Subject: Recruitment to the post of Despatch Rider in the Ministry of Defence by Deputation and Absorption and Re-employment basis - regarding

The undersigned is directed to say that 10(ten) posts of Assistant(Excluded) in Level-7 of the Pay Matrix (Rs. 44,900- 1,42,400/-) is proposed to be filled up on deputation basis in the Ministry of Defence (Secretariat) initially for a minimum period of three years, from amongst the following:-

• Assistant Section Officers (erstwhile Assistant) of the Central Secretariat Service (CSS) in Level-7 of the Pay Matrix (Rs. 44,900- 1,42,400/-), or
• Senior Secretariat Assistants (erstwhile Upper Division Clerk) of the Central Secretariat Clerical Service in Level-4 of the Pay Matrix (Rs. 25,500-81,100/-) with ten years of regular service in the grade and who have undergone training in Cash and Accounts in the Institute of Secretariat Training and Management (ISTM) or equivalent training course conducted by any other training institution and possesses three years of experience in cash, accounts and budget work;
• Senior Auditors of Defence Accounts Department in Level-6 of the Pay Matrix (Rs. 35,400- 1,12,400/-);
• Auditors of the Defence Accounts Department in Level-5 of the Pay Matrix (Rs. 29,200- 92,300/-) with six years regular service in the grade;

2. In addition to the above, it may be noted that the period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/ Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall not exceed fifty six years as on the closing date of receipt of applications.

3. Applications in the attached proforma (Annexure-I) from willing and eligible officials and whose services can be spared, may be forwarded by the Employer/ Cadre Controlling Authority with duly filled-in certificate (Annexure-II) to this office within 45 days from the date of publication of the advertisement in Employment News along with attested photocopies of up-to-date APAR dossiers for the last five years. Application received after the due date or found incomplete will not be considered.

Subject: 3rd Cadre Restructuring of Central Secretariat Service (CSS) - reg.

The undersigned is directed to say that the Government had set up a Committee on Cadre Restructuring of Central Secretariat Service (CSS) in April 2013. The Committee submitted its Report in December 2013. The report of the Committee has been approved by Government.
2. Following decisions have been taken:

i) Creation of posts as under:

(a) 150 posts in the grade of Deputy Secretary in the Central Secretariat-75 posts each for Central Secretariat Service (CSS) and Central Staffing Scheme (CSt.S); As a one-time measure, 75 posts recommended for Central Staffing Scheme may also be filled by CSS officers and these posts would revert to CStS in tranches - 35 and 40 each in consecutive select list period i.e. from, 01.07.2017 to 30.06.2018 and from 01.07.2018 to 30.06.2019.

(b) 232 posts in the grade of Under Secretary in CSS on Desk pattern;

(c) 463 posts in the grade of Section Officer in CSS on Desk pattern.

(ii) These posts recommended to be created represent only a ceiling which is considered sufficient for the next 10 years and would actually be operationalized on receipt of proposals from Departments and on their examination by a Committee of Joint Secretaries of DoPT and Department of Expenditure.

(iii) The posts created at Section Officer and Under Secretary levels are to be operated on Desk Pattern. Operating the posts on Desk Pattern does not require conventional sections and much supporting staff.

3. All Ministries/ Departments viz., the cadre units of CSS are requested to send their requirements of the posts in the above mentioned grades with full justification and with the approval of the concerned Minister- in- Charge to this Department positively by 3rd October, 2017.

4. On receipt of the proposal from the Ministries/ Departments, the matter will be examined by the Committee comprising of Joint Secretaries of DoPT and Department of Expenditure. Based on the recommendation of the Committee, further action will be taken by this Department for the opertionalization / allocation of the posts amongst the Cadre Units.

5. To ensure timely action, the Cadre Units are requested to furnish the requisite information expeditiously and within the stipulated time frame.

ORDER

Approval of the President is hereby conveyed for promotion of 12 Section Officers of Central Secretariat Service (CSS) to Grade-I (Under Secretary) of CSS in PB-3 (Rs.15600-391 00) with Grade Pay of RS.6600/- purely on ‘ad-hoc’ basis for a period up to 31.12.2015 or till the posts are filled up on regular basis, or until further orders whichever is earlier. The ‘ad-hoc’ promotion is subject to the following conditions:

(i) The ad-hoc promotion shall not confer any right to continue in the grade indefinitely or for inclusion in the Select List for regular appointment or to claim seniority in the Grade I of the CSS.

