Comrades,
The Central Government Employees are waiting for the implementation of Seventh Pay Commission. As per the reports received, the 7th Pay Commission Pay recommendations may be notified in June after the model code of conduct of states polls which in place is in place till 21st May 2016, which is being considered as cut off point for the notification of pay commission. To be on safer side, Government most likely will release notification regarding the latest pay commission only after 21st May 2016.

Implementation cell of the Empowered Committee of Secretaries is examining the grievances of employees. After giving final touch to report, Empowered Committee will send recommendations to PMO for its nod. Once PMO will through the report, it will be placed before the Cabinet for final approval. The whole process will take another three months.

But the larger question remains in the minds of the Central Government Employees, whether the Empowered Committee of Secretaries will consider the demands raised by the Staff side JCM. The Empowered Committee of Secretaries under the chairmanship of the Cabinet Secretary had one round of discussion with the staff side JCM. The Staff side JCM has clearly informed the Empowered Committee of Secretaries that the Central Government Employees are not satisfied with 7th CPC report and wants major changes before implementation of the 7th CPC report by the Central Government. Especially on the minimum wage, fitment formula, pay matrix and allowances.

The Empowered Committee of Secretaries was also informed that the Central Government Employees are ready for strike action, if the demands of the Central Government Employees are not met by the Empowered Committee of Secretaries and the Central Government.

The Empowered Committee of Secretaries may call the staff side JCM for more discussions, if the talks fail then the Central Government Employees should prepare for the indefinite strike from July 11th for which the staff side JCM has given the call.

Comrades, these three months are very crucial to the Central Government Employees, we should not relax waiting for the talks with the Central Government, instead prepare for the action for achieving a better wage hike.

Comrades during the 5th CPC we had similar situations, we had got better wage hike after struggles, similarly this time also the similar situation has arisen due to the lowest pay hike recommended by the 7th CPC and also reduction of the number of allowances.

Hence Comrades it is high time we educate each and every employee of the Central Government about the 7th CPC wage hike and our demands , this is help us to prepare for struggle and get better wage hike.

Inclusion of Interest Income in the Return of Income filed by Persons liable to Pay Tax

Information regarding interest earned by individuals and business entities on term deposit is filed with the Income Tax Department by banks including co-operative banks and other financial institutions and State treasuries etc. Form 26AS reflects only those payments on which tax has been deducted and it can be viewed by the individual tax payer by logging in to www.incometaxindiaefiling.gov.in. The information about interest payments without deduction of tax is also filed by the payer with the Department.

Central Board of Direct Taxes(CBDT) hereby informs the persons earning interest income that interest credited/received on deposits is taxable unless exempt under Section 10 of the Income-tax Act. Such interest income should be shown in the return of income even in cases where Form 15G/15H has been filed if the earning is not exempt under Section 10 of the Income-tax Act and the total income of the person exceeds the maximum amount not chargeable to tax.

Tax payers are advised to collect correct details of interest received or credited and

  • file their return of income for assessment year 2014-15 (if not filed already) on or before 31.03.2016 in case their total income exceeds the maximum amount not chargeable to tax.
     
  • revise their return of income for assessment year 2014-15/2015-16 if the return already filed does not include taxable interest income.
     
  • file return of income for assessment year 2015-16, if not filed so far by including taxable interest income if any, on or before 31.03.2016 and avoid penalty u/s 271F.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.01.2016. This represents an increase of 6 percent over the existing rate of 119 percent of the Basic Pay/Pension, to compensate for price rise.

This will benefit about 50 lakh Government employees and 58 lakh pensioners.

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission (CPC). The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of Rs. 6796.50 crore per annum and Rs.7929.24 crore respectively, in the financial year 2016-17 (for a period of 14 months from January, 2016 to February, 2017).

The Department of Personnel and Training have been impressing upon the public authorities to disclose maximum information proactively, so that public at large need not file RTI applications to seek information held by the public authorities.

In this regard, it was brought to the notice of the public authorities from time to time that they may not disclose personal information of an individual as it does not serve any public interest.
Some of the stakeholders have objected to disclosure of personal information as it would put the lives of the information seekers at risk.

Based on directions from High Court of Kolkata in the matter of Shri Avishek Goenka Vs UOI and in the interest of stakeholders, the DOPT is inviting comments from the stakeholders on draft OM within 15 days. Central Government Employees have been demanding since the the 7th Pay Commission submitted its report to Finance Minister Arun Jaitley for the removal of the provision of benchmark ‘Very Good’ for MACP, which has been recommended from ‘Good’ to ‘Very Good’ by the Pay Commission.

The Finance Minister sources said the Empowered Committee of Secretaries on the 7th pay commission recommendations headed by cabinet secretary P K Singh, was not ‘rigid’ on the issue. “There is scope for solution of all outstanding issues including this through discussions.”

