Sub: Grant of 'Additional Post Allowance (APA)' - abolition of existing Dual Charge Allowance being granted to officers in Indian Railways- decision of the Government on the recommendation of the Seventh Pay Commission (7th CPC).

Ref:- Board's letters No.F(E)Spl./2016/FR/1/1 dated 16.01.2017 and No. F(E)Spl./2009/FR/1/3 (Part-2) dated 06.03.2018.

Recommendations had been given by Seventh Central Pay Commission (7th CPC) in its report for abolition of Dual Charge Allowance (DCA) and covering the same under a new Additional Post Allowance.

2. This recommendation was under consideration of "Committee on Allowances" and Ministry of Finance vide their Resolution dated 06.7.2017 had accepted the recommendation of "Committee on Allowances" regarding abolition of DCA and replacing the same with Additional Post Allowance (APA).

3. Formulation of detailed guidelines regarding modalities for grant of APA was under consideration of the Nodal Department viz. Department of Personnel and Training (DoP&T).

4. After detailed deliberations with this Ministry, guidelines have now been issued by Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training (DoP&T) vide their OM No.2/13/2017-Estt. (Pay.11) dated 08.08.2018 for newly proposed Additional Post Allowance (APA).

5. The above mentioned OM of Department of Personnel & Training (DoP&T) relating to grant of Additional Post Allowance (APA) will apply mutatis-mutandis to Railway employees also. These provisions of APA shall be effective from 01.07.2017.

6. Advance Correction slip to the chapter XI of the Indian Railway Establishment Manual, Voll Revised Edition, 1989 will follow.

Kind attention of Railway Board is invited to Federation's demand contained in Agenda Item No. 06/2016, wherein it was requested to restore previous instructions issued under Railway Board's letter dated 18/04/2007 facilitating the benefit of Post Retirement Complimentary Passes to ex-servicemen working in the Railways duly respecting the announcement of Hon'ble MR on the floor of the House during the course of presentation of Rail Budget 2007-2008. Though the Railway Board have issued instructions vide letter dated 19/04/2018, unfortunately these are not being implemented on Zonal Railways etc., on the pretext that such staff have not completed 20 years service or more in the Railways. In this connection, Federation vide its letter dated 17/08/2018, cited the specific case of North Western Railway, unfortunately no instructions have been issued though discussions were held by General Secretary, NFIR with ED(IR) on 3rd July, 2018. Thereafter a period of over two months has passed, unfortunately instructions duly modifying Board’s letter dated 19/04/2018 are yet to be issued.

NFIR, therefore, requests the Railway Board to issue clarification duly amplifying the instructions issued vide letter dated 19/04/2018 to facilitate the ex-servicemen or Central Government employees joined Railways, to avail the benefit of Post Retirement Complimentary Passes on the basis of length of service in Railways and in the previous Central Government Organization. A copy of the instructions issued may be endorsed to the Federation.

2. In this regard it is stated that the decision to implement the National Pension System(NPS) w.e.f. 01.01.2004 for all recruits, is of the Government of India. The Ministry of Railways being an administrative Ministry in respect of pensionary matters is bound to adhere to the decision taken by the Nodal department, i.e., Department of Financial Services (Ministry of Finance). The Ministry of Railways is not empowered to take any unilateral decision.

Railway Bonus 2018 - PLB for 2017-18 equivalent to 78 days wages will be declared Soon to railway employees
Railway Board informed in its letter to the Two railway federations NFIR and AIRF that a meeting would be held on 7.8.2018 to finalise about the Productivity Linked Bonus for the Financial Year 2017-18 to be paid in current year 2018.

But so far, no Federation has revealed the out come of that meeting. But it is believed that there will be no change in the Bonus amount for this year 2018 also.

For 2015-16 the productivity-linked bonus (PLB) equivalent to 78-day wages was paid in 2016 to Railway Employees.

NO CHANGE IN THE CHARTER OF DEMANDS
SCRAP NPS WILL BE THE NUMBER ONE DEMAND.
Dear Comrades,
As you are aware, in the National Convention of Workers held at Mavlankar Hall, New Delhi on 28th September 2018, all the Central Trade Unions (except BMS) and all other independent Federations have declared two days nationwide strike on 8th & 9th January 2019 against the anti-people and anti-labour policies of the NDA Government.

