Subject: Recruitment to the post of Staff Car Driver in Ministry of Defence by Deputation or absorption or Re-employment basis

The undersigned is directed to say that one (01) post of Staff Car Driver(Ordinary Grade) in the Ministry of Defence carrying pay in Level 2 (Rs.19900 - Rs.63200) of Pay Matrix is proposed to be filled up by:

Deputation/ Absorption/ Re-employment

From amongst the regular Despatch Rider (Group-C) and Group C employees in Level 1 (Rs.18000 - Rs.56900) in the Ministry of Defence (Secretariat) who possess valid driving license for motor cars on the basis of a driving test conducted by Transport Company, Army Headquarters, Ministry of Defence to assess the competence to drive motor cars failing which from officials holding the post of Despatch Rider in other Ministries of the Central Government who fulfill the necessary qualifications, as mentioned below:

For Ex- Servicemen: Deputation/ Re-employment

The Armed Forces personnel due to retire or who are to be transferred to reserve within a period of one year and having the requisite experience and qualifications prescribed below shall also be considered. Such persons would be given deputation terms upto the date on which they, are due for release from the Armed Forces, thereafter, they may be continued on re- employment.

Essential education / technical qualification

Essential

• A pass in the 10th standard or equivalent from a recognized Board or Institution;
• Must possess a valid driving license for motor car issued by the competent authority;
• Knowledge of motor mechanism (the candidate should be able to remove minor defects in vehicles);
• Experience of driving a motor car for at least three years from reputed organisation.

Desirable:

Three years service as Home Guard or Civil volunteers.

Note 1: The qualifications regarding experience are relaxable at the discretion of the Competent Authority in the case of candidate otherwise well qualified.

Note 2: The qualifications regarding experience is relaxable at the discretion of the Competent Authority, in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the competent authority is of the opinion that sufficient number of candidates with requisite experience are likely to be available to fill up the vacancy reserved for them.

2. In addition to the above, it may be noted that the period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation Department of the Central Government shall ordinarily not exceed 3 years. The maximum age limit for appointment by deputation / absorption shall not exceed 56 years as on the closing date of receipt of applications.

3. In the event of selection, appointment will be subject to passing of driving skill test.

4. Applications in the attached proforma (Annexure-I) from willing and eligible persons and whose services can be spared, shall be forwarded by the Employer/Cadre Controlling Authority along with duly filled-in certification (Annexure-II) to this office within six weeks from the date of publication of the advertisement in Employment News along with the following documents:

1. Matriculation certificate
2. Driving License
3. NOC from record office (in case of Armed forces personnel)
4. APAR dossiers for the last five years
5. Vigilance certificate
6. Experience certificate & Commendation certificate (if any)

Re-Employment of Ex-Servicemen

Re-Employment of Ex-Servicemen

As per Department of Personnel & Training's OM No. 36034/27/84- Estt(SCT), dated 2.5.1985, on an Ex-servicemen joining the Government job on civil side after availing of the benefits given to him as an Ex- servicemen for his re-employment, his Ex-servicemen status for the purpose of re-employment in Government would cease. As per DOP&T OM No. 36034/6/90-Estt(SCT), dated 10.10.1994, an ex-servicemen already secured regular employment under the Central Government in a civil post would be permitted the benefits of age relaxation as admissible for ex-servicemen for securing another appointment in any higher post or service under the Central Government. However, such candidates will not be eligible for benefits of reservation, if any, for ex- servicemen in Central Government jobs.

As per DOP&T's OM No. 36034/1/2014-Estt(Res), dated 14.8.2014 if an ex-serviceman applies for various vacancies before joining any civil employment, he / she can avail of the benefit of reservation as ex-servicemen for any subsequent employment. However, to avail of this benefit, an ex- serviceman as soon as he / she joins any civil employment, should give self- declaration / undertaking to the concerned employer about the date-wise details of application for various vacancies for which he / she had applied for before joining the initial civil employment. This benefit would be available only in respect of vacancies which are filled on direct recruitment and wherever reservation is applicable to the ex- servicemen.

In addition to above, a proposal has been referred to DOP&T to the effect that an Ex-servicemen be allowed the benefit of reservation for second time and even thereafter in subsequent recruitments for civil employment, if the vacancies, which are to be filled on the basis of direct recruitment and where reservation is applicable to Ex- servicemen, has not been filled up with by those Ex-servicemen, who are getting / claiming benefit of reservation for the first time.

The details of reservation available to Ex- servicemen is as under:

(I) In Central Government Ministries / Departments:
(i) 10% Direct recruitment posts upto the level of Assistant Commandant in Central Para Military Forces.
(ii) 10% Direct recruitment posts in Group 'C'.
(iii) 20% Direct recruitment posts in Group 'D'.

(II) In Central Public Sector Enterprise:
(i) 14.5% in Group 'C' Posts.
(ii) 24.5% in Group 'D' Posts.

(III) Nationalised Bank:
(i) 14.5% in Group 'C' Posts.
(ii) 24.5% in Group 'D' Posts.

Madras High Court issues notice to Centre on One Rank One Pension

Madurai: The Madras High Court today issued notice to the Centre on a petition seeking a direction to issue a notification to implement the One Rank One Pension (OROP) scheme within a stipulated period.

Acting on the petition by ex-serviceman S Chinnadurai, Justice S Vaidyanathan ordered notice to the Cabinet, Finance and Defence secretaries and sought their reply within two weeks.

The petitioner contended that 90 per cent of the ex- servicemen are living below the poverty line.

Previous governments had already announced OROP and allocated Rs 500 crore for it. On May 1, Prime Minister Narendra Modi had also assured that OROP would be implemented by the government but no timeframe had been given, he alleged.

The Indian ex-servicemen movement had also sent a memorandum and he had also submitted a representation.

Chinnadurai said it was mandatory on the part of the government to implement OROP before the fiscal 2014-15 after announcing the scheme.

The delay in implementing the scheme would demoralise serving soldiers and ex-serviceman and adversely affect the integrity of the country, he said.

He said that army men, who sacrificed the better part of their youth for the country, were not even getting proper jobs after they retired between 30 and 40 years of age.
