Reserving 33 Percent Posts for Women in CPMFs
There is no proposal to increase the percentage of women personnel in CAPF upto 33 percent. However, in compliance of recommendations given by Parliamentary Committee on Empowerment of Women in its sixth report, directions have been issued to all CAPFs to bring percentage of women in the forces to 5%. The force-wise details of women personnel at present are as under:-

To enhance the strength of women in CAPFs, Government is taking continuous steps. Some of these steps are as follows:-
  • In the ongoing recruitment of Constables/General Duty, out of total vacancies of 62390, 8533 (about 14%) are earmarked for women.
  • Government has approved recruitment of 2772 Mahila personnel (21 Companies) during the year 2014-15 to 2017-18 in Sashastra Seema Bal (SSB).
  • Government has approved raising of 02 Mahila (women) Battalions in place of 02 General Duty Battalions in Central Reserve Police Force (CRPF) to be raised in the year 2015-16 and 2016-17.
 
Women personnel of General Duty cadre are deployed for performing combat duties like:-
 
(i) Gate management, Checking and Frisking
(ii) Patrolling duties
(iii) Interrogation and escorting of female apprehendees.
(iv) Law & Order duties
(v) Static guard duties at some of vital installations and also deployed during Shri Amarnathji Yatra
(vi) Also deployed in Maoist affected states for anti-Naxal operations
 
This was stated by the Minister of State for Home Affairs, Shri Haribhai Parathibhai Chaudhary in a written reply to a question by Shri Anil Desai in the Rajya Sabha today.

In the Fast Track Committee Meeting held in the Railway Board on 08/05/2015, the above subject was discussed without finality. However, NFIR places below detailed justification warranting restoration of payment of TA/DA to the Staff Car Drivers:-

1. The Committee constituted by the Railway Board appears to have not recommended payment of Daily Allowance to the Staff Car Drivers for performing official journeys during the prescribed duty hours even if they move out beyond a distance of 8 kms. from the Head Quarters without consulting extant codal provision.

2. The Sub Rule (1) of Rule 1614 o.f lndian Railway Establishment Code (Second Reprint Edition) permits drawal of daily allowance by a Railway employee who is not receiving a permanent allowance on any day on which he proceeds on tour beyond a radius of 8 kms.

The position mentioned above shows that the decision taken by the Railway Board is contrary to the instructions/codal provisions, the same requires to be reviewed. It needs to te appreciated that the staff car drivers carry the officials to accident sites, flood affected areas, and different locations in view of administrative requirement. Their working is not comparable with other departments of central Government. Denial of TA/DA is therefore unjustified.

NFIR, therefore, urges the Railway Board to withdraw Board’s letter dated 12/03/2008 and issue instructions to the General Managers of Zones/PUs for restoration of payment of TA/DA to Staff Car Drivers undertaking journeys a beyond a distance of 8 kms. A copy of the instructions issued may be endorsed to the Federation.

EPFO settles 11.77 lakh claims in April 2015: 77% of EPF claims settled within 10 days.

The Employees Provident Fund Organisation(EPFO) has settled 11.77 lakh claims were settled in the month of April itself. This fact emerged while reviewing the performance of EPFO in the first month of the new financial year 2015-16. According to Shri K.K. Jalan, CPFC showing an improvement in the time taken for settlement, 48% of the claims were settled within 03 days and 77% were settled within 10 days. More than 15 crore annual accounts were updated in the first two working days of the financial year which is a historical first and this was made possible by the adoption of new updated software by the organization.

A decision was also taken regarding continuation of minimum pension of Rs 1000 to the pensioners of EPS, 1995 on a perpetual basis. This move is expected to benefit more than 19 lakh pensioners who would otherwise draw less than Rs. 1000 as pension under EPS, 1995.

Grievance redressal continued to be given top most priority. More than 14,000 grievances were settled in the month of April leaving a balance of 3,354 grievances pending. Of these more than three-fourths were pending for less than 15 days. As grievance monitoring is being done at the highest level in the government under PRAGATI programme, comprehensive guidelines were also issued to further minimize the number of pending grievances.

A conference of the ten Zonal Addl. CPFCs also took place in last month. Several important decisions directly affecting the working of the organization were taken. Top priority is to be accorded to activation of UAN and also to activate e-life certificate, “Jeevan Praman Patra” for EPS pensioners.Use of e-governance tools has to be adopted in all functional areas including compliance management. This would help the organization in better monitoring and also foster a conducive compliance environment It was also decided to initiate efforts for making the members’ passbook on the portal, available in vernacular languages also, for the benefit and convenience of the PF subscribers.

Sub : Selection procedure for promotion to Selection Posts – Formation of panel in the order of seniority amongst those securing qualifying marks.

Railway Board, vide letter of even‘number dated 06.02.2014, have issued certain clarification with respect to selection procedure for promotion to Selection Posts. Some of the Zonal Railways have raised some doubts in conducting selection from erstwhile Group ’D’ to Group ’C’ posts.

2. The matter has been re-examined in consultation with both the Federation, viz., AIRF and NFIR and as a sequel to Railway Board’s letter of even number dated 06.02.2014 on the above subject, it is clarified that while conducting selection against 33 1/3% promotion quota from erstwhile Group ’D’ (G.P. Rs.1800) to Group ‘C’ (G.P.1900/2000) posts, panel is required to be drawn in the order of their seniority amongst the qualified staff as per the provisions of para 189 of IREM, Vol-l and ACS No.154 & 155.

