In pursuance of the decision taken by the Government, the issue was consulted with Department of Expenditure, Ministry of Finance and it has been decided to restore the Special Allowance @ 10% of the Basic Pay to teaching staff of Oak Grove School, Jharipani with effect from 1st July, 2017. This allowance is not admissible to non-teaching staff.

This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

During discussions with the Financial Commissioner (Railways) at Rail Bhavan, New Delhi, following pending issues were brought to her notice by NFIR for taking immediate action:-

  • Payment of Special Allowance to Stock Verifiers who were posted from the cadre of JAA on passing Appendix IV A (IREM Examination) - NFIR's PNM Item No. 22/2012
  • Grant of one time relaxation for promotion against DR quota Vacancies of Accounts clerks to the eligible erstwhile Group 'D' staff of Accounts Department - NFIR PNM Item No. 30/2012.
  • Implementation of commitment given to the Federation on NFIR's PNM Item No. 15/2013 during separate meeting held with the Member Staff and FC for granting stepping up of pay to the SSOs (Accounts) w.e.f. 01/01/2006 at par with their Junior (non-qualified)
  • Implementation of 7th CPC recommendations for grant of GP 5400 to SSOs w.e.f. 01/01/2016. Correspondence between Railway Ministry and DoP&T/ MoF and back references continued - Accounts staff disappointed over abnormal delay.
After discussion on the above, FC has assured to take action on each item for quick finalization. She also assured to discuss with MoF /DoP&T on items (iii) and (iv).

The Federation also met Member Staff today at 9th December, 2019 and explained the necessity to take personal initiative for securing clearance for upgradation of 75% posts of Supervisors to GP 4800/Pay Level-8. Member Staff has assured to personally pursue even by reaching North Block (DoP&T/MoF).

Sir,
The undersigned is directed to refer to your letter No. 1/5(g)/2019 dated 10.10.2019 on the subject noted above. In this regard it is stated that the issue regarding extending the benefit of LC Gate Allowance to Gatemen (now Track Maintainers) manning the Traffic Gates at par with the Gatemen (now Track Maintainers) manning the Engg. Gates is under consideration in Board's office in consultation with Ministry of Finance. A consolidated proposal in respect of payment of Special Allowance to the traffic Gatemen deployed to work on Level Crossing Gates (LC Gate) alongwith an another proposal has been sent to Ministry of Finance (MoF) vide U.O. dated 16.08.2019. However, no reply has since been received from Ministry of Finance so far.

MHRD issues orders for revision of allowances of teachers, equivalent academic cadre, Registrars, Finance Officers and Controller of Examinations in the Universities and Colleges as per the Recommendations of Seventh Central Pay Commission

The much awaited orders on revision of allowances and special allowances for teachers and equivalent academic cadre, Registrars, Finance Officers and Controller of Examinations in Central Universities and Colleges there under have been issued by the Ministry of Human Resource Development. This also includes centrally funded Deemed to be Universities.The orders come into force with immediate effect.

The revised special allowance per month for Vice Chancellor, Pro-Vice Chancellor, Principal in PG College and Principal in UG College are Rs. 11,250/-, Rs. 9,000/-, Rs. 6,750/- & Rs. 4,500/- respectively.

This is likely to benefit 30000 teaching and equivalent staff in Central Universities and 5500 in Deemed to be Universities.

This will serve as a bench mark for 7 lakh teachers in State Universities.

Federation desires to invite attention of the Railway Board to the letters cited under reference relating to the NFIR's PNM agenda Item No.1-B/2012.

During NFIR's PNM meeting held with the Railway Board on 13/14-11-2017, the Official Side through Action Taken Statement on the agenda item conveyed that the advice of Ministry of Health & Family Welfare in the matter was still awaited and reminders have also been sent on 26/04/2017 and 11/10/2017 to ascertain the date of enhancement of the Allowance to Rs. 360/-p.m. from Rs. 120/- p.m.