(ii) Ad-hoc appointments may be terminated at any point of time without giving any reason there for.

(iii) The appointment on ad-hoc basis will take effect from the date of assuming the charge of the post of Under Secretary in the Ministry/Department to which the officer has been allocated.

(iv) The service rendered on ad-hoc basis in the Under Secretary grade would not count for the purpose of seniority in that grade or for promotion to the next higher grade.

(v) The appointment is subject to vigilance clearance in terms of DoPT’s OM No.22034/4/2012-Estt.(D) dated 02.11.2012 and other relevant instructions on the subject. The Ministry/ Department where the officer is working should relieve him/her or promote him/her only after verifying that no disciplinary proceedings are pending or contemplated against the officer.

(vi) The Officers, who have not undergone mandatory Level ‘0’ Training as enjoined in Cadre Training Plan for the CSS, will have to undergo the aforesaid training as per nominations made by this Department.

(vii) No request for retention of the Officers who are transferred on promotion would be entertained.

(viii) The officers who fail to avail ad-hoc promotion would not be considered for ad-hoc promotion for a period of one year from the date of issue of this promotion order.

(ix) Officers undergoing any training other than mandatory training under CSS (CTP) will not be allowed proforma promotion and the officer has to join the post to avail promotion. In this regard attention is invited to this Department’s O.M. No. 21/3/2015-CS.I(P) dated 19.3.2015.

2. The posting of officers on their promotion is as shown against their names in the Annexure to this OM. Allocation has been made in terms of the revised Rotational Transfer Policy for CSS Officers.

3. The Officers promoted vide this order will be required to join the allocated Ministries/ Departments by 30.11.2015 and failure to do so may attract punitive action by DoPT. It will also be incumbent upon the Ministry/ Department and the officer concerned not to draw salary beyond the stipulated date. If any Officer fails to join by the stipulated date, the promotion order is liable to be cancelled.

Officers covered in this order and presently on deputation should repatriate to the cadre immediately to avail promotion, failing which promotion order will be cancelled.

4. Notification appointing the officers will be issued by the Ministry/Department and a copy of the notification issued should be endorsed to this Department.

5. Web Based Cadre Management System: Promotion of officers have been reflected in the Web Based Cadre Management System. Accordingly, relieving/ joining of officers should be immediately updated in the Transfer module of the Web Based Cadre Management System hosted at cscms.nic.in. This is the responsibility of the nodal officers concerned.

Subject: Select List of Selection Grade (Deputy Secretary) of Central Secretariat Service (CSS) for the year 2011.
 
The competent authority has approved the recommendations of the DPC which met on 30.09.2015 to consider Officers of the Grade I of CSS for inclusion in the Select List of Selection Grade (Deputy Secretary) of CSS for the year 2011.

2. The Select List of Selection Grade (Deputy Secretary) of CSS for the year 2011 is at Annexure. The panel size for DSSL 2011 is 131. However, Officers in excess of the panel size have been placed in DSSL 2011 to fill up retirement vacancies that had arisen during the panel year 2011.

3. Two vacancies have been kept in respect of Sh. Niraj Kumar (CSL No. 4649-A) and Sh. S. Shankar (CSL No.4784) for further follow-up action.

3. The inclusion Of Officers in DSSL 2011 is subject to final outcome of Writ Petitions No. 6597/2012 and 3003/2013 pending before the Honourable High Court of Delhi and also subject to any Orders of any other competent Court in any connected matter.

Officers thank MoS DoPT for speedy promotions

A delegation of officers belonging to Central Secretariat Service (CSS) called on the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh, here today, to thank him and convey their gratitude for speedy disposal of their promotion cases leading to empanelment of as many 37 officers in one go to the post of Joint Secretary to the Government of India and consequent promotion of 27 officers to the level of Joint Secretary on in-situ basis.

Acknowledging their gratitude, Dr. Jitendra Singh congratulated them and reiterated Shri Narendra Modi Government’s resolve to make governance easy and at the same time make the environment work-friendly for the officers. The government is in favour of doing away with avoidable delays in promotions and empanelments so that the officers can work with enthusiasm and a positive frame of mind.

With the passage of time, Dr. Jitendra Singh said, the pressure on officers has increased because of the increased expectations on one hand and on the other hand increased scrutiny by public as well as media. But, instead of grudging this changing scenario we would have to learn to adapt to it and do our best because transparency and accountability are prime areas of emphasis of Shri Narendra Modi Government.

