OFFICE MEMORANDUM

Subject: Extension of CGHS to all retired employees of Kendriya Vidyalaya residing in Delhi/NCR- regarding.

Consequent upon KVS's proposal on the subject vide letter dated 29.09.2017, the Deputy Secretary (UT), Ministry of Human Resource Development vide his letter No.F.3-5/2011-UT-2 dated 02.02.2018 to be reqd with MHRD's letter of even number dated 19.03.2018 has conveyed the decision of Ministry of Health and Family Welfare, Government of India, New Delhi regarding extension of CGHS facilities to all retired employees of Kendriya Vidyalaya Sangathan (KVS) residing in Delhi/ NCR.

2. Accordingly, medical facility under the CGHS is to all retired employees of Kendriya Vidyalaya Sangathan residing in Delhi/ NCR.

The terms and conditions mentioned in the Office Memorandum or even number dated 21.08.2015 will remain the same.

No ACP/MACP Promotional Scheme for KV Employees

The Modified Assured Career Progression Scheme for the Central Government civilian employees has been introduced vide Department of Personnel & Training O.M. No. 35034/3/2008-Estt.(D) dated 19th May, 2009 as amended from time to time. The extension of Modified Assured Career Progression (MACP) to the employees is subject to the conditions that:
i) The earlier ACP Scheme was also implemented / adopted by the said Autonomous / Statutory Body.

ii) The proposal to adopt MACP Scheme has been approved by the Governing Body/Board of Directors.

iii) The Administrative Ministry/Financial Adviser of the Ministry has concurred with the proposal.

iv) The financial implications of adoption of MACP Scheme has been taken into account by the Organisation / Body and the additional financial implication can be met by it within the existing Budget Grants.

As the teaching staff of KVS, including Principals had not accepted the earlier ACP Scheme introduced in the year 1999, they would not be entitled for the benefits of MACP scheme.

Guidelines/Orders for implementation of 7th CPC recommendations in the Kendriya Vidyalaya Sangathan/Kendriya Vidyalayas will be issued separately in a later date. Revised Pay & Allowances should be drawn only after receipt of orders from KVS (HQ).

ACP-NON IMPLEMENTATION OF GOVT’S ORDER IN KV


IN PURSUANCE TO PER 6TH PAY COMMISSION RECOMMENDATION, GOVERNMENT OF INDIA HAS IMPLEMENTED MACP SCHEME W.E.F. 1/9/2008. AND, THE PREVIOUS ACP SCHEME WAS MADE AVAILABLE TO THE CENTRAL GOVERNMENT EMPLOYEES, INCLUDING THE EMPLOYEES OF KV, TILL 31/08/2008.

THUS AS PER ACP/MACP RULE AN LDC COMPLETED 12 YEARS SERVICE AS ON 31/08/2008 WOULD GET 1ST ACP WORTH RS 2400 GRADE PAY AND AN LDC COMPLETED 24 YEARS SERVICE ON THE STIPULATED DATE WILL GET RS. 4200 GRADE PAY. AND VARIOUS MINISTRIES/OFFICES OF GOVERNMENT OF INDIA HAS ALREADY IMPLEMENTED THIS ORDER TO THE EMPLOYEES SERVING THERE.

BUT IT SURPRISED TO NOTE THAT IN ORDER TO GET THE GOVERNMENT OF INDIA’S AFORESAID ORDER IMPLEMENTED IN KV, KV STAFF HAS TO KNOCK THE DOOR OF COURTS. IN THIS RESPECT, A COPY OF THE LETTER SENT TO THE COMMISSIONER, KENDRIYA VIDHYALAYA BY THE KENDRIYA VIDHYALAYA NON-TEACHING STAFF ASSOCIATION, IS PLACED BELOW.

WE EXPECT THIS GENUINE DEMAND OF THE KV EMPLOYEE WILL BE ACCEPTED AND IMPLEMENTED IMMEDIATELY.

Subject: Conversion from CPF to GPF.

Sir,
I am to refer to your letter no. KVS/2013-2015 dated 29.04.2015 addressed to the Secretary, MHRD on the captioned subject and to inform you that the matter regarding one time permission for change over from CPF to GPF Scheme for teaching and non-teaching staff of KVS was considered by MHRD in consultation with Department of Expenditure. The Ministry of HRD vide their letter No. F.3-14/2012-UT-2 dated 7th April, 2015 has informed that the Department of Expenditure after examining the proposal has inter-alia observed as under:

“The employees of Kendirya Vidyalaya Sasngathan who were in service as on 1.1.1986 and decided to opt for CPF made a conscious decision knowing well that the option once exercised is final. Grant of one more option to such CPF subscribers in KVS could have repercussion elsewhere with such an option having to be extended to all other CPF beneficiaries as well whose number is quite substantial.

In view of the above position, the proposal for grant of one time permission for changing from CPF to GPF cum Pension Scheme for teaching and non-teaching staff of KVS is not agreed to.”
Hence, it is not possible to accept your request accordingly.

A detailed report has been submitted as written reply to a question in Parliament about the employees working under Kendriya Vidyalaya Sangathan by the Minister of Human Resource Development as follows…

CGHS Facility : Directorate General of Health Services (DGHS) has extended the CGHS facility to the employees of KVS(HQ) and non-teaching staff of KVS Regional Office, Delhi. Besides this, CGHS facilities have also been extended by the DGHS to the teaching staff as well as non-teaching staff of Regional Offices and Kendriya Vidyalayas, Mumbai, Hyderabad, Kolkata, Chennai and Bangalore.

The matter was taken up with Ministry of Health & Family Welfare in October, 2012 to extend the CGHS facility to the employees serving in Kendriya Vidyalayas/KVS in all other stations across the country and to its pensioners wherever CGHS facilities are available. However, DGHS in December, 2012 had conveyed that CGHS is already facing acute shortage of human resources and it would not be possible to extend CGHS coverage to new cities as well as new establishments.

Switch over from CPF to GPF-cum-Pension Scheme: After the implementation of the Fourth Pay Commission Report, the Govt. of India vide O.M. dated 01.05.1987 provided an opportunity to the government employees to switch over from CPF to GPF-cum-Pension Scheme. For the KVS employees this option was available till 31.01.1989.
