Sub: General Budget 2020 – NFIR’s proposals for consideration and inclusion in the Budget proposals to be presented before the Parliament – reg.

NFIR requests the Hon’ble Prime Minister of India, to kindly consider the following proposals for inclusion in the ensuing Union Budget 2020 to be presented before the Parliament during Budget presentation in February 2020 :
  1. Pension/ Earnings of Senior Citizens may be exempted from Income Tax upto Rupees 15 lakhs per annum.
  2. Additional quantum of pension may be allowed to the pensioners on attainment of 70 years age instead of 80 years as at present with further increase to those who attain 80 and 85 years age.
  3. Restoration of commuted value of pension be done on completion of 10 years instead of 15 years.
  4. The Single Female Government Employees be granted “Old Age Parent Care Leave” on the pattern of “Child Care Leave”.
  5. Female Government Employees be allowed 05 days extra Casual Leave to facilitate maintaining their health (specially those females of age 50 years and above), keeping in view the peculiar menopause stage leading to hormonal changes as has been granted to “Physically Challenged Employees”.
  6. Child Care Leave for women employees be granted with full salary in the 2nd year as against 80% of salary at present.
  7. Accumulation of Earned Leave (EL / LAP) by Government employees in excess of 300 days be allowed without restriction in the light of judgement delivered by the Punjab & Haryana High Court.
  8. Family Planning Allowance, discontinued with effect from July I, 2017 should be restored and continued wherever already granted in terms of provisions made by the Government of India.
  9. Pay re-fixation be granted to the retired Defence Forces Personnel re-employed in the Central Government Department / Organizations on the basis of last pay drawn by them at the time of retirement from Armed Forces.
  10. Fixed Medical Allowance for retired Government employees be enhanced to not less than Rs. 3000 per month as against Rs. 1000 p.m. at present in view of high cost of medicines and medical treatment.
  11. Provision be made for construction of Shelter Homes for Pensioners at various locations in the country.
  12. Reimbursement of Tuition fee and Hostel subsidy be allowed upto Post Graduation level in the case of wards of Central Government employees.
  13. Reimbursement of College/ Hostel fee may also be permitted in the case of wards of retired Government employees (pensioners).
  14. Provision of accommodation for Office /recreation purposes be made to various Pensioners’ Orgarizations in the country.

Subject:- Clarification of Fixed Medical Allowance (FMA).

Attention is invited to D P&PW OM No. 4/ 02/ 2019-P&PW (D)/42694 dated-1st July, 2 019 wherein it is mentioned that the pensioners may be allowed FMA w.e.f. the date of application for FMA, if FMA otherwise admissible to them.

Whether the effective date of payment of FMA in respect of the pensioners who retired before 01.12.1997 is the date of retirement or the date of submission of application.
The order were issued vide this Department's OM No. 45/57/97-P&PW (C) dated-19.12.1997 wherein FMA was granted . The existing pensioners had to opt for medical allowance and an undertaking was required to be submitted by the claimant. Hence, the orders are being implemented from 01.12.1997. If a person has retired earlier and has opted for the FMA and given undertaking at the time of issue of OM, then the FMA should be paid from 01.12.1997.

After 19.12.1997, several further orders/ clarifications were issued regarding Fixed Medical Allowance (FMA). Therefore, it is difficult to accept that the pensioner was not aware of the admissibility of the FMA w.e.f.01.12.1997. In view of this, those pensioners who retired before 01.12 .1997 and did not exercised the option for FMA immediately after the issue of OM dated- 19.12.1997 would not be entitled to FMA w.e.f. 01.12.1997. However, they may be allowed FMA w.e.f. the date of application for FMA, if FMA otherwise admissible to them.

Whether the effective date of payment of FMA in respect of the pensioners who retired after 01.12.1997 is 01.12.1997 i.e. date of implementation of order or the date of submission of the application by the pensioner.
In the OM dated-19.12.1997, it has been mentioned that in case of future retirees, the option shall be obtained by the Head of Office alongwith the pension papers and in case the retiree opts for medical allowance, the FMA is payable from the following month after the date of superannuation. If the retiree opts later on or gives his option later, then the FMA is to be given from the date of application.
After 19.12.1997, several further orders/clarifications were issued regarding Fixed Medical Allowance (FMA). Therefore, it is difficult to accept that the retiree/ pensioner was not aware of the admissibility of the FM A. In case of retirees/ pensioners who retired after 01.12.1997 did not exercise the option for FMA immediately on retirement, the FMA would not be admissible to them from the date of the month following the month of retirement. However, they may be allowed FMA w.e.f. the date of application for FMA, if FMA otherwise admissible to them.

