In continuation of this Department’s OM of even no. dated 13.07.2019 regarding holding of 31st meeting of Standing Committee of Voluntary Agencies (SCOVA) under the Chairmanship of Hon’ble MOS(PP), the date, time and venue of the meeting is as under:-

Due to constraint of the space, only one representative may attend the above said meeting. It is requested that the name of the member nominated to attend the meeting may kindly be sent to the undersigned.

Only outstation member will be paid TA/DA and local members will be paid conveyance charges in accordance with the rules/instructions. Outstation members will be paid TA/DA as per their last entitlement on retirement. Sub: Payment of revised pension including arrears w.e.f. 1.1.2016 to the pensioners.

Kindly refer to RBA No.170/2017 dated 30.11.2017 on the above subject. requesting Railways to verify the scrolls received from various Pension Paying Banks to establish that payment of revised pension has commenced in favour of all pensioners for whom revised PPOs have been issued. It is understood that despite lapse of nearly 6 months, revised pension is not being received by many pensioners and the issue is being raised in various Pensioners' Forums including SCOVA.

Follow up on payment of revised pension by the banks is necessary to take the benefits to the pensioners in a timely manner. Therefore, a special drive may be launched in the EDP centres to reconcile the debit scrolls with the revised PPOs to ascertain the number of cases where payment of revised pension has not yet been initiated by the banks despite issue of revised PPOs. The matter may be taken up with defaulting Banks and a report sent at jda@rb.railent.gov.in in the following format by 30th June,2018 for Board's information:

Minutes of the 30th Meeting of Standing Committee of Voluntary Agencies (SCOVA) held on 23.03.2018 under the chairmanship of Hon'ble MOS(PP) at Vigyan Bhawan Annexe, New Delhi

The 30th meeting of Standing Committee of Voluntary Agencies (SCOVA) was held under the chairmanship of Hon'ble MOS(PP) on 23.03.2018. List of participants is enclosed.

2. Joint Secretary (P) welcomed the representatives of Pensioners Associations and the participating officers from various Ministries/Departments

3. He mentioned that some issues of the last SCOVA meeting have been resolved. Two review meetings were held with Ministry of Health & Family Welfare on 05.06.2017 and with Ministry of Health & Family Welfare, CPAO, Ministry of Defence, Department of Telecom and Department of Financial Services on 09.01.2018 to resolve issues pending in SCOVA.

4. Thereafter, the Action Taken Report on the decisions of the 29th SCOVA meeting and Fresh Agenda Items of the 30th SCOVA meeting were taken up for discussion.

5. Discussion on the Action Taken Report of 29th SCOVA meeting:
(i) Revision of PPOs of pre-2006 pensioners.
(ii). Health Insurance Scheme for pensioners including those residing in Non CGHS area.
(iii). Special “Higher” Family Pension for widows of the war disabled invalidated out of service.
(iv). Extension of CGHS facilities to P&T pensioners.
(v). Conversion of Postal Dispensary at Cantt. Road Cuttack to CGHS Wellness Centre.
(vi). Anomaly in fixation of pension of DoT employees who were absorbed in BSNL between 01.10.2000 and 30.07.2001.
(vii). Extension of benefit of upgraded Grade Pay to pre-2006 retirees of S-12 grade (Issue of grant of grade pay of Rs. 4600/- instead of Rs. 4200/-)
(viii). Merger of Survey of India Dispensary at Dehradun in CGHS on the same lines as P&T.
(ix). Stoppage of recovery of wrongful/excess payments from Railways Pensioners.
(x). Delay in commencement of family pension to spouse on death of pensioners.
(xi). Timely (i) Restoration of commuted pension and (ii) Commencement of Additional Pension on attaining the age of 80 years by the Banks.
(xii). Item wise details of payment made to be shown in the pass books of pensioners.
(xiii). Additional Pension for recipients of disability pension of age of 80 years and above.
(xiv). Upgradation of Polyclinic at Bajaj Nagar, Jaipur.
(xv). Setting up of CGHS Wellness Centre at Kochi.
(xvi). Empanelment of Hospitals/ Health Centre with CGHS in Ambernath/Dombivli.

