Subject: Enhancement of EDP Allowance by 25% everytime DA payable on the revised pay structure goes up by 50%.

Consequent upon issue of Ministry of Finance OM date 27.03.2014 enhancing the rate of Dearness Allowance (DA) from existing 90% to 100%, approval of competent authority is conveyed for 25% Increase on the basic allowance in the quantum of EDP Allowance being paid to the officers/staff who are employed for EDP jobs, w.e.f. 01.01.2014 i.e. the date on which the Dearness Allowance (DA) on the revised pay scales has gone upto 100%.

2. EDP Special Allowance is granted by the HQrs. Office, to the officers/staffs deployed on specific EDP Jobs as prescribed In Govt. of India, MOD (Fin.) letter No. F.29(7)(5)/ C/98 dated 13.07,1998, against specific EDP vacancy, In any particular office, based on the recommendations of the PCDA/CDA concerned. Accordingly, the EDP Special Allowance shall be discontinued immediately on transfer out of such officers/staffs from that specific EDP task. Whenever, such officers/staffs are re-deployed op EDP jobs either in the same office or in some other office, fresh proposals alongwith necessary certificates/recommendations are required to be submitted to HQrs. Office for proper sanction, as per procedure prescribed In HQrs. Office letter dated 18/19.02.2010. EDP Special Allowance should not be paid, in a routine manner, based on the Last Pay Certificate etc., issued by the previous office.

3. It is also requested to ensure that any change in the details of EDP personal is reported to HQrs. Office, on monthly basis: by 10th of every month.

List of Allowances & Advances increased by 25% due to DA touched to 100% with effect from 1.1.2014. 
List of all allowances and advances enhanced by 25% from the existing level from 1st January 2014 in order to enter the Dearness allowance into 100%. Already in January 2011, followed the 6th CPC recommendations, all the allowances and advances had been enhanced by 25% due to Dearness allowance crossed 50% mark. This is second time to get the allowances at revised rates.
The complete list of allowances and advances to eligible for Central Government employees including Railway employees are compiled by NFIR and the same we reproduced for your ready reference as under..

OFFICE MEMORANDUM

Subject: Clarification on increase in certain allowances by further 25% as a result of enhancement of Dearness Allowances w.e.f. 1.1.2014

The undersigned is directed to refer to para 1(j) of this Department’s OM. No.12011/03/2008-Estt. (Allowance) dated 2.9.2008. This provides that the limits of Children Education Allowance would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. References are being received from various quarters with regard to the amount of Children Education Allowance admissible consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 100% w.e.f. 1 January, 2014 announced vide Ministry of Finance, Department of Expenditure O.M. No.1/l/2014-E-1I (B) dated 27th March, 2014.
2. In accordance with the above, the following shall be the revised limits:

a) The annual ceiling limit for reimbursement of Children Education Allowance shall be Rs.18,000/- per child. Accordingly, the quarterly claim could be more than Rs.4500/- in one quarter. The Hostel Subsidy shall be Rs.4500/- per month per child;
b) The rates of Special Allowance for Child Care to women with disabilities stands revised to Rs. 1500/- per month; and
c) The annual ceiling for reimbursement of Children Education Allowance for disabled children of Government employees shall be treated as revised to Rs.36,000/- per annum per child and the rates of Hostel Subsidy for disabled children of Government employees shall be treated as revised to Rs.9000/- per child per month.
3. These revisions are applicable with effect from 1st January, 2014.
4. These revisions shall be subject to other terms and conditions mentioned in this Department’s O.M. No.12011/03/2008-Estt (Allowance) dated 2.9.2008, O.M. No.12011/04/2008 dated 11.9.2008 and 12011/07(i)12011-Estt.(AL) dated 21.2.2012.