Federation is surprised to note that though the instructions have since been issued by the Board revising the rate of Special Allowance, renamed as Operation Theater Allowance to the Nursing Personnel working in the specialized areas in the Railway Hospitals under the Ministry of Railways to Rs.540/- p.m. w.e.f. 1st July 2017, vide Board's letter dated 27/12/2017, unfortunately the said letter does not mention NFIR's PNM agenda Item. There is, therefore necessity to issue amendment to Board’s letter dated 27/12/2017.

Further to above, Federation desires to mention that the question relating to enhancement of Special Allowance from Rs.120/- p.m. to Rs.360/-p.m. pursuant to implementation of 6th CPC recommendations, is still unanswered and payment not arranged with back date.

NFIR,therefore, requests the Railway Board to issue corrigendum to Board’s letter dated 27-12-2017 for enhancement of Operation Theater Allowance from Rs.120/-p.m to Rs.360/- p.m also with retrospective effect, duly citing NFIR's PNM agenda item.

Federation may be kept advised of the action taken in the matter.

Consequent upon the decision taken by the Government of India on the recommendations of the 7th Pay Commission, the President is pleased to revise the rate of Operation Theatre allowance (Special allowance renamed as Operation Theatre allowance) from Rs.360/-per month to Rs.540/- per month to the Nursing Personnel working in the following specialized areas in Central Government Hospitals / Institutions under the Ministry of Health &Family welfare

a. All Major Operation Theatres.
b. All Intensive Care Units / Intensive Care Treatment areas
c. Coronary Care Units /Cardiac Catheterization Laboratories
d. Dialysis Unit/ Ward and Transplant Units/ Wards
e. Intensive Care Units for Burns
 f. Tetanus Wards and Rabies Wards
g. Paediatric Nursery/ Neonatal Units

Operation Theatre allowance admissible to nursing personnel is subject to the following conditions:

i. The allowance shall be paid to the nursing personnel for such period only when the concerned staff is actually working in the specified areas. The minimum period for working in the specialized areas will be two to three years.

ii. No Nursing Officer with less than one year of service is to be posted. for duty in these areas.

iii. This allowance is restricted to 35% of  the total staff strength of nursing staff of any hospital/ Institution.
3. The revised rates of allowances shall be admissible with effect from the 1st of July, 2017.

4. This issues with the approval of Deptt of Expenditure vide ID No.A.27023/1/2017/E.II.B(7th CPC)/Pt. dated 14.09.2017.

Sub: Revision of rates of Special Allowance payable to Parliament Assistants.

The undersigned is directed to say that consequent upon the decision taken by the Government on the recommendations made by the 7th Central Pay Commission, the President is pleased to enhance the rates of Special Allowance payable to those wholly engaged in Parliament work during Parliament session by 50% from the existing levels of Rs. 1500/- and Rs. 1200/- payable to Assistants and UDCs respectively to the level of Rs. 2250/- and Rs. 1800/-.

2. The above limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. No separate instructions on this count would be required.

3. The allowance will be admissible at full rates for every calendar month in which the Parliament is in Session for at least 15 days in that month. For month with shorter periods, the allowance will be admissible at half the rates prescribed for the full month.

4. The allowance will be admissible during the period of regular leave.

5. Normally, the allowance will be admissible to only .one Parliament Assistant in a Ministry. Where a Ministry considers it necessary to engage more than one Parliament Assistant on full time Parliamentary duty, the prior approval of this Department will be necessary. Such additional staff will also be entitled to the Special Allowance mentioned above according to the status he/she enjoys. Where this Ministry has agreed in the past to the engagement of more than one Parliament Assistant for Parliamentary work in any Ministry, this Ministry's approval need not be obtained afresh.

6. No Overtime Allowance shall be paid to Parliament Assistants for the calendar months in which the Parliament is in Session.

7. The Special allowance referred to above will be classified as "Other Allowances"

8. These orders shall take effect from 01.07.2017.

Kind attention of Railway Board is invited to the above cited references relating to grant of Special Allowance to Nurses working in Operation Theatre/ Intensive Care Unit in Railway Hospitals.