Year End review: Ministry of Personnel, Public Grievances and Pensions
Following are the highlights of the activities of Ministry of Personnel, Public Grievances and Pensions during the year 2017:

Prime Minister presents awards to civil servants on Civil Services Day; a record number of 2,345 entries were received to compete for the prestigious "Prime Minister's Award for Excellence in Public Administration 2017". The Prime Minister, Shri Narendra Modi, presented awards for Excellence in Implementation of Priority Programmes and addressed Civil Servants on the occasion of the eleventh Civil Services Day on April 21, 2017. The Prime Minister presented a total of 12 awards, which included 10 under the five Priority Programmes (Pradhan Mantri Krishi Sinchayee Yojana, Pradhan Mantri Fasal Bima Yojana, e-National Agriculture Market (e-NAM), Deendayal Upadhyaya Gram Jyoti Yojana, Start-Up India & Stand-Up India) and 2 under Innovation in Public Governance category.

A record number of 2,345 entries were received to compete for the prestigious "Prime Minister's Award for Excellence in Public Administration 2017". Of the 2,345 entries received for the awards, 1,515 have been received from 599 districts under the priority programmes category and 830 from various organizations and government agencies under innovation category.

PM addresses IAS Officers of the 2015 batch. The Prime Minister, Shri Narendra Modi, addressed IAS Officers of the 2015 batch at the Inaugural Session of Assistant Secretaries on July 3, 2017. The Prime Minister advised young IAS officers to avoid getting into a mindset that resists change, and fill India's administrative system with the energy of 'New India.' As part of their Valedictory Session as Assistant Secretaries, IAS officers of the 2015 batch on September 26, 2017 made presentations before the Prime Minister.

First 'Pension Adalat' by DoP&PW held on September 20, 2017. MoS (PP) Dr Jitendra Singh inaugurated the first 'Pension Adalat' on September 20, 2017 at the Pre-Retirement Counselling Workshop organised by the Department of Pensions & Pensioners' Welfare (DoP&PW). During the Pension Adalat, out of the 29 selected cases, 19 cases were resolved in the Adalat itself. 18 out of these 19 cases were resolved by accepting the claims of the Pensioners. As on November 30, 2017, out of 29 grievances raised in Adalat, 26 have been resolved.

The 'Anubhav' awards 2017 were presented to 16 pensioners for their contribution towards creating institutional memory for the departments. Till date, 4,406 write-ups have been published on Anubhav.
DARPG starts 'DARPGSEVA' to address issues related to public grievances and administrative reforms. The DARPG started its Twitter Seva on February 1, 2017. The Twitter Handle is 'DARPGSEVA'. The Twitter Seva aims to address issues relating to the DARPG like Public Grievances and Administrative Reforms etc. The Twitter Seva enables the DARPG to reach out to the common public and various stakeholders for facilitating redress of grievances and other issues of importance relating to the department.

Prompt disposal of grievances by Government; DARPG writes to States Governments to link their Grievance Cells to Government's CPGRAMS. The number of grievances lodged by the people have increased 7 fold since 2014, from about 2 lakh grievances to about 14 lakh this year. This is due to the prompt response given by the Department to their grievances. Now about 99% grievances are being disposed by the DARPG. The average response time to the grievances has been reduced, e.g. in Department of Revenue, it has reduced from 108 days in 2014 to 25 days this year and similarly in Department of Telecom, it has reduced from 19 days in 2014 to 12 days this year. The DARPG is also writing letters to the Chief Secretaries of the states to link their Grievance Cells to the CPGRAMS Portal of the Union Government. It will bring uniformity and ease of disposal. It will also provide a comprehensive view of the grievances.

DARPG Grievance Study Analysis of 20 Ministries released. The DARPG's Grievance Study Analysis of 20 Ministries was released on August 25, 2017. The "Grievance Analysis & Systemic Reforms" Study was conducted for 20 ministries in the year 2015. As a result, 65 reforms have been introduced which has a positive impact on governance. Study has been undertaken for 20 more ministries in 2017 and 180 reforms have been suggested.  Steps have been taken to identify focus issues and arrive at the root cause of grievance so as to enable systemic reforms to be put in place to alleviate the root cause. A Project Management Unit has been set up for monitoring these reforms in consultation with concerned Ministries/Departments. A dedicated team has been engaged who conduct intensive deliberations with the concerned Ministries/Departments for identifying the reforms that have been implemented and draw up the monitoring metrics indicating impact of these reforms.