All Pr. CCAs/CCAs/CAs/ AGs/ Administrators of UTs and H eads of CPPCs of the authorized banks are requested to intimate the concerned to abide by the instructions issued by D P&PW.

This issues with the approval of Chief Controller (Pension).

Subject: Stoppage of fixed Allowance (FMA) to the Defence civilians employees working in the interior/ remote areas and their governance under CS(MA) Rules, 1944-reg.

The issue of extension of CS(MA) Rules, 1944 to the defence civilian employees working in the interior/remote areas was discussed in the meeting held on 18.06.2018 under the Chairmanship of Joint Secretary (Estt) on the various issues raised by the Staff Side of defence civilian employees/workers under provision of "Additional Mechanism".  During the discussion, it was informed that the appointment of AMAs has not been done in remote areas even after issuance of MoH&FW's OM No. S.14025/09/2013-MS dated 03.06.2015 extending the CS(MA) Rules 1944 to the employees residing in remote areas thus, denying; benefits to the employees.  In this connection it was decided that the instructions for appointment of AMAs in remote areas would be reiterated by D(Civ-II).

2. Accordingly a copy of MoD ID Note of even number dated 25.06.2015 alongwith MoH&FW's OM No. S 14025/09/2013-MS dated 03.06.2015 is enclosed herewith. It is requested to comply with the aforesaid MoH&FW's OM dated 03.06.2015 and extend the benefits of CS(MA) Rules, 1944 to the defence civilian employees residing in interior/remote; areas. Appointment of AMAs, wherever necessary, shall be done as per the provisions laid down under CS(MA) Rules, 1944.

Recommendations in respect of some important allowances paid to Pensioners

Rate of Fixed Medical Allowance (FMA) for Pensioners has been increased from Rs.500 per month to Rs.1000 per month. This will benefit more than 5 lakh central government pensioners not availing CGHS facilities.

i. The rate of Constant Attendance Allowance granted on 100% disablement has been increased from Rs.4500 per month to Rs.6750 per month.

11. Allowances to Scientific Departments

i. The recommendations of 7th CPC to abolish Launch Campaign Allowance and Space Technology Allowance has not been accepted. In order to incentivize the supporting employees in Space and Atomic Energy sector, the rate of Launch Campaign and Space Technology Allowance has been increased from Rs.7500 per annum to Rs.11250 per annum. Professional Update Allowance for non-gazetted employees of Department of Atomic Energy will also continue to be paid at the enhanced rate of Rs.11250 per annum.

ii. The 7th CPC had placed Antarctica Allowance, paid to the Scientists and other members undertaking the expedition to Antarctica under the Indian Antarctic programme, in the RH-Max Cell of the R&H Matrix. The rates of the RH-Max Cell recommended by the 7th CPC were less than the existing rates of Antarctica Allowance which is currently paid on per day basis. Considering the specific nature of these expeditions and to provide appropriate increase in rates, Government has decided to keep Antarctica Allowance out of the R&H Matrix and the allowance will continue to be paid on per day basis as per existing practice. The Rates of Antarctica Allowance will go up from Rs.1125 per day (Summers) and Rs.1688 per day (Winters) to Rs.1500 per day (Summers) and Rs.2000 per day (Winters).

Subject:- Grant of Fixed Medical Allowance.

DOP&PW vide its OM No.45/57/97-P&PW(C) dated-19.12.1997 followed OM No. 4/25/2008-P&PW (D) dated-26.05.2010, OM No. 4/25/2008-P&PW (D) dated 29.11.2014 and OM No. 4/34/2017-P&PW (D) dated-19.07.2017 had introduced the payment of Medical Allowance to those pensioners who were not residing in the areas where no such outdoor facilities are available. An undertaking is required to be submitted by claimants to the effect that they are not residing in the areas where no such outdoor facilities are available. On the basis of this undertaking pension disbursing authorities shall make an entry in regard to grant of medical allowance in the both halves of PPO of the individual concerned and authorise payment of medical allowance. Such an undertaking can be obtained by Bank,Departmental PAO and Treasury, as applicable once every year alongwith other certificates, the pensioner is required to furnish.

