Sub: Installation of LED based Lightings in Govt. Buildings

Please refer to OM No. 02/ECC/ESCO/2019/491 Dated 07.12.2018 vide which it was requested to pursue with client Department as well as EESL to get the work of Energy Efficiency Measures in Non-GPOA buildings completed by 31.12.2018. It is intimated that MoHUA had asked the progress in respect of the above for updation in e-Samiksha urgently on 30.05.20l9 and following data available with the Directorate was submitted:
  1. Work completed in 337 Nos. Buildings.
  2. Work in Progress in 216 Nos. Buildings.
  3. Work is yet to be taken up in 686 Nos. Buildings.
It is therefore again requested to pursue the matter with Client Departments & EESL to complete the work in all 1239 Non-GPOA Buildings as early as possible. The zone wise details prior to restructuring are also enclosed for ready reference which may be corrected as per restructuring & be intimated to the Directorate. A status report may also be sent on email delseetlqa.cpwd@nic.in & deleeetlqa.cpwd@nic.in immediately for further appraisal of MoHUA about the updated progress in the matter.

7th Pay Commission report: New panel set up, controversy hit IAS cadre under scanner

The 7th Pay Commission report is still grabbing headlines as the various permutations and combinations are still being bandied about and discussed threadbare and now it spans a big controversy that has to do with the near monopoly currently enjoyed by the IAS and how to end it, once and for all. Moving forward, as per the requirement of the report, the Narendra Modi government has set up a task force to review the cadre structure of all Organised Group A Central Services. This controversy has acquired increased urgency after the turf war between the officers of the Indian administrative and revenue services (IAS and IRS) recently reached a flashpoint after several IRS officers huddled together in Mumbai last month bringing matters to a head and this set alarm bells ringing at the highest echelons of the government. The 7th Pay Commission task force will be headed by Department of Personnel and Training additional secretary T Jacob and he will submit the report in 3 months. What he will have on his hands will deal with 4 basic factors that include 1) the ideal structure for posts of joint secretary and above, 2) percentage of reserves in organised Group A services, 3) ideal recruitment policy and 4) way forward in mitigating stagnation level. There are 49 Organised Group A Services ranging from the IFS, the Indian Postal Service, the five Accounts services and Indian Revenue Service (IT) to the 13 engineering services under the railways, CPWD, telecom, power, water and defence forces. This move comes courtesy 7th Pay Commission panel chairman, Justice (retired) A K Mathur calling for an end to the dominance of IAS officials. However, there were divergent views in the panel on ending the IAS superiority. Under the scanner especially was the joint secretary-and-above-level positions in the central staff. The 7th Pay Commission threw up the data: out of a total of 91 secretary level posts, 73 (80%) were occupied by IAS; out of 107 additional secretary level posts, 98 (92%) were with the IAS and of 391 joint secretary level posts, 249 (64%) were with the IAS. The 7th Pay Commission said IAS officers get two extra increments at promotion stages and it wanted to extend the same to the IPS and the Indian Forest Service. Other all-India services and central services (Group A) are not getting proper representation either. The IAS officers always had a two-year edge compared to other services. (PTI)

The solution that the 7th Pay Commission panel unveiled said that all personnel who have put in 17 years of service should be given equal opportunity for central staff. The panel was overwhelmed by the reactions of Group A Services, who demanded that the services should have equal opportunities to man the senior-most posts and it should not be the preserve of a small group. While taking stock of the various developments in EPFO during the month of October, 2015, Shri K.K. Jalan, CPFC noted that several important decisions have been taken in the past one month.

Addressing the concerns voiced by the Standing Committee on Labour, a drive for ensuring compliance in respect of Public Sector Undertakings has been initiated. Special emphasis is laid on extension of the benefits of the Act and schemes to the eligible employees working in PSUs like Bombay Port Trust, Jawaharlal Nehru Port Trust, BSNL, MTNL, ONGC, NHAI, Indian railways and CPWD. Likewise, the extension of benefits to the workers engaged in the construction industry has also been the focus of the organization this month and a strategy has been firmed up to initiate formal interaction with CPSUs, SPSUs and other state govt. departments and trade unions with a view to bring all the eligible employees engaged in the industry under the ambit of the Act so that social security benefits are extended to all of them.

The month of October also saw a slight modification in the constitution of the Central Board of Trustees (EPF) as Shri Balasubrahmanyam Kamarsu has been nominated to the Board as an employers’ representative against the vacancy arising out the demise of Dr. Ram Tarneja. The Sub Committees on Contract Workers, Pension and EDLI Implementation Committee, Finance, Investment and Audit Committee of CBT, EPF were also reconstituted.

Vigilance Awareness Week (26 to 30th October 2015) was celebrated in all the offices of the organisation across the country. This year, going beyond undertaking activities within the office, an effort was made to sensitize young minds to vigilance and corruption related issues by organizing speech competitions, discussions at schools and colleges in many cities like Delhi, Coimbatore, Kolkata, Faridabad, etc.
With a view to popularize Jeevan Pramaan Patra (Online Life Certificate) instructions have been issued to the field offices of the organisation to equip reception counters of the field offices with biometric devices and PC with Jeevan Pramaan Patra software installed for the ease and convenience of EPS pensioners. EPF helpdesk in major pension disbursing bank branches are also being contemplated. It is also decided to organize mobile camps in selected areas for enabling EPS pensioners to upload their life certificates.

