 Chandigarh: The SAD-BJP government in poll- bound Punjab today announced its decision to release arrears of Dearness Allowance (DA) to the employees and pensioners in cash. Punjab Finance Minister Parminder Singh Dhindsa said the arrears of DA with effect from July 1, 2014 to February 28, 2015 at the rate of 7 per cent and arrears with effect from January 1, 2014 to September 30, 2014 at the rate of 10 percent shall be given to employees and pensioners of the state government in cash.

Dhindsa said 50 per cet of the DA arrears from July 1, 2014 to February 28, 2015 at the rate of 7 per cent shall be paid during the second quarter of financial year 2016-17 which is from July 1, 2016 to September 30, 2016 and pending 50 per cent of this arrears shall be paid during the third quarter of financial year 2016-17 –from October 1, 2016 to December 31, 2016.

 Likewise, the 50 per cent of the DA arrears from January 1, 2014 to September 30, 2015 at the rate of 10 per cent shall be paid during the fourth quarter of financial year which means from January 1, 2017 to March 31, 2017 and the rest of the 50 per cent of this arrears shall be paid during the first quarter of financial year 2017-18 which is from April 1, 2017 to June 30, 2017. He said the notification in this regard has been issued today.

No one can deny the fact that DA is a very important allowance as of now. This applies to both state and central government employees. On the 28th of February 2014, 10 % DA increase was approved by the cabinet and then the announcement about the same came out. In the past, mostly, this announcement and the Finance Ministry order have come out in the month of March. Hardly, has this ever changed so far. So the finance ministry order on DA is expected to come soon.


After the order on the 10% DA is received, the corresponding DA value will be paid as arrears for the first two months and then it will paid along with the month’s salary. Similarly, every time when the DA touches 50%, some allowances can increase up to 25%. We have already got the benefits of the 50% DA increase. Now, as it has reached 100%, a formal announcement is expected to come out soon. Everyone can easily calculate the benefits that we’ll get from a 10% increase. However, for your convenience, I have attached a calculator to help you to find out how much you will get as two month’s arrears and the other benefits that you will get due to the DA increase.

As per reliable sources that the Union Cabinet Committee likely to approve the Finance Ministry proposal to hike the Dearness allowance and Dearness relief by 8% today.

An another additional Dearness allowance from Jan 2013 to all Central Government Employees and Pensioners is expected to declare by the Central Government on 2.4.2013, after the Union Cabinet approval. The agenda is expected to be approved by the committee today in the afternoon. Nearly 50 lakh employees and 30 lakh pensioners will get the benefit by this hike with minimum of Rs.560 per month. 
After the Cabinet approval, Finance Ministry may issue necessary orders immediately to all Departments/Ministries to issue enhanced payment by cash.