Centralised Pension Grievance Registration and Monitoring System (CPENGRAMS). Concerted efforts are being made to bring down the pendency of old grievances while maintaining the quality in disposal for which regular review meetings were held with the Nodal Officers of various Ministries/Departments. As a result, 22,027 grievances were disposed off during the period 01.04.2017 to 24.11.17. The time limit to redress grievances is 60 days. During the same period, 84.2% grievances were disposed of within 60 days.

New training programme 'COMMIT' launched for State Government officials. MoS, Dr. Jitendra Singh launched a new training programme, 'Comprehensive Online Modified Modules on Induction Training' (COMMIT) for State Government officials on June 29, 2017. The objective of this training programme is to improve the public service delivery mechanism and provide citizen centric administration through capacity building of officials who interact with the citizens on day-to-day basis.

7th edition of the Vigilance Manual released; online version also released for the first time. The 7th e dition of the Vigilance Manual of CVC was released on September 7, 2017. The present edition of the Vigilance Manual is a public document accessible through CVC's website www.cvc.nic.in. The online version has been released along with the printed version for the first time. The 2017 edition of the Vigilance Manual incorporates 567 Paras divided into 11 Chapters with appropriate citations.

CVC to develop Integrity Index of 25 Organizations. In line with the broader strategy and emphasis on preventive vigilance, the Central Vigilance Commission (CVC) announced in October that it believes that the next level of systemic change can be through the tool of Integrity Index. The CVC has therefore decided to go in for development of the Integrity Index-based on bench- marking of internal processes and controls within an organisation as well as management of relationships and expectations of outside stakeholders.

Online Software for Departmental Proceedings launched. The online software for Departmental Proceedings was launched on June 22, 2017. The online system will enable monitoring of the departmental cases more effectively to complete inquiries within stipulated timeframes and fix accountability at different stages. The online portal will initially be adopted in respect of IAS officers posted in the Central Government and will subsequently be extended to AIS officers in the Central Government as well as Central Group 'A' employees. The State Governments will also be involved in the subsequent phases for consideration of extension to AIS officers serving in the States.

Government lays down specific 'timeline' for completing enquiry against officers and members of All India Services (AIS). The AIS (D&A) Rules, 1969 have been amended to provide specific timelines at different stages of the enquiry, with a view to complete the disciplinary proceedings against the members of AIS in a time-bound manner.

MoU between LBSNAA, Mussoorie and Namibia Institute of Public Administration and Management (NIPAM. In March, 2017 the Union Cabinet gave its approval for signing of a Memorandum of Understanding (MoU) between Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie and Namibia Institute of Public Administration and Management (NIPAM), Namibia in the field of capacity building of public officials of Namibia and other training activities for the benefit of both the institutes.

Administrative Staff College of India (ASCI), Hyderabad and Central University of Jammu sign MoU. Signed in New Delhi on February 10, 2017, the MoU facilitates joint activities and synergy in areas such as capacity building, evaluation studies, executive education and related areas. It included activities such as design, development and delivery of teaching and training programmes; reciprocal recognition of each other's degrees, diplomas, certificates etc.

2,149 Public Authorities aligned with the RTI Online Portal. 2,149 Public Authorities have aligned with the RTI Online Portal. This portal is in line with the Prime Minister Shri Narendra Modi's vision of Digital India. The emphasis of the Government has always been on transparency and good governance. The government is persuading the States to implement the RTI Online portal. The RTI online portal will also curb delays in responding to the RTIs.

Mobile App for pensioners. Moving from e-governance to m-governance, various facilities for pensioners have been brought under Mobile App.  MoS-PP, Dr Jitendra Singh launched the Mobile App on September 20, 2017 that has been created to avail the services of Pensioners' Portal. With the App, a superannuating central civil government official will be able to monitor the progress of his pension settlement, and retired officials will be able to self-assess their pension through the pension calculator and are also able to register their grievances, if any, and get updates on orders issued by the Department.

Scrapping of Interview by States and UTs. 18 States and 7 Union Territories have discontinued the practice of interview in recruitment for lower level posts. The objective of discontinuation of interview in selection process at lower level posts is to curb corruption, more objective selection in transparent manner and substantially easing the problems of poor aspirants.