As and when grant of medical allowance to a pensioner/family pensioner is authorized by the pension disbursing authority, intimation to this effect shall be sent to the CPAO/concerned Pay & Accounts Office in the prescribed proforma. The payment shall be made to the pensioner by the pension disbursing authority alongwith pension/ family pension of monthly basis.

All Heads of Government Accounts Department and CPPCs are advised to make the payment accordingly alongwith recovery made, if any.

Sub: Grant of Fixed Medical Allowance to Central Government Civil Pensioners residing in areas not covered under Central Government Health Scheme -reg.

The undersigned is directed to refer to this Department’s OM No.38/99/99-P&PW(C) dated 17-4-2000 on the subject mentioned above and to say that in accordance with the instructions contained therein, Central Government Civil Pensioners, residing in an area not served by any CGHS dispensary or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, even though their places of residence may fall within the limits of a CGHS covered cities, are required to submit the following documents for claiming Fixed Medical Allowance:

a) An undertaking in the prescribed format.

b) A certificate from the Medical Authorities of CGHS or from authorities of corresponding Health Schemes of the concerned Ministries/Departments, as the case may be, that the area where the pensioner is residing is not served by any dispensary under CGHS or the corresponding Health Scheme administered by the Ministry/Department.

2. Keeping in view the difficulties being faced by the pensioners in obtaining the required certificate from the concerned Medical Authorities, the matter has been reconsidered in consultation with the Ministry of Health and Family Welfare. It has now been decided that the pensioners, residing in areas not covered by CGHS or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, would no longer be required to submit a certificate referred to in para 1 (b) above.

However, such pensioners would continue to submit an undertaking in the following format:
I , a retired employee of ____ (Office Address) declare that I am residing at (Residential Address indicated in PPO) , which area is not covered under CGHS or any corresponding Health Scheme administered by the Ministry/Department of , (as the case may be). I have also not obtained and do not wish to obtain a CGHS Card for availing out-door facilities under CGHS/Corresponding Health Scheme of other Ministries/Departments from any dispensary situated in an adjoining area.

3. A Central Government Civil Pensioner is also required to fill the enclosed Form along with above mentioned undertaking.

4. All the pension disbursing authorities are required to obtain the above undertaking along with the Form, as mentioned in Para 3 above, from such pensioners before sanctioning Fixed Medical Allowance. An entry to this effect should also be made in their PPOs.

Copy of GOI, MoD letter No. 1(10)/2009-D(Pen/Policy) dated 29th August, 2017 on the above subject, which is self-explanatory, is forwarded herewith as annexure to this circular for further necessary action at your end.

2. In terms of Para-1 of GOI, MOD letter dated 29th August 2017, the fixed medical allowance has been enhanced from Rs.500/- pm to Rs. 1000/- pm with effect from 01.07.2017. Ex-Servicemen who retired after 01.04.2003 have to become member of ECHS compulsorily and are not eligible to draw Fixed Medical Allowance. However, Pre-01.04.2003 retirees have the option of either joining the Scheme or draw Fixed Medical Allowance as per the extant rates.

3.The other conditions for grant of Fixed Medical Allowance as brought out in this Office Circular No. 208 dated 27.07.1998 quoted under reference shall continue to be in force. PDAs are requested to please review the cases and revise the Fixed Medical Allowance in all the affected cases accordingly.
4. This circular has been uploaded on this office website www.pcdapension.nic.in for dissemination to all alongwith Defence pensioners and Pension Disbursing Agencies.

The undersigned is directed to refer to the Govt. of India, Ministry of Defence letter No.1(1)/98/D(Pen/Sers) dated 15th June 1998 and letter No. 1(10)/09-D(Pen/Policy) dated 12th January 2011 & No. 1(10)/2009-D(Pen/Policy) dated 5th May 2015 regarding grant of Fixed Medical Allowance (FMA) of Rs.500/- pm. with effect from 19.11.2014 to Armed Forces Pensioners/Family' Pensioners for meeting expenditure on day to day medical expenses that do not require hospitalization unless the individual had opted for OPD treatment in Armed Forces Hospitals/ M.I. Rooms and convey the sanction of the President for enhancement of the amount of FMA from Rs. 500/- to Rs. 1000/-per month. The other conditions for grant of FMA shall continue to be in force.