Meanwhile, in order to deal with the stress of the officers, Department of Personnel & Training (DoPT) has, of late, started a number of new measures including regular daily ‘Yoga’ for officers across the country from 1st of April. Similarly, the DoPT will also contemplate various steps to improve the facilities and privileges available to IAS Officers coming on deputation to union capital so that they need not find themselves at a disadvantage on account of issues related to transport facility, admission of their children in schools, etc.
Dr. Jitendra Singh said, the launch of “Digital India Week” by the Prime Minister on 1st July is also a step towards making the governance easy and reducing the file work pressure on the officers, besides also avoiding unnecessary delays or harassment to the common citizen.

The undersigned is directed to refer to this Department’s O.M. of even number dated 31.03.2015 on the subject mentioned above (uploaded on web-site www.persmin.nic.in –> DoPT –> Central Secretariat –> CSS –> Promotions –> Promotion (Regular) –> SO to US), and to say that Ministries/ Departments concerned were requested to furnish (i) complete CR dossiers, (ii) vigilance status, (iii) status of imposition of penalty, if any, (iv) ACRs! APARs disclosure certificate and (iv) personal information in respect of the officers as mentioned in Annexures I & II of the abovementioned O.M.

2. CR dossier and other requisite information in respect of large number of officers as mentioned in Annexure have not yet been received. It may be appreciated that this Department will be able to finalize DPC proposal only after information in respect of all officers has been received. To avoid any further delay, it is imperative that CR dossier and the requisite information is furnished urgently.

3. Ministries/ Departments concerned are therefore, once again requested to furnish complete and upto date CR dossier and other requisite information in respect of the officers as mentioned in Annexure in enclosed Proformae latest by 12.06.2015.

Central Secretariat employees have demanded removal of stagnation in Services and facilitation of timely promotions. A deputation of “Central Secretariat Services Forum” led by its Convenor, Shri D.N.Sahoo called on Dr Jitendra Singh, Minister of State Personnel, here today and thanked him for his positive and cooperative response to all their grievances in the past one year and expressed the hope that he would also find a way out to overcome the anomaly in Services which has been adversely affecting them for the last several years. They also handed over a memorandum to him.

Dr Jitendra Singh assured that the problems and grievances faced by the employees will certainly be resolved and observed that the Department of Personnel & Training (DoPT) had, on his instructions, sent a favourable proposal in support of their demands but there were certain technical queries from the Finance Ministry which are also in the process of being replied.

Dr Jitendra Singh said the Modi Government took over with a pledge for ‘maximum Governance, minimum Government’ and adopted several radical measures to simplify governance and provide a comfortable and work-friendly environment for its officials. It is in the same spirit that the officials of different Secretariat Services are also intended to be made comfortable and achieve a sense of esteem through timely promotion and befitting status in their service career, he added.

The members of the deputation submitted to Dr Jitendra Singh that as per the Central Secretariat Service Rules, promotion from Under Secretary to Deputy Secretary, for example, requires only five years of approved service in a total of about 30 years of service period but the irony is that several of the employees who have already put in 20-22 years of service are still awaiting promotion and many of them attain superannuation as Under Secretaries or even Section Officers. They said that since there is no financial implication involved and Dr Jitendra Singh has the reputation of being sympathetic to the cause of employees, it is hoped that their grievances will be addressed in the justify earnest.

Among the members of the deputation were S/Shri Pradeep Kumar Singh, R.P.Gupta, V.Sreekumar, Mrityunjay Jha, Ashok Kumar, Manoj Kumar Singh, Brajesh Sikka, Kumar Manoj Kashyap, R.P.Sati, Ujjwal Kumar and P.K.Sharma.

Promotion in the various grades of Central Secretariat Service (CSS) – clarifications in respect of officers on mandatory training regarding

Subject: Promotion in the various grades of Central Secretariat Service (CSS) – clarifications in respect of officers on mandatory training regarding.

The undersigned is directed to refer to the promotions made in various levels of posts in the Central Secretariat Service. In a few instances the officers promoted on ad hoc basis subject to the conditions mentioned in the respective orders, are on long term mandatory training. References have been received from various quarters for allowing promotion while on training.

2.As per FR 9(6)(b)(i), a Government servant may be treated as on duty during a course of instruction on training in India. Conditions for treating a period of training as duty are given in the Ministry of Finance OM No. F. 2(71)-Estt.III/60 dated the 3rd December, 1960. As the officer continues to be on duty during training and occupies a cadre post, the Ministry of Finance OM No. F. (17)-E.III(A)/78 dated the 14th March, 1978 provides that a Government servant while on training may be promoted to the next higher grade with effect from the date he would have been approved for promotion to the next higher grade, and all his seniors who are available and fit for promotion have been so promoted.

