Subject: Preventive measures to contain the spread of COVID-19 - Closure of Departmental Canteens.

It has been decided with the approval of competent authority that all the Departmental Canteens in Central Government Ministries / Departments / Offices shall be closed with immediate effect.

2. All the Ministries / Departments / Offices are requested not to open the canteens until further orders.

OFFICE MEMORANDUM
Subject: Non- Statutory Departmental Canteens functioning in Central Government Offices procuring License under Food Safety and Standards Act, 2006 and Rules & Regulations framed there under.

The undersigned is directed to refer to this Department;s D.M. No. 10/1/2004-Dir.(C) dated 30.05.2016 on the above subject and to say that Food Safety & Standards Authority of India has rationalized the license/ registration fee for Departmental tiffin rooms/ canteens functioning in Central Government Offices. All the Non- Statutory departmental tiffin rooms/ canteens having turnover of less than Rs. 12 lakhs per annum would be registered on payment of fee Rs. 100/- per annum and those having turnover of more than Rs.12 lakhs would be licensed on payment of fee Rs. 2000/- per annum.

2. As a facilitation measure, FSSAI is orgainising an on-spot registration camp for departmental canteens having turnover less than Rs. 12 lakhs per annum at FSSAI- HQ on 7th August, 2018. The following documents are required for on-spot registration:-

i) Aadhar Card/ PAN Card
ii) One Passport size photo
iii) Employer ID Card
iv) Fee i.e. Rs 100 (registration fee)

3. All the Ministries/ Departments who have not registered their departmental canteens under Food Safety & Standards Act, 2006 are requested to nominate individual from Canteen Staff for the said on-spot registration camp.

This undersigned is directed to refer to the subject citied above and to say that the Office Of Director [Canteens], Department Of Personnel and Training is the nodal authority for laying down important instructions/ guidelines/ policies on various aspects Of Non- Statutory Departmental canteens/ tiffin rooms functioning from Central Government Offices.

2. It has been observed that the data pertaining to Non- Statutory departmental canteens/tiffin rooms was collated in this Department a few years ago and needs to be updated.

3. All the Ministries/ Departments and their attached/subordinate Offices are, therefore, requested to furnish information in the annexed proforma, in respect Of all the departmental canteens/ tiffin rooms under their administrative charge to this Department latest by 15.04.2018.

Subject: Training programme of Cook Category for Canteen Employees of Non-Statutory Departmental Canteens – Nominations from Ministries/Departments – regarding.

The undersigned is directed to refer to this Department’s O.M. of even number dated 10th July, 2015 on the subject mentioned above and to say that various Ministries/Deptts. were requested to forward nominations of the canteen employees to impart training. The training programme is mandatory and will be organized in the Institute of Hotel Management/FCIs located across the country. The duration of the training programme would be 6 days. The schedule dates of training programmes would be intimated accordingly. TA/DA for trainees as admissible will be borne by the respective Ministry/Department.

2. The Indian Institute of Hotel Management, Pusa, New Delhi has intimated that they are organising two programmes for Cook Category starting from 18.04.2016 and 25.04.2016 and the dates of subsequent programmes would be informed in due course of time.

3. It is requested that all the Ministries/Department’s may please forward nominations of canteen employees in the enclosed proforma – I to the Department of Personnel and Training by 04.04.2016.

OFFICE MEMORANDUM
Subject : Grant of funds for Modernisation of Non-Statutory Departmental Canteens located in Central Government Offices.

The undersigned is directed to state that Department of Personnel and Training has initiated a scheme whereby financial assistance would be provided to individual Ministries/Deptts. and their attached/subordinate offices for the modernisation of Departmental Canteens under their administrative charge.

2. Approved scheme for provision of funds to Ministries/Deptts. and their attached/subordinate offices is enclosed for ready reference. The funds will be provided on first-cum-first serve basis.

3. All Ministries/Deptts. and their attached/subordinate offices are requested to assess the need for modernisation of Departmental Canteens under their administrative charge and forward their proposal for grant of funds to this Department after obtaining the approval of respective IFDs.
