Sub:- Revision of pension/ family pension - Customisation of revision module in ARPAN and IPAS.

Certain customizations have been made in the Pension revision Module in ARPAN and IPAS. The same are listed below.

ARPAN:
Re-revision of the pension revision cases of pre-2006 pensioners who retired from 5th CPC scale of Rs. 6500-10500 or equivalent pay scale in the earlier Pay Commission periods so as to consider Grade Pay of Rs. 4600/-as the corresponding Pay instead of Grade Pay of Rs. 4200/- (in pursuance of Board’s instructions issued vide RBE No. 112 of 2019). In order to have uniformity and clarity in re-revision of such cases, clear endorsement shall invariably be made on these PPOs as 'Amended Revised PPOs'. Pension revision for these cases in Pay Commissions prior to 7th CPC shall be carried out in pension application software other than ARPAN and subsequently be ported to ARPAN. Pension Revision of compulsory retirement cases with 2.57 multiplying factor of pension/family pension as on 01.01.2016 wtihout epins the benefit of Notional Pay., While revising these cases, utmost care may be taken to feed accurate data regarding nature of retirement, amount of pension/family pension as per 6th CPC.

IPAS :
Requisite validations for downloading various Master data viz. Marital status, Designation, Grade Pay, Accounting Unit has been provided in IPAS and can be accessed through the 'Help' Menu of IPAS application.

Sub: Implementation of Government's decision on the recommendations of the Seventh Central Pay Commission - Revision of pension of pre-2016 retired Running Staff-reg.

Ref: Railway Board's letter No. D-43/34/2017-F(E) III dated 24/01/2018.

Railway Board have issued orders vide letter dated 24/01/2018 with regard to Pension Revision/Parity in the case of pre-2016 retired Running Staff on Indian Railways. Federation feels sad to note that these instructions have not been endorsed to NFIR and no copy has been sent officially till date even though more than a month has passed. There have also been number of instances in the past when the important instructions mainly relating to establishment matters/staff issues not being endorsed to the Federation and this shows that there is some discrepancy in the working machinery in the Railway Board's Office.

While expressing our unhappiness over the failures as above, NFIR requests the Railway Board to arrange to tighten the mechanism and see that all letters/instructions are endorsed to the NFIR and hard copies thereof delivered promptly.

So far as the contents of Board's letter dated 24th January, 2018 are concerned, prima-facie, it is observed that the illustrations as well the principles adopted are not in conformity with the Government's decision, resulting denial of legitimate pension revision and disappointment among retired Running Staff. These are required to be reviewed and the Federation will separately convey through another letter to the Railway Board, pointing out the deficiencies in the "illustrations" issued as Annexure to Board's letter dated 24th January, 2018.

Federation further urges that the instructions dated 24/01/2018 be kept in abeyance, pending detailed review.

Instructions have been issued regarding revision of pre-2016 pensioners/family pensioners in line with 7th CPC recommendations vide Railway Board’s letter under reference above. These instructions envisage 'suo moto' revision in pension for all pre-2016 retirees. Till date 151982 pensioners PPO have been revised.

It may be appreciated that against the 14 lakh pensioners cases on Indian Railways, the pace of pension revision is slow. In the recently held review meeting, additional secretary (Expenditure) has also emphasized that adequate priority may be given to this area of work. Finance Secretary also expressed that exercise of pension revision may be completed in a time-bound manner. In this connection, Financial Commissioner, vide his DO letter No.2016/AC-II/21/8/PT-III dated 5.9.2017 has also advised that the exercise of revision may be carried out on a parallel track alongwith ARPAN to expedite the process.

As a welfare measure, it should be ensured to step up with pace for revision of pension. The work flow of pension revision envisages close coordination between the personnel and the accounts Department and hence, it is advised that PCPO and PFA to monitor the progress of revision of pension cases at their level to ensure that pension revision exercise is completed at the earliest.

NIVARAN – Online system for grievance redressal of both serving as well as retired Railwaymen

    Railway Minister directs to develop an online system for grievance redressal of both serving as well as retired Railwaymen.

    The system called NIVARAN to come into operation by 24th June, 2016.
    The System to have provision for progress tracking and appeal.
    Railway Minister to personally review and monitor the functioning of this system.
    The move to benefit around 27 lakhs persons.


In an innovative measure aimed at staff welfare, Minister of Railways Shri Suresh Prabhakar Prabhu has directed railway administration to develop an online system for the redressal of grievances of Railway Employees both serving as well as retired. The IT Department of Indian Railways has started working on developing this system which will be called “NIVARAN” and will come into operation by 24.06.2016. Under this system, a railway personnel will be able to submit his grievances online and can also track the progress in resolution or disposal of the grievances. The main focus areas of the grievance redressal will be reimbursement of medical claims, pension claim, compassionate appointment and improvement in staff quarters. The move will benefit around 13.26 lakhs serving railway employees and around 13.79 lakhs retired railway personnel that is the system NIVARAN will serve the needs of around total 27 lakhs persons.

The Railway Minister has also directed the Railway Administration to create a provision or mechanism in this system for “appeal” against a particular decision of an authority. The Railway Minister has accorded important priority to this new system and has decided to personally review and monitor the functioning of this system. The monitoring and review will also be done at Railway Board Level, at Zonal Level and at Divisional level also. The Railway Minister has always been emphasizing on measures aimed at the welfare of the staff and resolution of their problems. He has always been pointing out the sincerity, dedication and hard work being put in by the railway employees to make Indian Railways as the world class railway system.

A copy of Department of pension & pensioners welfare (DOP&PW)’s O.M. No.38/8/15-P&PW(A) dated 16.04.2015 on the above subject is enclosed for information and compliance. These instructions shall apply mutatis-mutandis on the Railways also’ DoP&PW’s O.M. No.38/37/08-P&PW(A) dated 02.09.2008 mentioned in the O.M. has been adopted on Railways vide Board’s letter No.F(E)III/2008/PN1/13 dated 15.09.2008.


Pensioners Portal Orders on rounding off of a fraction of a rupee in regulation of additional pension

Subject: Rounding off of a fraction of a rupee in regulation of additional pension

The undersigned is directed to say that vide this Department’s OM No.38/37/08 -P&PW (A) dated 1.9.2008 and ON No.38/37/08-PPW(A) dated 2.9.2008. Instructions were issued for grant of additional pension/family pension @ 20% to 100% to old pensioners/family pensioners of the age of 80 years and above.

2. A question has been raised as to how the amount of additional pension is to be regulated in case the additional pension results in fraction of a rupee. The matter has been examined in consultation with ministry of Finance (Department of Expenditure) and it has been decided that the amount of additional pension as finally calculated may be rounded off to the next higher rupee. In cases where the pension/Family pension of old pensioners has been fixed.revised without rounding off the additional pension, in those cases also, the additional pension may be rounded off to the next higher rupee hereinafter. However, no arrears for the period from 1.1.2006 on account of such rounding off would be paid in those cases.

3. This issues with the approval of Ministry Of Finance (Department of Expenditure)ID No.157/EV/2015 dated 30.3.2015.