NFIR also brings to the notice of Railway Board that the Ministry of Finance vide Resolution No 11-1/2016- IC dated 06th July 2017 has decided for retention of Operation Theatre Allowance and enhancing the Allowance from Rs. 360/- to Rs. 540/- p.m. with effect from 01/07/2017. Pursuant to the said decision, the Nursing Staff in Railways who are working in Operation Theatres/Intensive Care Units are entitled for payment of Allowance w. e. f. 01/09/2008 as per the rates prescribed/revised," at the rate of Rs 540/- p. m w. e. f. 01/07/2017. According to the Ministry of Finance Resolution dated 06th July 2017 the Allowance allowed prior to 01/07/2017 was Rs.360/- p.m.

NFIR also desires to remind that pursuant to discussion in the PNM meeting (Item No. 1-B/2012), the Railway Ministry had recommended to Ministry of Health and Family Welfare who in turn had sent proposal to Ministry of Finance (Department of Expenditure) for their concurrence. As the matter has since been settled Pursuant to MoF's Resolution dated 06th July 2017, those Nursing Personnel working in Operation Theatres/Intensive Care Units are required to be paid this Allowance w.e.f 01/09/2008 as per the rates prescribed/revised from time to time.

As the NFIR PNM Item is pending since last five years, it is urged to expedite action and accord approval for payment of Allowance.

Subject:- Implementation of the recommendations of Seventh Central Pay Commission relating to Headquarters Special Pay/Special Allowance admissible to officers of the Organized Group 'A' services on their posting in their respective Headquarters - reg.

This Department's OM No.2/22(A)/2008-Estt(Pay-ll) dated 3rd September, 2008 provided for rates of Headquarters Special pay/ Special Allowance admissible to officers of the Organized Group 'A' services on their posting in their respective headquarters.

2. As provided in para 7 of Ministry of Finance (Department of Expenditure)'s Resolution No.1-2/2016-IC dated 25th July, 2016, the matter regarding allowances (except Dearness Allowance) based on the recommendations of the 7th Central Pay Commission (CPC) was referred to a Committee under the Chairmanship of Finance Secretary and until a final decision thereon, all allowances have been paid at the existing rates in the existing pay structure.

3. The decision of the Government on various allowances based on the recommendations of the 7th CPC and in the light of the recommendations of the Committee under the Chairmanship of the Finance Secretary has since been issued as per the Resolution No.11-1/2016-IC dated 6th July, 2017 of Department of Expenditure.

4. As mentioned at SI.No. 76 of the Appendix-II of the said Resolution dated 6th July, 2017, the recommendation of the 7th CPC for abolition of Headquarters Allowance has been accepted by the Government and this decision is effective from 1st July, 2017. Accordingly, the President is pleased to abolish the Headquarters Special Pay/ Special Allowance in respect of officers of the Organized Group 'A' services on their posting in their respective Headquarters.

5. Accordingly, the entitlement and payment of Headquarters Allowance is discontinued from the salary of the month of July, 2017. A copy of Department of Expenditure's OM No.29/1/2017-E.II (B) dated 11th July, 2017 on Payment on account of discontinued allowances is enclosed for reference.
6. In so far as persons serving in the Indian Audit & Accounts Department are concerned, these orders issue after consultation with the Comptroller & Auditor General of India.

Consequent upon the decisions taken by the government on the recommendations of the Seventh Central Pay Commission relating to revision of allowances, the President is pleased to decide that Senior Supervisors of workshop cadre (whether working in workshops or PCO) when deputed as Chief Safety Officers/Safety Officers may be granted Special Allowance @ 6 percent of Basic Pay.

2. The revised rate of allowance shall be admissible with effect from the 1st July, 2017.

3. All other terms and conditions envisaged in Board's letter No. E{P&A)I-2008/SP- 1/WS-1 dated 04.07.2008 shall remain unchanged.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Reg: Staff - Payment of Bonus - As per Bonus (Amendment), Act 2015. For the Year 2016-17.

Payment of Bonus Act was amended recently. As per the amended provisions the ceiling on salary and wage has been increased from Rs.10000/- to Rs.21000/- per month. As such, employees whose salary/wage does not exceed Rs.21000/- per month are now eligible for bonus.

