Advance payment for the programme has to be paid directly to the organiser and reimbursement as admissible will be made after successful completion of Programme. On

Subject : – Promotion of Sports in Central Government Women Employees

Central Civil Services Cultural & Sports Board (CCSCSB) is the Central Agency for promotion of Cultural and Sports activities amongst Central Government employees. CCSCSB ensures larger and effective participation of the Central Government employees in the said activities for physical fitness and recreation. With these objectives in view, the CCSCSB holds Inter- Ministry and All India Civil Services in various sports disciplines.

It has been observed that participation of Women employees is very less in the Inter-Ministry Tournaments especially in team games such as Basketball, Volleyball, Wrestling, Cricket, Football, Hockey, Kabaddi and individual events i.e. Lawn Tenn is, Swimming, and Weightlifting & Power lifting.

In order to increase the participation of Women employees in the above games, CCSCSB is planning to orga nise Women Sports Awareness Programmes in various buildings of Ministries/ Departments located in Delhi.

The Board is also planning to organise Women Sports Meet in Nov/ Dec 2019 at Vinay Marg Sports Complex. The Central Govt. Women employees who are willing to participate can contact the following persons for the games mentioned against each . Also any Ministry/Department keen to organise women sports awareness programme in their building /office can contact the following persons.

Sub: Inter-Ministry Swimming Championship 2019 - 2020 - regarding.

Central Civil Services Cultural and Sports Board is organizing Inter-Ministry Swimming Championship 2019-2020 on 29th - 30th July, 2019 at Dr. Shyama Prasad Mukherjee Swimming Pool (Talkatora Swimming Pool), Mother Teresa Crescent Road, New Delhi. The Ministry / Department desirous to participate in the Tournament may send their entries in the prescribed performa (copy enclosed) along with the entry fee and photocopy of Identity Card of all the players. The entry fee for the single event is RS.30/- and for Team/ Relay Championship is Rs. 150/-.

Kindly note that there will be only one team from each Ministry, the Ministry may include in their team persons working in the attached and subordinate offices located at Delhi / New Delhi. All teams/individuals would be represented as part of Ministry's team only. Central Government autonomous organization like UPSC, Election Commission, C&AG's Office, Lok Sabha Secretariat, Rajya Sabha Secretariat, Cabinet Secretariat, President Secretariat, PMO etc. can send an independent team. The entries are to be sent through the Welfare Officer of the Ministry concerned.
An individual cannot take part in more than three individual's events. Competition will not be held where less than 4(four) entries are received both in team and individual event. In case, at any time, it is found that a player included in the team is not eligible, the team could stand automatically disqualified from the tournament.

No entry will be accepted unless accompanied with fee. The entry fee should be deposited only through online mode in the Boards account. Details of Board's account are as under:

  1. An Individual cannot participate in more than three individuals events
  2. All entries of the competition will be received only in the Sports Board no entries will be taken at the venue.
  3. Merit certificate will be issued at later date to be decided by the Board.
  4. Uniformed services/ Police / Para-Military personnel are not eligible. Ministries / Departments have to keep in view the above said instructions while forwarding the entries of their Ministry in the Tournament.
  5. In case, at any time, if it is found that a player included in the team is not eligible, the team could stand automatically disqualified from the tournament.

The Central Civil Services Cultural& Sports Board (CCSCSB) is the Central Agency for promotion of Cultural & Sports Activities amongst Central Government employees, CCSCSB ensures larger and effective participation of the Central government employees in the said activities for physical fitness and recreation. With these objectives in view, the CCSCSB holds Inter Ministry and All India Civil Services tournaments and CCSCSB teams of various sports disciplines participate in prestigious tournaments in the country.

It has been observed that there is a remarkable participation of women employees in individual Inter-Ministry Tournaments namely Athletics, Badminton, Carrom, Chess, Table Tennis and Music Dance & Short Play. However, representation of women employees in team games such as Cricket, Football, Hockey, Volleyball, Basketball, Swimming, Kabaddi, Wrestling and Weightlifting & Powerlifting is not adequate.

