Sub: Revised travel entitlements on Duty Passes, Privilege Passes and Post Retirement Complimentary Passes (PRCP).

Consequent to implementation of 7th CPC’s recommendations and notification of Railway Services (Revised Pay) Rules - 2016 (RSPR) w.e.f. 01.01.2016, the matter regarding linking of travel entitlements on Duty Passes, Privilege Passes/PTOs and PRCP with the ‘Pay Level in Pay Matrix’ (PLPM) has been examined in consultation with Commercial and Finance Dtes. The Competent Authority has accorded his approval for. the revised travel entitlements on status (i.e. Gazetted/Non-gazetted) cum PLPM basis as indicated in Annexure-I (for Duty Pass) and Annexure-II (for Privilege Pass/PRCP).

2. In all other respects, the extant provisions of Railway Servants (Pass) Rules, 1986 (Second Edition-1993) will continue to apply.

3. The revised travel entitlements would take effect from 01.01.2016. Accordingly, PRCP/Widow Pass travel entitlement of the railway servants retired/deceased in the interregnum shall be re-fixed by the Pass Issuing Authorities.

4. This issues with the concurrence of the Finance Directorate of Ministry of Railways.

Sub: Issue of 2 sets of Post Retirement Complimentary Passes (PRCP) to Group 'D' employees retired on or after 01.01.2006.

The demand for issuance of 2 sets of PRCPs to the staff retired as Group 'D' before their reclassification as Group 'C' was raised by staff side in the DC/JCM Meeting (Item No.18/2012) and also by AIRF in PNM Meeting (Item No.38/2016) with Board.

2. The issue has been examined in detail and in order to bring uniformity in cases of all those employees who retired on or after 01.01 .2006 i.e. whether classified as Group 'C' or retired as Group 'D', it has been decided with the approval of the Competent Authority to amend the relevant provisions of extant Pass Rules. Accordingly, PRCP entitlement stipulated under Columns 1 and 2 of Schedule-IV (Post Retirement Complimentary Passes) of the Railway Servants (Pass) Rules, 1986 (Second Edition -1993) is amended as follows:-

3. Accordingly, PRCPs/Widow Passes, as per revised entitlement, shall be admissible to the employees retired/deceased on or after 01 .01.2006. However, higher number of PRCPs/Widow Passes, as per revised entitlement, will be issued from the current calendar year only. The number of sets of PRCP/Widow Passes in case of employees retired/deceased before 01.01.2006 shall continue to be the same as prevalent at that time.

4. This issues with the concurrence of the Finance Directorate of Ministry of Railways.

Sub: Clarification regarding entitled number of sets of "Post Retirement Complimentary Passes" (PRCP) admissible to lateral entrants in Railways Service.
Ref: (i) Board's letter No.E(W)2006/PS5-1/28 dated 18.04.2007.
(ii) Board's letter No.E(W)2006/PS5-1/28 dated 08.05.2008.
(iii) Board's letter No.E(W)2013/PS5-1/7 dated 16.12.2013.
(iv) Board's letter No.E(W)2013/PS5-1/28 dated 12.03.2014.

In the PNM/NFIR meeting with Board, the Federation have raised an issue that lateral entrants in Railways Service, especially ex-servicemen, who have retired or ceased to be a railway servant, after having rendered more than 20 years of qualifying service (i.e. after addition of admissible past non-railway service) are not being issued entitled number of PRCPs.

2. In this context, your attention is drawn to the amendment made vide Advance Correction Slip (ACS) No.53 to Railway Servants (Pass) Rules, 1986 (Second Edition - 1993), circulated vide Board's letter cited under Ref.(i) which provided for giving weightage only to the extent of half of the period of past non-railway service rendered by "Ex-servicemen or Central Government employees" for determining their eligibility to PRCP. The said provision was further amended vide ACS No.56, circulated vide Board's letter cited under Ref.(ii). It provided for counting of half of the period of past non-railway service rendered by the lateral entrants in non-railway departments or establishments to determine their eligibility ot PRCP subject to the condition that the said period of past non-railway service has been counted along with the railway service for pensionary benefits. It was also made clear that the number of PRCPs of such lateral entrants shall be at par with those railway servants who have retired with minimum 20 years of qualifying railway service.

