Sub: Foreign training undergone by Group 'A' officers of various Ministries/ Departments of the Government of India.

The undersigned is directed to refer to the subject cited above and to say that Training Division of this Department has been running a scheme of Domestic Funding of Foreign Training (DFFT) for the Group 'A' officers of the Government of India and State Governments/ UTs under which the officers are sent for undergoing short term (less than 6 months) and long term (more than 6 months) programs at various reputed universities/ institutes aboard.
  • This Department is collecting data regarding various foreign training programs (other than DFFT programs) undergone by the Group 'A' officers of various Ministries/ Departments of the Government of India during last one year.
  • All Ministries/ Departments are, therefore, requested to kindly provide the details of the Group' A' officers who have undergone foreign training programs aboard (othr than DFFT program) since January 2018. While sending information the following details may be provided:

Sir/Madam,
The Training Division, Department of Personnel and Training, Government of India shall be sponsoring the names of suitable officers for undergoing long/short-term training abroad in various selected universities/institutes for the Financial Year 2018-19 under the full funding component of Domestic Funding of Foreign Training (DFFT) Scheme (up to one year).

The different training programs are broadly of the following kinds on the basis of their duration:

Subject: Long Term Training programmes at LSE and LKY under DFFT during 2018-19

Dear Sir,
The Training Division, DoPT, conducts long term and short term training programmes in institutes/universities abroad under the scheme of Domestic Funding of Foreign Training (DFFT). While the policy for DFFT training programmes for 2018-19 is currently under finalization and circular in this regard will be issued separately, it is brought to the notice of officers willing to apply for long term programmes that the timeline of admission for long term programmes at LKY school of public policy, Singapore and LSE, London for 2018-19 shall be as under:

The proposed eligibility for the above courses is as under:

Service eligibility

  • The officers belonging to IAS, and group 'A' officers of CSS/CSCS/SCS, irrespective of their place of posting.
  • Other AIS (IPS & IFoS) and organized group 'A' central services who are on deputation under Central Staffing Scheme of DoPT
Minimum Length of Service (as on 01.07.2018):
  • AIS and organized group 'A'central services officers: 7 years
  • SCS officers who have completed 9 years of service as Deputy Collectors
  • CSS officers who have completed 5 years service as Under Secretaries and CSSS officers who have completed 5 years as Group A
(c) Upper age limit: 48 years
(The above eligibility conditions are proposed for 2018-19 and therefore subject to approval of the competent authority)

Since the timeline for finalization of slotting under DFFT is likely to exceed the admission timeline of the above institutes, the interested officers are requested to apply for the courses through online portal of the institutes. While applying, the officers should ensure that they fulfill the conditions stipulated by the institutes for the particular course. The officers are also required to make online application against the DFFT circular which will be issued in due course. After finalization of slotting of  officers under DFFT, the successful officers shall be provided funding under DFFT. Priority will be given to those applicants who have also applied online to the universities. These courses were shortlisted for the year 2017-18 and are likely to be continued. Their continuation is, however, subject to approval of the competent authority.

Subject: Allowances under long term and short term foreign training programmes under DFFT - reg.

Sir/Madam,
The Department of Personnel and Training, Government of India has been sponsoring the names of suitable officers every year for undergoing training in various universities/institutions abroad under the Domestic Funding of Foreign Training (DFFT) Scheme. The entitlement of nominated officers for various allowances under the scheme was notified vide this Department's letter no 12037114/2014-FTC dated 19.01.2011. In partial modification of the above letter, it has been decided to replace pare 3.1 (ii) Accommodation charges as under:

3.1 (ii) Accommodation
University accommodation should be taken. The same to be paid as per actual, subject to it being for a single bedroom accommodation. In case the University accommodation is very limited and not available to all officers nominated for the programme, then University empanelled accommodation can be taken. University recommended/empanelled accommodation to be treated at par with the University accommodation. The accommodation allowance will be paid on actual. As per the rent recommended by the University, restricted to the maximum paid for the University accommodation for the same programme. In case where both the University accommodation and University recommended accommodation are not available, the accommodation allowance may be given at the rate of US $ 750 p.m and US $1000 p.m in normal cities and big cities respectively, subject to the condition that the officer would need to submit a certificate from that University /Institute to the effect that University/Institute accommodation/recommended accommodation is not available.

Further, as a matter of policy, accommodation and living allowances shall be paid for the period of training including one week (7 days) at the beginning of the programme and one week (7 days) at the end of the programme, subject to the total period of training being within one year.

The other provisions of the letter remain unchanged.

Subject: Long term and short term foreign training programmes under DFFT during 2016-17 – reg.

Sir/Madam,
The undersigned is directed to refer to this Department’s letters of even number dated 23.03.2016 and dated 11.04.2016 on the above mentioned subject, and to make the following further clarifications in the matter:

i) As per para 12 of letter dated 23.03.206, for the long term training programmes, namely, MPA Mason Programme (Harvard University), Masters in Public Policy (Cambridge University), Masters in Public Health (John Hopkins University) and Masters in Public Policy (Blavatnik School, Oxford University), interested officers apply directly to the university and undertake admission/selection process as stipulated by the university as a private individual. Once an officer is selected by these Universities, he/she may apply for sponsorship under the DFFT Scheme through their respective controlling authorities along with requisite clearances. Under this, long term programme on Master of Public Policy at Princeton University has been added. Since tuition fee and stipend are given by the University for MPP at Princeton University, eligible officers will be paid air fare on actual basis, subject to entitlement of officers and economy instructions issued by MoF/DoPT from time to time.

ii) The programmes under LSE and LKY, as mentioned in para 3 of the letter dated 11.03.2016 are long term programmes, where, officers having confirmed admissions will be provided full funding if eligible under the DFFT scheme and subject to the availability of slots;