In order to increase the participation of women employees in the team events, the Board intends to appoint women Convenors for the year 2019-21 in the following disciplines of sports and accordingly invites applications in the prescribed proforma (Annexure-I ) :

The Board is looking for experienced and dedicated Convenors. The duties and responsibilities of the Convenor are given in Annexure-II. Welfare Officers of the Ministries/ Departments are requested to forward the names of deserving/ suitable candidates for taking up the task of Convener after going through the qualification and experience required by the candidates in sports activities to assess their suitability to act as Convenor of the game, Proficiency in respective discipline is the basic criterion for nomination as Convenor in the Board. It may be noted that the attached/subordinate offices must forward the names in prescribed proforma through the Welfare Officer of their controlling Ministries/Departments and not directly to the Board.

The Board may, if required, invite the candidates for personal interaction to assess their suitability for the task to be assigned.

The applications from the suitable and deserving volunteers to act as Convenors of the Cultural and Sports Committees must reach to the Board on or before 12.07.2019.

All the Welfare Officers are requested to give wide publicity to the circular amongst their employees in the Ministries/Departments and attached/ subordinate offices to enable the Board to select deserving women candidates as Convenors.

ANNEXURE-II
DUTIES AND RESPONSIBILITIES OF THE CONVENOR
  1. The Convenor will be a representative of the Board and will carry out her duties as directed by the Board from time to time.
  2. The services of the Convenor are absolutely voluntary and should not be considered in terms of monetary returns.
  3. The Convenor shall be responsible for carrying out various activities with respect to the game/ event with which she is concerned. This includes assisting the Board in getting the officials/ referees/ experts, etc. Informing various teams/players and other concerned offices about the activities of the Board etc.
  4. The Convenor shall also be responsible for ensuring regular practice/ training of the teams/players, particularly before the All India Civil Services Tournaments, etc.
  5. The convenor shall settle the accounts, within 15 days of the Tournament. All advances, if any, should be cleared within 30 days under all circumstance.
  6. At the close of the financial year, the Convenor will have to submit an annual report with regard to performance of Central Secretariat Team in various tournaments. She will also submit separate report at the conclusion of Inter Ministry and AICS Tournaments regarding conduct of these tournament and further suggestions in improving the same.
  7. The Convenor will be liable for action in case of omission or commission of any act prejudice to the interests of the Board. In case, the performance of the Convenor is not found satisfactory, the Board may dispense with her services at any time without assigning any reason . The decision of the Board shall be final and binding.
  8. The Convenor shall be granted special casual leave and will be paid conveyance allowance as decided by the Board for carrying out the above responsibilities /duties.
  9. It is desirable that the Convenor should be matriculate. She should be able to handle correspondence with the Board, the federations and other sports bodies independently, if necessary.
  10. Any other tasks for the promotion of cultural/ sports activities assigned by the Board shall be carried out by the Convenor.

Sub: Use of Swimming facilities at Major Dhyan Chand National Stadium by Central Govt. Employees & their dependent families regarding.

The Central Civil Services Cultural & Sports Board (CCSCSB) under administrative control of the Department of Personnel & Training (DOPT), a nodal agency for promotion of Cultural & Sports activities amongst the Central Government Employees in the country. CCSCSB had started a scheme for use of Swimming facilities at Major Dhyan Chand National Stadium by Central Govt. Employees & their dependent families.

2. Under the scheme, the Central Government Employees & their dependent family members may use sporting facilities for Swimming at Major Dhayan National Stadium at their rates (on monthly basis) or rates available for Central Government employees and their dependent family members, whichever is lower.

3. On submission of monthly payment receipts (in original) of SAI to CCSCSB, the amount charged by SAI will be reimbursed after deducting amount as per table:-

4. It may be noted that this scheme is one of indentified scheme of DOPT for DBT on boarding and reimbursement will be done directly to bank accounts of the beneficiaries lined with Aadhaar number. The bank details (like Account number, Bank & Branch name, IFSC code & Aadhaar Number), a copy of Office ID Card and a proof of dependent (if required) need to be furnished while submitting payment receipts for reimbursement, directly to the "Secretary (CCSCSB), Room No. 362, DOPT, Lok Nayak Bhawan, New Delhi-11003. Applicants can submit the data as sought with form as attached at Annexure-I.

5. All Ministries/Departments are requested to disseminate this circular for wide publicity in the Ministries/Departments and their attached & subordinate offices.

Sub: Contract for providing Tent/Furniture/ for organizing sports tournaments by CCSCSB for the year 2018-19.