2. Ex-Servicemen who retired on or after 01 Apr 2003 have to- become member of ECHS Compulsorily and are not eligible to draw Fixed Medical Allowance. These orders applicable only in such cases, where the date of retirement is prior to 1.4.2003 and who had opted not to avail medical facilities at OPD of Armed Forces Hospitals/ MI rooms and are not members of ECHS.

3. These orders will take effect from 01.07.2017.

4. All other conditions as laid down in Government of India letter No. 1(1)/98-D(Pen/Sers) dated 15th June 1998 will continue to apply.

5. This issue with the concurrence of Ministry of Defence (Finance/Pension) vide their ID No. 32(9)/2010/Fin/Pen dated 16 August 2017.

Subject: Grant of Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS.

The undersigned is directed to say that at present Fixed Medical Allowance (FMA) is granted to the Central Government pensioners/family pensioners residing in areas not covered under Central Government Health Scheme administered by the Ministry of Health & Family Welfare and corresponding health schemes administered by other Ministries/Departments for their retired employees for meeting expenditure on their day-to-day medical expenses that do not require hospitalization. Orders were issued vide this Department's O.M. No. 4/25/2008-P&PW(D) dated 19-11-2014 for enhancement of the amount of Fixed Medical Allowance from Rs. 300/- to Rs. 500/- per month w.e.f. 19.11.2014.

2. Consequent upon the decision taken by the Government on the recommendations of the 7th Central Pay Commission on Allowances (with modifications), sanction of the President is hereby conveyed for enhancement of the amount of Fixed Medical Allowance from Rs.500/- to Rs.1000/- per month. The other conditions for grant of Fixed Medical Allowance shall continue to be as contained in this Department's OMs No.45/57/97-P&PW(C) dated 19.12.1997, 24.8.1998, 30.12.1998, 18.8.1999 and OM No.4/25/2008-P&PW(D) dated 19.11.2014.

3. These orders will take effect from 01.07.2017.

4. In their application to the persons belonging to the Indian Audit and Accounts Department, these orders issue in consultation with the Comptroller and Auditor General of India vide their UO No. 169-Staff (Rules)/A.R/Ol-2016 dated 18.07.2017.

5. These orders are issued with the concurrence of the Ministry of Finance (Deptt. of Expenditure) vide their OM No. 11-1/2016-IC dated 11.07.2017.

Attention is invited to Ministry of Finance, Dcpartment of Expenditure Resolution No.11-1/2016-IC dated-6th July, 2017 on the above subject whereby it has been decided to revise the existing rates of following allowances for Pensioners:

Sub:- Reimbursement of medical claims to pensioners under CS (MA) Rules, 1944 as directed by various CATS/Courts - Regarding.

The undersigned is directed to state that various references are being received in Ministry of Health and Family Welfare on the above mentioned subject. it is hereby clarified that CS (MA) Rules, 1944 are not applicable to pensioners till date.

2. It is further informed that the following options to avail medical facilities are available to Central Government pensioners:

a) Pensioners residing in CGHS covered areas:
1) They can get themselves registered in CGHS dispensary after making requisite contribution and can avail both OPD and IPD facilities.
2). Pensioners residing in CGHS areas cannot optout cf CGHS and avail anyother medical facility {i.e. Fixed Medical Allowance). Such pensioners, if they do not choose to avail CGHS facility by depositing the required contributions, cannot be granted Fixed Medical allowance in lieu of CGHS.

b) Pensioners residing in non - CGHS areas:
1). They can avail Fixed Medical Allowance (FMA) @ Rs.500/- per month
2) They can also avail benefits of CGHS- [OPD and IPD] by registering themselves in the nearest CGHS "city after" making the required subscription.
3) They also have the option to avail FMA, for OPD treatment and CG HS for IPD treatments after making the required subscriptions as per CGHS guidelines.