Online Vigilance System of Board and below Board Level Executives of CPSEs and e-Service Book of the DoPT employees launched. The Online Vigilance System of Board and below Board Level Executives of Central Public Sector Enterprises (CPSEs) was launched on March 30, 2017. The e-Service Book of the DoPT employees was also launched on the occasion. The Online Vigilance System is a technology based mechanism introduced to obtain vigilance status of 120-130 Board Level executive appointments made annually of CPSEs timely, accurately and objectively so that process of their appointment is expedited. The system would enable efficient vigilance clearance of officers on real time basis who apply for these senior level posts. The e-service book has been implemented by DoPT for its 661 employees and is taking concrete steps to roll out e-service book in respect of all Central Govt. employees in a time bound manner with the support of NIC and involvement of Cadre Controlling Authorities. In this regard a workshop of all Cadre Controlling Authorities (CCAs) was organised in April, 2017 to discuss the roll out plan in all Ministries and Departments.

Liberalisation and simplification of GPF Rules. In a major relief for government employees, Department of Pensions & Pensioners' Welfare in March, 2017 announced several relaxations in General Provident Fund Rules, with liberalization and simplification, particularly relating to advances and withdrawals by the subscriber/employee. As per the liberalised rules, limits for withdrawals have been raised and procedures simplified especially for activities of house building and education of children, where the costs have gone up manifold over the last two decades. In furtherance of the Government's commitment towards self-certification, subscribers will be allowed to withdraw funds based on a simple declaration. No further documentary evidence will be required.

20th National Conference on e-Governance organised in Vishakhapatnam on January 9-10, 2017. Organised by the Department of Administrative Reforms and Public Grievances (DARPG), in association with the Ministry of Electronics & Information Technology, and Government of Andhra Pradesh, the Conference was addressed by Chief Minister of Andhra Pradesh, Shri Nara Chandrababu Naidu. National Awards for e-Governance 2016-17 were presented on the occasion.

Regional Conferences on "Good Governance and Replication of Best Practices" A two-day Regional Conference on "Good Governance and Replication of Best Practices" involving 12 States and 4 UTs of Northern, Western and Central Region of India held on July 7-8, 2017 in Nainital. Another Regional Conference on the subject was held in Goa on September 14-15, 2017. Delegates from 25 States/UTs (of Southern, Central, Eastern, North Eastern Regions and 5 other States/UTs) participated in the conference. On December 22-23, 2017 the Regional Conference on Good Governance was held in Guwahati, where delegates from 36 States and UTs participated.
The DARPG has so far organized 27 such regional conferences to share experiences in the formulation and successful implementation of Good Governance practices and to facilitate speedy and efficient delivery of public services.

Vice President inaugurated the Vigilance Awareness Week, 2017. The Vice-President Shri M. Venkaiah Naidu inaugurated the Vigilance Awareness Week, 2017 on October 30, 2017, organised by the Central Vigilance Commission. The theme of the week this year was "My Vision-Corruption-free India".

12th Annual Convention of Central Information Commission held on December 6, 2017. Vice President Shri M. Venkaiah Naidu inaugurated the 12th Annual Convention of Central Information Commission (CIC) on December 06, 2017. While delivering the inaugural address, Shri M. Venkaiah Naidu said that the information has to be given in a language which is understandable to everyone, especially the one who applies for it.  The Commission had about 26,000 cases pending as on 31.03.2017 as compared to about 35,000 pending cases as on 01.04. 2016.  More than 3,500 queries have been answered by CIC through facilitation desk. In the year 2016-17, the CIC conducted about 15,000 video conferences. Prior to the Annual Convention, two seminars were held in May and July this year, to discuss 'Implementation of the Right to Information Act 2005' and 'Land Records and RTI Act' respectively.

29th meeting of the Standing Committee of Voluntary Agencies (SCOVA) held in New Delhi on January 12, 2017. Organised by the DoP&PW, the SCOVA meeting was chaired by MoS (PP) Dr. Jitendra Singh. During the meeting, the Minister said that minimum pension has been increased to Rs. 9,000 per person and ex-gratia amount has been increased from Rs. 10-15 lakh to Rs. 25-35 lakh.
Jeevan PramaanLaunched by the Prime Minister Shri Narendra Modi in November, 2014, more than 11 lakh pensioners availed this Aadhar-based scheme for online submission of digital life certificate through banks during the month November, 2017. The scheme benefits pensioners specially the old and infirm who can submit life certificate from the comfort of their homes anywhere in the country or abroad. Till date about 93% of the pension bank accounts of Central Government pensioners drawing pension through banks have been seeded with Aadhaar Numbers.

