Sub: Information pertaining to Allowance payable to Officers/Staff of Railways – Para-wise views – reg.
Ref: Railway Board OM No. E (P&A) II-2014/Misc.3/7th CPC dated 20.10.2014.

Kindly refer our discussions on the subject of Pay Element and Running Allowances payable to Running Staff during the course of tendering oral evidence before 7th Pay Commission on 14th April, 2015.

We have explained in clear terms that the issues of Pay Element and Running Allowances have been dealt through bilateral negotiations between the Railway Ministry and Federations’ since the last several decades and hence the 7th CPC need not look into these aspects, although Railway Ministry has sent cetain details in this regard.

In this connection, the Federation furnishes below its comments on Railway Board’s OM dated 20/10/2014 for the appreciation of 7th CPC.

We also invite the kind attention of 7th CPC to the following minutes of PNM meeting of NFIR held with the Railway Board on 20th/21st December, 2014.

“NFIR PNM 8/2011: The staff side requested to withdraw the reference on Running allowances sent to 7th CPC as the Federation raised certain objections to the contents thereof”.

We therefore request the Hon’ble VII CPC to leave the Pay Element and Running Allowances subject to be dealt by Railway Ministry through discussions with the Federations.

Sub: – National Holiday Allowance – revision of rate – urged.

Pursuant to the recommendation of the Jagannadha Das Pay Commission contained in para 45 of Chapter XXXV, the Railway Board with the sanction of the President, had decided to compensate the Railway employees by additional payment, when they are called upon to perform duties on National Holidays every year. Instructions to this effect were issued by the Railway Board vide letter No.PC-60/HL-2/1 dated 10th August 1961, fixing following criteria for payment of additional pay:-

“Basic Pay as defined in Rule 2003 (21) (a) (i&ii) R-II and full Dearness Allowance (inclusive of Dearness Pay), Where the pay plus Dearness Allowance falls in between the two slabs, the rate for the next higher slabs shall apply”.

2. The Railway Ministry had also declared some more important days as “National Holidays” later on. In this connection, NFIR wishes to reiterate that initially additional pay was granted, to compensate to those Railway employees who in the exigencies of services are not permitted to avail National Holidays, by additional payment equal to 1 ½ times of the normal rate of pay plus DA thereon. At the same time, NFIR conveys that over the period of time not only the nomenclature but also the basis of National Holiday Allowance has been changed completely by the Railway Board without going into its genesis and has implemented the decision in most negative and unrealistic manner resulting less payment of National Holiday Allowance towards the so called compensation. There is wide variation between the original provision and the amount paid at present as National Holiday Allowance as can be seen from the following illustration:-

3. Incidentally, the Federation desires to mention that the Fifth Central Pay Commission in their recommendations to the Government of India had suggested payment of National Holiday Allowance at the rate of payment of Over Time Allowance.

NFIR, therefore, requests the Chairman, Pay Commission to consider the facts mentioned above and make suitable recommendations to the Government of India for upward revision of the National Holiday Allowance.

PROPOSED NEW PAY SCALES MINIMUM (AFTER MERGER) SUBMITTED TO 7TH PAY COMMISSION – INDWF

Oral evidence submitted by National Council(JCM) Standing committee and the VII CPC on 23.03.2015, 24.03.2015 and on 31.03.2015 respectively.

The JCM(NC), JCM Constitutents including INDWF jointly prepared the memorandum on pay Structure, Pay determination, Allowances, leave, women issues, LTC, TA/DA and Retirement benefits etc., on 30.06.2014. Similarly, on behalf of INDWF, we have submitted matters relating to Defence Civilian Employees on service matters on 28.07.2014.

Defence Federations were invited from 30th to 31st march, 2015. INDWF met the VII CPC on 31.03.2015 in the VII CPC office, New Delhi from 1030 HRs to 1200 HRs.

Proposed new pay scales after removal of existing Grade Pay Rs.1900, Rs.2400, Rs.4600 and Rs.8700 in order to reduction of pay scales from 19 to 14.