3.Training Courses under CSS (Cadre Training Plan) are linked to promotion, and are mandatory in nature. It has been decided that the CSS Officers who are promoted on ad hoc basis shall be permitted to submit their joining report for joining the promotional post during such training Courses. These officers shall be deemed to have assumed charge of the promotional post from the date of submission of their joining report. The Ministries/Departments may however check their vigilance status before issuing the orders.

4.This issues in consultation with the Establishment Division vide their Note No. 2/1/2015-Estt. (Pay-II) dated 12.03.2015.

Recommendations of the Cadre Restructuring Committee on Central Secretariat Service (CSS) 

The gist of recommendations of the Cadre Restructuring Committee on Central Secretariat Service (CSS)

i. Increase in the number of posts in the grades of Section Officer (SO), Under Secretary (US) and Deputy Secretary (DS)	Grade Addl. Posts recommended SO 463 U S232 DS 75* * 75 posts each in Central Secretariat Service and Central Staffing Scheme has been recommended.
ii. Re-introduction of Direct Recruitment in the grade of Lower Division Clerk (LDC)	Recommended in a limited manner restricted to an annual intake of 250 till a sustainable number of 2000 LDCs is reached over a period of years.
iii. Direct Recruitment (DR) element in Assistant Grade	Recommended to change the recruitment ratio in the Assistant grade from the existing 75 : 15 : 10 (DR : Seniority Quota(SQ): Limited Departmental Competitive Examination(LDCE) to 60 : 20 : 20 (DR: SQ: Examination).
iv. Creation/allocation of additional posts	On the recommendations of another Committee consisting of Joint Secretary (Pers), Department of Expenditure and Joint Secretary (AT&A), Department of Personnel & Training
v. Operating reserves in CSS	Change in reserves to 8% of SO and above level posts from 24% of US and above levels. Reserves to be operated in the Assistant grade.
vi. Introducing customized courses for fast track career progression in CSS and Central Secretariat Clerical Service	In place of the existing Limited Departmental Competitive Examination (LDCE) conducted through Staff Selection Commission/Union Public Service Commission up to SO level. Customized courses to be conducted through Indira Gandhi National Open University for promotion upto US level.  The courses will lead to BA & MA degrees.
vii. Lateral Entry of Central Secretariat Stenographers’ Service (CSSS) Officers in CSS at SO level	Graduate Steno Grade ‘C’/Personal Assistant with 5 years’ approved service may compete with Assistants to qualify the customized course for fast track career progression under 25% of vacancies arising in the SO grade.
viii. Liberalizing deputation guidelines to CSS Officers for deputation to Central Autonomous Bodies (CABs).	Provisions as available in Rule 6(2) of IAS (Cadre) Rules, 1954 for deputation may be made in CSS Rules with similar conditions. Deputation to CABs be allowed in relaxation or by making an exception to D/o P&PW’s instruction on immediate absorption. Deputation may be allowed upto 58 years of age, if the deputation organization is willing to take officers on deputation upto to this age.
ix. Encadrement of posts in Central Autonomous Bodies etc. in CSS.	Posts of generalist nature in the Central Autonomous Bodies may be encadred in CSS at DS/Dir levels on the recommendations of Ministry/ Department concerned. Ministries / Departments be asked to identify such posts in CABs under their administrative control for encadrement in CSS.
x. Encadrement of posts in CSS at JS level	Posts at JS level in organizations outside Central Secretariat including attached/ subordinate offices could be encadred in CSS, on the proposals made by the Ministry/ Department concerned. Such encadred posts would be in addition to the limit of 40 for JS(in-situ).
xi. Residency for promotion to Dir Grade	For promotion from DS to Director grade the eligibility condition be modified as under: “5 years approved service, failing which a combined approved service of 10 years in the grades of US and DS with not less than three years regular service in the grade of DS”
xii. Rotational Transfer Policy	Change in maximum tenure recommended upto US level.
xiii. Training of promottee Upper Division Clerks and promotee Assistants	Ministries/ Departments should conduct periodic training programmes in the core areas allocated to them and in noting and drafting.
xiv. Re-introduction of Direct Recruitment in SO Grade	Not recommended
xv. Increasing the number of post of Assistant	Not recommended
