Dear Comrades,
Hope all the affiliates organized/planned to hold protest demonstrations in this week against the betrayal for NDA Government.

Go far a hectic campaign against the NDA Government’s attitude towards the Government employees and shameful backed out from the commitment given by the Group of Ministers on 30th June 2016.
Copies of the letter written to Shivgopal Mishra, the so-called leader of Central Government Employees by Confederation of Central Government Employees & Workers (CCGEW), National Federation of Atomic Energy Employees (NFAEE) and All India Defence Employees Federation (AIDEF) are attached herewith.
All Affiliates are requested to popularize the stand taken by the Confederation and Federations of various sections of employees and built unity among the employees.

Also appeal to all affiliates to participate actively in the joint protest programme being organized by Confederation of Central Government Employees & Workers across the country.

Sub:  Cabinet decision on 3rd May 2017 related 7th CPC - Reg. Another gimmick by the Modi Government

Dear Comrades,
A press communique was issued by Ministry of Finance on 3rd May 2017 with a caption "Cabinet approves modification in the 7th CPC recommendations on pay and pensionary benefits." Copy of the said communique is attached.

But in the said communique nowhere it was mentioned about any modifications in the recommendations on pay. It contains only two subjects, Revision of pensioners of pre - 2016 pensioners and family pensioners and Disability Pension for Defence Pensioners. The communique is left with half information with regards to pre 2016 pensioners as it was not clarified how the pension is going to regulate.

The attempt of the Government is to create confusion among the Central Government Employees in general and the Public at large, as the Confederation of Central Government Employees & Workers has been announced its next course of action to hold dharna in front of the house of Finance Minister Arun Jaitely's New Delhi on 23rd May 2017.

We can also expect statements from the so called NJCA leadership to congratulate the Government and may even claim because of their effort only the Cabinet too decision on pre - 2016 pensioners (or inaction?).
Beware of such leaders and the Government's attitude and ensure grand success of the Dharna on 23rd May 2017 at Delhi and in all units as per the call from Confederation of Central Government Employees & Workers. Be ready for Dharna

Sub: Note on 7th CPC recommendations on Allowances. Reg

Sir,
It is understood that the Committee on Allowances constituted by the Government hold a preliminary meeting with National Council (JCM) Standing Committee on 1st September 2016. In the meeting the staff side representatives presented their views on various allowances and decided to submit a detailed note and to hold further meeting.

In this context, National Federation of Atomic Energy Employees (NFAEE) which represents the entire non gazetted employees under Department of Atomic Energy (DAE) would like to submit the note attached with this letter contains the views on various allowances.

The 7th Central Pay Commission, in its report referred about 196 Allowances and recommended to:
  • Abolish certain allowances
  • Subsume with certain allowances
  • Certain allowances are merged as single allowance)
  • While considering Department specific Allowances, some of them are considered and certain other allowances has not referred/mentioned
Under this circumstance we feel the Committee should review the every comments recorded by the Pay Commission on Allowances. Similarly the Committee on Allowance also should consider various allowance, especially Department specific which are not considered by the CPC and not recommended neither to abolish or subsume nor enhance.

However we prepared the note attached herewith is directly related to the employees of Department of Atomic Energy in which some allowances are common in nature and others are Department specific. Following Allowances are linked with various categories of DAE Employees.

b. Transport Allowance
c. Dearness Allowance
d. Overtime Allowance
e. Night Duty Allowance
f. National Holiday Allowance
g. Dress Allowances
h. Nursing Allowance
i. Hospital Patient Care Allowance (HPCA) & Patient Care Allowance (PCA).
j. Children Education Allowance
k. Family Planning Allowance
l. Cash Handling And Treasury Allowance
m. Fixed Conveyance Allowance
n. Fixed Medical Allowance
o. Unreported Allowances
B. AREA SPECIFIC ALLOWANCES.
a. Special Compensatory (Hill Area) Allowance.
b. Special Duty Allowances
c. Tribal Area Allowance
C. DEPARTMENT SPECIFIC ALLOWANCES.
a. Update Allowance
b. Qualification Incentive Scheme (QIS)
c. Nuclear Research Plant Supporting Allowance (NRPSA)
d. Risk & Hardship Matrix
Further we request you to arrange a meeting with the office bearers of NFAEE to present our views in person, especially about the Allowances which are related to the employees of Department of Atomic Energy.

Subject:- Submission of Memorandum to the 7th Central Pay Commission.
Sir/Madam,

 I, Jayraj. K.V, on behalf of twenty seven unions and association affiliated  with the National Federation of Atomic Energy Employees (NFAEE) representing more than 20,000 Employees of Department of Atomic Energy (DAE) submit here-with one copy of memorandum for consideration of the 7th Central Pay Commission.

NFAEE requests the Pay Commission to review the entire scenario and recommend Interim Relief as suggested in the memorandum submitted on behalf of all Organisations of Central Government Employees by the Steering Committee of JCM Constituents.

We hope that the submissions made in our memorandum, based on the factual figures and facts, would receive due consideration of the Pay Commission and the recommendations made would be such as would bring about a feeling of ‘felt fair’ amongst the Central Government Employees in general and the employees of Department of Atomic Energy in specific.

 I hereby further request the Pay Commission to give NFAEE an opportunity to give oral deposition to the Pay Commission in support of our memorandum and to respond to the points being placed before the Pay Commission by the Government/ Department