Minimum pension for centgral government employees has been increased to Rs9,000 per person besides a two-fold hike in ex-gratia amount

The minimum pension has been increased to Rs9,000 per person besides a two-fold hike in ex-gratia amount for central government employees, union minister Jitendra Singh said on Thursday.
Addressing the 29th meeting of the Standing Committee of Voluntary Agencies (Scova) in the city, he said almost 88% of pension accounts have been seeded to Aadhaar. There are about 50-55 lakh pensioners in the country, said Singh, minister of state in Prime Minister’s office.

He further said that minimum pension has been increased to Rs9,000 per person and ex-gratia amount has been increased from Rs10-15 lakh to Rs25-35 lakh, as per a release issued by personnel ministry.
The Scova meeting is organised by the Department of Pensions and Pensioners’ Welfare (DoP&PW). Singh said there is a need to put in place an institutionalised mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario.

He said the retired employees are a healthy and productive workforce for India and we need to streamline and channelise their energies in a productive direction. "We should learn from the pensioners’ experience," said Singh. The minister also said that the DoP&PW should be reoriented in such a way that pensioners become a part of nation building process.

Many issues related to pensioners were discussed threadbare, such as revision of Pension Payment Orders of Pre-2006 pensioners, health insurance scheme for pensioners including those residing in non-Central Government Health Service (CGHS) area and special higher family pension for widows of the war disabled invalidated out of service, etc. The meeting was attended by the member of pensioners associations and senior officers of the important departments of the central government.

Latest Guidelines for nomination in SCOVA

The Standing Committee of Voluntary Agencies (SCOVA) is a forum for holding consultation with the stakeholders, i.e., the pensioners through their Associations and various Ministries/Departments of the Government of India to get feedback on implementation of pension related policies, to discuss and critically examine the policy initiatives and to mobilise voluntary efforts to supplement the Government action.

A mechanism has been put in place for nomination of a Standing Group comprising of 5 Associations and a Rotating Group comprising of 10 Associations through a Resolution issued from time to time. As per the existing mechanism the Standing Group serves for 3 terms of 2 years each or till the pleasure of the Chairman of SCOVA whichever is earlier and Rotating Group serves for 1 term of 2 years and is eligible for re-nomination for one more term. These Associations represent various categories of Central Government pensioners from various Regions/States.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister's Office Dr. Jitendra Singh in a written reply to a question by Shri Mahendra Singh Mahra in the Rajya Sabha today.

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS (IC) for Youth Affairs and Sports, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has said all Central Ministries and Departments will be linked to the online Pension Sanction and Payment Tracking System ‘Bhavishya’ very soon. Chairing the 28th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today, Dr. Jitendra Singh said that with this step, the pension release to the retired employees will be expedited and it will also help quick resolution of pending issues.

Dr. Jitendra Singh said we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. India has a large number of pensioners today and to make best use of them is a challenge, he added. Dr. Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. Dr. Jitendra Singh said that the Government has started ‘Anubhav’ scheme for the retiring employees to write an account of their experiences which can be helpful in improving the system. He also said that a focused approach and emphatic attitude needs to be developed towards the pensioners.

Earlier, the Secretary, Department of Pension & Pensioners Welfare and Secretary, Department of Administrative Reforms & Public Grievances, Shri C. Viswanath directed that all the Pension Payment Order (PPOs) should be digitized. The 28th SCOVA meeting was attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.
The Department of Pension & Pensioners Welfare has taken various initiatives for the welfare of the pensioners. The online Pension Sanction and Payment Tracking System ‘Bhavishya’ has introduced transparency and accountability into the pension sanction and payment process, thereby helping eliminate delays and bring satisfaction to the retiring employees and pensioners. The system keeps retiring employees and administration informed of the progress of pension sanction process through SMS/e-mail. In the year 2015-16, the scheme has been scaled up and will eventually cover all 9,000 Drawing & Disbursal Offices (DDOs) in the country.

‘Sankalp’ is an initiative for motivating retiring employees and pensioners to take up voluntary work after retirement so as to channelize their experience and skill towards productive work for society and nation building. The Department has so far registered 1,812 Pensioners, 16 Organisations and 19 Pensioners Associations under this project. Some Pensioners Associations have done exemplary work under the initiative.