Central Civil Services Cultural & Sports Board organises tournaments for Central Government Employees in 19 disciplines of sports at its 5 venues i,e, Vinay Marg Sports Complex, R,K. Puram Lawan Tennis Centre, Bharti Nagar, Brassey Avenue and Nirman Bhawan. The Board also provides tents, furniture etc during the matches organized by the Board at its complexes The Board generally requires following items of Tent and Furniture for its Inter-Ministry and AICS tournaments, which are held at sports facilities of the Board mentioned above.

2. Quotations are invited from the firms for all the items indicating rent per day per item including labour & cartage. Taxes if any should also be clearly spelt out. If any ambiguity is seen in the quotation then the quotation will summarily be rejected . The quotation should be addressed to the Secretary CCSCSB and sent in a sealed cover at the above mentioned address latest by 08.06.2018 by 2.30 pm. The quotations will be opened at 3.00 pm on 11.06.2018.

3. The rate contract would be valid initially for one year and the Board reserves the right to extend the va lidity of contract on mutual consent on the same rates and terms & conditions for a maximum of two more years. The contract wi ll be extended after assessment of services and quality of goods supplied by suppliers and found to be satisfactory.

4. The bidder should have the requsite experience of providing similar works for at least one year in any of the Department/Autonomous Institutions/Universities/Public Sector Undertakings of the Government of India or Government of NCT of Del hi or any other State Government or Public Sector Banks or Local Bodies/Municipalities/Stadiums. Proof to this effect to be attached with Bid Document.

5. The tenderer firm/agency/company should have valid registrations such as Permanent Account Number (PAN) of the Income Tax Deptt; Service Tax Registration Number; Registration No. of the Agency/Firm.

6. The tenderer should submit an undertaking with the Bid to the effect that he or his firm has not been black listed by any of the Departments/Organizations of the Government of India/Government of NCT of Delhi and no criminal case is pending against the said firm on the date of submission of this bid .

7. The Bids will be rejected in the event of information being found false or detected incorrect or incomplete at any stage prescribed in the tender or any ineligibility being detected, and no correspondence thereof shall be entertained, whatsoever.

8. The payment shall be made on submission of the bills (In triplicate) after the satisfactorily completion of the work assigned, at approved rates after deducting penalties if any No advance payment will be made.

9. In case of any dispute, CCSCSB/any office authorized by the Board on their behalf will be the sole arbitrator to settle the dispute and his decision will be binding on both the parties.

Sub: Music and Dance competition for wards of Central Government Employees

Central Civil Services Cultural & Sports Board has been organising the Music, Dance and Short Play competition for central Government Employees for the last many years. There were demands from a large number of participants and employees that a similar programme may also be started for their wards to motivate and encourage them.

2. It is therefore, proposed to organise the Music and Dance competition forwards of Central Government Employees at C.S.O.I. Auditorium on 30-31 May, 2018.

The entry for the competition should be sent in the prescribed form to the Board's Office latest by 25th May, 2018 at IRoom No. 361 , 3rd Floor, lok Nayak Bhawan, Khan Market, New Delhi-11 0003 or by email atsportsdopt@gmail.com.

The Central Civil Services Cultural & Sports Board (CCSCSB) under administrative control of the Department of Personnel & Tra ining (DOPT), a nodal agency for promotion of Cultural & Sports activities amongst the Central Government Employees in the country, had started a scheme for use of Sports faci lities of Sports Authority of India under their Come & Play scheme in Swimming(at Talkatora Stadium), Badminton, Table Tennis and Fitness Centre for Central Government Employees & their dependent fami lies members, The details of the Come & Play Scheme are ava ilab le at http: www.sportsauthorityofindia.nic.in => Schemes => Come and Play Scheme,

2. Under the scheme, the Central Government Employees & their dependent family members may use sporting facilities for Swimming(at Talkatora Stad ium), Badminton, Table Tennis and Fitness Centre (excluding Sauna Facility) of the Sports Authority of India (SAI) at their rates (on monthly basis) or rates available for Central Government employees and their dependent family members, whichever is lower.