It has been decided to pay Bonus at the rate of 8.33% of salary to all the eligible employees for the period 01.04.2016 to 31.03.2017.

Salary for this purpose includes 1) Basic pay (including FPP & PQP) 2) Special Pay 3) Dearness Allowance

4) Special Allowance with DA only.
All the branches / offices may note to disburse the Bonus to all the eligible employees as per the procedure given here under:

Tentative list of eligible employees together with Bonus Calculation as per the data extracted from HRMS shall be provided to all Zones.

Zonal Offices should get the data verified and confirm the correctness of eligibility and amount of Bonus paid and payable.

For any modifications required to be undertaken in the list, Zonal Office should submit the details to HO with suitable justification

On receipt of the "Branch-wise difference and addition of Bonus payable details - as per the format given in Annexure-IV" from the Zonal offices, the Bonus Amount will be credited to the "Cheque Proceeds Account" of the Zonal Office for onward distribution to branches.

Branches should enter details of Bonus paid in the Bonus Register for verification by the Labour Department Officials.

The entire exercise of verification of calculation and Payment of Bonus to eligible employees should be completed by 25.09.2017.

All the salary disbursing authorities are advised to go through the contents of this circular carefully and adhere to the stipulations mentioned without any deviation.

Subject: Recommendations of the Seventh Central Pay Commission - implementation of decisions relating to Special Allowance for child care for women with disabilities.

Consequent upon the decision taken by the Government on the recommendations made by the Seventh Central Pay Commission for providing extra benefits to women employees with disabilities especially when they have young children and children with disability, the President is pleased to issue the following instructions:-
(i) Women with disabilities shall be paid Rs.3000/-per month as Special Allowance for Child care. The allowance shall be payable from the time of the child's birth till the child is two years old.
(ii) It shall be payable for a maximum of two eldest surviving children.
(iii) Disability means a person having a minimum Disability of 40% as elaborated in Ministry of Welfare's Notification No. 16- 18/97-NI.I dated 1.6.2001 and amended from time to time.
(iv) The above limit would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%.
2. These orders shall be effective from 1st July, 2017.

3. Insofar as persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and auditor
General of India.

Sub: Grant of Special Allowance @ Rs.1000/-p.m. to staff of Cash & Pay Department (Senior Cashier/Head Shroff) on their posting as Accounts Stock Verifiers in GP Rs. 4200/- on passing Appendix IV -A (IREM) Examination.

Attention is invited to Railway Board’s letter No. 2000/AC-II/20/23 (Vole) dated 16.09.2009 vide which surplus staff of Cash and Pay department working in GP Rs. 2400/- and upto Rs. 4200/v i.e. Jr. Cashiers/ Sr. Shroffs (PB-1 Rs. 5200-20200/GP Rs. 2400/-) and Sr.Cashiers/ Hd. Shroffs (PB-2 Rs. 9300-34800/ GP Rs. 4200/-) were allowed to be considered for the post of Account Stock Verifiers subject to Non-availability of Account Assistants and Jr. Account Assistants.

2. One of the Zonal railways has made a reference for extending the benefit of Special Allowance @ Rs.1000/-p.m. to Accounts Stock Verifiers, coming from Cash & Pay Department (Senior Cashier/Head Shroff) on the same analogy as has been allowed to Accounts Assistants after their becoming Accounts Stock Verifiers. The matter has been examined and it has now been decided to extend the benefit of Special Allowance @ Rs. 1000/-p.m. to those Accounts Stock Verifiers (PB-2 Rs.9300-34800 with GP 4200/-), who are coming from the category of Senior Cashiers/ Head Shroffs (PB-2 Rs.9300-34800 with GP 4200/-) of Cash & Pay Department on passing Appendix IV -A (IREM) Examination.

3. This Special Allowance will not be counted for fixation of pay on promotion as this allowance is for arduous job of Stock Verification.

4. This Special Allowance will also not be counted for DA, HRA and other Pensionary purposes.

5. These orders will be effective from the date of issue of this Order.

6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