‘Anubhav’ was launched in February, 2015 on the direction of the Prime Minister Shri Narendra Modi. This initiative is to showcase the outstanding work done by retiring employee that contributed to the efficiency, economy and effectiveness in Government functioning. It is envisaged that over a period of time this will create a wealth of information, institutional memory and innovative ideas and will motivate employees.
‘Jeevan Pramaan’ is a facility created for submission of Aadhaar based digital life certificate. This scheme was initiated by the Prime Minister on November 10, 2014. This scheme provides an excellent facility for the benefit of pensioners to submit their digital life certificate from the comfort of their homes. The Pensioners Associations are actively involved in motivating their fellow pensioners to get their pension accounts seeded with Aadhaar Number. Due to continuous efforts, as on date around 34 lakh i.e 71% of Central Government pensioners have seeded their bank accounts with Aadhaar Numbers.

Following are the highlights of the achievements of Department of Pension and Pensioners’ Welfare during the year 2015:

Anubhav

‘Anubhav’ is a platform for retiring government employees to share their experience of working the Government and for showcasing commendable work done during service. It is envisaged that this would provide satisfaction to the retiring employees and also act as motivator for serving employees. Over time this will build up a wealth of useful suggestions. This would also provide an excellent opportunity to harness the resource of retiring employees for voluntary contribution to nation building post retirement.

The retiring employees may, voluntary, submit write-up along with the pension application form. Necessary amendments have been made to the checklist attached to Form 5 under Rule 59 of the CCS (Pension) Rules, 1972. A webpage has been created which can be accessed from the website of the Department of Pension (persmin.nic.in/pension.asp).

The software application was demonstrated on 23.02.2015 and tested on the first lot of retirees during the pre-retirement counselling workshop (PRC) organized by the Department on 26.2.2015. To sensitize the Ministries /Departments, Awareness Workshops on ‘Anubhav’ have been organized by this Department on 24th March, 2015 and on 24th April, 2015 in New Delhi.


Bhavishya

Bhavishya is an online tracking system for pension sanction and payment. By keeping track of the progress of each pension case, it introduces transparency and accountability into the system thereby plugging delays. This benefits the retiring employees, pensioners and the administration equally.

The system allows online filing of application of pension by the retiring employees, encapsulates the Pension Rules required for processing pension cases and generates all forms and reports necessary for finalizing pension cases as well as needed for monitoring by the Departments.

Bhavishya is being implemented in main secretariat of 83 Ministries/Departments and 22 attached offices involving 792 Drawing and Disbursing Officers (DDO) till December 30, 2015, which are in various stages of processing pension cases of 4759 retiring employees. This is being scaled up to cover all 9000 DDOs spread across the country.

In order to spread awareness of Bhavishya application the Department of Pension & Pensioners’ Welfare conducted an Awareness Workshop on ‘Bhavishya’ under the auspices of Hon’ble MOS (PP) on 26th November, 2015 in Plenary Hall, Vigyan Bhavan, New Delhi. The workshop was designed for Heads of Office/Drawing and Disbursing Officers of all ministries/departments including those of attached and subordinate offices located in Delhi. Around 1200 participant attended the Workshop.


Pensioners’ Portal

Pensioners’ Portal is the one stop solution for all information needs of the pensioners. The Portal also provides for registration of pensioners’ grievances through the Centralized Pension Grievance Registration and Monitoring System (CPENGRAMS). During the year (upto 15.12.2015) 16683 grievances were received and 14354 were disposed, leaving a balance of 2329.


Standing Committee of Voluntary Agencies (SCOVA)

A Standing Committee of Voluntary Agencies (SCOVA) functions under the Chairmanship of MOS (PP) to provide feedback on the implementation of policies/ programmes of this Department besides mobilizing voluntary effort to supplement the Government action. SCOVA meeting was held in October, 2015 which was attended by representatives of various Pensioners’ Associations and the Ministries/Departments.

Ministry of Personnel, Public Grievances & Pensions published an order yesterday regarding the four new agenda items will be discussed in the meeting of Standing Committee of Voluntary Agencies (SCOCA) under the Chairmanship on 3.2.2015.