3. On submission of monthly payment receipts (in original) of SAI to CCSCSB, the amount charged by SAl will be reimbursed after deducting amount as per table:-

4. Reimbursement will be done directly to bank accounts of the beneficiaries linked with Aadhaar number. It may be noted that this scheme is one of indentified scheme of DOPT for DBT on-boarding, The bank details (like Account number, Bank & Branch name, IFSC code & Aadhaar Number), a copy of Aadhaar, a copy of Office ID Card and a proof of dependent (if required) need to be furnished while submitting payment receipts for reimbursement, directly to the "Secretary (CCSCSB), Room No. 361, DOPT, Lok Nayak Bhawan, New Delhi-110003.

5. All Ministries / Departments are requested to disseminate this circular for wide publicity in the Ministries/ Departments and their attached & subordinate offices.

Subject: Use of Sports facilities of Sports Authority of India under Come & Play Scheme for Central Government Employees & their dependent families - inclusion of Dr Shyama Prasad Mukheljee Swimming pool complex in Talkatora Stadium, New Delhi in the said scheme regarding.

The Central Civil Services Cultural & Sports Board (CCSCSB) under the administrative control of the Department of Personnel & Training (DOPT), a nodal agency for promotion of Cultural & Sports activities amongst the Central Government employees in the country, had started a scheme for use of Sports facilities of Sports Authority of India(SAI) under their 'Come & Play scheme' in Badminton, Table Tennis, Fitness Centre and Swimming for Central Government employees & their dependent family members vide circular no. 108/1/2014-15/CCSCSB dated 8th April, 2016. 2. It has now been decided that with effect from 1st September, 2017 onwards, the Central Government employees & the ir dependent family members may also use the swimming facility of the Sports Authority of India (SA l) under 'Come and Play scheme' at Dr. Shyama Prasad MukheJjee Swimming pool complex in Talkatora Stadium, New Delhi at their rates (on monthly basis) or rates available for Central Government employees and their dependent family members, whichever is lower.

3. On submission of monthly payment receipts (in origi nal) of SAI to CCSCSB, the amount charged by SAI would be reimbursed after deducting the amount as mentioned below, directly to their bank accounts linked with Aadhaar num ber:

4. It may be noted that this scheme is one of identified scheme of DOPT for Direct Benefit Transfer (DBT). Further, a consent form for use of Aadhaar in the attached format may also be furnished.

Sub: Contract for providing Tent/Furniture for organizing sports tournaments by CCSCSB for the year 2017- 18.

Central Civil Services Cultural & Sports Board organizes tournaments for Central Government Employees in 18 disciplines of sports at its 5 venues i.e. Vinay Marg Sports Complex, R.K. Puram Lawn Tennis Centre, Bharti Nagar, Brassey Avenue and Nirman Bhawan. The Board generally requires the following items of Tent and Furniture for the year 2017-18 for its InterMinistry and AICS tournaments, which are held at the sports facilities of the Board mentioned above:

2. Quotations are invited from the firms for all the items indicating rent per day per item including labour & cartage. Taxes if any should also be clearly spelt out. If any ambiguity is seen in the quotation then the quotation will summarily be rejected. The quo at ion should be addressed to the Secretary CCSCSB and sent in a sealed cover at the above mentioned address latest by 27.06.2017 by 2.30 pm. The quotations will be opened at 3.00 pm on 27.06.201 7. The Board reserves the right to terminate the contract at any point of time during the currency of the contract.

3. The bidder should have the experience of providing similar works for at least One year in any of the Department /Autonomous Institutions /Universities /Public Sector Undertakings of the Government of India or Government of NCT of Delhi or any other State Government or Public Sector Banks or Local  Bodies/Municipalities/Stadiums. Proof to this effect to be attached with Bid Document.

4. The rate contract would be valid initially for one year and the Board reserves the right to extend the validity of contract on mutual consent on the same rates and terms & conditions for a maximum of two more
years, one year at a time upon the satisfactory functioning of the Firm.

5. During the period of contract, the rates will not be revised with the revision of any taxes by the Government of NCT of Delhi or by the Government of India.

6. The tenderer firm/agency/company should have valid registrations such as Permanent Account Number (PAN) of the Income Tax Deptt; Service Tax  Registration Number; Registration No. of the Agency/Firm; Employees Provident Fund Account Number; ESI Registration Number; License Number under Contract Labour Act. ( If Applicable).

