7th Pay Commission: Fatter allowances awaits cabinet approval

7th Pay Commission: Fatter allowances awaits cabinet approval

New Delhi: Fatter allowances under the 7th Pay Commission recommendations, which has been finalized by the Committee on Allowances headed by Finance Secretary Ashok Lavasa, awaits the approval of the Union Cabinet.

It may come up in the Cabinet meetings in this month, say sources in Finance Ministry.

The Cabinet meetings in this month is understood to approve the proposal of Committee on Allowances, which has been constituted to examine the recommendations of 7th Pay Commission on allowances other than dearness allowance for cabinet nod as the pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances. So, there was resentment among employees over suggestions to scrap some allowances.

The Committee on Allowances is to recommend to stick with the 7th Pay Commission's recommendations on allowances, said the Finance Ministry sources on Wednesday.

The ‘Committee on Allowances has already given final touch to its report. The committee met up with the deadline of four months given to it by the cabinet to submit the report, the Finance Ministry sources added.
The Prime Minister’s Office (PMO) also directed the Finance Ministry to obtain report from the Committee on Allowances and to prepare cabinet note in this regard.

Allowances contribute 63 percent in the pay hike recommendation. When the allowance is not taken into consideration it will mean fewer amounts because the allowance which the commission proposed is very substantial. Accordingly, the central government employees get a little hike in pay now, so employees are pressing hard to issue it very shortly, said sources in PMO.

The Finance Ministry sources told that the Finance Minister Arun Jaitley will soon place higher allowances note before the Cabinet for approval after receiving the Committee on Allowances report.

Until cabinet approval on the Committee on Allowances report, allowances are to be paid according to the existing rates under the existing pay structure, says an earlier official statement issued by the finance ministry.

7th Pay Commission Latest News: No 'Achhe Din' for govt employees, no hike in basic pay, fatter allowances likely

7th Pay Commission Latest News: No 'Achhe Din' for govt employees, no hike in basic pay, fatter allowances likely

It simply means, the National Anomaly Committee or Committee on Allowances won't suggest or approve any changes in the basic pay or allowance against the recommendations of the 7th Pay Commission.

The ‘Committee on Allowances’, headed by Finance Secretary Ashok Lavasa, is yet to submit its report on fatter allowances recommended by the 7th Pay Commission, however the Finance Ministry sources said the government won’t consider any change in 7th Pay Commission recommendations. Sources confirmed that there will be no changes in basic pay and allowances recommended by the 7th Pay Commission. It simply means, the National Anomaly Committee or Committee on Allowances won’t suggest or approve any changes in the basic pay or allowance against the recommendations of the 7th Pay Commission.

Sources in the Finance Ministry have made it clear that the National Anomaly Committee on behalf of the government won’t consider any hike in basic pay and fatter allowances recommended by the 7th Pay Commission. The latest development contradicts with what Union Finance Minister Arun Jaitley had promised. Those who will hope over these issues will gain nothing but no change on 7th Pay Commission recommendations of pay scales and allowances are very much possible, said sources.

Finance Minister Arun Jaitley had promised the government would consider the demand of an increase in basic pay and allowances of the central government employees. The government had said it will form a High Level Committee to review the new pa scales. However no such committee has been formed till date. Instead, the government formed a 22-member National Anomaly Committee headed by Secretary, Department of Personnel and Training (DoPT) to look into various pay related anomalies arising out of the implementation of the 7th Pay Commission’s recommendations.

Sources said the government has decided to stick to the recommendations of the 7th Pay Commission on basic pay and allowances. They also confirmed that the ‘Committee on Allowances’ won’t suggest any hike and is likely to stick with the recommendations of the 7th Pay Commission. The 7th Pay Commission notification confirmed that central government employees will get 14.27 per cent hike in basic pay at junior levels, which is the lowest in 70 years. The Cabinet also approved the increase in minimum pay Rs 18,000 from existing Rs 7,000. The 7th pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances.

New Delhi-l10011

Respected Sir,
Sub: Government's assurance on 7th CPC issues mainly relating to Minimum Wage & Multiplying Factor - reg.

I seek you valuable time through this letter and place the following for kind consideration and immediate action.

The Central Government employees in general and Railway employees in particular were extremely upset over the retrograde recommendations of 7th Central Pay Commission, particularly the recommendations relating to Minimum Wage and Multiplying Factor. In the wake of Indefinite Strike decision on Charter of demands of NC/JCM Constituent Organizations (Railways, Defence, Postal Confederation etc)., the Group of Ministers held meetings with JCM (Staff Side) leaders on 30th June 2016 & 06th July 2016 and consequently assurance was given that a High Level Committee will examine 7th CPC issues mainly Minimum Wage and Multiplying Factor. On this assurance, JCM Constituent organizations have deferred Strike action on 06th July, 2016.

Though a Committee was constituted under the chairmanship of Addl. Secretary (Exp), Ministry of Finance and discussions held, the response has been disappointing. The employees of Railways and other Central Government departments are greatly disappointed over non-settlement of main issues through discussions.
May I request your kind attention in the matter for implementation of assurance given by Group of Ministers for the revision of Minimum Wage & Multiplying Factor through discussions with NC/JCM (Staff Side) very early.
With Pranams,
Yours sincerely,