3. In view. of the above, reimbursement of medical claims to pensioners under CS (MA) Rules, 1944 as directed by various CATS/Courts, need not be referred to the Ministry of Health and Family Welfare. The respective Administrative Department/Ministry may take their own decision in this regard.

4. Further, all Departments/Ministries are requested to intimate their employees proceeding for retirement regarding the above options for medical facilities available to the Central Government pensioners.

Sub: Brief of the second meeting of the Committee on Allowances held today under the chairmanship of Secretary, Finance(Expenditure), Government of India

To obtain the views of the National Council(Staff Side)(JCM) on the recommendations of 7th CPC relating to Allowances, the second meeting of the Committee on Allowances held today under the chairmanship of Secretary, Finance(Expenditure), Government of India, with the National Council(Staff Side) JCM.
From the Official Side, Secretary(Defence), Home, DoP&T, Postal, Chairman Railway Board, J.S.(Estt.), J.S.(Pers.) and J.S.(IC), and from Staff Side(JCM), all the Standing Committee Members were present in the meeting.

At the outset, Secretary(Staff Side)(JCM) as well as Leader(Staff Side)(JCM) and other Standing Committee Member of the NC/JCM(Staff Side) expressed their anguish for non-formation of High Level Committee as was agreed to by the Group of Ministers(Government of India) for settling the issue of Minimum Wage and Multiplying Factor.

The Secretary, Finance(Expenditure) told that, the committee constituted under the chairmanship of Addl. Secretary(Exp.) with J.S.(Pers.), JS(Estt.) and JS(Imp.) as Members has been made only for this purpose. Let us believe that, after the meeting, report of the said committee would be sent to the Government of India for its acceptance.

The Secretary, Finance(Expenditure) asked the Staff Side(JCM) to give their viewpoint in a Note on the Common Demands to implement these, and the Departmental grievances to their respective departments, and after that, a meeting will again be called.

Staff Side(JCM) strongly demanded that, date of effect of Allowance should be 01.01.2016. The Staff Side(JCM) explained its position as well about its demand that, House Rent Allowance should be 10%, 20% and 30% and Transport Allowance must be rationalized and exempted from the Income Tax, Children Education Allowance should be Rs.3,000 and Hostel Subsidy should be Rs.10,000 and these should also be exempted from the Income Tax.

Staff Side demanded that, Post Graduate and Professional Courses should also be covered in Children Education Allowance. The issue of Special Duty Allowance was also raised for N.E. Region by the Standing Committee Members of JCM(Staff Side). Fixed Medical Allowance should be Rs.2,000 with Dearness Allowance Indexation, Over Time Allowance must be given, Small Family Allowance should be continued and Dress Allowance needs to be reviewed. Various Departmental Allowances, which have been abolished, should be allowed to continue, like Breakdown Allowance in the Railways and Fixed Conveyance Allowance to Postal Department employees. All the Standing Committee Members raised various issues related to Allowances.

FIXED MEDICAL ALLOWANCE (FMA)


1) What is the medical allowance for pensioners?

Fixed medical allowance @ Rs.500/- is granted to the pensioners residing in areas not covered by CGHS, if they are not using CGHS facility for OPD treatment from a CGHS dispensary in the nearest city. The pensioners living in cosmopolitan cities not covered by CGHS dispensary are also eligible on production of a certificate to that effect.

2) Are the Government Employees who have not applied for CGHS card in spite of residing in   areas covered by CGHS, also eligible for Fixed Medical Allowance?

The CGHS facility is meant for the serving Central Govt employees and pensioners residing in specified areas. Fixed Medical Allowance is granted to pensioners living in non-CGHS areas, for the CGHS facilities not available to them. The pensioners residing in CGHS areas cannot opt out of CGHS and avail any other medical facility (i.e. Fixed Medical Allowance). Therefore, such pensioners, if they do not choose to avail CGHS facility by depositing the required contributions, cannot be granted Fixed Medical Allowance in lieu of CGHS.

3) In the case of those Pensioners who are in receipt of two pensions viz., service pension and family pension OR military pension and another civil pension to which category of pension, medical allowance shall be allocated.

