Dearness Allowance for Workmen and Officer Employees in banks for the months of May, June & July 2020 under X BPS/ Joint Note dated 25.5.2015
The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base1960=100) for the quarter ended March 2020 are as follows:-
January 2020 – 7532.55
February 2020 – 7486.90
March 2020 – 7441.24
The average CPI of the above is 7486.90 and accordingly the number of DA slabs are 761 (7486 – 4440= 3046/4= 761 Slabs) The last quarterly Payment of DA was at 759 Slabs. Hence there is an increase in DA slabs of 2 i.e. 761 Slabs for payment of DA for the quarter May, June & July 2020
In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of May, June & July 2020 shall be 76.10 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

According to the 10th Bipartite Settlement for the period from February, March and April 2020, 75.90 percent of the Dearness Allowance (DA) grants to Bank employees. In this regard the Indian Banks Association (IBA) released a circular and the same is reproduced and provided for your information below :

Dearness Allowance for Workmen and Officer Employees in banks for the months of February, March & April 2020 under X BPS / Joint Note dated 25.5.2015.

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960= 100) for the quarter ended December 2019 are as follows:-
  • October 2019 - 7418.42
  • November 2019 - 7486.90
  • December 2019 - 7532.55
The average CPI of the above is 7479.29 and accordingly the number of DA slabs are 759 (7479 - 4440 = 3039 / 4 = 759 Slabs) The last quarterly Payment of DA was at 717 Slabs. Hence there is an increase in DA slabs of 42 i.e 759 Slabs for payment of DA for the quarter February, March and April 2020.

"After the last round of discussions held on 12-10-2018, there was another round of Bipartite Talks between IBA and UFBU today in Mumbai. IBA team was led by Shri Rajkiran Rai G. (MD & CEO of Union Bank of India) Chairman of the Negotiating Committee of IBA. UFBU was represented by leaders of all the nine constituent unions.

IBA's increased offer: Picking up the thread from the discussions of the last round of discussions wherein we had urged upon the IBA to improve their offer of 6% hike in the cost of pay slip components, IBA today revised their offer and increased their offer to 8% instead of 6% offered earlier. IBA also reiterated their formula of further wage increase based on their proposal linked to annual increase in Operating Profit and on Return on Assets of the Banks. While welcoming their improved offer, we stated that differential wage increase based profits of each Bank is not acceptable to us and that the wage revision in the Banks should be uniform as has been hitherto. We also further stated that their revised offer is far below our expectations. Hence, we urged upon the IBA to further revise their offer substantially to an acceptable level. We further stated that the issue of full mandate i.e. wage revision for Officers to cover all Officers upto Scale-VII should also be resolved. IBA expressed their limitations in this regard but we insisted them to find an amicable solution to this important issue.

We have requested the IBA to hold further discussions at the earliest and also hold Sub Committee meeting to sort out other remaining issues raised by us in the Charter of Demands. IBA agreed to this suggestion.

UFBU MEETING: Thereafter, meeting of the UFBU was held at AIBEA Office. While taking note of the improved offer of IBA, the meeting expressed its disappointment that the revised offer is totally inadequate to meet our expectations and further noted with concern the attitude of the IBA in not coming forward to resolve the mandate issue. The meeting decided to pursue these issues vigorously.

WE OPPOSE MERGER AND AMALGAMATION OF THE 3 BANKS - ALL INDIA STRIKE ON 26-12-2018: Regarding the proposed amalgamation of Bank of Baroda, Dena Bank and Vijaya Bank, the meeting noted that the Government and the concerned Banks were moving ahead with their decision and hence it was decided to give the call for observing All India Strike on 26th December, 2018.

Separate circular with other preparatory programmes will be issued shortly. We call upon all our constituent unions and members to start preparations for this strike action.

Comrades, we are passing through challenging times and hence our unity and united approach will be highly imperative to face these challenges and attacks."

DISCUSSIONS WITH IBA ON MEDICAL INSURANCE SCHEME

As already informed to units, bipartite meeting was held today between IBA and UFBU regarding renewal of our Medical Insurance Policy for serving employees/ officers as well as for the retirees for the ensuing period 2018-19. IBA team was represented by Shri Rajkumar, Dy. Chief Executive, Shri S K Kakkar, Sr. Advisor (HR&IR), and Shri K S Chauhan, Sr. Vice President (HR). All our constituent unions were present in the meeting.

IBA informed us that United India Insurance Co. has given their proposal for hike in the premium on the Policies both for the serving employees/officers as well as for the retirees as under:

Serving employees/officers : Increase in premium by 29% over existing rate Retirees (without Domiciliary) : Increase in premium by 110% over existing rate
Retirees (with Domiciliary) : Increase in premium by 144% over existing rate
We strongly objected to such steep hike in the rate of premium and informed the IBA that especially the hike in premium for the retirees is too exorbitant and not appearing to be relatable to actual claim ratio. We urged upon the IBA to take up with UIIC to drastically reduce the premium.