3. Furthermore, in terms of ACS No. 74, circulated vide Board's letter cited under Ref.(iii), read with Board's letter cited under Ref.(iv), railway employees who retired on or after 01.01.2006 were made entitled to the following PRCP facility:-

4. Accordingly, it is clarified that the lateral entrants who have retired or ceased to be a railway servant w.e.f. 01.01.2006 after having rendered 20 years or more of qualifying service (i.e. either railway service plus half of the period of past non- railway service counted along with railway service for pensionary benefits or railway service exclusively), are entitled to the number of PRCPs as stipulated in preceding para 3.

5. The Railways are advised to follow the extant provisions of statutory rules scrupulously and issue passes accordingly.

Sub:- Validation of Duty/Privilege/Post Retirement Complimentary Passes (PRCP) in Hamsafar Express trains, Gatimaan Express trains and all other Special trains including Suvidha Express, Special Trains on special charges, etc.

On a demand raised in PREM Group Meeting, a proposal for standardization of travel entitlement on Passes has been under consideration.


2. After due deliberations, Board have decided to allow booking of berths/seats by serving/retired Railway Servants on Duty/Privilege/Post Retirement Complimentary Passes, as follows:-
(i) The accommodation in Hamsafar Express trains for Duty/Privilege/PRCP shall be earmarked as at par with that being earmarked in Rajdhani/Duronto Express trains.

(ii) In Gatimaan Express train, the accommodation for Duty/Privilege/PRCP shall be earmarked as at par with that being earmarked in Shatabdi Express trains.

(iii) In all other special trains including Suvidha Express, Special Trains on special charges, etc., the accommodation shall be earmarked on the lines of Rajdhani/Duronto/Shatabdi Express trains depending upon the type of coaches being attached in that train to the extent of 1AC-4, EC4, 2A-6, 3A-16, CC-4, SL-20 and 2S-20.

2. Booking of tickets in above categories of trains will be allowed on the basis of extant stamping on passes for travel by Rajdhani/Shatabdi/Duronto Express trains with a minor modification that now the word "Rajdhani/Shatabdi/Duronto Express type trains" shall be stamped. No additional stamping containing the name of any other train is to be made on the passes. The Pass Issuing Authorities should ensure that stamping on the passes is strictly in compliance with the Pass Rules and duly authenticated.

3. This information may be brought to the notice of all concerned.

4. CRIS will make necessary modifications in the software immediately under intimation to Board and all Zonal Railways.

5. This issues with the concurrence of the Finance and Commercial Directorates of the Ministry of Railways.

6. Receipt of the letter may be acknowledged.

Sub: Grant of full sets of post Retirement Complimentary Passes (PRCP) to staff retired in GP 1800/- (erstwhile Group “D”)


Ref: NFIR’s letter No.I/15/Part III dated 04.01.2016.

Dear Sir,

With reference to above cited letter, it is stated that the crux of Board’s letter of even number dated 17.07.2012 was that employees retiring from Group “C” posts with GP 1800/- would be automatically eligible for two sets of PRCP. On the other hand, the crux of Board’s letter No.E(W)2012/PS5-1/5 dated 05.08.2014 was that employees who were never granted the status of Group “C” and retired as Group “D” cannot be extended two sets of PRCP. These two letters are, thus not contradictory to each other, and the latter only supplyements the former and brings out the position that only those who retired as Group “C” staff are entitled to 2 sets of PRCP and not those who retired as Group “D” staff in the same GP of Rs.1800/-, before upgradation of these posts.
2. Further,the issue for grant of 2 sets of PRCP to all those employees who retired in the G.P. of Rs.1800/-, irrespective of classification as Group “C” was raised in DC/JCM Meeting (Item No.18/2012) and PNM Forum. The demand was examined in consultation with Finance & Pay Commission Directorates and also at Board’s level. However, the same was not found feasible of acceptance in view of financial and other implications.
