Subject: Review of hard and tenue stations

Reference: HQrs office letter No.25012/AN/X/2014 dated 15.17.2014.

As you are that certain stations have been categorized as 'Hard' and 'Tenure' stations for the purpose of transfer/posting. In order to rotate staff/officers at hard and tenure stations, a fixed tenure has been prescribed for each of the stations.

2. The service conditions and the accessibility of facilities at various hard and tenure stations continue to change from time to time. Overall economic and infrastructural development in these areas cans for a review from time to time. Hence, the competent authority has decided to review the status of all hard and tenure stations.

3. In order to take an appropriate view on continuation/discontinuation addition of any new station in this category, it is requested that your considered views in respect of hard and tenure stations falling under your jurisdiction may be communicated to HQrs office latest by 15th April 2018 in the enclosed proforma. While forwarding your comments, the degree of climatic/topographic hardships at these stations, availability of basic facilities like schools, hospitals, accommodation etc., accessibility of the station by rail or road or any other mean and effect of revised tenure on volunteers for different stations, if any, may be taken into consideration.

It has come to notice of this office that United Forum of Bank Unions (UFBU) has called for a nation wide bank strike on 29,07,2016. This day being the last working day of the month for payment of salary ti all central government employees, it has been decided that Salary for the month of July 2016, be paid to the Central Government employees on 28.07.2016

All Ministries/Departments are requested to payment of salary to their employees on. 28th July 2016.

Sub: Restoration of pay fixation benefit on promotion from the post of SO(A) to AAO during the period 01.01.2006 to 29.08.2008.

Ref: This HQrs office circular bearing No. AN/XIV/14162NI CPC/Circular/Vol-IV, dated 04.09.2009.

Reference is invited to contents of circular cited under reference, wherein instruction was issued to discontinue the practice of allowing the benefits of pay fixation/allowances under RPR 2008 at the time of promotion from SO(A) to AAO in anticipation of clarification to be issued by Ministry of Finance (Department of Expenditure).

2. An OA No. 489/2011 was filed by Sh. S. Vijaya Kumar Naidu and 12 others before the Hon'ble CAT Bangalore Bench praying for restoration of pay fixation benefit of 3% allowed to the applicants on their promotion grade after 01.01.2006 and consequential benefits upon restoration of pay fixation benefit. The OA was allowed by the Hon'ble CAT and the order implemented by the Competent Authority in respect of the applicants only.

3. The issue was referred to DoP&T, Ministry of Law & Justice and Ministry of Finance for general implementation to all similarly placed persons. Having been approved by Ministries/DoP&T, the competent authority has decided to extend the benefit of Hon'ble CAT Bangalore Bench order dated 10.10.2012 in OA No. 489/2011 to all similarly placed persons, who were promoted to the post of Assistant Accounts Officer during the period from 01.01.2006 to 29.08.2008.

4. Hence, it is requested to restore the pay fixation benefit of 3% granted at the time of promotion to AAO grade from SO(A), which was withdrawn earlier. Necessary fixation may be carried out with all consequential benefits.

Action taken in this regard may be intimated to HQrs office.

Subject: Enhancement of EDP Allowance by 25% everytime DA payable on the revised pay structure goes up by 50%.

Consequent upon issue of Ministry of Finance OM date 27.03.2014 enhancing the rate of Dearness Allowance (DA) from existing 90% to 100%, approval of competent authority is conveyed for 25% Increase on the basic allowance in the quantum of EDP Allowance being paid to the officers/staff who are employed for EDP jobs, w.e.f. 01.01.2014 i.e. the date on which the Dearness Allowance (DA) on the revised pay scales has gone upto 100%.

2. EDP Special Allowance is granted by the HQrs. Office, to the officers/staffs deployed on specific EDP Jobs as prescribed In Govt. of India, MOD (Fin.) letter No. F.29(7)(5)/ C/98 dated 13.07,1998, against specific EDP vacancy, In any particular office, based on the recommendations of the PCDA/CDA concerned. Accordingly, the EDP Special Allowance shall be discontinued immediately on transfer out of such officers/staffs from that specific EDP task. Whenever, such officers/staffs are re-deployed op EDP jobs either in the same office or in some other office, fresh proposals alongwith necessary certificates/recommendations are required to be submitted to HQrs. Office for proper sanction, as per procedure prescribed In HQrs. Office letter dated 18/19.02.2010. EDP Special Allowance should not be paid, in a routine manner, based on the Last Pay Certificate etc., issued by the previous office.

3. It is also requested to ensure that any change in the details of EDP personal is reported to HQrs. Office, on monthly basis: by 10th of every month.