If any pensioner or family pensioner receives two pensions, only   single medical allowance is admissible, if he/she does not avail of the medical facilities provided by the respective organizations As regards, pensioner who gets both military pension and civil pension, if the pensioner avails of the medical facilities provided by one of the civil or military organisations, he is not entitled to medical allowance and if he does not avail medical facilities from any of the organizations, he is entitled to medical allowances for only one of the two pensions.

IRTSA requested to grant of Fixed Medical Allowance of Rs.2000 pm to all retired employees & Pensioners in its memorandum submitted to the Joint Secretary of Implementation Cell, 7th Central Pay Commission as follows…

“Fixed Medical Allowance (Para 8.17.51)

FMA: Grant of Medical Allowance of Rs.2000 pm to all retired employees & Pensioners
i) The cost had exorbitantly increased for the Medicines, Consultation Fee and cost of Pathological Test required for day to day medical treatment since 1997 (when the FMA was initially granted) and this had risen at a much steeper rate the Price Index.

ii) A large proportion of Pensioners were residing in remote areas or villages having no excess to CGHS Dispensaries & Railway Hospitals and are as such, are wholly dependent on the paltry amount of FMA for day to day treatment of self & spouse.

It is, therefore, requested that the FMA may please be revised to atleast Rs.2000 p.m.”

Subject: Grant of Fixed Medical Allowance (FMA) to the Armed Forces Pensioners/ Family Pensioners in such cases where date of retirement is prior to 01.04.2003 and who had opted not to avail medical facilities at OPD of Armed Forces Hospitals/ MI Rooms and are not member of ECHS.

Reference: This Office Circular NO.451 dated 21.02.2011 and Circular NO. 208 dated 27.07.1998.
A copy of GOI, MOD letter NO. 1(10)/2009-D(Pen/ Policy) dated 5th May 2015 is forwarded herewith for immediate implementation. The same has also been uploaded on this Office website www.pcdapension.nic.in and may please be downloaded at your end without waiting for the hard copy Of the order and action may be taken accordingly.

2. The fixed medical allowance has been enhanced from Rs. 300/- PM to Rs. 500/- PM with effect from 19.11.2014. Ex Servicemen who retired after 01.04.2003 have to become member of ECHS compulsorily and are not eligible to draw Fixed Medical Allowance. However, all Pre 01.04.2003 retirees have the Option of either joining the Scheme or draw Fixed Medical Allowance as per the extant rates.

3. The other conditions for grant of Fixed Medical Allowance as mentioned in this Office Circular No. 208 quoted under reference shall continue to be in force. PDAS are requested to please review the cases and revise the Fixed Medical Allowance in the affected cases accordingly.

Subject: Stoppage of Fixed Medical Allowance (FMA) being paid to the Central Government employees working in the interior/remote areas and their governance under CS(MA) Rules, 1944.

Reference is invited to OMNo.S-1402011/88-MS dated 17.07.1990 in which fixed medical allowance to the tune of Rs.25/-per month was granted to employee working in the interior/remote areas where no Authorized Medical Attendant was available within a radius of 5 kms, which was subsequently revised to the tune of Rs.l00/- per month vide OMF.No.14025/33/98-MS dated 18.01.1999.

2. On receiving a proposal from Ministry of Defence on the issue of medical reimbursement to employees who are in receipt of Fixed Medical Allowance, the matter was examined in the Ministry in consultation with Department of Expenditure and Department of Personnel & Training.

3. It has now been decided to stop the above mentioned Fixed Medical Allowance.  Henceforth, the Central Government employees residing in interior/remote areas will be governed by the extant rules as laid down under CS(MA) Rules, 1944.

4. This O.M. will be effective from the date of issue. After issuance of this OM,the above mentioned OMs i.e.,O.M. No.S-1402011/88-MS dated 17.07.1990 and O.M F.No.14025/33/98-MS dated 18.01.1999. stand withdrawn.

5.This issues with the concurrence of the Department of Personnel &Training and Department of Expenditure.

Subject: Proposal for reimbursement of in-patient medical expenses in addition to Fixed Medical Allowance(FMA) to serving Government employees in remote areas.

The undersigned is directed to refer to Ministry of Health & Family Welfare’ ID No. S.14025/9/2011-MS dated 14.08.2014 on the above mentioned
subject.