Subject: Utilisation of the facilities of Central Public Sector Enterprises (CPSEs)- Instructions regarding.
The undersigned is directed to refer to this Department’s OM of even number dated 22nd February, 2010 (copy enclosed) wherein Ministries/Departments were instructed to discontinue the utilization of the infrastructure of any Central Public Sector Enterprises (CPSEs) by the officers/staff in the Government Departments.

The Ministries/Departments are directed to issue instructions to all concerned for not utilizing the infrastructure of any CPSEs by the officers/staff in the Government Departments and that any such use shall attract suitable action against them. If, for any exceptional circumstances, any officer, for a bonafide purpose related with official duties connected with the CPSE entrusted to him, is required to utilize the facility from a CPSE, the Secretary in the Ministry/Department will authorize such usage for specific period after careful assessment of the situation. The above guidelines shall also to be applicable to use of facilities from autonomous organizations under the Government.

2. These instruction may be strictly complied by all the Ministries/Departments.

The undersigned is directed to refer to office memorandum No. 14/8/90-JCA dated 29.06.1990 and 14/8/86-JCA (Vol. III), dated 23.07.1987 regarding supply of uniform to certain identified category of group C&D employees and considering the request of All India CGHS employees Association on the above noted subject, it has been decided to pay Uniform Allowance in cash in lieu of uniform to entitled group C & erstwhile group D employees (now called group C) staff except nursing staff.

2. The scale of payment will be as under.

Money Order Service Continues with Addition of Online Money Transfer

The Department of Posts has denied some media reports that its Money Order service has been discontinued. The Money Order service continues to be available to the common man at the same service charge with the same facility of the money being delivered at the door step of the addressee. The Department in a clarification further said that this service had been made more reliable and fast by communicating information about the money to be transferred electronically between the booking and delivery post office. Thus, the money reaches faster to the addressee. The nature of service remains the same and it is also being called an electronic Money Order or eMO.

Department of Posts also has another service offering instant online Money transfer service called as Instant Money Order (iMO), where the receiver can receive payment in cash through Post Office.

IRCTC plans to reduce the payment transaction time about 1.5 to 2.5 minutes per ticket booking online

15% of online rail tickets booked from Bihar

Patna (PBNE): The Indian Railway Catering and Tourism Corporation (IRCTC) created a record on April 1 by booking about 13 lakh e-tickets on its site, www.irctc.co.in. Normally, 5 to 6 lakh tickets are booked online from the IRCTC site every day. Bihar has become a major state accounting for about 15% e-tickets being booked daily.

According to IRCTC manager Sandip Dutta, Patna and Darbhanga are the leading places in Bihar for booking e-tickets these days. Interestingly, Bihar and UP are the major states from where online tickets are being booked from rural areas yielding good revenue to the railways, he said, adding the maximum number of e-ticket service agents in rural areas are also in these two states.

Dutta said out of 13 lakh e-tickets booked on April 1, about 15% were from Bihar alone. About 1.5 lakh people in Bihar book e-tickets every day. Buoyed by the increase in the online ticket booking system, the IRCTC has planned measures to providing better services to its customers duly registered with its site www. irctc.co.in, he said.

Railways online ticket reservation through the IRCTC site has registered a big increase compared to about 40,000 bookings per day in 2008, sources said. According to sources, the IRCTC has been making all possible efforts to expand its network to other private sectors.

Confirming the rush for the IRCTC site for ticket booking either online or through SMS system, the IRCTC senior official said, “The IRCTC has managed to maintain its lead position in the domestic travel ticket bookings. But it is keen to make its portal a ‘one-stop shop’ for planning tours and other services,” he said. According to sources, the IRCTC, a Railways’ wing, has already become an agent of International Air Transport Association (IATA). The IRCTC has tied up with Air India and Jet Airways to provide services to passengers, sources said.

The IRCTC ticket business constitutes about 40% of its total revenue. It is also planning to reduce the payment transaction time which is about 1.5 to 2.5 minutes per ticket booking online.