IBA informed us that they are already seized of the issue and the matter is being taken up with UIIC. We pointed out that the following points be kept in mind while finalizing the issue:

• There should be no attempt to discontinue the policy. Policy should be continued and renewed.
• The premium rates should be drastically revised downwards.
• Pending discussion with UIIC, the Policy for both serving employees and retirees should be extended upto 31-12-2018 with pro rata premium.
• Cost of upfront payment of annual premium should be factored in while finalizing the premium rate.
• Change in age profile of serving employees and retirees should be taken into account while working out the revised premium rates.
• IBA should take up with the Government for exemption of GST on premium amount.
• Renewed Policy should include a penalty clause for delayed sanction of bills/ reimbursement.
• If broker will not be involved in the scheme, suitable mechanism should be put in place to deal with cases of repudiation of claims, etc.
• Uniform guidelines should be given by IBA for sanction of amount under Buffer allocation.
• Premium should be worked out on a composite basis by clubbing both serving employees and retirees.
• Premium for retirees should also be paid by the managements.

IBA took note of the above points raised by us and assured to keep these views in mind while further dealing with the same.

Next round of Talks on 18-8-2018: Next round of Bipartite Talks (Sub-Committee) will be held on 18th August, 2018. Discussions will be held in the forenoon with the Officers Associations and in the afternoon with Workman Unions.

Please refer to our earlier communication in the subject matter and discussions held on 5th May,2018 with the Negotiating Committee. As desired , we place below the four suggested options:
i. Banks may go back to the earlier Hospitalization Expenses reimbursement Scheme as was in vogue till 9th Bi-partite settlement for employees and dependent family members.

ii. Directly deal with united India Insurance Co.Ltd or any other Insurance Company by calling quotes, without any interference from Broker.

iii. Advise banks to decide on the course of Medical Insurance Scheme on their own. Each Bank can negotiate with Insurance Companies to provide a Scheme tailor made to the requirement of the same.

iv. Continue with the process of appointing two or more brokers to help in assisting the IBA member banks to get a suitable Scheme prepared after getting the best quote as the nuances and fine print of the Insurance Policy and its features & interpretation will not be known to most employees & IBA in the absence of a broker.
2.In this context, as suggested by you, we would like to hold a meeting at our stadium House Office on 11.5.2018 at 11.00am to have fruitful deliberation for further course of action regarding Medical Insurance Scheme. You are therefore requested to kindly make it convenient to depute four representatives (two from officers Associations & two from Workmen Unions) to attend the meeting & share the views of the unions & Associations so that the matter may be concluded well in time before renewal.

3.A line of confirmation will be highly appreciated in this regard.

In the background of virtual silence on the part of IBA to hold negotiations with UFBU on our current demands for revision of wages and services conditions, a meeting of UFBU was held at Mumbai on the 6th February 2018.

Delay in wage revision: The meeting was concerned to note that for the past three months, IBA has not held any meeting with us on our demands for wage revision despite assuring us in the meeting held in October, 2017 that shortly another meeting would be held when the IBA would make their offer. So far, there has been no response. Department of Financial Services of Government of India has also been communicating to all the Banks and IBA to conclude the settlement without delay. Even this has been ignored. Regrettably, when we took up the matter with the Government to intervene to expedite the settlement, there was no response. Hence, it was decided after due deliberations that agitational programmes including strike actions have to be resorted to.

Strike call: Accordingly, it was decided to give the call for All India Strike on the 15th March 2018 preceded by other protest programmes like deputation to Chairperson IBA, demonstrations, mass rallies, Badge wearing, Dharna, etc.

IBA invites UFBU for Talks: After our taking the decision on the 6th February 2018, we have been informed by the IBA vide their letter dated the 7th February 2018 that the next round of negotiations on our demands for wage revision has been fixed for the 21st February 2018.

In view of this, we shall take part in the negotiations on 21.02.2018 to impress upon the IBA to expedite the settlement. Looking to their response in the meeting on 21st February 2018, UFBU will meet immediately thereafter and take the decision about our agitational programme and strike call.

Continued attacks on Banking Sector - Mass signature Campaign : Further to our successful protest strike on 22.08.2017 and the massive Morcha to Parliament on 15.09.2017, it was decided to undertake mass signature campaign in the Petition to Speaker of Lok Sabha to seek the support of the people to our demands. Already the draft Mass Petition has been circulated to units. The meeting observed that the units are in the process of collecting signatures from the general public and the response is encouraging.

It was decided to complete the campaign by the end of March 2018 so that the Mass Petitions can be handed over to the Speaker of Lok Sabha in the first week of April, 2018 before the conclusion of the current Budget Session.

FinMin asks banks to hire retired staff to deal with cash rush

New Delhi: The finance ministry today asked banks to consider engaging retired employees to deal with the unprecedented rush for exchange of invalid currency notes and ease pressure on existing staff.

In a letter written to Indian Banks’ Association (IBA), the financial services department of the finance ministry said it should look into issues, particularly employment of retired bank staff and payment of remuneration and instruct the banks suitably at the earliest.

“In the event of extra business hours implemented to cope up with the situation, banks may require to make deployment plan of staff on shift basis so that the same person does not work for continuous long hours,” it said.