2. This Ministry agrees with the proposal of MoH&FW that the “FMA being granted to CS(MA) beneficiaries be stopped and they should be governed by the provisions of CS(MA) Rules, 1944 under which medical reimbursement for outdoor treatment as well as indoor treatment is permissible as per rules.”

3. In addition to above, the following provisions for inclusion in the proposal, are also submitted for consideration of Ministry of Health & Family Welfare:
(a) FMA at enhanced rates @ Rs.300/-p.m. may be paid w.e.f. 1.9.2008 till the provisions of CS(MA) Rules at para 2 above is made applicable;

(b) Procedure for appointment of AMA may be simplified and HoD may be authorised to nominate a RMP as AMA in case there is no Govt. doctor available within the radius of 5 kms;

(c) Provision of credit facilities may be made for serving & retired employees and dependent in emergency in Govt. approved hospitals;

(d) Provision for medical advance for Non-approved hospitals;

(e) There may be some isolated areas where no AMA/Govt doctor or RMP is available within the radius of 5 kms. In these areas, FMA @ Rs. 300/- p.m. may be continued to be paid to civilians in terms of Min of H&FW OM dated 17.07.1990 as the same is in lieu of OPD treatment only. The reimbursement of medical expenses for the indoor treatment, in respect employees posted in these areas, may also be allowed under the CS(MA) Rules.

3. This issues with the approval of Joint Secretary.

Subject- Grant of Fixed Medical Allowance (FMA) to the Railway pensioners/family pensioners-regarding.

At present Fixed Medical Allowance is granted to the Railway pensioners/family pensioners residing in areas beyond 2.5 Kms of Railway Hospital/Health Unit for meeting expenditure on their day-to-day medical expenses that do not require hospitalization. Orders were issued Vide Board’s letter of even number dated (RBE No.92/2010) for enhancement of the amount of Fixed Medical from Rs.100/- to Rs.300/-p.m. w.e.f. 01.09.2008.

2. In this connection, Department of Pension Welfare (DoP&PW). the nodal department on the subject, have advised vide their O.M. No. 4/25/2008-P&PW(D), dated 19.11.2014 that the demand for enhancement of Fixed Medical Allowance has been under consideration of the Government for some time past and the amount of Fixed Medical Allowance has been enhanced from Rs.300/- to Rs.500/- per month, subject to the fulfilment of the conditions (i) pensioner should be residing beyond 2.5 kms from the nearest health unit and (ii) the pensioner should not be availing OPD facility (except in case of chronic disease).  The other conditions for grant of fixed Medical Allowance shall continue to be as contained in Board’s letter No. PC-V/98/I/7/1/1, dt. 19.05.1999 (RBE No.109/99) read with Board’s instructions dt. 01.03.2004.

3.  These orders will take effect from 19th November, 2014 i.e. the date of issue of DOP&PW’S OM on the subject.

Subject: Grant of Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS.

The undersigned is directed to say that at present Fixed Medical Allowance is granted to the Central Government pensioners/family pensioners residing in areas not covered under Central Government Health Scheme administered by the Ministry of Health & Family Welfare and corresponding health schemes administered by other Ministries/Departments for their retired employees for meeting expenditure on their day-to-day medical expenses that do not require hospitalization. Orders were issued vide this Department’s O.M. of even no. dated 26.05.2010 for enhancement of the amount of Fixed Medical Allowance from Rs. 100/- to Rs. 300/-p.m. w.e.f. 1.092008.

2. The demand for further enhancement of FMA has been under consideration of the Government for some time past. Sanction of the President is hereby conveyed for enhancement of the amount of Fixed Medical Allowance from Rs.300/- to Rs.500/- per month. The other conditions for grant of Fixed Medical Allowance shall continue to be as contained in this Departments’ OMs No.45/57/97-P&PW(C) dated 19.12.97, 24.8.98, 30.12.98 and 18.8.99.

3. These orders will take effect from date of issue of this OM.

4. These orders are issued with the concurrence of the Ministry of Finance (Deptt. of Expenditure) vide their ID. Note No 588l/E.V/2014 dated 22.10.2014 and in consultation with the Comptroller and Auditor General of India vide their UO No. 174 Staff(Rules)/02-2011 dated 12.11.2014.