The four fresh agenda points are given below…

1. Simultaneous issue of orders for the release of Dearness Allowances:
Based on the rise in Consumer Price Index, Dearness Allowance and Dearness Relief are granted to serving employees and pensioners respectively with effect from 1st January and 1st July each year. The orders sanctioning DA are issued by the Finance Ministry and the orders sanctioning DR are issued by the Ministry of Personnel, Public Grievances and Pensions after the same. While serving employees get the increase in cash after a couple of days from the date of issue of Office Memorandum, the pensioners get it after some days since the issue of O.M, for DR needs to be further approved by Department of Expenditure and CAG. As the payment of DA and DR is being made from the Consolidated Fund of India, the issuance of separate orders for the grant of DA and DR could be unnecessary.

2. Co-authorisation of Family Pension of permanently disabled children/dependent parents and permanently disabled siblings
As a policy initiative of DoPPW, the CPAO vide its O.M no. CPAO/Tech/Simplification/2013-14/252 dated 06.02.2014 allowed co-authorisation
of family pension of permanently disabled’ children/dependent parents and permanently disabled siblings. A similar benefit may be considered by Department of Defence and Ministry of Railways to its pensioners.

3. Non-adherence of extant rules with regard to submission of life certificate
Despite clear instructions from the Ministry of Finance,vide CPAO/Tech/Grievances/2010-11/531 dated 30.06.2011, it has been reported that some’ banks branches are insisting on personal appearance of pensioners for submission of life certificates along with PPOs. The extant rules now exempt personal appearance and the prescribed form is to be signed by any of the persons specified therein.The pensioners thus got put to untoward hardship in addition to stress and strain which could have been avoided. As such, Department of Financial Services is requested to take necessary steps to get the instructions complied with strictly without fail.

4. Provision of CGHS facility for life time to dependent disabled/mentally retarded children of Central Government Employees/Pensioners

a) In the “Definition of Family” under CGH_S,furnished in Ministry of Health & FW O.M. No. 3T-1/2009-C&P/CGHS (P) dated 23-2-2011, daughter as indicated at 51 No.5(ii) can avail the benefits till she starts earning or gets married irrespective of the age-limit, where as son indicated at 51. No. 5(iii) of the list, suffering from any permanent Physical/Mental disability is entitled to avail the facility “irrespective of age- limit”, and son’s marital status may not result in denial of CGHS facility to him ,in as much as there is no mention of marital status in the definition, unlike the definition at 51.5 (i) On the other hand, daughter suffering from any permanent disability (physical disability or mental retardation) loses the facility if she gets married as per the definition at 51. (5)(ii). Hence, the case of a physically disabled/mentally retarded daughter needs to be considered for extension of CGHS facility “irrespective of age-limit, even after her marriage” .

b) Further under CCS (Pension) Rules, 1972, by an amendment to explanations 1 and 3 after Sub-rule 6 of Rule 54, as communicated vide Department of Pension & PW’O.M. No. 1/33/2012-P&PW(E) dated 16-1-2013, mentally /physically disabled children have been allowed to continue to draw family pension even after their marriage thereby removing the condition of marital status for continued drawal of family pension.

c) Thus on the analogy of pension rules, mentally/physically disabled children (both son and daughter) of Central Government Employees/Pensioners may be allowed to continue to avail CGHS facilities even after their marriage by removing the condition of marital status now existing in respect of daughters only. The “definition of family” under CGHS would need to modified suitably.

Regarding: 25th meeting of Standing Committee of Voluntary Agencies (SCOVA) scheduled to be held in the month of July, 2014 under the Chairmanship of Hon'ble MOS (PP).

Madam,

Bharat Pensioners Samaj forward hereunder the Agenda items for inclusion in the final Agenda of 25th SCOVA meeting:


1.Implementation of Pricipal CAT judgement dated 01.11.2011 in OA 0655/2010 No.0655/2010 : 
Now since all appeals & even curative petition filed by the Govt. against the said judgment have been disposed off by the Apex Court & the part judgment indirectly stand implemented vide DOP &PWP OM 38/37/08-P&PW(A) dated 28/01/2013 Regarding Revision of pension of pre-2006 pensioners - reg. (Revised concordance table) DOP & PW should implement the said judgment (which is in REM) in TOTO in case of all pre 2006 Pensioners.