In the resolution adopted in the June 10th Hyderabad National Convention of Confederation and also in the National Secretariat meeting held thereafter, we have decided that the 2018 November 15th strike of Confederation will be changed, if the Central Trade Unions declare nationwide strike, so that the dates of both strikes will be synchronized to make it a joint strike.

Accordingly, the National Secretariat of Confederation has decided to postpone the 15th November 2018 strike to 2019 JANUARY 8th & 9th. The strike will be for two days. There is no change in the Confederation charter of demands.

SCRAP NPS AND RESTORE OPS FOR ALL

will be the number one demand. All India State Government Employees Federation has also decided to postpone the strike to 2019 JANUARY 8th & 9th.

Subject:- Board level and below Board level posts including non-unionised supervisors in Central Public Sector Enterprises (CPSEs)- Revision of scales of pay w.e.f. 01.01.2017 - Payment of IDA at revised rates-regarding.
The undersigned is directed to refer to the Para 7 and Annexure-III (B) of DPE's OM dated 03.08.2017 wherein the rates of DA payable to the Board level and below Board level executives and non-unionized supervisors of CPSEs have been indicated. The next instalment for revision of rates of DA is due from 01.10.2018. Accordingly. the rate of DA payable to the executives and non-unionized supervisors of CPSEs is as follows:
(a) Date from which payable: 01.10.2018
(b) Average AICPI (2001=100) for the quarter June, 2018 - Aug 2018

Average of the quarter . 297.66
(c) Link Point: 277.33 (as on 01.01.2017)
(d) Increase over link point: 20.33 (297.66 minus 277.33)

2. The above rate of DA i.e. 7.3% would be applicable in the case of IDA employees who have been allowed revised pay scales (2017) as per DPE O.Ms. dated 03.08.2017, 04.08.2017 & 07.09.2017.

3. All administrative Ministries/ Departments of the Government at India are requested to bring the foregoings to the notice at of the CPSEs under their administrative control for necessary action at their end.

SBI CPPCs for CG Pensioners

State Bank is paying pensions to more than 36 lac pensioners. There are 14 dedicated Centralised Pension Processing Cells (CPPCs)

To get pension from State Bank of India, the retiring employee has to start the process at least 6 months prior to retirement. In the process the employee has to open account with any branch of State Bank of India, if required with spouse (which is permitted now) and has to provide the account number to the Department from which he/she retires.
He/she has to fill up the account details in the pension papers. While opening account the retiree has to give his/her PAN number, mobile number and email_id (if available).PAN No. will enable correct accounting of the Pensioner's TDS.
On receiving the PPO the prospective pensioner has to approach the branch where from the pension is to be availed. He/she has to submit undertaking and Life Certificate. On receiving the required documents from the prospective pensioner, the documents will be sent to concern CPPC for further processing at their end.
After completion of data entry at CPPC, pension shall be credited to the identified account within a period of 3-4 days.
In November month every year the pensioner is required to submit his/ her life certificate to enable the Bank to pay pension continuously.

Pension Slip FAQ

1. What is pension slip?
A pension slip contains details of pension payment credited to a savings or current account held by a pensioner.

2. How can I generate a pension slip?
You need an Internet banking user name and password. The savings or current account which serves as the pension account must be mapped to the username. After you login to Internet banking you can generate a pension slip for any month in the previous or current year.

3. Can I generate a pension slip for multiple months?
No. Since Pension Payment is made on a monthly basis, you can generate the slip for any month starting October 2006 up to any past month in the current year.

4. Can I generate the pension slip for future months?
No. You can only generate the pension for months for which you have received a pension payment from the government.

5. Can I print a pension slip generated online?
Yes. You can print the pension slip details, whenever you require the payment details.

6. How long does it take to generate the pension slip?
You can instantaneously generate the pension slip for any past month in the current year or previous year.

7. How do I navigate to the Pension Slip tab?
Kindly log in to www.onlinesbi.com/personal. Select the "Enquiries" tab on the primary navigation bar. You would be displayed “Pension Slip” link on the left hand navigation column.