In a major step, the organization has clarified those student trainees who are paid stipend during on the job training while pursuing course in technical /professional educational institutions would not come under the definition of employee for the purpose of EPF &MP Act. This removes the ambiguity surrounding the eligibility of such student-trainees for enrolling as members of the Fund and is expected to bring about greater clarity among employers and also reduce litigations.

In a major step to assess the position of the accounting procedures in EPFO, it was decided to have a study conducted on the accounts issues of organization. It was also decided that Inoperative Accounts of less than Rs. 1,000 shall be transferred to the reserve account.

The organization has settled more than 70 lakh claims in the current fiscal and 42% of the same has been settled within 03 days while 80% has been settled within 10 days and 97% within the mandated 20 days. Likewise grievance redressal has also been progressing at a brisk pace and more than 18,000 grievances were settled in the month of October alone.

They demanded that Group ‘A’ engineers be treated at par, in terms of pay scale and career progression, with IAS officers.

Representatives of the Central Public Works Department’s (CPWD) Central Engineering Service Group ‘A’ association, on Thursday, approached the Seventh Central Pay Commission.

They demanded that Group ‘A’ engineers be treated at par, in terms of pay scale and career progression, with IAS officers.

The association has also demanded that they be given an additional 25 per cent of their basic pay as “non-practicing allowance”.

It has also asked that engineers be imparted at least a two-year international training exposure, just as it is done for IAS officers.

Representatives of the Indian Telecom Services and the Central Power Engineering Services too made their submissions before the commission.

In a written submission, the association says, “The engineering fraternity has been denied their due importance in government jobs… The career progression of engineers joining the engineering services is very slow.”

It further stated, “Most of the members of the engineering services more often report to the officers of other services who are much junior in terms of year of joining. These officers recruited through engineering services also end up drawing lesser pay and perks as compared to their counter parts in civil services.”

Reportedly, the fifth pay commission had recommended that all organised group ‘A’ services — including those of the engineering services — should have a model cadre structure which should be achieved by carrying out the cadre reviews.

However, the letter states, “These recommendations were not implemented in the right spirit. It has taken 10 to 15 years to implement cadre reviews for engineering services. On the other hand, most of the civil services have cadre structure either on par or much above the model cadre structure.”

The association has demanded that promotional aspects should be made at par with the civil services, a strict batch parity be maintained in respect of promotions and director-general of CPWD be declared the ex-officio secretary to the Government of India, among others.

1. Indian Civil Accounts Service CRC meeting held on July 17, 2013. Recommendation of CRC approved by MOS (PP), referred to. DoE on 21.8.2013 for taking approval of Cabinet; In View of observation of PMO and Cabinet Secretariat on the CPSMS post, DoE had sought comments of DoPT. Comments of DoPT after holding meeting on 26.08.2014 have been conveyed to DoE.
2. Railway Protection Force CRC meeting held on July 29, 2013. Decision with the approval of MOS (PP) and FM has been communicated to the Ministry of Railways for taking Cabinet approval.
3. Indian Naval Material Management Service The CRC meeting. held on 24 October, 2013. Approval of MoS (PP) and FM has been conveyed to Ministry of Defence on 4th March 2014 for taking Cabinet approval.
4. Indian Statistical Service Approval of MoS (PP) and FM has been conveyed to Ministry of Statistics & Programme Implementation for taking Cabinet approval.
5. Indian Trade Service CRC meeting held on 06.05.2014. Approval of MoS (PP) and FM has been conveyed to Ministry of Commerce & Industry for taking Cabinet approval.
6. Indian information Service CRC meeting held on 30.07.2014. Approval of MoS (PP) and FM has been conveyed to Ministry of information Broadcasting for taking Cabinet approval.
(ii) With Cabinet Secretariat
7. Defence Aeronautical Quality Assurance Service Approval of Secretary (P) has been obtained and the cadre review committee meeting is to be held on 14th November, 2014.
(iii) With Department of Personnel & Training
8. Central Engineering Service (Roads) The Proposal was received on 24.04.2014 but lacked many essential information and therefore clarifications I were sought from MoRTH, Reply has been received on 16.10.2014. The Proposal is under consideration.
9. DGET & Women Training Directorate A presentation has been made on 29 October, 2014 before Secretary (P) by DGET. The proposal is under consideration.
10. Indian P&T Acctt. and Fin. Service Clarifications have been received from DoT. The proposal is under consideration.
11. Indian Railways Personnel Service Clarifications have been received from Ministry of Railways. The proposal is under consideration

18. Border Road Engineering Service Proposal received on 10.10.2014. By lD note dated 28 October, 2014, the proposal has been returned to MoRTH.
