding the booking of air tickets for the purpose of LTC from the travel agents not authorised by the aforesaid O.M.. In most of the cases, the common reason stated by the LTC beneficiaries is that they were not aware of the guidelines and inadvertently booked the tickets from other travel agents.

3. All the Ministries/ Departments are advised to ensure a wide circulation of the guidelines as stated in para 1 of this O.M.. This point may also be

emphasized by the Administration whenever any advance is sought or intention to avail LTC is conveyed by the Government servant.

7th Pay Commission may also raise salary-levels of PSU employees

7th Pay Commission may also raise salary-levels of PSU employees

Early Retirement for Shoddy Job, Variable Pay to Shock Government Staff

Five to six per cent annual pay hike of Central Government employees is likely to be linked to tangible performance criterion. Under-performers are likely to be retired by 55 or 30 years of service, according to the Seventh Pay Commission report to be submitted soon.

The overall hike being recommended by former Justice A K Mathur-headed 7th Pay Commission is around 30 per cent. The Central Government employees are scheduled to get salary hikes on the basis of the recommendations by January 1, 2016. According to sources, the house rent allowance too would see an increase by 20 per cent. But the most significant recommendation is that 5 to 6 per cent of the annual increment would be performance-based. There is also likely to be a provision of retiring underperforming employees by the age of 55 or 30 years of service, whichever is more. “The Commission has spoken to all stake-holders and the recommendations are ready. We are expecting to submit the report any time soon,” sources said.

Set up by the erstwhile UPA government in February 2014, the Seventh Pay Commission was given a four-month extension by the NDA Government. Its term is till December 31. The commission may also raise salary-levels of PSU employees.

Seventh Pay Commission to offer realistic view on salaries and allowances

Seventh Pay Commission to offer realistic view on salaries and allowances

The Sixth pay commission was constituted in 2006 and in the normal course, the government was expected to announce the next pay commission after a gap of 10 years. The fifth came in 1996. But with the UPA government’s image battered by a spate of corruption scandals, the date had been advanced by two years in order to recover some lost ground with the electorate.

The UPA government justified the early constitution of the commission on the ground that it will take around two years to submit its recommendations. The Sixth pay commission, for example, was constituted in October 2006 and the Centre implemented it ahead of the 2009 Lok Sabha elections, showering central government employees with a big pay hike bonanza.

The Sixth pay commission had recommended a 20 to 40 per cent jump in salary. This cheered the employees, but wreaked havoc with the government’s finances as the fiscal deficit soared to 6 per cent of the gross domestic product (GDP). The consequent burden of arrears on the central government was Rs 28,160 crore on a salary base of Rs 44,360 crore.

The cash-strapped government had disbursed the arrears in two instalments with 40 per cent given out in 2008-09 and 60 per cent in 2009-10. The arrears contributed significantly to the Centre overshooting its target in 2008-09, ending the year with a fiscal deficit of 6 per cent of GDP against the budgeted 2.5 per cent.

The fiscal deficit rose to 6.4 per cent of GDP in 2009-10 as pay commission arrears pushed up the expenditure at a time when the government was battling slowdown in revenues. With the Seventh pay commission, the situation is headed in the same direction and the country will eventually have to face the music of this populism.

Accordingly, the Seventh Pay Commission is likely to offer realistic view on increase of salaries and allowances of central government employees.
The pay panel may definitely bring also toll on the exchequer as government has to manage expenditures of One Rank One Pension (OROP) for ex-sevicemen before Seventh pay commission expenditures.
It is expected that the central government’s salary bill will rise by 9.56% to Rs 1,00,619 crore after Seventh pay commission will come into effect.
This OROP announcement will have a significant impact on Seventh pay commission report badly, especially in salary hike and increasing allowances,” said a pay panel official.

“We have to look financial health of government before submitting our report. We have to save financial position of government to run the nation smoothly. We are not only to work for pay hike.” he added.

However, the recommendations of Seventh Pay Commission, may be implemented by NDA government before the announcement of West Bengal, Assam, Kerala and Tamil Nadu states assemblies’ election in May 2016.

“The central government will decide execution time of the pay commission’s proposals after the pay panel submits its report, which will be possible pre-election “special packages” for West Bengal, Assam, Kerala and Tamil Nadu, which are all due for polls by May 2016,” an official of the Finance Ministry said, speaking on condition of anonymity.

The Seventh Pay Commission is likely to submit its report in December. The Commission has already completed discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services and is in the process of finalising its recommendations.
The recommendations of the Seventh Pay Commission are scheduled to come into effect from January 1, 2016.