All central government employees unions’ discussed with the official of Implementation Cell of 7th Pay Commission recommendations, in their office to removal the ‘Very Good’ benchmark provision from the pay commission report before its implementation.

The employees unions’ pressed for removal of ‘Very Good’ clause instead of ‘Good’ for Modified Assured Career Progression (MACP) in the 7th Pay Commission report, which it termed as “unconstitutional” and “anti-government employees” as the commission proposed “withholding of annual increments in the case of those employees who are not able to meet the benchmark ‘Very Good’ either for MACP or a regular promotion within the first 20 years of their service.”

“The provision of the benchmark for MACP from ‘Good’ to ‘Very Good’ on recommendations of the Pay Commission is under review. The Ministry is considering for continuing existing ‘Good’ batchmark for Modified Assured Career Progression (MACP) after discussions with all stakeholders,” the sources told The Sen Times.

The Sources said that the government wanted to finalise all the issue before June, it’s not possible as a bit more time is needed.

They, however, confirmed that government would settle the all matter within June, ‘come what may’.
The 7th Pay Commission has recommended in November the minimum basic pay of central government employees is Rs 18,000 per month while the maximum is Rs 2.25 lakh per month, its increased the pay gap between the minimum and maximum from existing 1:12 to 1: 13.8.

The government set up a 13-member Empowered Committee of Secretaries (CoS) headed by Cabinet Secretary P K Sinha for processing the report of the 7th Pay Commission, which will submit its report to Finance Minister Arun Jaitley by June end for cabinet nod, the sources added.

The implementation cell of the Pay Commission in the Finance Ministry which works as the Secretariat of the Empowered Committee and it is looking into the anomalies of the 7th Pay Commission recommendations, will sent its report to Empowered Committee in June, sources informed us.

Subject: Tax benefit available under National Pension System (NPS)

You would be aware that under the National Pension System (NPS), the subscribers can avail of tax benefit under Sec 80CCD(1), up to 10% of their salary (Basic+DA) which is capped at Rs.1.50 lakhs under section 80CCE. From FY 2015-16, an additional tax deduction over and above the Rs.1.5 Lakhs, is available only to subscribers of NPS if they invest upto Rs.50,000 in NPS under Sec 80CCD(IB) of the Income Tax Act. any citizen of India including persons covered under old defined benefit pension scheme can open NPS account on voluntary basis and avail of the tax benefits u/s 80 CCD (IB) by contributing additionally Rs.50,000/- to NPS.

2. This additional tax benefit on investment upto Rs.50000/- provides an opportunity not only to those employees who are mandatorily covered under NPS, but also to all other employees who may be covered under old pension scheme/provident fund/superannuation fund, as well as to any other Indian citizen between 18 to 60 years of age, to avail of this tax benefit by opening an NPS account on voluntary basis and by investing the required amount.

3. PFRDA has provided an easy and convenient way to subscribe to NPS by recently introducing eNPS, which any individual can make use of to join NPS. A new subscriber can adopt the following eNPS methods for joining NOS:

(a) Using Aadhaar card issued by UIDAI which is authenticated through OTP received from UIDAI on the registered mobile of the applicant. In this case, the subscriber can instantly get himself/herself registered. He/she has to simply visit the eNPS module in NPS Trust website at www.npst.org.in.

(b) Using PAN and net banking of the selected bank chosen by the subscriber. In this case KYC verification is done by the Bank. The NPS account gets activated only after KYC verification by Bank. He/she has to go to eNPS module in NPS Trust website at www.npstrust.org.in.

4. A new subscriber can also open an account physically through any of the Points-of-Presence-Service Provider (POP-SP). The list is available on www.pfrda.org.in.

5. Therefore, your employees who are not NPS members can open their NPS account, and make contributions using any of the three options mentioned above. Existing NPS subscribers can also make additional contributions to avail of the tax benefit by using any of the options as stated above.

6. Contribution upto Rs.50,000 in NPS for the additional tax benefit in the current year has to be made by 31-03-2016 and it is important that this message be conveyed to all your staff members and employees right upto the level of DDOs/DTOs, at the earliest. This will definitely help in their tax planning.

Will the Minister of DEFENCE be pleased to state:-

(a) whether there is a shortage of Officers in the Indian Army against the total number of sanctioned posts for officers, if so, the details thereof;

(b) the age limit of officers in combat and combat support cadres at present; and

(c) whether the Government is considering to lower the age limit of officers in combat and combat support cadres, if so, the details thereof and if not, the reasons therefor?

(a) In Army (excluding Army Medical Corps, Army Dental Corps and Military Nursing Service), as on 01.07.2015, against the authorized strength of 49,631 officers, held strength of officers was 40,525 with a shortage of 9,106 officers.

(b) Age limit for entry into various entry schemes in Army is as under:
