Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has issued any directives/guidelines to all the State Governments and Union Territories to fix

the salary of nurses who are working in private sector, if so, the details and current status thereof;

(b) whether the Government has received implementation reports from the concerned State/UT Governments in this regard, if

so, the details thereof and if not, the reasons therefor; and

(c) the steps taken/being taken by the Government for urgent implementation of the said directives/guidelines?

(a): Hon’ble Supreme Court vide judgement dated 29th January, 2016 in Writ Petition (C) No.527/2011 directed Ministry of

Health and Family Welfare to look into the grievances of nurses working in private hospitals/ institutions by forming a committee. Accordingly, Ministry of Health and Family Welfare constituted a committee in February, 2016. The Recommendations of the committee relating to salary and working conditions of nurses working in private hospitals /

institutions have been sent to all States/UTs for making legislation/guidelines in this regard.

(b)& (c): A number of State Governments have already initiated action in the above matter. Health being State subject, it is for the concerned State Governments to make legislation / guidelines for the purpose

Sub: Setting up of NPS oversight mechanism

Timely credit of deduction made from the salary of Central Government employees towards their contribution to NPS along with the Government contribution is of paramount importance for availability of due and timely returns thereon towards generation of pension corpus. Department of Expenditure vide their letter no. 1(24)/EV/2016 dated 02.07.2019 has desired setting up of an oversight mechanism to ensure oversight over the NPS contributions crediting. Accordingly, Board has decided that monitoring Committees, comprising of the following officers may be formed on each Railway/Unit:

1. FA&CAO in charge of NPS - Convener
2. Dy. CPO in charge of Bills & Settlement - Member
3. Dy. FA&CAO in charge of NPS - Member
4. The Committee shall be responsible for the following actions:

i. Ensuring that the contributions of employees and the Government are credited without delay to the NPS financial architecture both in case of existing employees and employees newly recruited from time to time and the existing system and procedure being followed for the purpose shall be monitored effectively to ensure that no delay in credit of the contributions takes place.
ii. Ensuring that in case any grievance by any employee is received in regard to delay in credit of contribution, either directly from the employee or through PFRDA, the same has been looked into and disposed of in a manner to the satisfaction of the concerned employees.
iii. Any other matter as having a bearing on the issue of crediting/remittance of NPS contributions.
iv. The Committee shall devise its own mechanism as also appropriate checks and balances to ensure that NPS contributions are credited on time in respect of all employees under NPS system.
v. The Committee shall meet at least once in 3 months to review the progress and in case any slippages are notices, it shall take immediate corrective action. However, the concerned Principal FA and Pr. CPO shall keep a watch over the progress on a regular basis.

The Committee shall oversee implementation of the NPS system as per action points brought out above and send status report on quarterly basis by 5th of the month following each quarter (i.e.. 5th April, 5th July, 5th October and 5th January) highlighting the result of the monitoring with concluding remarks whether the NPS contributions are being credited on time and in case of any slippages, the details of action taken for the same.

The names of the officers nominated in the Committee may be advised to Railway Board along with their mobile no. and email id. latest by 25th July, 2019.

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh gave appointment letters to the candidates selected on the basis of compassionate grounds in Department of Personnel & Training (DoPT), here today. The Secretary, Department of Administrative Reforms & Public Grievances and Department of Pensions, Shri K. V. Eapen and senior officers of the Ministry were also present on the occasion. The letters were presented to 9 such candidates selected for appointment as MTS in DoPT.

Speaking on the occasion, Dr Jitendra Singh said that the Government has a system of compassionate appointments where employment is given to the dependents of the deceased Government servants who have died before reaching their retirement. The appointments are given to the most suitable applicants based on their penury conditions and to support their livelihood. He expressed happiness and satisfaction that this pending process has been completed by DoPT. The Minister said that this is a human issue and this step will help these families in meeting their livelihood needs. He added that 18 such vacancies were there, out of which 9 have been selected and given appointment letters today. He conveyed his wishes to the candidates and encouraged them to work hard to contribute to the Government system.

The last such appointment was made during the year 2014 against the vacancies that occurred for the year 2011. Present appointments are being made for the vacancies that occurred since the year 2012 and onwards. In total, 18 vacancies occurred during these years, for which 18 applications were received. Accordingly, in order to ensure that appointment on compassionate ground should go only to the most deserving dependents, a Sub-Committee was constituted to physically verify their penury conditions. The Sub-Committee had submitted its report on 03.05.2019. Finally, the Screening Committee met on 15th May, 2019 to assess the suitability of the applicants on the basis of the Guidelines on Compassionate appointments. The Screening Committee also considered the report of the Sub-Committee and recommended 09 most suitable applicants for appointment to the post of MTS on compassionate ground against vacancies that have arisen since 2012.

Thus, a very important long pending issue of appointments on compassionate ground in DoPT has been resolved within a very short span of time for which the bereaved families of the deceased employees were waiting for last 7 years.

The central government is mulling not to form any Pay Commission for increasing salaries and allowances of central government employees and and pensioners in future.

No new commission may be formed in future for increasing salaries of central government employees, a reliable source from Finance Ministry on condition of anonymity.

“The government is going to take a policy decision in this regard,” the source told our reporters.

Presenting an idea about the alternative arrangement, he said that the 7th Pay Commission recommended that the pay matrix may be reviewed periodically without waiting for the long period of ten years. It can be reviewed and revised on the basis of the Aykroyd formula which takes into consideration the changes prices of the commodities that constitute a common man’s basket, which the Labour Bureau at Shimla reviews periodically.

The Pay Commission also suggested that this should be made the basis for revision of that pay matrix periodically without waiting for another Pay Commission.

So, it will not be necessary to form a new pay Commission after every 10 years for central government employees and pensioners and whether any change is required regarding pay and allowances would be made considering inflation.

Food and Agriculture Organisation (FAO)’s first director and Nutritionist Wallace Rudel Aykroyd has formulated his recommendations on the basis of requirements of foods and clothes for a person. He took into consideration the factor related to price changes in commodities affecting the living of common man.

The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the extension of the term of the commission constituted under Article 340 of the constitution to examine the issue of Sub-categorization within other Backward Classes in the Central List by six months beyond 31st July, 2019 and upto 31st January, 2020.

Benefits

The proposed extension of tenure shall enable the “Commission” to submit a comprehensive report on the issue of sub-categorization of OBCs, after consultation with various stake holders.

DELAY IN HANDING OVER OF ECHS SMART CARD TO ECHS BENEFICIARIES

Please refer to Central Organisation, ECHS letter No B/49711-IT/AG/ECHS dated 13 Sep 2018. (Copy enclosed).

The procedure of dispatching the 64 Kb ECHS Cards by the Card making company and their distribution by respective station HQ’s was given vide a/m letter. As on 17 Jul 2019, the card making company has printed and dispatched 8,33,468 cards to various station HQ’s through respective Regional Centres. It is seen that only 4,11,948 cards have been physically handed over by the station HQ’s to the beneficiaries. This shows that the rate of distribution by most of the station HQ’s is very low. This has led to dissatisfaction amongst the ESM.

In view of the above, it is requested that suitable instruction be passed to Station HQ’s under your justification to handover cards on priority and clear the backlog.

The undersigned is directed to refer to the recommendation at para 10.29 of GDS Committee report and this office O.M. No. 17-31/2016-GDS dated 25.06.2018 regarding implementation of recommendation of One Man Committee on wages and allowances of GDS:-

•    As per Para 2.1 of Department of Post O.M. No. 17-31/2016-GDS dated 25.06.2018 the working hours of all GDS (BPM/ABPM) have been revised to 4 and 5 hours depending upon the TRCA slab. Hence, the working hours of all Branch Post Offices is to be revised to minimum 4 hours and maximum to 5 hours.
•    Further, all GDS Branch Post Offices should remain open and conduct business for 4 Hours and 5 Hours, as per the TRCA slab of the BPM.
•    All Heads of Circles are therefore requested to ensure that working hours of all the BOs have been revised suitably and send a compliance report to the Directorate on or before 30.08.2019.

Expressing satisfaction over this landmark moment, Union Minister for Home Affairs, Shri Amit Shah congratulated Prime Minister Narendra Modi for fulfilling his commitment and ensuring that a law is made to ban Triple Talaq.

The Home Minister also congratulated Muslim women by saying, “On the passage of this Bill, I congratulate the Muslim sisters across the country on getting rid of the Triple Talaq curse. This act will free Muslim women from the curse of this regressive practice”

Shri Shah said that the Modi government is dedicated to protecting women’s rights and ensuring their empowerment. This bill is a historic step to protect the dignity of Muslim women and keep it intact. It will bring a new era of hope and respect in the lives of Muslim women. From now on, the door to unlimited possibilities will open for Muslim women and they would now be able to play an effective role in the creation of ‘New India’.

“Today is a great day for India’s democracy. I thank all parties who supported this historic bill”, Shri Shah said while thanking all the members of Parliament.