NEW DELHI: Officers of the police and revenue services have petitioned the 7th Pay Commission seeking scrapping of the Centre’s empanelment process for appointments to the posts of secretary, additional secretary and joint secretary.

The Indian Revenue Service (IRS) association has demanded scrapping of the empanelment process which is dominated by the IAS and sought higher pay. The IPS association has quoted statistics to demonstrate how other services have always been discriminated both in pay and positions compared to the ‘elite’ Indian Administrative Service (IAS).

About 75% of the joint secretaries, 85% of the additional secretaries and 90% of the secretaries are from IAS. The proportion of IAS dramatically increases from 10-12% at the level of directors to 75% at the JS level, a presentation from the IPS association says.

The 7th Pay Commission was constituted in February 2014 and is expected to give its report by October this year. Its recommendation will guide how the salary and various allowances of central staff will be revised besides improving their service condition.

“Strong entry barriers have been erected for other services, with 5-10 years gap in empanelment to prevent them from reaching JS level,” the IPS officers have pleaded before the pay commission, saying this is causing frustration among the forces that is leading country’s fight against terror and left-wing terrorism.

Out of 20 joint secretaries in the home ministry, only one is from the IPS and the department of internal security is not even headed by an IPS. “The system over a period of time created the ruling class who occupy JS and above posts and the working class which are compelled to remain at directors’ level and below,” the presentation says.

The IRS officers have asked the pay panel to consider giving them more pay over the IAS as they are “performing the most important sovereign function of revenue collection.” The two-year edge being enjoyed by the IAS should be reconsidered in the present context when they are no longer handling revenue collection for central government, the IRS presentation says.

The IRS officers have also questioned the two-year edge enjoyed by the Indian Foreign Service, seeking the pay panel to reconsider this “in the light of service conditions particularly whether any hardships are faced by them.”

A change in the composition of the civil services board, committee of secretaries and the special committee of secretaries has been sought with representation of members of other cadres.

“A rule should be made which prevents no two persons belonging to a single service to be appointed as members of these three bodies,” the IRS officers have demanded to bring in the required change in the central staffing scheme.

The IPS officers have claimed that the present system of batch-wise empanelment for senior posts is causing huge discrimination. Merit and right man for the right post is not the norm followed for selection, they said, demanding transparency in empanelment.

They demanded that Group ‘A’ engineers be treated at par, in terms of pay scale and career progression, with IAS officers.

Representatives of the Central Public Works Department’s (CPWD) Central Engineering Service Group ‘A’ association, on Thursday, approached the Seventh Central Pay Commission.

They demanded that Group ‘A’ engineers be treated at par, in terms of pay scale and career progression, with IAS officers.

The association has also demanded that they be given an additional 25 per cent of their basic pay as “non-practicing allowance”.

It has also asked that engineers be imparted at least a two-year international training exposure, just as it is done for IAS officers.

Representatives of the Indian Telecom Services and the Central Power Engineering Services too made their submissions before the commission.

In a written submission, the association says, “The engineering fraternity has been denied their due importance in government jobs… The career progression of engineers joining the engineering services is very slow.”

It further stated, “Most of the members of the engineering services more often report to the officers of other services who are much junior in terms of year of joining. These officers recruited through engineering services also end up drawing lesser pay and perks as compared to their counter parts in civil services.”

Reportedly, the fifth pay commission had recommended that all organised group ‘A’ services — including those of the engineering services — should have a model cadre structure which should be achieved by carrying out the cadre reviews.

However, the letter states, “These recommendations were not implemented in the right spirit. It has taken 10 to 15 years to implement cadre reviews for engineering services. On the other hand, most of the civil services have cadre structure either on par or much above the model cadre structure.”

The association has demanded that promotional aspects should be made at par with the civil services, a strict batch parity be maintained in respect of promotions and director-general of CPWD be declared the ex-officio secretary to the Government of India, among others.

Several representations are received from Armed Forces Veterans relating to various issues such as pension fixation / One Rank One Pension, disbursal, rehabilitation, re-employment, effective implementation of Ex-Servicemen Contributory Health Scheme, financial assistance, grant of benefits to ESM / families by State Governments such as land / houses / flat, compensation, ex-gratia, etc. which are replied to / disposed off in accordance with the existing Government policies / Rules.

This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Shri Anto Antony in Lok Sabha today.

Haryana government hikes uniform allowance of transport employees

Chandigarh: Haryana government today announced a hike in uniform allowance for State Transport department by Rs 500 per employee, an official said here.

The decision pertaining the year 2015-16, would benefit about 16,500 employees to the tune of Rs 82.50 lakh per annum, the spokesperson said.

He said that eligible employees would get Rs 1,350 per year for two summer uniforms as against the existing rate of Rs 1,000 given out earlier.

Likewise, employees would get Rs 1,450 instead of Rs 1,000 for one winter uniform, once in a period of three years, he added.

There is no proposal under consideration of the Government to introduce reservation for Scheduled Castes / Scheduled Tribes / Other Backward Classes for recruitment in the armed forces. Recruitment in the armed forces is based on merit and is open to all citizens irrespective of class, caste, community, region or religion. Nature of operational and administrative challenges under which the armed forces function precludes reservation for recruitment in the armed forces.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Tapas Paul in Lok Sabha today.
