Subject: Submission of Memorandum in respect of Administrative Staff.

Respected Sir,

On behalf of All India Association of Administrative Staff (Non Gazetted), Ministry of Statistics and Programme Implementation, I am submitting herewith the Memorandum in connection with the existing and proposed pay structure of the Administrative Staff of National Sample Survey Office.

Here, we have to submit that successive Pay Commissions have not considered uniformity in the pay scales of Administrative Staff of Government of India. These staff have been recruited centrally by the Staff Selection Commission and sent to various Departments with different nomenclature & promotional channel.

Hence it is requested that 7th Pay Commission may bring uniformity in the pay scales of Administrative Staff. The pay scale recommended for each cadre in the Administrative branch should be in accordance with the responsibility actually attached with the posts. The duties and responsibilities attached to the LDC & UDC in subordinate offices are not in accordance with the DoPT manual. LDCs in subordinate offices have been allocated major section with work of higher quality worth to do by UDC/Assistants. Thus the demand for the upgradation of the pay scale of LDC/UDC & Assistant may please be considered.

It is also bring to your kind notice that we may submit a Supplementary Memorandum if it is found necessary.

We look forward for your sympathetic consideration, particularly for those Pay Scales which involve upgradation /revival of post.

Sir/Madam,

 I, Jayraj. K.V, on behalf of twenty seven unions and association affiliated  with the National Federation of Atomic Energy Employees (NFAEE) representing more than 20,000 Employees of Department of Atomic Energy (DAE) submit here-with one copy of memorandum for consideration of the 7th Central Pay Commission.

NFAEE requests the Pay Commission to review the entire scenario and recommend Interim Relief as suggested in the memorandum submitted on behalf of all Organisations of Central Government Employees by the Steering Committee of JCM Constituents.

We hope that the submissions made in our memorandum, based on the factual figures and facts, would receive due consideration of the Pay Commission and the recommendations made would be such as would bring about a feeling of ‘felt fair’ amongst the Central Government Employees in general and the employees of Department of Atomic Energy in specific.

MEMORANDUM OF THE PRINTING, STATIONERY AND PUBLICATION EMPLOYEES TO THE 7TH CENTRAL PAY COMMISSION
 
CHAPTER-A
INTRODUCTION :

 The Department of the Printing, Stationery and Publication known as P.S.P. is under the control of the Ministry of Urban Development of Govt. of India. The Directorate of Printing an attached office of Ministry of Urban Development, Govt. of India, headed by the Director is the Chief controlling authority of the Govt. of India Presses, Govt. of India Forms Store and Outside Printing Branch. The Stationery Department also called as Govt. of India Stationery Office, being a Subordinate Office is headed by the Controller of Stationery who is also the Chief Controlling Authority of Stationery. The third wing of the P.S.P. Departments is the Department of Publication; also a Subordinate Office is headed by the Controller of Publication. The National Federation of PSP Employees (N.F.P.S.P.E.), being the only recognised Federation in the P.S.P. departments and sole bargaining agent for safeguarding the interests of both the Industrial and Non-Industrial Workers’ and Employees Unions and Associations of Printing, Stationery and Publication Departments under one banner is honoured to submit this Memorandum before the Commission covering all the staff of the P.S.P. Department.



GENERAL SUBJECT MATTER:

The Federation had submitted exhaustive Memorandum to the 6th Central Pay Commission and the Federation was called for interview for clarification of their demands. But, on the basis of the Demands of the Federation and its units for removal of disparities in the Pay Scales and Special Allowances in comparison to other Ministries and Departments were not acceded to which we will focus on the successive chapters.

Hence, this Federation requests 7th Central Pay Commission to look into the cases of anomalies of different cadres with an outlook of logical conclusion and ensure that the justice to the affected cadres may not be denied any further and thereby, Right to equality may be upheld. (Supreme Court’s Judgement may be referred to). As no Departmental Anomalies Committee has so far been set by the Ministry of Urban Development, the anomalies are still unsettled.

 However, this Federation believes that 7th Central Pay Commission is the proper forum and empowered to set right the anomalies existing in the Pay Scale and Special Allowances in different cadres of Printing, Stationery and Publication Department. This Federation is of the firm opinion that 7th Central Pay Commission should not leave any matter to any expert committee but should themselves make the whole recommendations after consulting the delegation of this Federation to avoid denial of justice to the existing Industrial and Non-Industrial/Administrative Office Staff. The Commission should seat as Court of Appeal on all issues of Printing, Stationery and Publication Department employees. In order to help the members of present commission to give proper weight-age to the staff we are placing some important points along-with the functioning of the 3 departments as well as the functioning of the cadres to recommend their scales of pay and promotional avenues.

We on behalf of Class III Service Association, Survey of India representing large majority of Group ‘C’ and Non-Gazetted Group ‘B’ (Technical) Employees of Survey of India are submitting herewith 10 (Ten) Copies of the Memorandum. The same has also been submitted through E-Mail as desired.

Ours is the oldest recognized All India Association and also the only composite Organization in Survey of India representing different Categories of employees in the Group ‘C’ and Non-Gazetted Group ‘B’ (Technical Cadre). We have endeavored to combine our submissions within the confines of terms of reference. However any submissions / explanations are seen as beyond the said parameters, may be viewed as intended to elucidate our points of view.