2.Difficulties of BSNL pensioners

a) The BSNL Pensioner has to depend upon two authorities’ i.e. District Head, i.e. SSA and Pension Head, i.e. CCA. The SSA comes into picture for payment of Medical Reimbursement for which a scheme known as BSNLMRS is in force. The payment is made quarterly. In number of cases Pensioners are kept waiting and are not informed about the status of their claims. Though there are clear orders from the BSNL Corporate office to effect payment through ECS, it is not being done.

b) In the number of cases, the Pensioners have pending grievance relating to pay-fixation, promotion etc and has to approach the authorities. There is no machinery for the Pensioner or Pensioners Association to approach the BSNL Authorities and as such they have to struggle indefinitely for settlement of their grievance.

c)The CCA’s are holding Pension Adalat for DOT/BSNL pensioners’ at Circle Level dividing the Circle in few parts and each part has Pension Adalat only once in a year.  In such Adalats, for cases related to BSNL which constitute 80% of the total cases one Officers from BSNL attends the Adalat . All the cases related to BSNL are made over to him for further disposal which never happens & Pensioners have to suffer making the exercise futile.

    Our proposal


i.  Impress upon BSNL Authorities, at all Levels to be accessible to Pensioners Associations.
ii.  BSNL Corporate Office, New Delhi may be requested to entertain/respond letters from Pensioners Association, regarding the issues which warrant its intervention .
iii.  BSNL Corporate Office, New Delhi may be requested issue instructions to the Chief General Manager Telecom at Circle/District i.e. SSA level to entertain and respond to correspondence from Pensioners Associations.
iv.  The Associations should be given time for the meetings to raise pensioners issues at Circle/SSA Head.
v.  For BSNL Pensioners Separate Pension Adalats should be held quarterly as is being done by the Controller of Communication Accounts, in each Circle for DOT Pensioners.
vi.  Nodal officer for Pensioner should be appointed in SSA/CCA to settle the Pensioners issues.
vii.  Like Central Government Pensioners, Pension of BSNL Pensioners should also be revised simultaneously whenever revision takes place The BSNL Pensioners association should be given opportunity to submit their Memorandum on Pension related issues and should also be heard by Wage Revision Committee of BSNL, whenever it takes place.

3.RELHS :Railway administration should disclose to SCOVA members the progress on compliance of following items:

2(i) Smart Card facility to RELHS beneficiaries :
Instruction in this regard were issued vide Boards letter Nos 2007/H/28/1/RELHS/Smart card dated 18.07.2012& 27.8.2012 But the said orders have not been implemented on all the Zones even after Two years. Rly Board is requested to disclose to SCOVA members Zone wise progress with cause of delay if any.

2(ii) On 24th February 2010 during the budget speech Minister for Railways, vide para 51, announced that Rly. outpatient Departments (OPD) and diagnostic centers will be set up at Gurgaon & other cities.

2(iii) RELHS facilities to dependent parents ; The then Rly Minister in her budget speech on25th February 2011 vide para 56 announced extension of medical facilities to both dependent father and mother of railway employees..

2(iv) Minister of Railways in his Budget speech in parliament on 26.02.2013 vide Para48 iv announced extending the treatment facility in case of medical emergency to RELHS beneficiaries to all cities where hospitals are empanelled either with CGHS or with Railways.

Announcement in budget speech is commitment to Parliament thus warrants time bound action for implementation. So far there is no visible action in this regard. Rly Board should disclose zone wise status to SCOVA members.

4.CGHS: Health care & Medical aid is not a luxury to be possessed by a privileged few .keeping this in view following issue need to be resolved with out delay.

4(i) Discrimination to P&T Pensioners: The Central Government Pensioners, whether they were beneficiaries or not while in service, are permitted to join CGHS on retirement. However the Ministry of Health & FW issued an order dated 1.8.1996 according to which all P&T Pensioners who were not participating in CGHS while in service have been debarred. This order is discriminatory & should be withdrawn forth with.

4(ii) P&T Dispensaries: Following the recommendations of the V CPC and VI CPC, 19 P&T Dispensaries in 12 CGHS Cities have been merged with the CGHS. Instead of now allowing all P&T pensioners irrespective of the station they live, only those who are living in these 12 Cities have been allowed to participate in the CGHS. These instructions are discriminative as all other Central Pensioners are permitted to join CGHS irrespective of the fact where they are living. These instructions too be withdrawn and all P&T Pensioners may be allowed to avail CGHS fecilities.

4(iii) CSMA Rules 1944: The CSMA Rules, 1944 should be extended to pensioners living in non-CGHS areas and stations, which are at present not covered by CGHS.