Praising commendable work done by the banking fraternity, it said banks may plan and support the officers and employees working in late hours, particularly the safety and security of women employees, with arrangements for food and conveyance.

Additional infrastructure like more terminals, separate arrangement for cash, exchange and dispensation may be implemented and services of retired persons may also be taken so that the pressure of existing staff may ease and a larger customer base is satisfied, it said.

Many employee unions have made representation to the finance ministry and IBA presented the multiple problems being faced by employees and officers on account of implementation of the demonetisation scheme.

“We are happy that the government has addressed some of the issues raised by us,” All India Bank Employees’ Association General Secretary C H Venkatachalam said in a statement.

Stagnation Increment

Under the recently signed 10th Bipartite Settlement, it has been agreed that employees shall be eligible for 8th stagnation increment on 1st May, 2015 or two years after receiving stagnation increment, whichever is later.

It has been further agreed that the period of 3 years shall be reduced to 2 years for sanction of 6th stagnation increment.  Accordingly it has bee provided in the Settlement that an employee who has completed two years or more after receiving the fifth stagnation increment as on 1st November, 2012 shall receive the sixth stagnation increment as on 1st November, 2012.

In this connection, we advise that the financial benefit on account of this reduction of eligibility from 3 to 2 years for sanction of the 6th stagnation increment shall accrue on or after 1.5.2015 since the additional cost of such reduction in periodicity from 3 to 2 years has been adjusted at 50% of the actual cost and hence to be effective from 1.5.2015 (30 months out of 60 months of the period of the Settlement).
However under clause 40 of the settlement dated 25.5.2015 in ‘Implementation’ it has inadvertently mentioned as under:-

In view of the adjustment of cost as 50% of the total cost towards improvements in stagnation increment/s this needs to be corrected and read as under:

This was one of the agreements arrived at the meeting of the Indian Banks’ Association with associations of bank employees and staff in Mumbai on Monday.

The agreement, primarily settling the long pending negotiations over the wage revision, led to the United Forum of Banking Unions (UFBU) deferring its four day strike plan later this month.

“It is a balancing act,” UFBU (Andhra Pradesh and Telangana) Convenor VVSR Sarma told The Hindu about the agreement on the additional holidays. The influential body of the bank staffers was insisting that all Saturdays should be holidays.

By limiting it to two Saturdays and making other Saturdays full working day, the banks have ensured that the impact on the customers due to the additional holidays is less.

On the key wage revision component, Mr.Sarma said 15 per cent increase is what the IBA has agreed. The negotiations had hit a stalemate after the banks struck to 13 per cent, while the UFBU demanded 19 per cent. According to Mr.Sarma, the cost for the banks due to the 15 per cent hike that has been agreed works out to Rs.4,725 crore.
The agreement on the wage revision would be implemented with effect from November 1, 2012, he added.

As scheduled the 10th BPS wage Negotiation Talk between Bank Unions (UFBU) and Indian banks Association held to day at Mumbai.

In the talks today(3rd Feb) IBA offered only 0.5% improvement(to take the wage hike to 13% from earlier offer of 12.5%) which is not satisfactory as per unions.

Bank Unions (UFBU ) decides to revive the Strike programme.

4 days Strike from 25th Feb and indefinite strike from 16th March.

Bank Unions wage increase demand irrational: IBA

Indian Banks’ Association said it is the only representative body of banks which acts on the mandate given by the banks for wage settlement, a statement issued here said.

It said IBA’s Negotiating Committee comprise of CMDs of Public Sector Banks as well as Private Sector Banks which are parties to the Bipartite a settlements has started the wage negotiation in justify earnest since October 2012.

It said 14 rounds of discussion have been held and two major issues, i.e., effective date of implementation and merger of DA have been clinched.

“In the past 7th and 8th Bipartite Settlements, the wage increase was between 10 percent and 13 percent. The 9th Bipartite Settlement was an exception as compared to earlier settlements and cannot be quoted as precedent.”

In the current wage settlement, a hike of 11 percent on salary and allowances has been offered based on the paying capacity of all the banks, lower profitability, higher requirements for provisions and further capital requirement under Basel-III, which translates into 12.5 percent on the balance sheet cost that too is unaffordable to some of the banks.

“The issues regarding wage negotiation deliberated in Negotiating Committee of IBA are further discussed in a larger forum, i.e., Managing Committee of IBA and the Chairmen of all the banks were unequivocal in saying that the demand of 23% increase of Unions/Associations is unaffordable, illogical, exorbitant and irrational.”

IBA appealed Unions/Associations to give up the agitational path and return with pragmatic approach to the negotiation table and to resolve the issue through bipartism.

“Despite the appeal made by IBA as well as Chief Labour Commissioner (Central) at the conciliation meetings not to resort to strike and resolve the issue through bipartism, the Unions/Associations went on one day strike on November 12, 14 followed by Zonal relay strikes from December 2 to December 5, 2014.
In the meantime, IBA has requested to all member banks to assess their paying capacity and advise IBA accordingly.

“It is, therefore, apparent that IBA is serious to settle the issue at the earliest and not adopting delayed tactics as alleged by the Unions/Association.”