7. The tenderer should submit an undertaking with the Bid to the effect that he or his firm has not been black listed by any of the Departments/Organizations of the  Government of India/Government of NCT of Delhi and no criminal case is pending against the said firm on the date of submission of this bid.

8. The Bids will be rejected in the event of information being found false or rejected incorrect or incomplete at any stage prescribed in the tender or any ineligibility being detected, and no correspondence thereof shall be entertained, whatsoever. It may be noted that bid of only those tenders would be considered for financial evaluation those who comply with all the requirements mentioned above.

9. The payment shall be made on submission of the bills (In triplicate) after the satisfactorily completion of the work assigned, at approved rates after deducting penalties if any. No advance payment will be made.

10. In case of any dispute, CCSCSB/any office authorized by the Board on their behalf will be the sole arbitrator to settle the dispute and his decision taken will be binding on both the parties.

Notice

To foster Digital India, the Central Civil Services Cultural & Sports Board (CCSCSB) has decided to accept all types of fee/charges through digital mode only and any payment through Cash/Cheque will not be accepted at all.

2 All Central Govt. employees and other stake holders are therefore requested to make payment of fee and other charges to the CCSCSB through digital mode only directly into CCSCSB's saving bank account NO.904320 1 0052140 with Syndicate Bank having IFSC code SYNV009043.

3 After making payment, a copy of the remittance advice received from the Bank/online receipt must be made available to CCSCSB. The CCSCSB will issue the official receipt after submitting application form and online generated payment receipt /Proof.

4. Towards achieving the objective of cashless transactions, various digital options are available which can be adopted for making digital payments, such as:
i). UPI (Unified Payments Interface)
For smart phone holders, Unified Payment Inteface (UPI)facilities transactions through bank accounts.
ii). AEPS (Aadhaar Enabled Payment System)
For people who do not have mobile phones, Aadhaar Enabled payment (AEPS) makes it possible to transact with Aadhaar based authentication.
Prepaid/Debit cards and Banking correspondents also provide the required services.
iii). USSD (Unstructured Supplementary Service Data)
For people having generic phones, USSD (*99#) facilitates digital transactions on mobile phones through SMS.
iv). PoS Machines
Basic Payments can be made with debit or credit card usmg PoS machines.
v). NET BANKING
For computer literate population, Net Banking is available.
Detailed information regarding digital payments (in English/Hindi) is available on NIT! Aayog's website at http://niti.gov.in/contentldigitalpayments.
5 All are requested to cooperate in our endeavor to introduce cashless transactions in line with Digital India initiative and to serve you better.

Sub: Sports Facilities of Sports Authority of India and Central Civil Services Cultural Sports Board for Central Government Employees their families and dependents.

The Central Civil Services Cultural & Sports Board (CCSCSB) is a Society registered under the Societies Registration Act, 1860 and is the Central Agency for promotion of Cultural and Sports Activities amongst the Central Government Employees in the country. It works under the aegis and control Ministry of Personnel, Public Grievances & Pensions Department of Personnel & Training.

2. The CCSCSB organizes various Sports events which includes Inter-Ministry Tournaments and All India Civil Services Tournaments in 19 disciplines. The details are available at http://www.persmin.nic.in/DOPT_ Wings_ ATA_ Welfare_ CCSCSB_Index.asp

3. The CCSCSB has playing facilities at Vinay Marg New Delhi for Athletics, Basketball, Cricket, Football, Hockey and Lawn Tennis. The CCSCSB also maintains Lawn Tennis Courts at Bharti Nagar, RK. Puram and Brassey Avenue. There is a Volleyball Court and Cricket practice Pitches at Brassy Avenue New Delhi. Facilities are also available for Indoor Games such as Carom & Table Tennis at Nirman Bhawan, New Delhi. Some of the playing facilities are at present free of cost and some are on nominal charges/fees. The details of charges fees for coaching & booking of facilities of CCSCSB is at Annex.

4. The Department of Personnel & Training has proposed to hire facilities of Sports Authority of India for use by Central Government Employees, their families and dependants. The Sports Authority of India has agreed to provide their following facilities at New Delhi at the time mentioned against each w.e.f.1st April, 2016:-

The rates for use of facilities of Sports Authority of India would not exceed Rs.100/- per person for each facility. The terms & conditions will be informed due course of time.
