Khelo India Scheme inter-alia provides for bridging gaps in sports infrastructure. Sports Authority of India (SAI) also implements the Schemes of National Sports Talent Contest (NSTC) and Extension Centres of SAI Training Centres (STC)/Special Area Games (SAG) Centres with the aim of promoting sports. These schemes are applicable for all, including girls schools and colleges. In financial year 2018-19 this Ministry spent Rs. 1297.39 crore for sports development details of which are as below:-

1.     Scheme: Development in sports Institutions Expenditure (Rs. in crore): 483.83
2.     Scheme: Encouragement and Awards to Sportsperson Expenditure (Rs. in crore): 312.32
3.     Scheme: Khelo India – National Programme for Development of Sports Expenditure (Rs. in crore): 501.24

“Sports” being a State subject the responsibility of development Sports, including among girls in schools and colleges across the country rests with the State / Union Territory (UT) Governments. Government of India supplements the efforts of State / UT Governments by providing financial assistance through National Sports Federations, training in Sports Authority of India (SAI) Centres and support under Khelo India Scheme.

This information was given by the Minister of State (I/C) Shri Kiren Rijiju in a written reply in the Rajya Sabha today.

CIRCULAR

Subject: Use of Sports facilities of Sports Authority of India under Come & Play Scheme for Central Government Employees & their dependent families - inclusion of Dr Shyama Prasad Mukheljee Swimming pool complex in Talkatora Stadium, New Delhi in the said scheme regarding.

The Central Civil Services Cultural & Sports Board (CCSCSB) under the administrative control of the Department of Personnel & Training (DOPT), a nodal agency for promotion of Cultural & Sports activities amongst the Central Government employees in the country, had started a scheme for use of Sports facilities of Sports Authority of India(SAI) under their 'Come & Play scheme' in Badminton, Table Tennis, Fitness Centre and Swimming for Central Government employees & their dependent family members vide circular no. 108/1/2014-15/CCSCSB dated 8th April, 2016. 2. It has now been decided that with effect from 1st September, 2017 onwards, the Central Government employees & the ir dependent family members may also use the swimming facility of the Sports Authority of India (SA l) under 'Come and Play scheme' at Dr. Shyama Prasad MukheJjee Swimming pool complex in Talkatora Stadium, New Delhi at their rates (on monthly basis) or rates available for Central Government employees and their dependent family members, whichever is lower.

3. On submission of monthly payment receipts (in origi nal) of SAI to CCSCSB, the amount charged by SAI would be reimbursed after deducting the amount as mentioned below, directly to their bank accounts linked with Aadhaar num ber:

4. It may be noted that this scheme is one of identified scheme of DOPT for Direct Benefit Transfer (DBT). The bank details (like Account number, Bank & Branch name, IFSC code) & Aadhaar Number may be furnished while submitting payment receipts for re imbursement, directly to the Secretary (CCSCSB), Room No. 361 , DOPT, Lok Nayak Bhawan, New Delhi-110003. Further, a consent form for use of Aadhaar in the attached format may also be furnished.

5. All Ministries / Departments are requested to disseminate this circular for wide publicity in the Ministries / Departments and their attached & subordinate offices.

The Minister of State (I/C) for Youth Affairs and Sports Shri Vijay Goel said in the Lok Sabha today that the Government of India through Sports Authority of India (SAI) is implementing the following Sports Promotional Schemes to scout and nurture both talented girls and boys to compete at National and International level competitions:

• National Sports Talent Contest Scheme (NSTC)
• Army Boys Sports Company (ABSC)
• SAI Training Centre (STC)
• Special Area Games (SAG)
• Extension Centre of STC/SAG
• Centre of Excellence (CoE)
• National Sports Academies (NSA)

Presently, 13684 talented sports persons (9653 boys and 4031 girls) identified under SAI Schemes are being trained in 27 sports disciplines throughout the country.

In a written reply he said, though the sports promotional schemes are inclusive for all gender, caste, region, race, the majority of the sports persons selected under the above schemes are identified from the rural and backward area of the country and provided with sports facilities in the form of Expert Coaches, Sports Equipment (Consumable & Non-Consumable), Boarding & Lodging, Sports Kit, Competition Exposure, Educational Expenses, Medical/Insurance and Stipend under Residential & Non-Residential as per the approved scheme norms.

In addition to it, to promote sports among girls/women, SAI has established three sports training centres exclusively for girls/women which are as under:

1.      STC, Badal (Punjab)
2.      STC, Dharamshala (Himachal Pradesh)
3.      STC, Medikeri (Karnataka)

Under the scheme, the Central Government Employees & their dependent family members may use sporting facilities for Badminton, Table Tennis and Fitness Centre (excluding Sauna Facility) of the Sports Authority of India (SAl) at their rates (on monthly basis) or rates available for Central Government employees and their dependent family members, whichever is lower.

3. On submission of monthly payment receipts (in original) of SAl to CCSCSB, the amount charged by SAl will be reimbursed after deducting the amount of Rs. 100/ - (for Badminton and Table Tennis) and Rs. 200/- (for Fitness Centre), directly to their bank accounts linked with Aadhaar number. It may be noted that this scheme is one of indentified scheme of DOPT for DBT on boarding. The bank details (like Account number, Bank & Branch name, IFSC code & Aadhaar Number) may be furnished while submitting payment receipts for reimbursement, directly to the Secretary (CCSCSB), Room No. 361, DOPT, Lok Nayak Bhawan, New Delhi-110003.

4. All Ministries / Departments are requested to disseminate this circular for wide publicity in the Ministries / Departments and their attached & subordinate offices.