We, therefore request that the Commission may take into consideration the distinctive features of services in Survey of India and make appropriate recommendations to provide relief and remove the anomalies and
disparity in remunerations etc.

It is also requested that we may be given the opportunity of tendering oral evidence before the Commission.

As anticipated by all, the expected DA from July 2014 concluded at 7%.
With the announcement of the AICPI(IW) points for the month of June, the calculation of the additional dearness allowance for central government employees and pensioners from July onwards have ended. The percentage of Dearness allowance and Dearness relief to be paid from July 2014 will be increased by 7%.

Based on the recommendations of the 6th Central Pay Commission, in order to meet the rising expenses of essential commodities and inflation, dearness allowance is given twice every year to the central government employees – from January to June and from July to December – calculated on the basis of the All India Consumer Price Index of Industrial Workers Base Year 2001=100.

The most recently released AICPIN points for the month of June have increased by two and now stands at 246. Since the AICPIN points have increased by two, the dearness allowance percentage arrived at 107.25, is to be calculated, after ignoring the decimal points, as 7%. This will be officially announced by the Central Government after approval of Unionn Cabinet committee in the month of September.

The last two installments, 10% dearness allowance was being paid to the employees. Many wonder why it has come down to 7% this time. There are two main reasons for this, one is AICPIN points, and another is the method of calculating DA. One has to also keep in mind the fact that dearness allowance of 10% was also given based on the same calculations.

The fact is, the next two additional dearness allowances (Expected DA from January 2015, and expected DA from July 2015) are not likely to cross 5%.

Consumer Price Index for Industrial Workers (CPI-IW) June, 2014

The All-India CPI-IW for June, 2014 increased by 2 points and pegged at 246 (two hundred and forty six). On 1-month percentage change, it increased by 0.82 per cent between May, 2014 and June, 2014 when compared with the rise of 1.32 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 1.37 percentage points to the total change. At item level, Rice, Fish Fresh, Goat Meat, Poultry Chicken, Milk, Onion, Potato, Tomato and other vegetables, Sugar, Cigarette, Electricity Charges, Bus Fare, Barber & Tailoring Charges, Toilet Soap, etc. are responsible for the increase in index.

However, this increase was restricted to some extent by Wheat & Wheat Atta, Edible Oils, Fruits, Soft Coke, Medicine (Allopathic), etc., putting downward pressure on the index. The year-on-year intlation measured by monthly CPI-IW stood at 6.49 per cent for June, 2014 as compared to 7.02 per cent for the previous month and 11.06 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 5.88 per cent against 7.66 per cent of the previous month and 14.86 per cent during the corresponding month of the previous year.

At centre level, Goa, Mudurai. Vishakhapathnarn. Bengluru and Kodarma recorded the maximum increase of 6 points each followed by Ahmedabad and Hubli Dharwar (5 points each). Among others, 4 points rise was observed in 8 centres, 3 points in 11 centres, 2 points in 16 centres and 1 point in another 16 centres. On the contrary, a decline of 8 points was reported in Giridih, 2 points each in Yamunanagar  and Sholapur, and 1 point in 5 centres. Indices of remaining 12 centres experienced no change. The indices of 36 centres are above and other 42 centres are below national average.

The next index of CPI-IW for the month of July, 2014 will be released on Friday, 29 August, 2014. The same will also be available, on the office website www.labourbureau.gov. in.

The National Secretariat of the Confederation of Central Government employees and workers places on record its appreciation over the efforts of the Staff Side, JCM, National Council in preparing and submitting the memorandum to the 7th Central Pay Commission, which has received the widest acceptance and admiration of the Central Government employees. Since the last date for submitting the Department-specific memorandum has been got extended by your efforts uptill 31st July, 2014, the first phase of our endeavour and interaction with the 7th CPC will come to a conclusion in a few days’ time.

While answering to a question in Lok Sabha on 16th July 2014 about misuse in availing Leave Travel Concession by the Central Government employees, Dopt Minister said that the “Department of Personnel & Training (DoPT) had received a letter from Central Vigilance Commissioner addressed to Cabinet Secretary regarding irregularities and misuse in availing Leave Travel Concession (LTC) by the public servants in the Central Government, its Public Enterprises (PSEs) and Public Sector Banks, in violation of the guidelines.

The matter is being investigated by CBI.

Government of India formulates the policies and schemes keeping in mind the various service requirements of the employees and their welfare. Various Ministries/Departments & other agencies of the Government of India are responsible for the proper implementation of these policies. These policies are reviewed from time to time and also amended when situation demands.

In case of Leave Travel concession if any fraudulent claim is made, the irregularities are looked into in terms of Rule 16 of the CCS(LTC) Rules, 1988 and disciplinary proceedings are initiated against the Government servant on the charge of preferring a fraudulent claim which may result in imposition of the any of the penalties specified in Rule 11 of CCS (Classification, Control and Appeal Rules), 1965. If found guilty, the Government servant shall not be allowed the next two or more sets of LTC in addition to the sets already withheld during the pendency of the disciplinary proceedings”.
